Council is requested to consider authorizing the approval of wastewater rate adjustments for the major industrial and customer city rate classes. As required in Section 50.34 of the Code of Ordinances, staff conducts an annual review of wastewater treatment costs and flows for major industrial customers and customer cities to determine appropriate rate adjustments that are required to cover budgeted expenditures. 5 Star Transportation is proposing to provide complete taxicab services under the name of Taxis Fiesta within the City of Garland using the latest equipment and technology to facilitate the travel of individuals in and around the DFW area. Article IX, Taxicabs, within the Garland Code of Ordinances, regulate the licensing of taxicabs. Prior to the issuance of a taxicab license under the provisions of this article, a certificate declaring that the public convenience and necessity require the issuance of such license shall first be obtained from the City Council.
