Annual Performance Update on the City of Garland Housing Agency 20152019 Five Year Plan and Administrative Plan Approval Council is requested to consider approval of the Garland Housing Agency Annual Performance Update and the Administrative Plan revisions. This is required for the City of Garland to continue to receive funding from the Department of Housing and Urban Development for rental assistance to low income families. Guthrie Road Bike Lane and Parking Restrictions Parking will need to be restricted as part of the restriping of Guthrie Road in order to provide a twoway left turn lane and bike lanes. e. Atmos Settlement Agreement Council is requested to consider approval of the Settlement Agreement with Atmos Energy MidTex Division ("Atmos MidTex") and the resulting rate change under the Rate Review Mechanism (RRM) tariff. May Transportation Update The Transportation Director will provide a monthly briefing on the activities related to the Strategic Transportation Initiatives of the City of Garland.
Introduction of Assessment of Fair Housing (AFH) and Request to Hold a Public Meeting on July 11, 2017 at 7:00 p.m. to Gather Community Input Fair Housing Services, Housing Agency, and Housing and Community Services will provide an introduction on the Assessment of Fair Housing (AFH) process required by HUD to fulfill requirements of the Affirmatively Furthering Fair Housing Rule (AFFH). Community assessments are required for recipients of Federal funds, including CDBG, HOME, ESG, and the Housing Choice Voucher program. Staff will present a tentative outline of activities and events in the development of the AFH. The City's participation in a regional consortium to develop a regional plan will also be discussed.
North Texas Municipal Water District Applicant Interviews Council will conduct interviews with applicants and discuss the appointment / reappointment process for the City of Garland's representation on the North Texas Municipal Water District (NTMWD). Mr. Gordon's term of office as a NTMWD Board Member expires May 31, 2017.
2017-2018 CDBG, HOME and ESG Budget Allocation Council will review and discuss information regarding applications, funding history, and available funds for the Community Development Block Grant, HOME Infill Partnership Grant and Emergency Solutions Grant budgets. The City Council will adopt a final budget for the CDBG, HOME and the ESG programs during the Regular Meeting scheduled for May 16, 2017.
IH30 Corridor Catalyst Area Revitalization Plan Update Staff will provide Council an update and briefing on the IH30 Corridor Catalyst Area Revitalization Plan.
Rescheduling Council Meetings in June and July At the request of Mayor Douglas Athas, Council is asked to consider rescheduling the June 5 Work session to June 12, June 6 Regular Meeting to June 13, June 19 Work Session to June 26, June 20 Regular Meeting to June 27, July 3, Work session and Regular Meeting to July 10 and July 11, July 17 Work session to July 24 and July 18 Regular Meeting to July 25. Moving the meetings as proposed would allow the Council to canvass the June 10th runoff election in an expeditious manner and would accommodate the July 4th holiday which is on the first Tuesday in July. Unless otherwise directed by Council, this item will be scheduled for formal consideration at the May 16, 2017 Regular Meeting.
