COVID-19 RESPONSE UPDATE AND FURTHER ACTIONS The City continues to respond to the COVID-19 emergency consistent with Council direction and good health practices. The situation remains quite fluid, not only as to containing the spread of the COVID-19 virus, but as to how the City may best direct its efforts to mitigate the effects on City operations and the public. The City Council will be briefed on what measures have been put in place by the Governor and other local governments in response to the emergency, what effect the emergency is having on the City and its citizens, and what response measures, if any, should be added, modified or discontinued. Dallas County Cares Act Funding Consider a resolution authorizing the City Manager to execute an agreement with Catholic Charities, Inc. relating to the Dallas County Cares Act Funding; and providing an effective date.
Discuss amending Chapter 4, Article 5, “Signs,” of the Garland Development Code to permit certain types of temporary signs at businesses during the Disaster Declaration period.
Discuss adopting an ordinance banning door-to-door sales during the Disaster Declaration period.
Discuss options to address complaints regarding disturbances, loud noises, and other health and safety violations occurring at Windsurf Bay Park.
