PHA Plans for the City of Garland Housing Agency Five Year Plan for Fiscal Years 2015-2019 and Administrative Plan Approval Council is requested to consider approval of the Garland Housing Agency Five-Year plan for fiscal years 2015-19 and the Administrative Plan revisions in order for the City of Garland to continue to receive funding from the Department of Housing and Urban Development to provide rental assistance to low income families. Unless otherwise directed by Council, this item will be scheduled for formal consideration at the June 2, 2015 Regular Meeting. b. Financial Condition Report Staff has prepared the 2014 Financial Condition Report. The report compares the audited results of operation over a five-year period, from fiscal year 2009-10 through fiscal year 2013-14. The data presented is in trend analysis format and is taken from the City of Garland Comprehensive Annual Financial Reports. c. CASA Radar Interlocal Agreement with Mesquite Council is requested to approve a formalized agreement with the City of Mesquite for installation of the Collaborative Adaptive Sensing of Atmosphere weather radar. Modifications to Water Conservation and Drought Stage Ordinances Council is requested to consider whether to modify the City’s Water Conservation Ordinance and Water Resource Management Plan (formerly the ‘Drought Contingency Plan’). If adopted, the new plans would be similar to those recently updated by our water provider, the North Texas Municipal Water District, and other Metroplex water providers. Garland Thoroughfare Plan and Bike Plan Update The Transportation Department has processed updates to the existing Garland Thoroughfare plan and the creation of a citywide bike plan based on a year-long study and public process.
