(1.) Consider approval of the minutes of the August 7, 2007 Regular Meeting. (2.) Consider a resolution awarding bids. (3.) Council approved the requests and instructed staff to bring forth the following ordinances for consideration: (3a.) Zoning File No. 07-25, (3b.) Zoning File No. 07-31, (3c.) Zoning File No. 07-34, (3d.) Zoning File No. 07-36. (4.) Authorize the City Manager to sign forms necessary for the sale of equity and other stock shares received through bankruptcy proceedings. (5.) Consider an ordinance amending Chapter 50, "Utility Rates and Fees" of the Code of Ordinances of the City of Garland. (6.) Authorize the City Manager to execute an engineering services agreement with Burns & McDonnell Engineering Company.
Public hearing on the Proposed 2007-08 Budget
Item 8 - Section 5, Article VII, of the City Charter requires that a public hearing be held on the Proposed Budget for the coming fiscal year. At the public hearing, all interested persons shall be given an opportunity to be heard for or against the estimates or any item therein. The Proposed Budget for 2007-08 has been available for public inspection in the City libraries, City Secretary?s Office, and on the City?s website since August 8, 2007.
Special Warranty Deed - Harvest/Harbor Point, Ltd.
Item 7 - Consider a resolution authorizing the City Manager to execute a special warranty deed, a sale/leaseback lease, and a memorandum of sale/leaseback lease with Harvest/Harbor Point, Ltd.
Zoning Public Hearing - Standard Pacific Homes
Item 9a - Consider the application of Standard Pacific Homes, requesting approval of 1) change in zoning from Agriculture (AG) District to Planned Development (PD) District for Single-Family Uses, and 2) Concept Plan. The property is located at 1606 and 1608 Ben Davis Road.
Zoning Public Hearing - ACG Texas, L. P.
Item 9b - Consider the application of ACG Texas, L. P., requesting approval of a Detail Plan for a Restaurant on property zoned Planned Development (PD) District 06-79 for Freeway Uses. The property is located west of President George Bush Turnpike and north of Elliot Avenue.
Zoning Public Hearing - JCL Development, LTD.
Item 9c - Consider the application of JCL Development, LTD., requesting approval of 1) an amendment to Planned Development (PD) District 02-44 for General Business Uses and 2) a Concept Plan for a Mortuary/Funeral Home. This property is located south of West Avenue D and east of South Glenbrook Drive.
Consider appointments to Boards and Commissions
Item 10 - Board members are selected for two-year terms by the City Council in August. Terms are usually staggered whereby at least half of the membership has board experience. Board members are appointed based on qualifications.
