Written Briefings: a. Police Contact Data In accordance with the Texas “Racial Profiling” statute (Texas Code of Criminal Procedure Article 2.131 through 2.138), the Garland Police Department has been collecting police contact data for the purpose of identifying and responding to concerns regarding racial profiling since the statutes implementation in 2002. In accordance with the law, the Police Department is required to submit this report to the City Council by March 1st of each year for the data from the previous calendar year. b. Garland Avenue School Zone Two teenagers have been struck by vehicles in front of Garland High School on Garland Avenue. No school zone currently exists. Staff is recommending a 20 mph School Zone be established. c. CDBG Public Service Grant Application and Scoring Methodology Council is requested to consider and approve a Community Development Block Grant (CDBG) Public Services Activity grant application and grant application scoring methodology. d. Public Safety Committee Report Chief Bates, will provide a committee report on the following agenda items previously assigned to the Committee: Review of protocols and potential purchase of ballistic vests for Garland Fire & EMS personnel Review implementation process for the Public Safety Radio System Review options for solving parking in front of mailboxes that prevents mail pickup e. Increase the Number of Sworn Police Supervisors by 1 Position Chief Bates is requesting that the number of authorized sworn Police Supervisors (Lieutenants) be immediately increased by one position from the current level of 36 Lieutenants to 37 Lieutenants and the number of authorized sworn Police Officer positions be decreased by one position from 288 Police Officer positions to 287 Police Officer positions. The total number of sworn authorized positions will remain unchanged at 337 positions. This midyear change can be accomplished without a financial impact to the current 20162017 Budget. Unless otherwise directed by Council, this item will be scheduled for formal consideration at the February 21, 2017 Regular Meeting.
Verbal Briefings: Transportation Update The Transportation Director will provide a monthly briefing on the activities related to funding the Strategic Transportation Initiatives of the City of Garland.
Review and Deliberation of 2017 Capital Improvement Program Council will deliberate changes, if any, in the City Manager's proposed capital plan. Council deliberations. Direction to Staff on final changes to Capital Improvement Program
Regular Item: IH30 Corridor Catalyst Area Revitalization Plan Update Staff has launched the IH30 Catalyst Area Revitalization Plan and is providing an update on the study. The study is expected to conclude by the summer of 2017.
2017 Council Rules of Order and Policies Council is requested to determine a final version of the 2017 Council Rules of Order and Policies for formal adoption at a future Regular Meeting.
