Consider an ordinance amending Chapter 50, “Utility Rates and Fees,” of the Code of Ordinances of the City of Garland relating to fees for water services provided by the City. At the May 18, 2009 Work Session, Garland Water Utilities water and wastewater rate consultants, Economist.com, briefed Council on a new water and wastewater rate model. The rate model identified the need for a mid-year water rate increase, as well as projected water and wastewater rates needed to cover capital and operational costs for the next five years.
Consider the application of Baylor Medical Center at Garland, requesting approval of a Specific Use Permit for a Helipad on property zoned Industrial-1 (I-1) District and Health Services (HS) District. This property is located north of Walnut Street, east of Shiloh Road.
Consider the application of Tom Mannewitz, requesting approval of a Specific Use Permit for a Shooting Range (Indoor) on property zoned Industrial-1 (I-1) District. The property is located at 1717 South Jupiter Road.
Consider the application of Garland Power & Light, requesting approval of 1) a Specific Use Permit for an Electric Substation on property zoned General Business (GB) District, Agriculture (AG) District, and a Planned Development (PD) District for Office and Shopping Center Uses, and 2) a waiver of a required 10-foot wide pedestrian and utility easement along the north right-of-way line of Miller Road. The property is located north of Miller Road and west of Centerville Road.
