Reappraisal of Storm Damaged Property Property value is established as of January 1st for each calendar year. This value is used to access a tax levy for the full calendar year. If the Council so chooses, the reappraisal will be conducted in accordance with the Texas Property Tax Code Section 23.02. Garland Tornado Relief Fund The City Council is being asked to authorize the City Manager to establish a Garland Tornado Relief Fund with the Communities Foundation of Texas, a non-profit group that administers the receipt and disbursement of donations for such purposes. Persons who wish to make donations to be used by persons affected by the December 26, 2015 tornado in Garland will be directed to donate to the fund so established. No City funds will be involved. Disbursements from the fund will be administered through the Communities Foundation of Texas under parameters established by the City.
