Written Briefings: a. IH-30 Corridor Catalyst Area Revitilization Plan Update Staff has launched the IH-30 Catalyst Area Revitalization Plan and is providing an update on the study. The study is expected to conclude by the summer of 2017. No action from Council is requested at this time. b. 2017 Legislative Agenda The City Council is requested to begin its development of an agenda of legislative issues to be pursued in the 2017 sessions of the Texas Legislature. The 85th Legislature will be sworn into office in mid-January, 2017, but the pre-filing of bills begins even earlier. Lower-numbered bills generally have a greater chance of at least being assigned to and heard in committee bills filed later in the session. In addition, the City Council is asked to provide direction as to what position it will take on issues that are anticipated to arise during the session, such as bills that will have a negative effect on City operations.

Single Stream Recyclables Material Transport, Processing and Marketing Services The current Transport, Processing and Marketing of Recyclables Material Agreement between the City of Garland (City) and Community Waste Disposal, LP (CWD) will expire on December 31, 2016. A new Agreement is needed to avoid disruption in the Transporting, Processing, and Marketing of Recyclables Material from the City's Residential/Commercial Recycling Programs, Drop-Off Recycling Center and Workplace Recycling Program.
