Fire Department Risk Analysis and Standards of Coverage Study With the closing of Baylor of Garland the Fire Department's EMS response model is exhibiting signs of strain in some districts. EMS assets need to be reviewed for best use. Combined with the potential rebuild of some aging fire stations, the need for a comprehensive look at Fire Department efficiencies need to be examined. With this in depth look, department optimization can also be explored.
Street Department Construction Program Update The Director of the Street Department will provide an update to the City Council on the status of the Street Department's infrastructure construction program.
Wind Surf Bay Park - Labor Day Staff will present proposed plans for managing crowd sizes at Wind Surf Bay Park for the Labor Day holiday.
Discuss GDC Requirements for Automobile Repair At the request of Council Member Jim Bookhout and Mayor Lori Barnett Dodson, Council is requested to discuss the GDC requirements for Automobile Repair parking - specifically concerning the lack of adequate vehicle storage on small sites.

The current zoning on several of the lots needs to be re-examined. In addition, there is an existing PD condition requiring all development within the PD to be master-site-planned and developed cohesively. This PD ordinance was adopted by City Council in 1977.
D.R. Horton Tract - South of Garland City Limits Staff will provide a briefing on the current status of the D.R. Horton tract which was recently disannexed from the City of Dallas. As shown on the attached map, the tract is located immediately south of Garland City Limits and between Bobtown Road and Lake Ray Hubbard.
