Written Briefing: Items that generally do not require a presentation or discussion by the staff or Council. On these items the staff is seeking direction from the Council or providing information in a written format.

Verbal Briefing: These items do not require written background information or are an update on items previously discussed by the Council.

Regular Item: These items generally require discussion between the Council and staff, boards, commissions, or consultants. These items are often accompanied by a formal presentation followed by discussion.

NOTICE: The City Council may recess from the open session and convene in a closed executive session if the discussion of any of the listed agenda items concerns one or more of the following matters:

(1) Pending/contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct. Sec. 551.071, Tex. Gov't Code.

(2) The purchase, exchange, lease or value of real property, if the deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third person. Sec. 551.072, Tex. Gov't Code.

(3) A contract for a prospective gift or donation to the City, if the deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third person. Sec. 551.073, Tex. Gov't Code.

(4) Personnel matters involving the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee or to hear a complaint against an officer or employee. Sec. 551.074, Tex. Gov't Code.

(5) The deployment, or specific occasions for implementation of security personnel or devices. Sec. 551.076, Tex. Gov't Code.

(6) Discussions or deliberations regarding commercial or financial information that the City has received from a business prospect that the City seeks to have locate, stay, or expand in or near the territory of the City and with which the City is conducting economic development negotiations; or to deliberate the offer of a financial or other incentive to a business prospect of the sort described in this provision. Sec. 551.087, Tex. Gov't Code.

(7) Discussions, deliberations, votes, or other final action on matters related to the City’s competitive activity, including information that would, if disclosed, give advantage to competitors or prospective competitors and is reasonably related to one or more of the following categories of information:

generation unit specific and portfolio fixed and variable costs, including forecasts of those costs, capital improvement plans for generation units, and generation unit operating characteristics and outage scheduling;
bidding and pricing information for purchased power, generation and fuel, and Electric Reliability Council of Texas bids, prices, offers, and related services and strategies;
effective fuel and purchased power agreements and fuel transportation arrangements and contracts;
risk management information, contracts, and strategies, including fuel hedging and storage;
plans, studies, proposals, and analyses for system improvements, additions, or sales, other than transmission and distribution system improvements inside the service area for which the public power utility is the sole certificated retail provider; and
customer billing, contract, and usage information, electric power pricing information, system load characteristics, and electric power marketing analyses and strategies. Sec. 551.086; Tex. Gov't Code; Sec. 552.133, Tex. Gov’t Code]


1.		Consider the Consent Agenda A member of the City Council may ask for discussion or further information on an item posted as a consent agenda item on the next Regular Meeting of the City Council. The Council Member may also ask that an item on the posted consent agenda be pulled from the consent agenda and considered for a vote separate from consent agenda items on the regular agenda. All discussions or deliberations on this portion of the work session agenda are limited to posted agenda items and may not include a new or unposted subject matter.

2.		Written Briefings:

	a.	On Street Parking Main, 10th, 11, and State Streets Council is requested to consider to approve a modification to the existing ordinance allowing onstreet parking in the block bound by Main, 10th Street, 11th Street, and State Street.

	b.	Fifth Street Parking Restriction Modifications Council is requested to approve several changes to parking restrictions along S. Fifth Street between McLemore Drive and Wembley Drive due to changes in travel patterns and street widths.

	c.	Speed Limit Changes on Naaman Forest Boulevard Council is requested to change the speed limits on the new section of Naaman Forest Bvld immediatly south of Campbell Road and adjacent to the Culwell Center. Speed limits have not been established and are currently set to the default speed of 30 mph. Staff performed a speed study and the recomended speed limit is 35mph.

3.		Verbal Briefings:

	a.	V-Bikes Update At the request of Council Members Morris and Bookhout, V-Bikes Director of Operations Shawn Ho will provide the City Council with an update on the V-Bikes program's operations in Garland, including but not limited to the number of bikes currently remaining in the city, their ability to regularly track, retrieve, and rebalance the concentration of bikes, their ability to respond to citizen requests for removal of stationary or damaged bikes from their neighborhoods, and their future plans to improve ridership.

	b.	Windsurf Bay Park At the request of Council Member Jerry Nickerson and Council Member Jim Bookhout, staff will provide an update on the Windsurf Bay Park preparations for the July 4th weekend.

	c.	Short-Term Rentals At the request of Council Member Scott LeMay and Council Member David Gibbons, Council will discuss short-term property rentals.

4.		Regular Items:

	a.	Interviews for Appointment to the Dallas Area Rapid Transit Board Dallas Area Rapid Transit notified the City that terms for Mark C. Enoch and Jonathan R. Kelly will expire on June 30, 2018. Information was posted on the City's website for 21 days regarding the qualifications of a DART Board Member in order to provide an opportunity for citizens to apply for the position. Applications and/or resumes were received from four (4) applicants. Council is scheduled to formally appoint a representative to the DART Board of Directors at the June 19, 2018 Regular Meeting.

	b.	Garland Health Facilities Development Corporation and Garland Economic Development Authority The Garland Health Facilities Development Corporation and Garland Economic Development Authority has positions that are expired. Information was posted on the City's website for 21 days regarding the qualifications of the GHFDC & GEDA Board Members in order to provide an opportunity for citizens to apply for the position. A resume was received from one applicant. Council is scheduled to formally appoint a representative to the GHFDC & GEDA Board of Directors at the June 19, 2018 Regular Meeting.

5.		Discuss Appointments to Boards and Commissions

6.		Announce Future Agenda Items A member of the City Council, with a second by another member, or the Mayor alone, may ask that an item be placed on a future agenda of the City Council or a committee of the City Council. No substantive discussion of that item will take place at this time.

Item Title:	On Street Parking - Main, 10th, 11th, State Streets

ISSUE
A development was previously approved by Council with on street parking in the downtown block bounded by Main Street, 10th Street, 11th Street, and State Street. Council is requested to update a portion of the Code of Ordinances that lists all allowed on-street parking locations in the city.
RECOMMENDATION
Direct staff to update the Code of Ordinances to reflect previous actions. Unless otherwise directed this item will be placed on the July 10 Regular Meeting agenda.
BACKGROUND
A commercial establishment recently recieved approval from the Planning Commission and City Council that will have adjacent angled head in on street parking in the following areas: - 10th Street between Main Street and State Street - 11th Street between Main Street and State Street - Main Street between 10th Street and 11th Street - State Street between 10th Street and 11th Street Section 33.50 states that "Angle or head in parking of vehicles shall not be permitted on or adjacent to any of the streets of the City, where such vehicles would be required to back into the street, with the following exceptions:" Then the list of streets where this is allowed is provided. If approved this action would "clean up" the ordinance so that this list includes these new sections where head in parking will be allowed.

Item Title:	Fifth Street Parking Restriction Modifications

ISSUE
Changes in travel patterns and street widths have resulted in the need for several changes to parking restrictions along S. Fifth Street between McLemore Drive and Wembley Drive.
RECOMMENDATION
Approve the following changes to parking restrictions along S. Fifth Street: - Prohibit parking at all times on both sides of S. Fifth Street from 240 feet north of Miller Road to 140 feet south of Carlos Drive. - Remove all parking restrictions on both sides of Fifth Street from 140 feet south of Carlos Drive to Wembley Drive. Unless otherwise directed by council, staff will place a resolution with the above ordinance changes on the July 10, 2018 council meeting.
BACKGROUND
On S. Fifth Street from 240 feet north Miller Road to Miller Road a left turn bay was created with pavement markings. Due to the reduced width of the through lanes, parking restrictions are needed to ensure that the through lanes are not blocked. On S. Fifth Street from Miller Road to 140 feet south of Carlos Drive, a center left turn lane has been implemented to alleviate traffic related to the adjacent Daugherty Elementary School. Due to this left turn lane, there is no room for on-street parking. In this area, parking is currently prohibited from 7:30 AM to 7:30 PM, but for safety reasons parking should be prohibited at all times. Between Carlos Drive and Wembley Drive, parking had been prohibited for many years due to the narrow street that had existed in the past. With the reconstruction and widening of Fifth Street last year, the street is now fully able to accommodate parking which would benefit residences that live along S Fifth Street and would serve to calm traffic through this area.
CONSIDERATION
Owners of the houses immediately north of Miller Road will not have parking in front of their house. Residences between 140 feet south of Carlos Drive to Wembley Drive will have parking in front of or adjacent to their houses restored for their use. Average speeds between 140 feet south of Carlos Drive to Wembley Drive may decrease due to parallel parking which would benefit the neighborhood.

Item Title:	Speed limit changes on Naaman Forest Bvld

ISSUE
Speed limits on the new section of Naaman Forest Bvld immediatly south of Campbell Road and adjacent to the Culwell Center have not been established and are currently set to the default speed of 30 mph. Staff performed a speed study and the recomended speed limit is 35mph.
RECOMMENDATION
Staff recomends setting the speed limit to 35 mph on all sections of Naaman Forest Bvld. Unless otherwise directed by Council this item will appear on the July 10 Regular Meeting agenda.
BACKGROUND
Naaman School Road and Naaman Forest Bvld has been constructed in sections over many years. Newly opened roadway sections begin with a 30 mph speed limit until enough traffic fills the roadway such that a speed study can be completed. Many of the sections have resulted in a speed limit of 35mph being established after a speed study was completed. State law proscribes that the speed limit be set at the "85th percentile speed". This is the speed at which 85 percent of the traffic is driving at or below. The Transportation Department performed speed studies on the sections of Naaman Forest Blvd between Brand Road and Campbell Road. These studies resulted in an 85th percentile speed of 35 mph.
CONSIDERATION
Approving this recomendation and adopting a corresponding ordinance will establish a consistent speed limit of 35 mph for the entire lengh of Naaman Forest Bvld/Naaman School Road.

Item Title:	Interview for Garland Health Facilities Develoment Corp. & Garland Economic Development Authority

Summary of Request/Problem
The Garland Health Facilities Development Corporation and Garland Economic Development Authority has positions that are expired. The Board consists of three members, one term is expired and there is one vacancy. Information was posted on the City's website for 21 days regarding the qualifications of the GHFDC & GEDA Board Members in order to provide an opportunity for citizens to apply for the position. A resume was received from one applicant. Council is scheduled to formally appoint a representative to the GHFDC & GEDA Board of Directors at the June 19, 2018 Regular Meeting. Garland Health Facilities Development Corporation (GHFDC): The purpose of The Garland Health Facilities Development Corporation (GHFDC) is to provide financial assistance to Garland based health care organizations. The affairs of the corporation are managed by a board of directors which consist of three (3) individuals appointed by the City Council and who hold office for a term of six (6) years. The board of directors is primarily responsible for reviewing grant applications from qualified Garland based health care organizations and allocating GHFDC resources in a consistent and fair manner. The GHFDC has supported organizations such as the Hope Clinic, New Beginnings Center, and the City of Garland Health Clinic. The Garland Economic Development Authority, Inc. (GEDA) Pursuant to the Texas Legislature passing the Development Corporation Act of 1979, The Garland Economic Development Authority, Inc. (GEDA) was organized to provide tax-exempt financing to eligible business locating or expanding in the City, with the last agreement occurring in the late 1990’s. Currently, GEDA has a fund balance of approximately $60,000 that may be allocated to programs or projects eligible under the Development Corporation Act of 1979. The board of directors of the GHFDC have served as the board of directors for GEDA since 1990.
