Update on D.R. Horton Tract D.R. Horton owns a large tract that is outside of, and adjacent to, Garland's southern City limit. They anticipate developing the tract and have requested that water and sanitary sewer utilities be provided through City of Garland facilities. The Council had previously been briefed on this issue. An update will be provided on current negotiations.
Provide Framework for Citizen Input at Work Sessions At the request of Mayor Scott LeMay, Council is asked to consider the impact of a new law, enacted as HB 2840 during the last legislative session, that allows for citizen input at any open meeting of a governmental body regarding an item on the agenda.
City Marshal Parking Enforcement Program and Related Ordinances Neighborhood parking has been a persistent problem throughout the City for many years. The Office of the City Attorney and Office of the City Marshal have been tasked with designing and implementing a civil parking enforcement program because the current criminal parking enforcement is difficult and often unworkable.
