Consider a resolution authorizing the City Manager to enter into a Project Specific Agreement to the Master Agreement governing major capital transportation improvement program with the County of Dallas, Texas; and providing an effective date. At the June 3, 2019 Work Session, Council considered adopting a resolution authorizing the City Manager to execute a PSA with Dallas County for the construction of the MGR Bikeway (Duck Creek Trail Connections).
Consider an ordinance repealing Article VI, "Automated Red Light Enforcement" of Chapter 26, "Police - Miscellaneous Provisions and Offenses" of the Code of Ordinances of the City of Garland, Texas; providing a Savings Clause and a Severability Clause; and providing an effective date. On June 1, Governor Abbott signed into law HB 1631 which prohibits the "implementation or operation" of red light camera programs. Because the bill had the necessary number of votes to make it become effective immediately upon signing by the Govenor, the law went into effect when the Governor signed it. Although the law allows for the continuation of certain red light camera programs, the savings clause that allows such continued operation does not apply to Garland. SafeLight Garland has been shut down and no violations are being processed as of 12:01 a.m. on June 1, 2019.
