Written Briefings: a. 2008 Justice Assistance Grant The Police Department is eligible to apply to the Bureau of Justice Assistance under the 2008 Justice Assistance Grant (JAG) program for the purpose of reducing crime and improving public safety. The estimated net award to the City of Garland will be approximately $14,090.90. JAG does not require any matching funds or contributions from the City. If Council concurs, staff will proceed with the submission of the application.
b. Downtown – Forest/Jupiter TIF Project Financing Plan The Downtown – Forest/Jupiter TIF Board met and approved a revised TIF Project/Financing Plan on June 11, 2008 that includes financial participation by Dallas County and Dallas County Community College District (DCCCD). State law requires Council approval of the revised TIF Plan before the City can request Dallas County and DCCCD participation. This item is scheduled for formal consideration at the July 1, 2008 Regular Meeting.
a. Fleet Services Update Staff will provide a presentation updating Council on Fleet Services and the Fuel and Emission Strategy project.
b. Citizen’s Request Center A new feature to the City’s website, the Citizen’s Request Center, will be demonstrated. This feature will allow citizens to browse a knowledge base of frequently asked questions or submit a new question.
c. Limited Authorization for DART to Initiate Imminent Domain DART is requesting that the City of Garland authorize DART to acquire four parcels of land through imminent domain for the construction of intersection capacity improvements in Garland. Efforts by DART to reach settlements with the property owners have been unsuccessful. Staff will brief Council on the location of the parcels and the associated capacity improvements. If Council concurs, this item will be scheduled for formal consideration at the July 15, 2008 Regular Meeting.
d. Pre-review Process of Documents by Council At the request of Council Members Rick Williams and Laura Perkins Cox, Council is requested to discuss a pre-review process of documents by Council.

Environmental Waste Services Rate Increase Due to significant escalations in fuel cost, mid-year rate increases are required for Environmental Waste Services residential and commercial solid waste collection customers. An increase in the gate rate charged to users of the city’s landfill is also being proposed due to increased fuel cost being incurred to operate the facility’s heavy equipment.
