Police Department Procedures for Handling Complaints Against Civil Service and Non-Civil Service Employees At the request of former Council Members Randy Dunning and Mark Monroe, information is provided regarding procedures for handling complaints against civil service and non-civil service employees of the Police Department.
b. 2007 Justice Assistance Grant (JAG) The Police Department is eligible to apply to the Bureau of Justice Assistance under the 2007 JAG program for the purpose of reducing crime and improving public safety. The estimated net award to the City of Garland will be approximately $46,150.69. JAG does not require any matching funds or contributions from the City. If Council concurs, staff will proceed with the submission of the application.

Annual Performance Update on Garland Housing Agency As part of the Quality Housing and Work Responsibility Act of 1998, the City of Garland Housing Agency (GHA) is required by the U.S. Department of Housing and Urban Development (HUD) to submit an annual performance progress report on their five-year plan. Council is requested to consider adopting the accomplishments presented in the second year annual performance plan update for submission to HUD. If Council concurs, this item will be scheduled for formal consideration at the June 19, 2007 Regular Meeting.
d. Homestead Exemption In 2006, Council instructed staff to bring forward in June of each year consideration of a 1% increase in the Homestead Exemption (HSE). Under Section 11.13(n) of the Texas Property Tax Code, taxing authorities must act before July 1 to enact or increase the exemption if it is to be effective for the upcoming fiscal year. As a result, the June 19 Regular Meeting will be the last opportunity to enact an increase in the Homestead Exemption without calling a Special Meeting. If Council concurs, this item will be scheduled for formal consideration at the June 19, 2007 Regular Meeting.
