FCC Mandated Rebanding Project: The Federal Communications Commission issued a Report and Order that modified its rules Proposed Debt Sale: Council approved the 2008 Capital Improvement Program (CIP)
DART officials have requested a resolution supporting the DART Service Plan amendments necessary to construct the extension of light rail from Garland to Rowlett. The amendments to the Service Plan add the route, Rowlett Station, and grade separation at the KCS Railway and First Street. State Law requires that cities along a rail route concur with the alignment and features before DART may revise its Service Plan. DART representatives will brief the Council on the route features and the need for the resolution.
Chief Mitch Bates will provide a briefing to Council on the annual Uniform Crime Report (UCR) for the City of Garland for the calendar year 2007.
GP&L staff will provide a presentation of their Fuel and Energy Price Risk Management Policy.

In 2006, Council instructed staff to bring forward in June of each year consideration of a 1% increase in the Homestead Exemption. Under Section 11.13(n) of the Texas Property Tax Code, taxing authorities must act before July 1 to enact or increase the exemption if it is to be effective for the upcoming fiscal year. As a result, the June 17, 2008 Regular Meeting will be the last opportunity to enact an increase in the Homestead Exemption without calling a Special Meeting.

Council has been briefed on these items at a previous work session and approval of the consent agenda authorizes the City Manager to implement each item. The Mayor will announce the agenda and provide an opportunity for members of the audience and the City Council to request that an item be removed and considered separately.
Zoning Public Hearing - Z-08-24 Jerry Bell
Consider the application of Jerry Bell, requesting approval of an amendment to a Specific Use Permit for a Major Automotive Repair on property zoned Planned Development (PD) District 05-51 for limited Commercial-1 Uses. The property is located at the southeast corner of Walnut Street and North First Street, west of Lavon Drive.
Consider appointments, Citizen comments & Adjourn
(Item 7) Board members are selected for two-year terms by the City Council in August.Terms are usually staggered whereby at least half of the membership has board experience. Board members are appointed based on qualifications. (Item 8) Persons wishing to address issues not on the agenda may have three minutes to address Council at this time. Council is prohibited from discussing any item not posted according to the Texas Opens Meetings Act. (Item 9) Adjourn.
