CONSENT AGENDA All items under this section are recommended for approval by a single motion of Council, without discussion. Council has had the opportunity to review each of these items at a previous work session and approval of the consent agenda authorizes the City Manager to implement each item. Consider approval of the minutes of the April 18, 2017 Regular Meeting. 2. Consider approval of the following bids: a. TMPA Steep Hollow to Keith Switch Fiber Installation Bid No. 062717 Black & Veatch $109,120.00 This request is to provide professional engineering design services in support of the TMPA Steep Hollow to Keith Switch Fiber Installation project. b. Forest Lane Substation Civil Site Improvements Bid No. 053517 TriCon Services, Inc. $243,500.00 Optional Contingency 24,350.00 TOTAL $267,850.00 This request is to provide civil site improvements necessary for the Forest Lane Substation CIP project. This project will include labor, equipment, and tools necessary to complete the Forest Lane Substation pad site, driveways, earthwork, grading, and flex base. This project will increase transmission system reliability by eliminating a radial tap and threeended transmission line. Due to the complex nature of the project, an Optional Contingency is included for any additional work that may be required. c. GP&L Substation Emergency Backup Generator Maintenance Bid No. 511515 Diversified Power Systems, Inc. $36,506.00 The purpose of this Change Order is to add additional substations to the current Emergency Backup Generator Maintenance Agreement BL 06422. This Change Order will account for the remaining backup generators at the substations that were not included under the original agreement. 3. Consider the approval of an economic development agreement, pursuant to Chapter 380 of the Texas Local Government Code, between the City of Garland and WPC Acquisitions, Inc., and authorize the Mayor to execute the same. On January 5, 2016, the City Council approved Ordinance No. 6815 amending the zoning laws of the City of Garland, and approving a Planned Development District and a concept plan for SingleFamily (detached) Uses, SingleFamily (attached) uses and retail, generally located on 101.121 acres southwest of the intersection of Shiloh Road and Buckingham Road. Subsequent to the zoning change, the City Council authorized the City Manager to negotiate terms and conditions of an economic development agreement with the Wilbow Corporation to ensure a development of the quality proposed by the Wilbow Corporation, which is unlikely to occur without a grant of economic development incentives. This agreement authorizes a grant of economic development incentives valued at approximately $4.6 million for the proposed development of 582 residential lots, as well as retail uses, that will have a direct and positive economic benefit to the City.
