With the change in state reporting structure, the Office of the Governor is asking all jurisdictions that apply for HSGP grant funds to now adopt a resolution each year in support of the program in order to receive the funds for which the agency has applied. Regular Items: Abandonment and Sale of Seventh Street Public Right-of-Way between Avenue A and Avenue B to Tx Garland Apartments, LP Council is requested to consider abandoning Seventh Street public right-of-way between Avenue A and Avenue B, including a portion of 20 foot alley public right-of-way. The abandonment has been requested by Green Extreme Homes Inc., one of the developers of an apartment community to be located at 704 Avenue B (formerly the old Bank of America property). Authorize the sending of a letter to the City of Plano Housing Authority consenting the allocation of up to twelve HUD project-based vouchers to the Bank of America Multi-Family Redevelopment Project At the February 17, 2015 Regular Meeting, Council approved Resolution No. 10185 which sets forth the Council's support for Green Extreme Home's (Developer) application to the Texas Department of Housing and Community Affairs (TDHCA) for a 9% Housing Tax Credit award. The State tax credit will provide financing to develop a 120 unit multi-family mixed-income redevelopment project at the former Bank of America building located at 704 Avenue B. The project was co-sponsored by Green Extreme Homes and RRC Acquisitions LLC. The Texas Department of Community Affairs awarded the Project a $894,000 annual tax credit with a total value of $9,618,905. The Developer's TDHCA award is based on an apartment unit mix that is 60% market rate with 40% of the units to be made available to residents with incomes at or below 60% of the area median income (approximately $48k).
c. City Center Development - Acquisition of Ground Level of Tract B Council is requested to consider the final transactional agreements associated with Tract B of the City Center development, providing for the acquisition of the first level as office space for the Economic Development Department. The transactional agreements include: 1st Amendment to the Ground Lease, Reciprocal Easements and Operating Agreement, Purchase Agreement and Bill of Sale. 4. Consider the Consent Agenda A member of the City Council may ask that an item on the consent agenda for the next regular meeting be pulled from the consent agenda and considered separate from the other consent agenda items.
