The City Council extends to each visitor a sincere welcome. We value your interest in your community and your participation in the meetings of this governing body. Regular meetings of the City Council are held the 1st and 3rd Tuesdays of each month, beginning at 7:00 p.m.; the City Council meets regularly in work sessions at 6:00 p.m. the Monday preceding each regular meeting.

Garland City Hall and Council Chambers is wheelchair accessible.  Special parking is available on the east side of City Hall and on Austin & State Street west of City Hall.  Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services must contact the City Secretary’s Office at (972) 205-2404 at least two working days prior to the meeting so that appropriate arrangements can be made. BRAILLE IS NOT AVAILABLE.

LEGISLATIVE PRAYER AND PLEDGE OF ALLEGIANCE

It is the custom and tradition of the members of the City Council to have an invocation and recital of the Pledge of Allegiance prior to the beginning of the meeting.  Members of the audience are invited to participate.  However, members of the audience are not required to participate.  The decision to participate is strictly a matter of personal choice and has no bearing on matters to be considered by the City Council and will not affect the decisions to be made during the meeting. 
 
MAYORAL PROCLAMATIONS,
RECOGNITIONS AND ANNOUNCEMENTS

The Mayor may present proclamations and recognize attendees or award winners, and may make announcements regarding upcoming City events and matters of interest to citizens. There will be no Council deliberations or votes on these matters.
 
 
CONSENT AGENDA

All items under this section are recommended for approval by a single motion of Council, without discussion. Council has had the opportunity to review each of these items at a previous work session and approval of the consent agenda authorizes the City Manager to implement each item. The Mayor will announce the agenda and provide an opportunity for members of the audience and the City Council to request that an item be removed and considered separately.
 
 
1.   Consider approval of the minutes of the July 5, 2017 Regular Meeting.
 
2.   Consider approval of the following bids:
 
a.  
Bridge Remediation   Bid No. 0668-17
     
Gibson and Associates, Inc. $2,808,627.00  

This request is to provide for Bridge Inventory, Inspection and Appraisal Program (BRINSAP) repairs to sixteen bridges at fourteen locations crossing Duck Creek and Tributaries to Duck Creek and Rowlett Creek.
 
b.  
EMS Billing and Collections   Bid No. 0722-17

This request is to provide billing and collections for Emergency Medical Services (EMS) fees charged by the City to users of its 911 dispatched ambulance services.

2017 Garland Alley Improvements - Phase 1B   Bid No. 0795-17
     
NPL Construction, Co.  $549,974.00  

This request is to reconstruct five alleys, including drive approaches.
 
d.  
Professional Engineering Design Services for Water Improvements   Bid No. 0784-17
     
LAM Consulting Engineering $113,900.00  

This request is to provide Professional Engineering Design Services for the replacement of six-inch water lines on High Meadow Drive, High Meadow Circle, Wildbriar Drive, McDonald Drive, and Lamesa Drive.

Single Stream Automated Collection Recycling Program    Bid No. 2715-12
     
Cascade Engineering, Inc.  $541,000.00  

This request is to purchase additional 96-gallon containers for the final phase of the Single Stream Automated Collection Recycling Program which is projected to start in October/November, 2017.

Concrete Construction Materials   Bid No. 0780-17
     
Barnsco, Inc. $189,480.70  

This request is to purchase steel reinforcing bars and other related materials to be used in the Street Department's concrete construction program.  
 
3.   Public hearings were previously conducted for the following zoning cases. Council approved the requests and instructed staff to bring forth the following ordinances for consideration.
 
a.   Zoning File No. Z 17-16, Adeniyi B. Agbojo (District 5)

Consider an ordinance amending the Garland Development Code of the City of Garland, Texas, by approving a Specific Use Provision for Restaurant, Drive-Through on a property zoned Planned Development (PD) District 08-52 for Limited Community Retail Uses and located at 3110 South Shiloh Road; providing for conditions, restrictions, and regulations; providing a penalty under the provisions of Sec. 10.05 of the Code of Ordinances of the City of Garland, Texas; providing a Savings Clause and a Severability Clause; and providing an effective date. 
 
b.   Zoning File No. Z 17-20, Mitchell Construction Company, Inc. (District 7)

Consider an ordinance amending the Garland Development Code of the City of Garland, Texas, by approving a Specific Use Provision for a Restaurant, Drive-Through on a property zoned Community Retail (CR) District and located at 3015 North Shiloh Road; providing for conditions, restrictions, and regulations; providing a penalty under the provisions of Sec. 10.05 of the Code of Ordinances of the City of Garland, Texas; providing a Savings Clause and a Severability Clause; and providing an effective date. 
 
c.   Zoning File No. Z 17-21, Claymoore Engineering (District 4)

Consider an ordinance amending the Garland Development Code of the City of Garland, Texas, by approving a Specific Use Provision for a Restaurant, Drive-Through on a property zoned Community Retail (CR) District and located at 702 West Centerville Road; providing for conditions, restrictions, and regulations; providing a penalty under the provisions of Sec. 10.05 of the Code of Ordinances of the City of Garland, Texas; providing a Savings Clause and a Severability Clause; and providing an effective date. 
 
d.   Zoning File No. Z 17-27, Sanjay Chandrahas (District 6)

Consider an ordinance amending the Garland Development Code of the City of Garland, Texas, by approving a Specific Use Provision for a Reception Facility on a property zoned Community Retail (CR) District and located at 3310 West Walnut Street; providing for conditions, restrictions, and regulations; providing a penalty under the provisions of Sec. 10.05 of the Code of Ordinances of the City of Garland, Texas; providing a Savings Clause and a Severability Clause; and providing an effective date. 
 
e.   Zoning File No. Z 17-28, Kimley-Horn and Associates, Inc. (District 7)

Consider an ordinance amending the Garland Development Code of the City of Garland, Texas, by approving a 1) Change in Zoning from Planned Development (PD) District 16-16 to Agricultural (AG) District, 2) an amendment to Planned Development (PD) District 16-35, and 3) an amendment to the Concept Plan for Dwelling, Single-Family Detached; Dwelling, Multi-Family; Elder Care-Independent Living and Restaurant on property zoned Planned Development (PD) District 16-35 and bounded by Holford Road to the northwest, Spring Creek Forest Preserve to the northeast, North Garland Avenue to the southeast and Arapaho Road to the southwest; providing for conditions, restrictions, and regulations; providing a penalty under the provisions of Sec. 10.05 of the Code of Ordinances of the City of Garland, Texas; providing a Savings Clause and a Severability Clause; and providing an effective date. 
 
4.   Consider an ordinance amending Chapter 2: Zoning Regulations, Article 5, Division 2 - Land Use Matrix, Section 2.51 of the Garland Development Code (GDC) regarding Self-Storage Facilities (mini-warehouse) Parking Requirements and Chapter 2, Section 2.52(A)(16)(a) regarding Special Standards for Self-Storage Facilities; and to Chapter 7: Downtown District, Article 2, Section 7.05(B)(3), Table 7-1: Downtown District Land Use Matrix and Appendix A (Downtown Framework Plan) of the Garland Development Code (GDC) regarding the allowance of Office, General; Personal Services; Antique Shop (indoors only); Studio, Arts/Crafts; Studio, Fitness or Performing Arts; and Retail Store in the In-Town Residential subdistrict of the Garland Development Code of the City of Garland; providing a penalty under the provisions of Sec. 10.05 of the Code of Ordinances of the City of Garland; providing a Savings Clause and a Severability Clause; and providing an effective date.

Council is requested to consider an ordinance amending the Garland Development Code regarding the Special Standards for Self-Storage Facilities, and to permit certain non-residential uses by right in the proposed In-Town Residential (North) subdistrict.
 
5.   Consider a resolution of the City Council of the City of Garland, Texas adopting the IH-30 Corridor Catalyst Area Plan; and providing an effective date.

Council is requested to consider adopting the IH-30 Corridor Catalyst Area Plan.
 
6.   Consider an ordinance authorizing an amendment to the 2017 Capital Improvement Program (2017 CIP Amendment No. 1), providing for the supplemental appropriation of funds in the Bridge Remediation Project; and providing an effective date.

Council is requested to approve the CIP Budget Amendment No. 1 to increase the appropriation for Bridge Remediation in the 2017 Capital Improvement Program.
 
ITEMS FOR INDIVIDUAL CONSIDERATION

Speaker Regulations:

Anyone wishing to speak for, against, or on agenda items must fill out a speaker card and give it to the City Secretary before speaking (cards are located at the entrance to the Council Chambers). The Mayor will recognize speakers; he may impose a time limit and may provide for rebuttal. All comments and testimony are to be presented from the podium.
 
 
7.   Hold a public hearing on:
 
a.   Consider the application of Emersons Commercial Management, LLC, requesting approval of a Specific Use Provision for a Reception Facility on a property zoned Light Commercial (LC) District. This property is located at 3178 Lavon Drive, Suite 101. (File No. Z 17-29, District 1) 

BEING an approximate 14.487-acre tract of land known as Lot 1R, Block 1 of Mid-Crossing Addition Replat of Lot 1, Block 1, an addition to the City of Garland, Dallas County, Texas, according to the plat thereof recorded under Document no. 20070049223, Map Records, Dallas County, Texas.  This property is located at 3178 Lavon Drive, Suite 101.
 
8.   Citizen comments.

Persons wishing to address issues not on the agenda may have three minutes to address Council at this time. Council is prohibited from discussing any item not posted according to the Texas Open Meetings Act.
 
9.   Adjourn.

Meetings are rebroadcast at 9:00 a.m. and 7:00 p.m. on Wednesday-Sunday and at 7:30 p.m. on Thursday.
