Cross Development along with its lead tenant, Washington Mutual, is considering redeveloping the old Garland Laundry and Cleaners on Garland Road. The developers are trying to overcome the cost of environmental remediation and demolition that will be incurred by changing the building from a former dry cleaners to a modern office use, which will increase the property value by 250%. When completed, this project will change the face of a very strategic part of the entrance to downtown from Garland Road and will act as a catalyst for more redevelopment in this area. The Garland Economic Development Partnership Economic Steering Committee unanimously recommends that Council provide: 1.) general support for the project, and 2.) a tax incentive and 100% road impact fee waiver. If Council concurs, this item will be scheduled for formal consideration at a future regular meeting.

In accordance with Council Policy No. OPNS-29, Assistance to Nonprofit Organizations, requests from nonprofit organizations for donated City services in excess of $1,000 must be brought to Council for consideration. The Garland Asian American Festival has requested that the City waive fees and charges for City services in the amount of $2,447.00 for their event to be held on November 3, 2007.

If Council concurs, this item will be scheduled for formal consideration at the November 6, 2007 Regular Meeting.
Earlier this year the Development Services Committee drafted a recommendation for amendment of the Comprehensive Zoning Ordinance regarding the location and regulation of residential wind energy systems. The Plan Commission held public hearings on August 27 and September 24, 2007 to consider the draft amendment and has forwarded a recommendation to Council.
