Hold a Public Hearing Regarding the 2010 Proposed Capital Improvement Program.
Written Briefings: a. Notice of Intent to Issue Certificates of Obligation At the February 2, 2010 Regular Meeting, Council is scheduled to consider approval of the 2010 Capital Improvement Program (CIP) which contemplates a certificate of obligation bond sale in the amount of $3.2 million to fund a portion of the CIP. Conditional upon Council approval of the CIP, staff will request Council consideration of a notice of intent resolution at the February 16, 2010 Regular Meeting to provide legal authorization for these certificates. This approval will not obligate the City to issue debt. b. Review of Juvenile Curfew Ordinance Section 370.002 of the Texas Local Government Code requires that after a city adopts a juvenile curfew ordinance, the city must review and readopt the ordinance every three years. Council is requested to consider readopting the Juvenile Curfew Ordinance for another three years as part of a continued effort to control juvenile crime. If Council concurs, this item will be scheduled for formal consideration at the February 16, 2010 Regular Meeting. c. TxDOT Funding Agreement and Design Contract for the Pleasant Valley Road Bridge Over Rowlett Creek Council is requested to consider entering into an Interlocal Agreement with the Texas Department of Transportation to fund the construction of the Pleasant Valley Road Bridge over Rowlett Creek from Richfield Drive to Miles Road and to enter into an Engineering Services Contract with Grantham & Associates for the project design. If Council concurs, this item will be scheduled for formal consideration at the February 16, 2010 Regular Meeting.
Review and Deliberation of the 2010 Capital Improvement Program Council will receive comments and recommendations from the Utility Advisory Board regarding the 2010 Proposed Capital Improvement Program and deliberate changes, if any, in the City Manager’s proposed capital plan.
