Recognitions and Proclamation - July 3, 2007
All items under this section are recommended for approval by a single motion of Council, without discussion. Council has been briefed on these items at a previous work session and approval of the consent agenda authorizes the City Manager to implement each item. The Mayor will announce the agenda and provide an opportunity for members of the audience and the City Council to request that an item be removed and considered separately.
2. Consider a resolution awarding the following bids: Open Market: Purchase of goods or services. b. Construction of Screening Wall Extension for Jupiter Substation - Bid No. 266-07 Reeves Construction Services, Inc. $449,300.00 This request is for the purchase of labor and materials for the construction of screening wall extension for Jupiter Substation. Term Contract: Purchase of goods or services for the term period as defined in each bid.
5. Consider an ordinance amending Chapter 51, ?General Utility Provisions?, of the Code of Ordinances of the City of Garland, Texas. At the June 18 and July 2, 2007 Work Session, Council considered revisions to the City?s Drought Contingency Plan Ordinance that would allow the washing of vehicles with the requirement that a positive shutoff nozzle is used to stop the flow of water when it is not being used to rinse the vehicle that is being washed.
9. Hold public hearings on the following zoning cases: a. Consider the application of Standard Pacific Homes, requesting approval of a change in zoning from Agriculture (AG) District to Planned Development (PD) District for Single-Family uses and a Concept Plan. The property is located at 1606 and 1608 Ben Davis Road. (File 07-17)

Consider the application of the City of Garland, requesting consideration of appropriate zoning on property zoned Shopping Center (SC) District and Multi-Family-18 (MF-18) District. The property is located at the northwest corner of Castle Drive and Meridian Way. (File 07-18)
9. Hold public hearings on the following zoning cases: c. Consider the application of NC United Pentecostal Church, requesting approval of 1) a change in zoning from Single-Family (SF/7/D/3) District to Planned Development for Single-Family Uses, 2) a Detail Plan with conditions, and 3) a variance to Section 18-340 of the Comprehensive Zoning Ordinance regarding building height on property zoned Planned Development District (03-45) for Single-Family Uses and Single-Family (SF/7/D/3) District. The property is located at 502 Belt Line Road. (File 07-33)
10. Consider appointments to Boards and Commissions. Board members are selected for two-year terms by the City Council in August. Terms are usually staggered whereby at least half of the membership has board experience. Board members are appointed based on qualifications.
11. Citizen comments. Persons wishing to address issues not on the agenda may have three minutes to address Council at this time. Council is prohibited from discussing any item not posted according to the Texas Opens Meetings Act.
