Assistance Request for Nonprofit Special Event City Council Policy No. OPNS-29 states that requests from nonprofit organizations for donated City services in excess of $5,000 require Council approval. Council is requested to consider authorizing a request by the Garland Jaycees for the waiver of City services required for their 64th Annual Labor Day Parade on Monday, September 7, 2009. b. Confirmation of City Health Officer Chapter 121 of the Texas Health & Safety Code requires that a local health department (city or county) which employs a non-physician Director of Health have a licensed physician to aid the Director in the control of communicable diseases within the jurisdiction. The state law requires that the Director’s appointment of the City Health Officer be confirmed by Council every two years. Dr. Timothy Lambert has served as Garland’s City Health Officer since June 25, 2005. Dr. Lambert’s two-year term expires on September 18, 2009. Council is requested to consider reappointing Dr. Lambert for another two-year term. If Council concurs, this item will be scheduled for formal consideration at the September 1, 2009 Regular Meeting. c. Issuance of Tax Notes Council is requested to consider authorizing the issuance of tax notes in the amount of $5.9 million to provide funding for street improvements, fire vehicles and apparatus, and landfill closure. Garland Housing Finance Corporation Update At the request of Council, the Garland Housing Finance Corporation will provide an update on their past, current, and future issues.
Process for Appointments to the UAB Council is requested to discuss the process for making appointments to the Utility Advisory Board (UAB). Last year Council appointed Tony Torres to serve as the Position 5 member and Garry Pickens as the Position 7 member for a one-year term which will expire on August 31, 2009. At the August 3, 2009 Work Session, the UAB recommended that Council reappoint Mr. Torres and Mr. Pickens for a three-year term. Both board members have indicated their desire to be reappointed.
