Consider Garland Cultural Arts Commission Inc. Hotel Occupancy Tax Revenue Budget, Sub-grant Recipients, and Hotel Occupancy Tax Program Management Agreement Council is requested to approve the 2020-2021 budget of the Garland Cultural Arts Commission, Inc., sub-grant recipients and authorization of the City Manager's execution of the "Hotel Occupancy Tax Program Management Agreement" between the City of Garland and the Garland Cultural Arts Commission, Inc. This item is scheduled for formal consideration at the October 20, 2020 Regular Meeting.
City Moving from CodeRed to New Garland Alert System Powered by Everbridge The current notification system, CodeRed, is limited in capability compared to newer more robust systems and costs the City $121,391 per year to operate. The Coronavirus Emergency Supplemental Funding (Department of Justice allocation) presented a unique opportunity to implement a more advanced, user-friendly system suited for internal notification and providing service to the public without interruption in notification capability. By utilizing the timely CESF grant funds, we had the opportunity to fully implement a new system, while still having CodeRed available for use; thus, providing continuous service to citizens throughout the transition.

Continuation of Discussions Regarding the Replacement of Council Member for District 1 At its October 12, 2020 Work Session, the City Council received a briefing from the City Attorney as to the procedures provided by law for the replacement of a council member who resigns under circumstances where the resigning member cannot hold-over in office. Council directed the City Attorney to request the Governor to order a special emergency early election (that is, before the May 2021 election) - or decline to order such election - as provided in the Charter. If the Governor declines to authorize the calling of a special election, the Charter authorizes the City Council to appoint an interim replacement to serve as the council member for District 1. Council indicated a desire to discuss a process under which that selection would be made in the event the Governor declines to authorize a special election.
