e. Council Policy No. OPNS-30 As directed by Council, the Administrative Services Committee reviewed and discussed City Council Policy No. OPNS-30 – Who Speaks for Council. The Committee has prepared a revised City Council Policy No. OPNS-30 and unanimously recommends that Council consider adopting this policy in place of the current policy.
a. Garland Goes Green Expo Council is requested to provide direction regarding the planning and hosting of a City of Garland environmental and conservation education event. The event is tentatively titled “Garland Goes Green.”

b. Regulation of Wind Energy Systems Earlier this year the Development Services Committee (DSC) drafted a recommendation for amendment of the Comprehensive Zoning Ordinance regarding the location and regulation of residential wind energy systems. The Plan Commission subsequently held public hearings to consider the draft amendment and forwarded a recommendation to Council at the October 15, 2007 Work Session. Council directed the DSC to consider the Plan Commission’s recommendations, which it did at its November 6, 2007 meeting. If Council concurs, a public hearing to consider amendment of the Zoning Ordinance regarding residential wind energy systems as recommended by the DSC will be scheduled at a future Regular Meeting.
