Thouroughfare Plan Amendment - Guthrie Road The IH 30 Catalyst Area Study recommended the extension of Guthrie Road west of Broadway Blvd to IH 30. Extension to IH 30 is necessary for quality development in this area and will require amending the Thoroughfare Plan to ensure this connection.
Abandonment of Utility and Electric Easements in the Mansions Subdivision Council is requested to consider the abandonment of a 20-foot Utility Easement and a 20-foot Electric Distribution Easement in the proposed Mansions at Spring Creek subdivision. Unless otherwise directed by Council, this item will be scheduled for formal consideration at the September 5, 2017 Regular Meeting.
2017 Capital Improvement Program (CIP) Budget Amendment #1 Council is requested to amend the 2017 Capital Improvement Program (CIP) to appropriate $29,242,800 in Direct Draw Down Notes and Commercial Paper for construction of the Limestone to Gibbons Creek Transmission Line (Houston Import Project). Issuance of Tax Notes Council is requested to consider an ordinance authorizing the issuance of tax notes of approximately $8,305,000. Unless otherwise directed by Council, this item will be scheduled for formal consideration at the September 5, 2017 Regular Meeting.
Consider Assistance Request for Nonprofit Special Event City Council Policy OPNS-29, Special Event Policies and Guidelines, states that the City Manager or his designee is authorized to consider and approve requests from nonprofit organizations for in-kind City services that meet the policy requirements in amounts up to $5,000, within available budgeted funds. The Noon Exchange Club of Garland has requested the waiving of expenditures for City services in the amount of $9,965 for the Labor Day parade through Downtown Garland on Monday, September 4, 2017. Because the request for City services is over $5,000, Council approval is requested. Unless otherwise directed by Council, staff will proceed with the proposed assistance for the Special Event.
Transportation Update The Transportation Director will provide an update on major strategic transportation initiatives in Garland.
"Where the Heart Is" Status Update Neighborhood Vitality sought direction and approval for a pilot program called "Where the Heart Is," a comprehensive neighborhood renewal effort, in November 2016. Neighborhood Vitality has since reached substantial completion of the project and will update the City Council on the summary of activities, results to date, and lessons learned.
Residential Parking At the request of Council Member Anita Goebel and Council Member Robert J. Smith, Council is requested to discuss residential parking issues.
Panhandling At the request of Council Member B.J. Williams and Council Member Jerry Nickerson, Council is requested to discuss Panhandling issues.
Feasibility of Establishing within the Parks and Recreation Department a Public-Private Partnership Pilot Program At the request of Council Member B.J. Williams and Council Member Anita Goebel, Council is requested to give staff directions to research the feasibility of establishing within the Parks and Recreation Department, a public-private partnership pilot program to give local businesses the opportunity to place advertisement in Garland park and recreation facilities for a nominal fee. The goal would be to give greater visibility to local community-based businesses and provide an additional funding source to support upgrades to the Parks and Recreation infrastructure and amenities (e.g. athletic fields, scoreboards, benches, trash receptacles, playground equipment, walking trails, etc.).
Update on Charter Review Committee The City Attorney will provide a brief update on the next steps to be taken by the recently-appointed Charter Review Committee and will solicit input from the City Council as to expectations, if any, on the frequency of Committee meetings and milestones or deadlines for Committee reports or recommendations.
