Council is requested to approve a resolution authorizing the Mayor to abandon the Seventh Street from Avenue A to Avenue B and the portion of alley crossing the property at 616 W. Ave. A and execute a Deed Without Warranty conveying the 22,219 square feet of land to TX Garland Apartments, LP. 7. Consider an ordinance establishing civil service classifications within the Police and Fire Departments; prescribing the number of positions in each classification; prescribing the base salary and types of pay for those classifications; and providing an effective date. Council is requested to consider approving an ordinance increasing the number of authorized Police Supervisor (Lieutenant) positions by one while decreasing the number of sworn Police Officer positions by one by approving the revised Civil Service Ordinance.

At the public hearing, all interested persons will be given the opportunity to be heard for or against the proposed program. The 2017 Proposed CIP is available for public inspection in the City's libraries and the City Secretary's Office and has been on the City's website since January 18, 2017.
Consider an ordinance approving the 2017 Capital Improvement Program On January 17, 2017, the City Council was presented with the Proposed Capital Improvement Program (CIP) for 2017. The 2017 Proposed CIP is available for public inspection in the City’s libraries and the City Secretary’s Office and has been on the City’s website since January 18, 2017. The City Council held a Special Budget Work Session on January 28, 2017, to review the proposed program. In addition, a Public Hearing on the Proposed CIP was held on February 7, 2017.
Adoption of Amendments to the Garland Code of Ordinances The City Council previously considered at work session various amendments to the Code of Ordinances as submitted by the City Attorney. A description of the proposed amendments is contained in the attached synopsis. At the work session, a debate took place regarding a proposed amendment that would allow dogs on restaurant patios. The City Council determined by consensus that that matter should be separated out from the main ordinance to which it had been appended (regarding food service establishment rules) for individual consideration and disposition. Thus, the attachments include a draft ordinance that addresses the issue of dogs on patios that, as a standalone item, may be approved, disapproved, referred to committee for further study or set on a future work session for additional debate by the Council as a whole. The other food service establishment rules are contained in an ordinance that may be approved without addressing the issue of dogs on patios.
