Amendment of Section 50.31 of Chapter 50 – Utility Rates and Fees Council is requested to consider amending Section 50.31 of Chapter 50 of the Code of Ordinances in recognition of the recently approved interim wholesale electric transmission rates by the Public Utility Commission of Texas (PUCT), as well as amending Section 50.31 to reference the effective wholesale electric transmission tariffs filed by the City under the jurisdiction of the PUCT. This item is scheduled for formal consideration at the September 16, 2014 Regular Meeting.
Verbal Briefings: a. Interviews for Appointment to the GHFC Board Council Information was posted on the City’s website for 14 days in order to provide an opportunity for citizens to apply for a vacant position on the Garland Housing Finance Corporation (GHFC) board. At the close of the 14-day notice period, Delores Elder-Jones and Chris Luna responded. Council will interview Ms. Elder-Jones and Mr. Luna. At the September 16, 2014 Regular Meeting, Council is scheduled to make an appointment to the GHFC board to serve a term ending August 31, 2014.
Modifications to Chapter 32 – Briley Commercial Property Maintenance Staff will brief Council on a proposed ordinance modifying the wording in Chapter 32 to include residential and non-residential premises within the scope of the minimum standards. The substandard property sections are also revised to include nonresidential properties. Also, included is a change to allow the jurisdiction of the Housing Standards Board to be expended to review cases involving nonresidential property. The Community Services Committee reviewed the proposed ordinance prepared by the City Attorney’s Office and recommended that it be submitted to the full Council for discussion and deliberation.

City Organization Memberships Dodson/Stanley At the request of Council Members Lori Barnett Dodson and Stephen Stanley, Council is requested to discuss organizations in which the City is a member, the name(s) of the City representative/alternate to those organizations, and the amount of annual dues for each organization.
TEX-21 and THSRTC Memberships Athas At the request of Mayor Douglas Athas, Council is requested to discuss the City’s memberships in the Transportation Excellence for the 21st Century (TEX-21) and the Texas High Speed Rail and Transportation Corporation (THSRTC).
City Council Policy OPNS-23, Dodson/Athas Council Committees At the September 2, 2014 Work Session, the Administrative Services Committee made a recommendation for revisions to City Council Policy OPNS-23, Council Committees. At the request of Council Member Lori Barnett Dodson and Mayor Douglas Athas, this item is being scheduled for Council discussion and direction.
Creation of a Garland Historic Goebel Preservation Commission As previously recommended by the Community Services Committee, Council is requested to discuss and provide direction on the creation of a Garland Historic Preservation Commission.
Consider Amendment of 2014-15 Budget Dollar Council is requested to consider amending the 2014-15 Budget approved by Council on September 2, 2014 to include one-time budget items previously excluded and the unallocated funds placed in escrow pending future deliberations.
Transportation User Fee Study Dollar The Citizens Ad Hoc Streets Improvement Committee recommended in their report to the Council that a Transportation User Fee (TUF) be considered to raise the funding needed for street repairs. Significant study and analysis will be needed to determine the structure and amounts related to the establishment of TUF – particularly as it relates to amounts assessed commercial operations. Council is being asked to consider whether or not to commission that a TUF study be completed by an outside firm. This action does not commit Council to enacting a TUF.
National Night Out in Texas Dollar National Night Out is a community police awareness-raising event in the United States. This year, Texas will celebrate National Night Out on Tuesday, October 6, which is also the first regularly scheduled Council meeting in October. At the September 15, 2014 Work Session, Councilwas scheduled to consider rescheduling the October 6 Regular Meeting to October 5 in order to allow the Mayor and Council members the opportunity to participate in local National Night Out activities in the community.
