a. Abandoned and Distressed Properties Briley Council is requested to consider a proposed ordinance to assist in maintaining a minimum appearance of properties that have been abandoned and are under foreclosure notice. Staff developed the proposed ordinance under the direction of the Community Services Committee.

b. Neighborhood Vitality Matching Council is requested to review the Neighborhood Vitality Matching Grant guidelines and procedures and consider modifications to increase funding opportunities for mature Garland neighborhoods that lack the financial resources and organizational capacity to plan and implement a neighborhood improvement project. In addition, staff is requesting that a termination clause be added to the grant guidelines.
