1. Written Briefings: a. Community Outdoor Outreach Program Grant Council is requested to authorize the submittal of an application to the Texas Parks & Wildlife Department for a Community Outdoor Outreach Program grant of $11,028 in matching funds to provide a children’s outdoor education camp activity. If Council concurs, this item will be scheduled for formal consideration at the January 19, 2010 Regular Meeting. b. Emergency Management Planner Council is requested to consider authorizing the acceptance of Urban Area Security Initiative grant funds totaling $140,000 for the creation of an Emergency Management Planner position within the Office of Emergency Management. This position will allow the City of Garland to meet its State planning requirements while enhancing its capabilities to prepare for, respond to, and recover from disasters through more thorough and dedicated planning efforts. The grant funds will provide the necessary funding to develop and maintain this position for at least two years without an economic impact to the City.

Assistance Request for Nonprofit Special Event Council is requested to consider a request by the Garland NAACP for the waiver of expenditures for city services in the amount of $6,436 required for their Martin Luther King, Jr. Parade and March and Youth Musical event on Saturday, January 16, and Sunday, January 17, 2009. City Council Policy No. OPNS-29, Assistance to Nonprofit Organizations, states that requests from nonprofit organizations for donated services in excess of $1,000 must be brought to Council for consideration. 2a. Update on Single-Family Rental Licensing and Briley Inspection Program Council will be updated on the single-family rental program that was approved by Ordinance No. 6127 on May 1, 2007. Section 2 of this ordinance provided a “sunset clause”: “That, unless reauthorized by an affirmative vote of the majority of the City Council, Section 32.09 is repealed effective on the third anniversary of the adoption of this Ordinance.” Council is requested to provide direction regarding the reauthorization of Section 32.09.
Update on 2009 Health and Code Compliance Departmental Activities Council will be updated on Health and Code Compliance departmental activities in 2009.
Public Safety Committee Report Council Member Larry Jeffus, Chairman of the Public Safety Committee, will provide a report on the following items that have been considered by the Committee: • Controlling traffic in neighborhoods during public events • Ongoing security issues at vacant commercial properties
