Concho Bluff CCN Application and Support Services Bid No. 0541-19 Burns & McDonnell $170,500.00 This request is to provide professional engineering services necessary for the preparation of an Environmental Assessment (EA) and Certificate of Convenience and Necessity (CCN) Application for the proposed Concho Bluff 345kV Transmission Line Project. g. Campbell Road Switch Station Civil Site Grading, Fencing, and Foundations Bid No. 0370-19 Tri-Con Services, Inc. $2,067,135.00 Optional Contingency 206,713.50 TOTAL: $2,273,848.50 This request is to provide civil site grading, fencing, and foundation construction at the GP&L Campbell Road Switch Station. This is part of the approved GP&L Campbell Road Switch Station CIP project and includes an Optional Contingency for any additional work that may be required due to the complex nature of the project. 3. Consider an ordinance amending Chapter 32, "Property Sanitation and Housing Services," of the Code of Ordinances of the City of Garland, Texas; adding subsection 32.53(N) regarding rental bicycles and rental motorized scooters; providing a penalty under the provisions of Sec. 10.05 of the Code of Ordinances of the City of Garland, Texas; providing a Savings Clause and a Severability Clause; and providing an effective date. At the February 5, 2019 Work Session, Council considered an ordinance to resolve bike share issues and the regulation of motorized scooters. Council is requested to approve an ordinance amending Chapter 32 "Property Sanitation and Housing Services," of the Code of Ordinances of the City of Garland adding Subsection 32.53 regarding rental bicycles and rental motorized scooters. 4. Consider an ordinance authorizing an amendment to the 2018-19 Operating Budget (Budget Amendment No. 1), providing for supplemental appropriation of funds in the General Fund, the Infrastructure Repair & Replacement Fund, the Information Technology Replacement Fund, the Hotel/Motel Tax Fund, the Equipment Replacement Fund, the Safelight Fund, the Narcotic Seizure Fund, the Environmental Waste Services Fund, the Water Utility Fund, and various funds associated with Purchase Order Encumbrances; and providing an effective date. At the February 18, 2019 Work Session, the City Council reviewed a Policy Report recommending an amendment to the 2018-19 Adopted Budget. The Council directed staff to prepare an Ordinance amending the Budget for (1) projects approved in last year's Budget but uncompleted by the fiscal year-end, (2) the rollover of open Purchase Orders from the 2017-18 fiscal year, and (3) expenditures not anticipated in the 2018-19 Adopted Budget. All funds required to cover the increases in appropriations are in the respective fund balances. As a result, Budget Amendment No. 1 has no financial impact to the City.
