a. Minority and Women Business Enterprise Program The City of Garland currently has a Minority and Women Business Enterprise Program (MWBE). However, the City recognizes the need to develop a more structured formal program. The City Manager will brief Council on proposed steps for accomplishing this.

Council-appointed Boards and Commissions Members Speaking at Council Meetings At the request of Council Members Douglas Athas and Preston Edwards, Council is requested to discuss the issue of Councilappointed boards and commissions members speaking before Council on matters of which he/she has been engaged or has discussed during a board and commission meeting.
