a. DART Update The City of Garland’s DART representative, Angie Chen Button, will provide an update on DART.
a. Police Contact Data Since January 1, 2002, the Garland Police Department in accordance with the Texas Racial Profiling Law (S.B. 1074), has been collecting police contact data for the purpose of identifying and responding, if necessary, to concerns regarding racial profiling. Senate Bill 1074 requires that the department submit this report to Council by March 1 of each year for the previous calendar year’s data. b. Proposed Bond Refinancing On March 4, 2008, Council will consider approval of the 2008 Capital Improvement Program which contemplates the sale of new debt. Prior to the sale of new debt, which is planned for Council consideration in April, staff is requesting that Council consider a bond refinancing in the approximate amount of $43 million. If Council concurs, this item will be scheduled for formal consideration at the March 18, 2008 Regular Meeting. c. Project Specific Agreement with Dallas County for Country Club Road – Walnut to Commerce Council is requested to consider authorizing a Project Specific Agreement as a supplement to the Master Agreement with Dallas County for participation in the reconstruction of Country Club Road from Walnut Street to Commerce Drive. This item is scheduled for formal consideration at the February 19, 2008 Regular Meeting.
b. Garland Housing Finance Corporation Update Ed Jackson, President of Garland Housing Finance Corporation (GHFC) will update Council on current projects of the GHFC.
