a. SafeLight Garland Program Update With the passage of SB 115 in the last session, the Legislature adopted statewide legislation regulating the use and operation of red light camera systems. That legislation requires certain changes to be made in the City’s red light camera ordinance – an ordinance that served as the template for the new legislation. Additionally, due to the success of the SafeLight Garland program, certain program changes are recommended in order to maintain the safety goals that the program was designed to foster. Staff will brief Council on the program and the recommended changes.
b. City Council Policy No. OPNS-19 Council previously discussed revisions to City Council Policy OPNS- 19 – Annual Performance & Compensation Review of City Council Appointed Officials. As directed by Council at the February 18, 2008 Work Session, the Administrative Services Committee (ASC) reviewed and discussed the proposed revisions. The ASC will present their proposed revisions to City Council Policy OPNS-19 for Council consideration. If Council concurs, this item will be scheduled for formal consideration at the March 18, 2008 Regular Meeting.
c. Utility Advisory Board
a. Proposed 2008 Capital Improvement Program Bradford (Contingency Only) The Proposed 2008 Capital Improvement Program (CIP) was presented to Council on February 5, 2008. Staff presentations were made at Budget Work Sessions on February 13 & 21, 2008. Council deliberations were held at the February 28, 2008 Budget Work Session. This item has been placed on this agenda in the event Council wishes to have additional presentations and/or discussions before voting on the CIP at the March 4, 2008 Regular Meeting.
