Sale of Property at 102 and 104 McKinley Drive Council is requested to consider authorizing the sale of vacant lots located at 102 and 104 McKinley Drive to Green Extreme Homes Community Development Corporation for the construction of two new houses that will be sold to families with low-to-moderate incomes as defined by the U. S. Department of Housing and Urban Development. The development will occur under the GREAT Homes program managed by the City of Garland’s Housing and Community Services Department. If Council concurs, this item will be scheduled for formal consideration at the April 15, 2014 Regular Meeting. c. Sale of Property at 3021 Rilla Drive Council is requested to consider authorizing the sale of property located at 3021 Rilla Drive to Green Extreme Homes Community Development Corporation. Upon completion of renovations, the property will be sold to a family with a low-to-moderate income as defined by the U. S. Department of Housing and Urban Development. The development will occur under the GREAT Homes program managed by the City of Garland’s Housing and Community Services Department. Notice of Intent to Issue Certificates of Obligation On February 4, 2014, Council approved the 2014 Capital Improvement Plan (CIP) which contemplates a Certificate of Obligation bond sale in the amount of approximately $14.2 million to fund a portion of the CIP. If Council concurs, a notice of intent resolution will be scheduled for formal consideration at the April 15, 2014 Regular Meeting. Approval of the notice of intent resolution will not obligate the City to issue debt. e. Fair Housing Services and Summer Nutrition Program The Garland Fair Housing Services Department oversees two major City programs – the Fair Housing Assistance Program and the Summer Nutrition Program. A brief overview of the status of both programs is provided for Council’s information and review. f. Eleventh Street Parking Restrictions The residents of Eleventh Street between Avenues B and D have requested that the parking restrictions be changed from the current two-hour designated time limit parking to no stopping, standing, or parking. The proposed restriction will be from 7:00 a.m. to 9:00 a.m. and 2:00 p.m. to 4:00 p.m. on school days only. If Council concurs, this item will be scheduled
