Utilizing the Buxton report, a team of investors are proposing to bring the largest indoor Asian mall in North Texas to Garland, the Saigon Mall. The mall would be located in the 102,000 sq. ft. building located at Plano and Beltline Roads. The Saigon Mall will grow the property value from $2.7 to $9.2 million. The Garland Economic Development Partnership?s Economic Development Steering Committee unanimously recommends that Council provide the following: 1.) General Support for the Project and 2.) Support a City of Garland 5-year 100% Sales Tax Rebate. If Council concurs, this item will be scheduled for formal consideration at a future regular meeting.
At the request of Council Members Larry Jeffus and Preston Edwards, Council is requested to discuss the portion of the Sign Ordinance related to temporary signage.
As directed by Council, the Administrative Services Committee met on September 18, 2007 to review Council Policy No. OPNS-30, Who Speaks for Council, which was adopted by Council on July 22, 2003. The Committee unanimously recommends that Council Policy No. OPNS-30 is abolished.

Council is requested to consider beginning the process for the annual review and adoption of the City Council Policies.
