COPS Hiring Recovery Program Edward Byrne Memorial Justice Assistance Grant The Office of Community Oriented Policing Services (COPS Office) of the U. S. Department of Justice (USDOJ) has announced the availability of funding under the COPS Hiring Recovery Program (CHRP). The COPS Office will receive the funds from the American Recovery and Reinvestment Act of 2009 to address the personnel needs of state, local, and tribal law enforcement. The Bureau of Justice Assistance (BJA) of the USDOJ has also announced the availability of funding to units of local government under the 2009 Recovery Act Edward Byrne Memorial Justice Assistance Grant (JAG) program for the purpose of reducing crime and improving public safety. Council is requested to consider authorizing the Police Department to apply for grant funding for five new Police Officer positions (3 Patrol Officers and 2 Neighborhood Police Officers).
Convenience Store Ordinance The Community Services Committee is recommending that Council consider amending Chapter 26, “Police – Miscellaneous Provisions and Offenses,” of the Code of Ordinances by adding a new Article titled, “Convenience Stores.” This new Article XII is designed to further protect citizens by preventing some convenience store crime and enhancing prosecutions in those offenses that are committed at convenience stores. In addition, the proposed ordinance creates a formal registration process for all convenience stores in the City.
Community Garden Program The Community Services Committee is recommending that Council consider a Community Garden Program.
Country Club Road/Commerce Street Name Change The opening of a new alignment of Country Club Road in the vicinity of State Highway 66 requires renaming certain segments of Country Club Road and Commerce Street to avoid duplication and to create a logical street name pattern.
2008 Homeless Prevention and Rapid Re-housing Program (HPRP) As part of the American Recovery and Reinvestment Act of 2009, the City of Garland is eligible to receive $858,997 in Emergency Shelter Grant funding for Homeless Prevention and Rapid Re-housing Program. This dollar figure represents approximately nine times the annual dollar amount the City receives for ESG funding. The City would have two years to obligate the funds and have up to three years to spend 100% of the funds.
