Police Contact Data In accordance with the Texas “Racial Profiling” statute (Texas Code of Criminal Procedure Article 2.131 through 2.138), the Garland Police Department has been collecting police contact data for the purpose of identifying and responding to concerns regarding racial profiling since the statutes implementation in 2002. In accordance with the law, the Police Department is required to submit this report to the City Council by March 1st of each year for the data from the previous calendar year.
Amendments to Chapter 26 of the Code of Ordinances Regarding Job Placement Activities in Unauthorized Locations On September 3, 2019, the City Council approved the 2019-20 budget, which allocated funds for the operation of the City of Garland Day Labor Center only through March of 2020. City staff conducted a review of provisions of the Code of Ordinances related to job placement activities within the City. The Office of the City Attorney recommends the attached amendments to Chapter 26 of the Code of Ordinances. The recommended amendments will bring the provisions of the Code of Ordinances up-to-date with state and federal law and allow for lawful enforcement of the provisions related to job placement activities in unauthorized places. Trails and Bikeways Master Plan Update The purpose of the Plan is to guide the development of bicycle and pedestrian network recommendations, context-sensitive design guidelines and implementation recommendations for a system of off-street and on-street pathways, bike lanes, trails and other facilities that will connect users to key destinations within Garland and provide connections to adjacent communities. This item is to present a status update of the Trails and Bikeways Master Plan.
Discussion on Parking Ratios in the Garland Development Code Per City Council request, staff will bring forward a discussion about required parking ratios in the Garland Development Code (GDC).
Review and Deliberation of 2020 Capital Improvement Program The City Council will continue its review and discuss the 2020 Capital Improvement Program.
