Written Briefings a. Notice of Intent To Issue Certificates of Obligation On February 21, 2017 Council approved the 2017 Capital Improvement Program (CIP), which contemplates a Certificates of Obligation (CO) bond sale in the amount of approximately $20 million to fund a portion of the CIP. Council is asked to consider approving a notice of intent resolution at the April 4, 2017 Regular Meeting to provide legal authorization for the certificates. Approval of the notice of intent resolution will not obligate the City to issue debt. b. Update on Finish Out of the Economic Development Office Since completion of the structure and residential space at 203 N. 5th Street, Facilities Management has assumed responsibility for managing the finish-out project for the Economic Development office, to be located on the first floor of the building. Staff has explored several methods to advance this project and is pursuing architectural and design services to obtain bid-ready drawings and specifications, and construction through the Construction Manager at Risk (CMAR) construction delivery method. c. Policy Governing the Use of City Parks Equipment by Private Parties At the March 6 Work Session staff presented a draft policy for the use of Parks, Recreation, and Cultural Arts equipment by non-profits, individuals, and other organizations who request city owned equipment. It is necessary to adopt a policy that guides requests from the public for the use of this equipment.
Verbal Briefings Transportation Update The Transportation Director will provide a monthly briefing on the activities related to funding the Strategic Transportation Initiatives of the City of Garland.
Consider the adoption of the 2017 Rules of Order and Procedure and Council Policies Council is requested to adopt a final version of its rules of order and procedure and Council policies which will govern Council meetings, interactions, and other activities. A revised draft version of the rules and policies is attached.
