1. Consider approval of the minutes of the March 22, 2011 Regular Meeting. 2. Consider approval of the following bids: a. Transmission Monopoles for Shiloh Substation Line Improvements b. Backhoe Loaders c. Roll-Off Truck d. Caterpillar D-650 Dozer Holt Cat 3. Public hearings were previously conducted for the following zoning cases. Council approved the requests and instructed staff to bring forth the following ordinances for consideration. a. Zoning File No. 11-05, Sovran Self Storage b. Zoning File No. 11-06, Reimagine Beverage Containers c. Zoning File No. 11-07, Marcelo Esparza 4. Consider a resolution authorizing the City Manager to execute a first amendment to Heliport Lease and Operating Agreement with SKY Helicopter, Inc. 5. Consider a resolution authorizing the City Manager to submit an application to the Texas Department of Transportation for a Routine Airport Maintenance Program grant. 7. Consider a resolution approving a lease between the City of Garland and New Beginning Center, a Texas nonprofit corporation whose mission is to assist victims of domestic violence located within the community. 8. Consider a resolution accepting a Texas Commission on Environmental Quality (TCEQ) Emissions Reduction Incentive Grant in an amount not to exceed $161,056.00; authorizing the City Manager or his designee to execute a grant agreement with TCEQ. 9. Hold public hearing on the following zoning case: Consider the application of Paradigm Consulting, requesting approval of 1) amendments to Planned Development (PD) Districts 84-31 and 08-10 for General Business Uses, 2) a Concept Plan, and 3) a Detail Plan for General Office.
