The meeting of the Garland City Council is called to order and the prayer and pledge are said.
(Item 1) Consider approval of the minutes of the December 2, 2008 Regular Meeting. (Item 2) Consider approval of the following bids: (Item 2a) Front-End Loader Bid No. 76-09, HoltCat $167,568.00 (Item 2b) Landfill Gas Expansion Project Bid No. 561-08, TriCon Works, LP $1,516,352.00 (Item 3) A public hearing was previously conducted for the following zoning case. Council approved the request and instructed staff to bring forth the following ordinance for consideration. Zoning File 08-52, City of Garland (Item 4) Consider a resolution accepting a Gang Initiative Grant from the Office of the Governor of Texas. (Item 5) Consider a resolution supporting the legislative initiatives approved by the Dallas Area Rapid Transit Board of Directors for the 81st Session of the Texas Legislature.(Item 6) Consider a resolution establishing a date for a public hearing to consider certain public utility regulatory policy act standards in accordance with the Energy Independence and Security Act of 2007.
(Item 7) Consider appointments to Boards and Commissions. Board members are selected for two-year terms by the City Council in August. Terms are usually staggered whereby at least half of the membership has board experience. Board members are appointed based on qualifications. (Item 8) Citizen comments. Persons wishing to address issues not on the agenda may have three minutes to address Council at this time. Council is prohibited from discussing any item not posted according to the Texas Opens Meetings Act. (Item 9) Adjourn.
