Written Briefings: a. 2010 - 2014 Consolidated Plan The City of Garland contracted with BBC Research and Consulting to prepare its Consolidated Plan for the 2010-2014 program years. BBC Consulting has been researching and gathering information regarding Garland’s housing and community development needs and has developed a draft Consolidated Plan for Council’s review. If Council concurs, this item will be scheduled for a public hearing at the April 20, 2010 Regular Meeting. b. 2010 – 2011 CDBG Project, HOME, and ESG Budget If Council concurs, staff will prepare a recommendation regarding the CDBG Project, HOME, and ESG budget. A number of neighborhood meetings have been held to receive input on the proposed use of these funds. A public hearing will be held at the April 6, 2010 Regular Meeting. c. Revisions to Backflow/Cross-Connection Control Ordinance Council is requested to consider revisions to the current Water Supply Backflow/Cross-Connection Ordinance. If Council concurs, this item will be scheduled for formal consideration at the April 20, 2010 Regular Meeting. d. Recreational Trails Grant Application to Texas Parks & Wildlife Department The Park and Recreation Board is requesting that Council consider authorizing a Recreational Trails grant application to Texas Parks & Wildlife Department for a project in the Spring Creek Greenbelt corridor. If Council concurs, this item will be scheduled for formal consideration at the April 20, 2010 Regular Meeting. e. Rescind Taxes, Penalty, and Interest Garland Housing Finance Corporation (GHFC) has requested relief from paying post-judgment taxes on property at 1520 Castle Drive. GHFC plans to build housing for low-income senior citizens on the property. If Council concurs, this item will be scheduled for formal consideration at the April 20, 2010 Regular Meeting.
Proposed Changes to Chapter 32 (Junked Vehicles) Council is requested to consider a draft ordinance replacing the current sections in Chapter 32 of the Code of Ordinances as it relates to junked motor vehicles. The proposed draft ordinance was reviewed by the Community Services Committee.
