AND THEN CALL,

[00:00:01]

I GUESS.

UH

[ Environmental and Community Advisory Board on December 9, 2020]

JONES'S IS YOUR DISTRICT ONE.

SO, UH, WHY DON'T WE START WITH YOU, JOHN.

THERE WE GO.

THERE'S VIDEO WHILE YOU ARE UPSIDE DOWN.

HOW ABOUT THAT? OH MAN.

THAT'S GIVING ME A HEADACHE BEING UPSIDE DOWN LIKE THAT.

I THINK THIS LITTLE CONTRAPTION NEEDS TO BE TURNED OVER MORE, BETTER.

ZOOM IN BUSINESS.

STRETCHING ME A LITTLE BIT.

THERE YOU GO.

HOW'S THAT WONDERFUL.

WHY DON'T WE BEGIN WITH YOU, JOHN ON ATTENDANCE, UH, JOHN BALL, UH, REPRESENTING DISTRICT TWO, PROBABLY REPRESENTED KAYLA BURNS DISTRICT SIX, DISTRICT SEVEN IS VACANT AND, UH, ROBERT KA IS ABSENT DISTRICT EIGHT, ALSO ABSENT, UH, JAMES DOBBINS DISTRICT ONE.

AND, UH, BOB RUNS CHAIRPERSON DISTRICT.

MR. MAYOR'S APPOINTEE IS PRESENT REPRESENTATIVE AS WELL, STAFF LIAISON.

ALL RIGHT.

SO, UH, AS, AS ANYONE TAKING A LOOK AT THE MINUTES, UH, CAN WE GET A MOTION TO APPROVE THE MINUTES FROM, UH, NOVEMBER THE MOTION THAT WE APPROVE THE MINUTES AS WRITTEN? OH, IT'S SECOND.

OKAY.

UH, ALL IN FAVOR OF APPROVING THE MINUTES AS SUBMITTED.

HI.

OKAY.

LET'S UH, DO YOU HAVE AN ANSWER APPROVED FOR NOVEMBER? LET'S GO AHEAD AND BEGIN WITH, UM, UH, I, UM, ITEMS FOR INDIVIDUAL CONSIDERATION TODAY.

WE HAVE, UH, FLEETWOOD SANDWICH.

IS THAT HOW YOU SAY YOUR LAST NAME? CLEVELAND SALMON WITH, UH, ISA CODE COMPLIANCE, COMMERCIAL STANDARDS INSPECTOR.

AND I UNDERSTAND YOU HAVE A PRESENTATION FOR US, UM, ABOUT CODES.

YES, I DO.

AND, UH, I'M HONORED TO BE WITH YOU ALL TONIGHT AND I THANK YOU FOR THE INVITE.

I'M GOING TO BRING A BRIEF OVERVIEW OF THE COMMERCIAL STANDARDS DIVISION AND, UH, JUST, UH, A BRIEF BACKGROUND OF WHO I AM.

UM, I'VE BEEN WITH THE CITY OF GARLAND, UH, WILL BE 22 YEARS.

UH, THIS COMING APRIL, UH, FIRST STARTED OFF WITH, UH, BUILDING INSPECTIONS HERE IN THE CITY OF GARLAND.

AND IN 2013, THE CITY COUNCIL, UH, MADE A DECISION THAT THE COMMERCIAL PROPERTIES, UH, NEEDED SOME SPECIAL ATTENTION.

SO THEY DECIDED TO, UH, UH, BRING OVER SOME OF THE STAFF FROM BUILDING INSPECTIONS OVER AT CODE COMPLIANCE AND SET UP THE COMMERCIAL STANDARDS DIVISION TO ADDRESS, UH, SOME OF THE ISSUES THAT WERE BEGINNING TO TAKE PLACE AS FAR AS THE VIOLATIONS OF PROPERTY MAINTENANCE AND, AND ALSO ZONING, UM, REQUIREMENT.

SO IF YOU, UH, CAN BEGIN URIAL AND, AND BEGIN WITH THE PRESENTATION.

CAN YOU GO TO THE NEXT SLIDE PLEASE? OKAY.

UH, IF YOU GUYS CAN GIVE ME A HEADS-UP ONCE YOU'RE ABLE TO SEE THE PRESENTATION AND THEN A FLEET WOULD JUST LET ME KNOW WHEN YOU NEED ME TO PULL OVER OR BACKWARDS.

WELL PROCEED.

ALL RIGHT.

PROCEED TO THE NEXT SLIDE.

ALL RIGHT, THERE WE GO.

YEAH.

THANKS URIEL.

UM, OUR OFFICES ARE LOCATED AT TWO 10 CARTRIDGE STREET ON THE CORNER OF CARVER AND HOPKINS, AND A LOT OF OUR, UH, BUSINESS, UH, PERSONNEL, UH, OWNERS SOMETIMES WOULD LIKE TO SPEAK TO US SPECIFICALLY.

SO THEY'LL COME TO OUR OFFICES, OUR, UH, OFFICES.

HOW'S NOT ONLY THE COMMERCIAL STANDARDS DIVISION, BUT THEY ALSO HAVE THE NEIGHBORHOOD SERVICES DIVISION, OUR SUPPORT STAFF, OUR, UH, OUR DIRECTORS OFFICES ARE THERE.

AND SO THIS IS A CENTRAL LOCATION WITHIN THE CITY TO WHERE WE CAN CONDUCT OUR BUSINESS AS WELL AS, UH, INVITE AND HAVE PEOPLE COME AND SPEAK TO US SPECIFICALLY.

UM, THE DIVISION IS MADE UP OF TWO PROPERTY MANAGEMENT, MAINTENANCE INSPECTORS, UH, DIVIDED INTO DISTRICTS, NORTH AND SOUTH, UH, ZONING INSPECTOR, A HOMELESS TASK FORCE INSPECTOR, AND I CODE COMMUNITY SUPPORT

[00:05:01]

WORKER I'LL ADDRESS THESE FOUR AREAS, UH, THAT WE DO, UH, PROACTIVE INSPECTIONS IN THE EXTERIOR COMMERCIAL MAINTENANCE, UH, ZONING REGULATIONS, THE DARK RAIL GRAFFITI INSPECTION AND THE HOMELESS ENCAMPMENT.

AND BATEMAN'S, UM, WE HOLD TO A MINIMUM PROPERTY STANDARDS, UM, REGULATIONS.

SO, UM, MOST OF THESE VIOLATIONS FALL UNDER THOSE GUIDELINES, SO PROCEED.

ALL RIGHT.

UM, WE DO HAVE A LOT OF OUR VIOLATIONS COME IN THROUGH COMPLAINT BASIS.

UM, THERE'LL BE EITHER PHONED IN OR THROUGH THE, UM, ARLENE E ASSIST APP.

OUR LADIES UP FRONT WILL RECEIVE VIOLATION AND, UH, LOGGING INTO OUR COMPUTER SYSTEM AND ASSIGN IT TO THE AREA INSPECTOR AREA.

AND AN AREA INSPECTOR WILL GO OUT AND INVESTIGATE THE ALLEGED VIOLATION.

IF HE FINDS THAT THE VIOLATION DOES EXIST, WE'LL SEND OUT A NOTICE.

AND, UH, WHEN THE COMPLIANCE DATE IS UP, HE'LL GO OUT REINSPECT IT.

IF THE PROPERTY'S STILL NOT IN COMPLIANCE, WE'LL PROCEED WITH EITHER A WORK ORDER OR CITATION OR A FOLLOW UP ON A FINAL NOTICE.

NEXT SLIDE NOTIFICATION PROCESS, UM, FOR LIFE AND SAFETY ISSUES FOR, UH, THIS IS IN REGARDS TO GRAFFITI.

WE ALLOW ONLY A THREE DAY TURNAROUND ON GRAFFITI.

UM, THIS IS DONE THROUGH MAIL, UH, WE'LL NOTIFY THE PROPERTY OWNER, UH, HELD THREE DAYS TO BAKE THE VIOLATION AND THAT THE VIOLATION CAN'T BE ABATED AND WE'LL TAKE ENFORCEMENT ACTIONS, UH, IRRIGATION ISSUES, UH, WE'LL HAVE, UH, IRRIGATION LINES MAYBE BREAK OR OUR MALFUNCTION.

THIS IS A ONE TO THREE DAY NOTICE.

OUR NINE DAY NOTICES ARE TYPICALLY HIGH GRASS TRASH AND THAT TYPE OF VIOLATION 30, 60 DAY NOTICES OR ASSIGNED TO THE MORE MAJOR, UM, UM, ISSUES SUCH AS PAINTING, UH, UM, PARKING LOT LANDSCAPING.

UM, SO THESE ISSUES TAKE LONGER TO CORRECT.

SO WE ALLOW LONGER TIMES TO A BAKE THAT ELATION OUR NOTICES ARE SENT TO THE OWNER ON RECORD FOR, UM, WITH THE DALLAS CENTRAL APPRAISAL DISTRICT.

HOWEVER, IN AN INCIDENT LIKE OUR, OUR, UH, BOX STORES, LIKE I MENTIONED, IT'S JUST AN EXAMPLE, UH, BIG, LOTS, BIG LOTS HAD THEIR BOXES SCATTERED THROUGHOUT THE BACK SERVICE ALLEY, UH, WILL NOT ONLY, NOT ONLY, NOT ONLY NOTIFY THE OWNER OF THE PROPERTY, BUT WE'LL KNOW THE FIVE BIG LOTS TO A BAKED VIOLATION AND CORRECTED, UH, EXTENSIONS ARE BASED ON THE DISCRETION OF THE INSPECTOR.

IF THE INSPECTOR FEELS LIKE THE PERSON OR COMPANY WILL RESOLVE AN ISSUE A LITTLE FURTHER, MORE THAN SAY, NINE DAYS, IT MAY TAKE ANOTHER FIVE DAYS WILL EXTEND A FINAL NOTICE TO ADDRESS THE FIVE DAYS EXTENSION.

NEXT SLIDE.

MOST OF THE SLIDES YOU'RE GOING TO SEE TONIGHT ARE CASES THAT I HAVE WORKED PERSONALLY, UM, WITH ONE EXCEPTION THAT I'LL NOTE IT ON THIS PRESENTATION, BUT OKAY.

OKAY.

I THOUGHT SOMEONE CAME IN, UM, MOST, ALL THESE SLIDES THAT I HAVE ON HIS PRESENTATION OR WHAT I AM CURRENTLY WORKING ON OR HAVE WORKED ON.

SO I WILL ADDRESS IT ON FIRST BASIS HERE.

THIS IS A HIGH GRASS VIOLATION.

UM, THERE ARE THREE VIOLATIONS THAT OUR DEPARTMENT WILL ISSUE WORK ORDERS ON.

I GRASSES ONE OF THEM, IF YOU SEE A, A STAKE OF THIS NATURE ON A PROPERTY IS BECAUSE ONE OF OUR INSPECTORS, UM, WORK ORDERED, UH, THIS PARTICULAR VIOLATION, PROPER NOTIFICATION WAS GIVEN TO THE OWNER TO ADDRESS THE HIGH GRASS VIOLATION.

WHEN THE TIMEFRAME WAS EXHAUSTED, THE INSPECTOR WORK ORDERED THE PROPERTY.

WE, UH, THE CITY HAS BEEN GIVEN MONEY TO HIRE A VENDOR, UH, LANDSCAPE VENDOR TO GO OUT AND TO, UH, UH, CORRECT THE VIOLATIONS ON THE PARTICULAR WORK X SLOT, UH, TRASH AND GRAFFITI.

WE WILL ALSO ISSUE

[00:10:01]

WORK ORDERS ON THIS PARTICULAR CASE ON THE LEFT, UH, IS A ONE TO THREE DAY NOTICE.

UM, I HAPPENED TO HAVE A WORKING RELATION SHIP WITH THE PROPERTY MANAGEMENT COMPANY OF THIS SHOPPING CENTER IS CAME IN AS A HIGH LEVEL COMPLAINT.

UM, THE INDIVIDUALS, UH, BASICALLY ABANDONED THIS VEHICLE ON THE PROPERTY AND, UH, HOMELESS GOT INTO THIS PARTICULAR VEHICLE AND JUST SCATTERED TRASH ALL OVER THE SHOPPING CENTER.

SO THE PROPERTY MANAGEMENT COMPANY OF THIS SHOPPING CENTER, IT WAS LOCATED IN CALIFORNIA.

SO I HAD TO WAIT FOR SOME TIME TO CONTACT THEM, BUT I SENT THEM NOTICE.

I ALSO SENT THEM A, A, A EMAIL WITH THE PICTURE OF THE VEHICLE AND, UM, WAS ABLE TO HAVE THIS PARTICULAR INCIDENT RESOLVED WITHIN, UH, SIX OR SEVEN HOURS.

SO THIS WAS DONE QUICKLY, HAD IT NOT BEEN WHERE THEY ISSUE TO WORK ORDER.

UM, THE PICTURE ON THE RIGHT IS GRAFFITI.

WE DO HERE IN THE CITY, HAD A FREE GRAFFITI REMOVAL PROGRAM, UH, WHICH, UH, ALLOWS FOR THE PROPERTY ON THERE TO, UH, HAVE THEIR GRAFFITI REMOVED FOR FREE.

UH, HOWEVER, THEY'LL HAVE TO COME TO OUR OFFICE OR CONTACT THE INSPECTOR TO SIGN A GRAFFITI WAIVER IS ALLOWS FOR OUR VENDOR TO GO OUT ON THE PROPERTY AND TO, UH, TAKE CARE OF THE GRAFFITI.

SO, UH, THIS IS SOMETHING THAT WE OFFER TO OUR BUSINESS COMMUNITY.

NEXT SLIDE, PLEASE SCREENING WALLS, AS YOU KNOW, UM, MOST OF OUR SHOPPING CENTERS, UH, WE'RE SEEING A LOT OF, UM, THE LAP OF STATION, UH, STRUCTURAL DEFECTS IN THE SCREENING WALLS THAT, UH, BACK UP TO THE SHOPPING CENTERS.

UM, SO IT'S SOMETHING THAT OUR PROPERTY MAINTENANCE INSPECTORS ROLE ADDRESSED THIS PARTICULAR INCIDENT WAS A VEHICLE, UH, CRASHED INTO THIS SCREENING WALL.

SO, UM, IT'S SOMETHING THAT OUR INSPECTORS WILL CERTAINLY ADDRESS, UH, THIS HAPPENED IN FRONT OF FRONTIER.

AND SO THEY WERE, UH, TOOK A LITTLE EXTRA TIME TO, UH, MAKE CORRECTIONS ON, BUT IT'S, UH, IT'S BACK TO BACK UP AND IN GOOD CONDITION.

NEXT SLIDE PLEASE.

OH, WE ALSO ADDRESSED STAIR YOU'RE PAINTING, UM, AAMC AMERICAN MOVIE COMPANY, WHICH HAS BEEN OPERATING IN OUR CITY FOR A NUMBER OF YEARS.

UH, THIS PARTICULAR BUILDING HAD A LOT OF, UH, FEELING OF PAINT, UM, HAD SOME WATER DAMAGE ON THE BACK OF THE BUILDING.

UH, THIS IS A STUCCO BASE, UH, EXTERIOR.

SO IT, IT, IT WAS BEING, UH, IT JUST WAS AGED AND IT LOOKED WORN, UH, FROM THE VIEW OF ONE 90.

IT WAS JUST, IT JUST DID NOT MEET OUR STANDARDS.

SO I DRESSED THIS ISSUE WITH AMERICAN MOVIE COMPANY, UM, AND THEY, THEY, UH, I STARTED THIS, UM, OPEN CASE BACK IN 2019, UH, LATTER PART OF 2019.

THEY APPROVED THE BUDGET AND IT, AND IT WAS ALREADY IN BUDGET AND THEN COVID-19 HIT.

SO THEY WERE ABLE TO GET ON THE PROPERTY AND GET THIS, UH, CORRECTED.

AND, UH, WE DO APPRECIATE, IT REALLY MAKES THIS PARTICULAR PROJECT STAND OUT, UH, ON THE, UH, ON, IN THE FIREWALL MALL.

ALL RIGHT, NEXT SLIDE, URINAL CLOTHING.

DROPBOX'S UH, THIS IS JUST BECOME A, UM, VERY TREMENDOUS NUISANCE IN OUR CITY.

UM, THESE BOXES SHOW UP, THE CUT WILL GO IN CYCLES.

WE'LL GET RID OF THEM COUPLE OF WEEKS, COUPLE OF MONTHS MAY GO BY AND THEN WE'RE BACK OUT ADDRESSING THEM.

UM, THEY HAD TYPICALLY SHOW UP IN SHOPPING CENTERS.

THEY'RE NOT ZONED.

THE CITY DOES NOT ALLOW THEM TO BE PLACED IN RETAIL, UH, BUSINESS, UH, ZONING DISTRICTS, ONLY AREA WHERE THESE TYPES OF DROPBOXES ARE PERMITTED IS AN INDUSTRIAL DISTRICT.

OTHER THAN THAT, THEY'RE NOT PERMITTED.

SO IF YOU SEE A DROP BOX, UM, IT'S NOT ALLOWED THE OWNERS OF THE PROPERTIES.

UM, I KIND OF FEEL FOR THEM, BUT AT THE END OF THE DAY, THEY'RE RESPONSIBLE FOR THE PROPERTY TO KEEP IN COMPLIANCE WITH CITY REGULATIONS.

AND SO THEY ARE THE RESPONSIBLE PARTY AND THEY'RE RESPONSIBLE TO HAVE THESE BOXES REMOVED

[00:15:01]

AND WE'LL WORK WITH THEM THE BEST WE CAN, BUT THEY DO NEED TO BE REMOVED AS QUICK AS POSSIBLE BASED ON THE NOTIFICATION THAT WE SEND OUT.

NEXT SLIDE, PLEASE.

OUR PROPERTY MAINTENANCE INSPECTORS WILL, UH, ALSO ADDRESS PARKING LOT AND STRIPING.

UH, THIS PARTICULAR PARKING LOT WAS PRETTY BEAT UP A LOT OF POTHOLES NOW.

AND IN CERTAIN INSTANCES, THERE MAY BE A PARKING LOT THAT MAY NOT NEED AN ENTIRE A REDO.

IT MAY JUST NEED LIKE 40% OF THE PARKING LOT.

WE'LL WE'LL ADDRESS THAT, BUT THIS ONE NEEDED THE ENTIRE PARKING LOT.

IT WAS, IT WAS WELL OVERDUE FOR REPLACEMENT AND THE OWNER, UM, SAW TO IT THAT THE PARKING LOT CAME INTO COMPLIANCE.

UH, WE ALSO ADDRESS PARKING LOT LIGHTING ONCE A YEAR.

UH, OUR INSPECTORS WILL GO OUT AT NIGHT, TRAVEL THE CITY INTO HIGH VISIBILITY FOR THE GENERAL PUBLIC LOCATIONS WHERE GENERAL PUBLIC WILL CONGREGATE, UM, SHOPPING MALLS, RETAIL, DOWNTOWN, WHEREVER, UH, THE GENERAL PUBLIC WILL BE SHOPPING.

WE'LL BE COMMUTING TO, UM, WE'LL NOTIFY THE OWNER OF THE PROPERTY.

HEY, YOU HAVE A LIGHT POLE OUT OR SEVERAL LIGHT POLES OR OUT.

UH, THIS IS PART OF THE LIGHTING ORDINANCE HERE IN THE CITY OF GARLAND.

SO, UM, THAT'S SOMETHING ELSE THAT WE ALSO ADDRESS SLIDE AND MAINTENANCE, UH, DILAPIDATED DAMAGE SIGNS, UH, WE'LL ADDRESS THIS PARTICULAR ONE HAD A BANNER OVER THE SIGN CAN OPENING EXPOSED THE FLUORESCENT LIGHTING THAT WAS INSIDE THE CAN BOX.

I ADDRESSED IT WITH THE OWNER OWNER PLACED, UM, PLEXIGLASS, UH, WHITE PLEXIGLASS PANEL OVER IT.

HE ALSO PAINTED THE POST, UH, REMOVED THE TOWING SIGN CAUSE THE BUSINESS THAT WAS THERE WAS NO LONGER ON THE PROPERTY.

SO HE REALLY MADE THIS SIGN, UH, UH, BRING IT INTO COMPLIANCE AS SOMETHING THAT REALLY MADE THIS WHOLE AREA DIFFERENT.

HE ALSO DID A LOT OF OTHER THINGS TO HIS BUILDING, BUT THIS IS SOMETHING THAT THE PROPERTY MAINS AND ISN'T VECTORS.

NEXT SLIDE, IRRIGATION LAKES WILL ADDRESS THOSE, UH, OBVIOUS PROBABLY REASONS WASTING OF A GOOD CLEAN WATER.

AND ALSO IT'S ALSO A SAFETY.

THIS IS ALSO FALLS UNDER THE ONE TO THREE DAY.

NOTICE SOMETHING THAT WE'LL ALSO ADDRESS NEXT SLIDE.

ALL RIGHT.

UH, THERE ARE OCCASIONS WHERE WE'LL HAVE TO ENTER A BUILDING.

TYPICALLY MOST OF OUR INSPECTIONS ARE DONE OUTSIDE, UH, OF THE BUILDINGS PROPERTY LINE, UH, THE PROPERTY BUILDING ITSELF.

BUT OCCASIONALLY WE DO GET COMPLAINTS OF INTERIOR, UM, VIOLATIONS.

THIS PARTICULAR CASE CAME TO ME OF A TENANT THAT WAS CONSIDERING, UH, RENTING THIS UNIT.

I ENTERED THE, ENTER THE BUILDING AND SAW NUMEROUS VIOLATIONS.

UH, OBVIOUSLY WE HAVE, UH, AIR, UH, EXHAUST BEING, UH, KIND OF BACKED UP WITH THAT GARAGE DOOR.

WE HAVE SOCKETS NOT PROPERLY GROUNDED.

UH, WE HAVE, THIS IS BOTH A HEAT AND COOLING UNIT.

SO THE EXHAUST AIR IS DEFINITELY, UM, DEFINITELY A VIOLATION ON THAT, UH, THIS BEING A NON LOAD BEARING WALL.

UM, BUT IT ALSO HAD TO THE RIGHT OF THAT DOOR, ANOTHER GARAGE, AND, UM, BY COACH STANDARDS, THERE NEEDS TO BE A DEMISING WALL.

THERE NEEDS TO BE SOME TYPE OF FIRE WALL THAT SEPARATES THE OFFICE FROM THE GARAGE.

SO I NOTIFIED BUILDING INSPECTIONS.

UM, THERE'LL BE OTHER INSTANCES WHERE WE MAY NEED TO NOTIFY GARLAND POWER LIGHT, OR WE MAY NEED TO NOTIFY ENGINEERING OR TRANSPORTATION.

SO AN INCIDENT MAY COME TO US.

WE'LL, WE'LL PUT IT ON OUR NOTICE THAT THAT INSPECTOR NOTIFIED GARLAND POWER LIGHT, OR WE'RE NOTIFIED BUILDING INSPECTIONS, WAIVED THE COMPLAINT AND CALLS BACK AND SAY WHAT HAPPENED? UH, WHEN I CALLED OUT THERE, DID THE INSPECTOR GO OUT THERE? WELL, IT'LL BE NOTED THAT HE DID, AND THESE ARE THE VIOLATIONS AND THAT THIS PARTICULAR

[00:20:01]

DEPARTMENT WITHIN THE CITY WAS ANOTHER, THIS IS SOMETHING REAL AND I'M ZONING THIS.

WASN'T WHAT I DO HERE WITH ZONING INSPECTOR.

AND THIS PARTICULAR MAP YOU CAN FIND ON THE CITY WEB WEBSITE.

AND IT'S A GREAT TOOL.

ETHNICALLY TELLS ME THAT THERE ARE CERTAIN AREAS WITHIN THE CITY THAT ARE RESTRICTED FOR USE COLOR AREA.

USE THAT SPECIFIC AREA, FOR INSTANCE, PURPLE AREA, NOSTRIL, YELLOW AREA.

IT'S TYPICALLY SINGLE FAMILY.

THAT'S WHAT SF STANDS FOR, RIGHT AREAS, RETAIL, COMMERCIAL, RETAIL, NEIGHBORHOOD RETAIL, UM, GREEN IS AGRICULTURAL ROUND.

IT'S MULTIFAMILY TYPICALLY, OH, IT GIVES ME A BROAD PERSPECTIVE OR VIEW.

AND WHEN I'M IN A CERTAIN AREA, I HAVE A VIOLATION.

I CAN GO TO THIS MAP.

YOU CAN HELP ME WHETHER THIS ZONING DISTRICT LAUSD PROPERTY WELL, NOT EVERYBODY KNOWS WHAT THE ZONING IS ABOUT.

WHAT I DID TONIGHT WAS BASIC UNDERSTANDING OF WHAT ZONING AND LAND USE AS IT PERTAINS TO THE CITY APARTMENTS.

SURE IS IT IS LOUD IN CERTAINLY DO NOT WANT A DAYCARE RATING WITHIN YOUR INDUSTRIAL, THAT WORSE RESTROOM DISTRICT, HAZARDOUS CHEMICALS, HAZARDOUS MATERIALS.

UH, WE DO NOT WANT, UH, YOU'LL NOT SEE SCHOOLS AND INDUSTRIAL DISTRICTS.

SO THIS OWLS OR A BETTER WORD, A SEPARATION OF THE TYPE OF BUSINESSES WITHIN A COMMUNITY, EVERY, EVERY NOTICE THAT GOES OUT OUR LIST, WHETHER IT'S ONLY INSPECTOR COMMERCIAL PROPERTY, EVERY VIOLATION WILL HAVE REFERENCED TO A SPECIFIC ORDINANCE.

MY CASE IT'S I'M ORDINANCE ARLIN, A COMPREHENSIVE ZONING ORDINANCE THAT WENT OUT HERE.

SHE WENT IN HERE, UNSCATHED SCREENING AND RESCUE THEY COMMERCIAL PROPERTY MAINTENANCE INSPECTORS.

THEY MAY HAVE REFERENCED THAT NATIONAL PROPERTY AS WELL AS GONE AND DEVELOPED.

SO THERE'LL BE NO VIOLATION THAT WE SENT DOWN THAT NOT REFERENCED TO THIS ORDINANCE FOR HIGH GRASS ORDINANCE FOR SIGNED ORDINANCE, UH, LANDSCAPE WILL ALL HAVE THE NOSE BACK UP.

SO I'M GOING TO ADDRESS MOST OF THESE VIOLATIONS, UH, THAT I COME ACROSS ON A MONTHLY BASIS, UM, WITH THE EXCEPTION OF TWO ON THIS LIST, WHICH I'LL JUST TALK BRIEFLY ABOUT RIGHT NOW, WORKING ON PRIVATE ACTING MILEY, YES, THERE AN INCIDENT.

THEY HAVE BARBERSHOP AS 10 PARKING SPOT, WILLING INSPECTIONS NOTED ON THEIR PERMIT.

THEY'RE ALLOWED, HEY, THERE'S THREE PARKING SPOTS OR THE EMPLOYEE NEEDS ONE PARKING LOT FOR HANEY CAT PLAYING MORE ON DOING A PROACTIVE INSPECTION.

AND I REALLY WELCOME IT, BARBARA AND I SEE THAT ORKIN LAST YEAR COVERED WITH CAR, HAVE VEHICLE BEHIND THE VEHICLES, TWO VEHICLES, ONE DESIGNATED X, B, THAT'S THE OTHER GUY ELATION ON THIS LIST.

YOU'RE GETTING MAJOR WITH MINOR PATIENT.

WE HAVE AN OIL

[00:25:03]

DOWN I'M TO MULTI-SCALE GO DOWN AROUND THE JUPITER MILLER RESTAURANT ACROSS THE STREET, HEARING SOME PAPERWORK TO LOOK UP ALL THE, AND THE ATTENDANT COME OUT OF THE OFFICE, ROLL UP THE GARAGE DOOR.

AND INSIDE WAS A DODGE PICKUP TRUCK WITH THE HOOD OFF.

AND HE WAS ROLLING A, A, UM, ASIAN VOICE AND WAS IN THE PROCESS OF PULLING THE MOTOR OUT OF THE PICKUP TRUCK.

WELL, YOU KNOW, OIL AND LUBE BUSINESS IS UNDER A MINOR AUTO REPAIR.

MINOR AUTO IS BRAKES.

TUNE-UPS ALL CHANGE MAJORS, PULLING MOTORS, TRANSMISSIONS, AIR CONDITIONING UNITS, THAT BODY WORK THAT'S CONSIDERED MAJOR.

SO THAT'S A VIOLATION LET'S PROCEED TO THE NEXT SLIDE, TEMPORARY SALES.

WE ALL SEE THIS EPICALLY ON A WEEKENDS.

THIS PARTICULARLY HAP HAPPENED ON A FRIDAY, UH, WHERE A VENDOR COME TO A GAS STATION, OWNER OR MANAGER AND SAY, HEY, CAN I JUST SELL THESE RUGS OR THESE, YOU KNOW, CHILDS OR FLAGS? THIS IS A VIOLATION WITH OUR ZONING ORDINANCE.

THIS TYPE OF ACTIVITY IS NOT LOVING.

OPERATING WITHOUT US HAVING A LOCK AND SEE THIS LATELY HAS BEEN AN ISSUE FOR THOSE BUSINESSES WITHOUT THE CONSENT, WITHOUT THE APPROVAL IN THIS PARTICULAR SITUATION, SHOP SERVICE, YOU STARTED ONE DAY.

I THINK IT'D BE A GREAT IDEA, WHICH RENT THAT OUT.

INDUCEMENT THAT YOU'RE IN IS A NUMBER OF VIOLATIONS ON VEHICLE RENTAL, VEHICLE SALES AND NOT PERMITTED IN THIS ZONING DISTRICT.

THEIR EQUIPMENT IS TAKING UP DESIGNATED PARKING FOR THE BUSINESS, AND THEY HAVE ILLEGAL SIGNAGE FREESTANDING SIGN OUT HERE, UH, IN THE CITY RIGHT AWAY, AS WELL AS THE SIGNAGE ON THE BUILDING SIGNAGE RELAX, CONTACTED THE OWNER OF THE BODY SHOP, LANDED HIM WITH THE SITUATION WAS CORRECTED.

NEXT SLIDE, FORTRESS, UH, EQUIPMENT COMPANY, VERY GOOD COMPANY, VERY GOOD PEOPLE TO WORK WITH WHEREVER THEY KIND OF JUMPED THE GUN ON THESE, ON THIS SIDE, ACTUALLY THERE'S FINES ON THEIR FRONTAGE PROPERTY.

SO THIS IS A SIGN VIOLATION.

UM, BANNERS ARE NOT ALLOWED TO BE USED FOR PERMANENT SIGNAGE.

BANNER.

THE ROLES ARE RESTRICTED, MUST BE PLACED ON THE BUILDING, NOT BE OFF A BUILDING HERE AND NOT BE ATTACHED TO RETREAT.

IT CANNOT BE ATTACHED TO IT.

IT CAN NOT BE ATTACHED TO A FENCE.

THIS PARTICULAR PATIENT IS THE BANNER MATERIAL USE, LIKE I SAID, PERMANENT SIGNAGE, BUT ALSO IT FALLS INTO, UM, WAGE USE DRAPED OVER THE SIGN CAN, IT'S ACTUALLY GET TO FACE ON.

SO THERE ARE ACTUALLY TWO OF THESE SIGNS, SO THAT MAKES FOUR SIGNS, A SIGN ORDINANCE.

WHEN WE ADDRESS ONE BANNER OR FRONTAGE EXCEEDED THAT.

SO I SENT NOTICE DRESSING NEEDS SIGN.

THEY CORRECTED IT THERE GO.

EXCELLENT.

I ALSO DO LANDSCAPE MAINTENANCE.

UM, THIS TYPICALLY FALLS AROUND SPRING AND SUMMER.

I HAVE ACCESS TO ALL, MOST OF THE LANDSCAPE PLANS FOR THE BUSINESSES HERE IN GARLAND.

AND, UM, I'LL RETRIEVE THESE PLANS.

I'LL GO OUT ON THE PROPERTY NOTE, WHAT VEGETATION IS MISSING, WHAT NEEDS TO BE REPLACED.

WHAT'S CLEARLY DEAD.

AND, UM, I'LL ADDRESS THE ISSUE WITH THE PROPERTY OWNER AND THE PROPERTY OWNER USUALLY WILL CONTACT ME AND USUALLY, UH, WANTS TO MEET ON THE PROPERTY.

I'LL HAVE THIS PLAN THAT I'VE ALREADY,

[00:30:01]

UM, MARKED UP AND WE'LL WALK THE PROPERTY WITH THE PROPERTY OWNER.

AND, UH, THIS PARTICULAR CASE BANK OF AMERICA, UH, CORRECTED THE VIOLATION, UH, IN TWO MONTHS.

AND, UH, THEY'RE GOOD TO GO.

EXCELLENT AND PROPER STORAGE.

THIS IS A BIG ISSUE AS WELL.

HERE IN THE CITY, SPECIFICALLY WITH TIRES HIRES ARE TO BE PLACED IN AN ENCLOSED STRUCTURE CLEARLY AWAY FROM THE VISIBILITY OF THE GENERAL PUBLIC.

SO THIS PARTICULAR COMPANY BUSINESS WAS IN VIOLATION OF THAT ORDINANCE, BUT THEY WERE ALSO IN VIOLATION OF THEIR PARKING TOO, BECAUSE ALL, MOST OF THESE TIRES TAKING UP ABOUT TWO OR THREE PARKING SPACES AND ALSO IMPEDING THE ENCROACHMENT ON THE, ON ONE FIRE LANE.

THIS IS SOMETHING THAT WE ADDRESSED WITHIN THE ZONING, EXCELLENT OR SOUND, BUT JUST AS A CURRENT CASE, THAT IS OPEN A COMPANY HERE IN CITY OF GARLAND, THAT'S OPERATING IN A SALVAGE BUSINESS, SALVAGING VEHICLES IN THE CITY OF GARLAND IS PROHIBITED UNDER NO CIRCUMSTANCES IS THIS TYPE OF ACTIVITY TO TAKE PLACE.

UM, THIS MANTLING VEHICLES AND RETRIEVING THE PARTS AND PUTTING THEM ON OTHER VEHICLES IT'S PROHIBITED HERE IN THE CITY.

HOWEVER, UM, MOST OF THESE FOLKS THAT ARE DOING IT, UH, WILL SAY TO ME WHILE I HAVEN'T TEXAS STATE SALVAGE LICENSE ISSUED BY THE TEXAS DEPARTMENT OF MOTOR VEHICLE.

AND I SAID, WELL, THAT'S GOOD.

HOWEVER, THE CITY ORDINANCE TRUMPS STATE SALVAGING VEHICLES UNDER OUR GUIDELINES, WE PROHIBITED, THEREFORE THE ACTIVITY OF SALVAGING VEHICLES IS NOT TO BE CONDUCTED IN OUR CITY LIMITS.

THIS IS AN ONGOING CASE.

SO, UM, IN THE LAST FEW WEEKS, SO IT'S GOING TO TAKE A LITTLE BIT OF TIME TO GET CORRECTED, BUT I'M CONFIDENT IN WHAT EXCELLENT OUTSIDE AUTO REPAIR, UM, SPECIFICALLY IS ADDRESSED ON THE CERTIFICATE OF OCCUPANCY.

UM, THE CERTIFICATE OF OCCUPANCY NEEDS TO BE ONSITE AT ALL TIME.

UH, THIS PARTICULAR SITUATION, UM, I WENT TO THE BUSINESS.

I ASKED FOR THE CERTIFICATE A LOCKMAN.

SHE CLEARLY STATES ON THE OCCUPANCY CERTIFICATE, NO OUTSIDE AUTO REPAIR.

HE UNDERSTOOD THAT HE WAS IN VIOLATION, UM, AND THAT, UM, ALL OUTSIDE, WHETHER IT'S, WHETHER IT'S BEING JACKED UP, WHETHER THE HOOD IS UP IS CONSIDERED OUTSIDE.

ALL THE REPAIR AND ALL OUTSIDE OR REPAIR IS A VIOLATION AND REPAIR NEEDS TO BE IN AN ENCLOSED STRUCTURE.

NEXT SLIDE, WHEN DEVICES, NO FLAGS AND BALLOONS ARE PROHIBITED UNDER THE NEW SIGN ORDINANCE WITH THE EXCEPTION OF NEW BUSINESSES THAT HAVE COME INTO THE CITY, THE CITY WILL ALLOW FOR THE FIRST 20 DAYS THAT A BUSINESS OPENS TO HAVE THESE TYPE OF DEVICES ON THE PROPERTY.

AFTER THAT THERE ARE NO LONGER ALLOWED.

SO, UM, THE SLIDE ON THE LEFT, THIS WAS A NEW BUSINESS.

HE DIDN'T GET A PERMIT FOR THE BALLOON.

HOWEVER, THE BALLOON IS IN VIOLATION BECAUSE UNDER NO CIRCUMSTANCES ARE WIND DEVICES PERMITTED ON ROOFTOPS.

SO I HAD THEM TAKE THIS BALLOON DOWN.

UM, SO THAT GOT TAKEN CARE OF PRETTY QUICKLY.

THE SLIDE ON THE RIGHT IS A CVS AND CVS HAS BEEN IN OUR COMMUNITY AT THIS PARTICULAR LOCATION FOR OVER 10 YEARS.

SO THEY DON'T FALL UNDER THE GUIDELINES OF A NEW BUSINESS.

SO THAT'S WHY YOU'RE NOT GOING TO SEE HERE IN THE CITY OF GARLAND, A CVS THAT HAS THESE TYPES OF FLAGS ON THE PROPERTY, ME SEEING THEM IN RAW LEAD OR THE SKIED RICHARDSON, CVS IS FULLY MADE AWARE OF, I ME, THAT I'VE CONTACTED AND THIS TYPE OF ACTIVITY IS NOT AWHILE.

NEXT SLIDE.

ALL RIGHT, WE HAVE THE CERTIFICATE OF OCCUPANCY ELECTION.

THIS IS A FIREWALL MALL.

SIMON PROPERTIES OWNED

[00:35:01]

INSPIRE WHEEL MALL, AND UNDER THEIR CERTIFICATE OF OCCUPANCY REQUIREMENTS, THEY ARE NOT PERMITTED TO HAVE A MOTORCYCLE TRAINING SCHOOL.

AND THAT'S, WHAT'S TAKEN PLACE IN THIS SLIDE.

THIS MOTORCYCLE TRAINING SCHOOL CAME TO SIMON AND ASKED IF THEY COULD USE A PORTION OF THEIR PROPERTY FOR THE SCHOOL MALL CONSENTED.

THEY ALLOW THIS TYPE OF ACTIVITY TO TAKE PLACE.

ONCE AGAIN, TOOK UP PARKING SPOTS THAT WERE DESIGNATED FOR THE RETAIL SHOPPING CENTER THAT SURROUNDS THE MALL AREA.

AND THIS IS A CLEAR VIOLATION OF THEIR CERTIFICATE.

SO THEY WERE TOLD TO REMOVE THE VACATE, THE PROPERTY.

THEY HAD TRAILERS OUT THERE.

OF COURSE, THEY PAINTED THE PARKING LOT WITH RODE HORSES.

IT WAS JUST A BIG MESS.

IT TOOK, IT LITERALLY TOOK ME ABOUT TWO TO THREE MONTHS TO TAKE CARE OF IT, BUT IT HAS BEEN TAKEN CARE OF.

EXCELLENT.

ALL RIGHT.

A SIGN ORDINANCE.

THIS IS A VERY, UH, UH, SPECIAL TIME IN OUR SYNAGOGUE, I GUESS.

UM, THIS PARTICULAR SIGN IS THE LAST SIGN IT'S DESIGNATED AS A POLE SIGN, ALL SIGNS OR NO LONGER ALLOWED IN THE ONE 90 CORE.

YOU'LL SEE MONUMENT SIGNS, YOU'LL SEE FREESTANDING SIGNS, YOU'LL SEE PYLON SIGNS, BUT THIS IS THE LAST POLE SIGN APPROVED BY THE CITY AND, UH, CARE NOW, UM, SIGN, UH, ALL, ALL SIGNS HAVE LIMITATIONS IN HEIGHT, I THINK TWO FEET.

UM, THERE WAS ONLY, UH, EITHER SIX DISTRICTS WITHIN THE CITY, UM, THAT DO NOT ALLOW POLES SIGNS.

UM, THEY THEY'RE, UM, NOT ALLOWED IN THE DOWNTOWN DISTRICT, UH, NEIGHBORHOOD RETAIL, NEIGHBORHOOD BUSINESS, UM, URBAN BUSINESS.

SO THESE PARTICULAR SIGNS AS IT RELATES, IF YOU GO BACK TO, CAN YOU GO BACK TO THE MAP, UH, MAP? YEAH, THERE YOU GO.

ALL RIGHT.

SO WE HAVE THREE MAJOR THOROUGHFARES THROUGH THE CITY.

ALL SIGNS ARE NOT ALLOWED.

UM, I SIX 35 I 30 AND THE ONE 90 QUARTER THEY ARE ALLOWED, LIKE I SAID, UM, IN OTHER DISTRICTS.

SO YOU MAY SEE GOLD SIGNS COME UP, BRAND NEW POLE SIGNS.

ONCE AGAIN, THEY'RE RESTRICTED IN SIX DISTRICTS ON THIS MAP, UM, WHEN IT GETS TO RESTRICTIVE ZONING DISTRICTS, UM, FOR INSTANCE, , YOU'LL NOT SEE ON HIGH 30 VEHICLE SETS, YOU'LL NOT SEE VEHICLE SALES ON ONE 90.

THE CITY HAS A DATA DESIGNATED CERTAIN AREAS OF THE CITY WHERE BUSINESS CAN BE CONDUCTED.

AND SO THEY TRY TO REGULARLY THROUGHOUT THE CITY, HOW BUSINESS IS CONDUCTED.

SO IT'S VERY IMPORTANT THAT, THAT WHEN A BUSINESS COMES IN THERE THERE'S STREET APARTMENTS THAT, UM, HAVE CONTRIBUTION, I GUESS, TO THE ZONING ORDINANCE, A BUSINESS COMES IN.

OF COURSE, WE'LL HAVE TO SUBMIT PAPERWORK TO THEIR PLANNING DEPARTMENT AND PLANNING DEPARTMENT DESIGNATED SPECIFIC ZONING ON THAT MAY SEE, UM, THE RED AND WHITE, UM, UH, FREE STANDING SIGNS PLACED ON PROPERTIES WHERE AN OWNER, UM, WILL COME IN AND SEAL A PARTICULAR VACANT PIECE OF PROPERTY.

FOR INSTANCE, IT MAY BE, SAY, SAY A PROPERTY IS AGRICULTURE OWNED AGRICULTURAL, UH, AND THE, AND THE PROSPECTIVE BUSINESS WOULD LIKE TO PUT A RETAIL SHOPPING CENTER ON IT.

WELL, IT'S ZONED AGRICULTURE, SO THAT RED AND WHITE SIGN WILL SAY ZONING CHANGE REQUEST.

AND THAT'S WHAT IS BEING DONE ON THAT PROPERTY.

THEY'RE GOING TO PLANNING PRECONDITIONING FOR A ZONING CHANGE ON THAT PROPERTY.

BUILDING INSPECTIONS HAS AN INVOLVEMENT IN ZONING.

THEY ISSUE THE PERMITS AND CODE ENFORCEMENT UNDER THE COMMERCIAL STANDARDS, THE VISION ENFORCES THOSE RESTRICTIONS ON THE BRO.

ALRIGHT, WE'RE VERY GOOD.

THERE YOU GO.

UM, WE DO

[00:40:01]

HAVE A COACH COMMUNITY SUPPORT WORKER.

WHO'S PART-TIME WORKS FEW HOURS DURING THE WEEK AND WORKS ON THE WEEKENDS.

HE NORMALLY PICKS UP SHOPPING CARTS, UM, PORTABLE SIGNS AND RIGHT AWAY BANDIT SIGNS, BANDIT SIGNS ARE TYPICALLY NAILED, EXCUSE ME, OR STAPLED WHO, UH, TELEPHONE POLE, UH, THIS, THIS INDIVIDUAL OR, OR, OR SUPPORT WORKER WILL GO OUT AND REMOVE THOSE, UH, HE'LL ATTEND TO MAYBE, UH, SIDEWALK OR STREET ENCROACHMENT OR ALLEY ENCROACHMENTS.

WE'LL ALL SORT OF TEND TO GRAFFITI AS WELL BECAUSE GRAFFITI CAN BE PLACED ON JUST ABOUT ANYTHING, UH, THROUGHOUT THE CITY.

AND WE'VE HAD INSTANCES WHERE, UM, PEOPLE HAVE TAGGED G P AND L POWER, UH, LINE, TRANSMISSION POLES.

AND, YOU KNOW, SOME OF THESE INDIVIDUALS USE VULGAR WORDS.

THIS NEEDS TO BE DEALT WITH AS QUICK AS POSSIBLE.

WE'LL SEND THEM OUT, YOU'LL SPRAY PAINT OVER IT, NOTIFIED GP AND A HELL G P AND L.

AND YOU'LL GO OUT AND THEY'LL TAKE CARE OF THE GRAFFITI LINE ABOUT ONCE A QUARTER, WE'LL GO OUT AND RIDE THE RAIL AND CHECK BEHIND BUSINESSES, UH, FOR GRAFFITI, UH, THEY LIKED TO TAG THESE ARE THESE BACK SCREENING WALLS, REPROOF FEEDING, AS WELL AS BACK TO BUSINESSES AS WELL.

SO WE'LL TRY TO GO ON THE RAIL ONCE A QUARTER AND SEE IF THIS HAS BEEN TAKING PLACE.

NEXT SLIDE, HOMELESS ENCAMPMENT.

WE HAVE AN INSPECTOR, UH, DEIDRA JOHNSON HAS BEEN WORKING HOMELESS FOR LAST 10 YEARS.

UH, SHE'S TEAMED UP WITH WENDY'S SHERIFF AND THE POLICE DEPARTMENT.

THERE ARE TWO POLICE OFFICERS AS WELL, FINE WOULD BE INJURED, AND THEY GO OUT TO VARIOUS CAMPS AND, UH, EXPECT, UH, AND TALK WITH THESE INDIVIDUAL.

SOME OF THESE CAMPS ARE, ARE JUST LARGE IN NATURE, UM, AND THEY WILL ADDRESS THOSE, UH, CAMPS, THIS PARTICULAR CASE.

I CAME ACROSS THIS CASE OFF OF LAVONNE.

UM, ONE DAY, UH, SORT OF CAUGHT THE SMOKE COMING THROUGH THE, UH, THE TREES.

AND I PULLED OVER MY VEHICLE TO TAKE A LOOK AND SURE ENOUGH, THEY HAD A BIG OLD BONFIRE IN THE WOODS.

AND, UH, SO I NOTIFIED THE FIRE DEPARTMENT AND THEY CAME OUT, PUT OUT THE FIRE, BUT ALSO NOTIFIED DEIDRE OUR, UH, HOMELESS, UH, INSPECTOR TASK FORCE INSPECTOR, AND LET HER KNOW THAT THIS PARTICULAR CAMP NEEDED TO BE CLEANED UP.

AND SHE MADE ARRANGEMENTS FOR THE CAMP TO BE CLEANED UP.

I BELIEVE THAT IS IT.

IF YOU HAVE ANY QUESTIONS AND I THINK I'M HAPPY TO ANSWER YOUR QUESTIONS.

I DO ABOUT HOW MUCH A PERCENTAGE WISE OF TIME IS SPENT ON OUR TIME AND EFFORT IS SPENT ON COMMERCIAL VERSUS RESIDENTIAL CASES.

I HONESTLY COULDN'T ANSWER THAT QUESTION.

UH, I'VE NOT HAD, UM, THE PRIVILEGE TO BE IN THAT DEPARTMENT.

AND SO I COULDN'T, I COULDN'T ANSWER THAT QUESTION.

YEAH.

I WOULD JUST ON A SCALE ALONE ON THE PROPERTIES THAT WE WORK WITH, I WOULD SAY THAT A GOOD TWO TO THREE TO 30 DAYS, PROBABLY A MINIMUM OF COMPLIANCE TIME, A LOT OF THE COMMERCIAL PROPERTY OWNERS ABOUT A STATE.

SO WHEN WE SENT A NOTICE VIA THE UNITED STATES POSTAL SERVICE, YOU KNOW, IT TAKES SEVERAL DAYS TO GET TO THEM.

UM, AND THAT IT TAKES SEVERAL DAYS FOR THEM TO, YOU KNOW, MAKE, UH, ARRANGEMENTS FOR WHERE IT COULD BE CORRECTED.

AND WE ALSO HAVE PROPERTY OWNERS THAT LIVE OUT OF THE COUNTRY.

SO, UM, YOU KNOW, SO I THINK OUR, OUR, OUR TIMEFRAME IS DEFINITELY MORE INVOLVED IN NEIGHBORHOODS.

DOES THAT ANSWER YOUR QUESTION? YEAH.

HOW ABOUT PERCENTAGE OF COMPLAINTS THAT YOU GET? IS IT MORE RESIDENTIAL? IS IT MORE COMMERCIAL? I CAN SPEAK ON A COMMERCIAL.

UH, I PERSONALLY GET COMPLAINTS PROBABLY THREE, MAYBE FIVE A WEEK, UH, YOU KNOW, ABOUT 10 A MONTH, MAYBE.

SO, YOU KNOW, IT VARIES.

I MAY HIT THREE TO FIVE WEEK.

I MAY HAVE ONE A WEEK.

I MAY NOT HAVE ANY WEEK, BUT THEN IT WILL ALL COME AT ONCE.

UM, IT HAS A LOT TO DO WITH, UH, WELL, IT HAS A LOT TO DO WITH WHERE OUR SOCIETY IS RIGHT NOW.

A LOT OF BUSINESSES AREN'T, UH, OPERATING ON SITE OR OFF SITE.

SO THEY'RE NOT ONSITE AS OFTEN,

[00:45:01]

THEREFORE THEY'RE NOT VISUALLY THERE TO SEE HOW THEIR CONDITIONS OF THE PROPERTY IS.

AND WE'RE OUT THERE ALL THE TIME.

SO ANSWERING, HEY, WELL, WE CAN DO IS, UH, I REALLY DON'T WANT TO PUT FLEETWOOD ON THAT, ON THAT POSITION THAT, UH, TO, TO ANSWER SOMETHING THAT HE DOESN'T WORK IN THERE, THAT HE DOESN'T WORK.

WHAT I PROPOSE TO THE BOARD, IS IT FEEL LIKE I CAN INVITE THE, UM, SOMEONE ELSE FROM CODE THAT ADDRESSES, UH, THE ISSUES THAT HAPPENED IN NEIGHBORHOODS.

OKAY.

WAY YOU CAN HEAR SPECIFICALLY WHAT THE, UH, WHAT THE CORRECT BOUNCE RATE IS.

OKAY.

THAT'D BE GREAT.

I HAVE A QUESTION.

UM, UM, IS, IS CODE A FLUID, THE ACTUAL CODE? IS IT STILL BEING WRITTEN OR IS IT PRETTY STANDARD NOW? THE CODE, UH, YOU'RE TALKING MAYBE ORDINANCE RELATE.

CUT, CUT.

AND I THINK A CODE, I THINK, A MORE OF A BUILDING CODE, BUT I THINK WHAT YOU'RE TRYING TO ADDRESS TO ME TONIGHT IS MAYBE THE ORDINANCE IS THE ORDINANCE, UM, BEING AMENDED.

YES, YES, YES, YES, SIR.

UM, I DON'T KNOW HOW OFTEN, UM, BUT WE DO GET AMENDMENTS TO THE CODE.

UM, PLANNING DEPARTMENT USUALLY HANDLES THAT AND THEY'LL NOTIFY US THAT MAYBE ASSIGN ORDINANCE FOR THE AMENDED, FOR SPECIFIC DISTRICT.

THESE ARE NOW THE RESTRICTIONS, OR THESE ARE NOW THE REGULATIONS.

YES.

THAT IS A CONTINUAL ONGOING PROCESS WHERE INSTANCES WILL COME UP THAT WILL NEED TO BE ADDRESSED DIFFERENTLY THAN WHAT THEY USED TO BE ADDRESSED.

SO YES.

ANY COMMERCIAL PROPERTIES THAT HAVE GONE INTO RECEIVERSHIP TO THE CITY? NOT TO MY KNOWLEDGE.

YEAH.

I HAVE A QUESTION.

UM, LOOKING AT THAT, LOOKING AT THE SLIDES WAS KIND OF INTERESTING, I GUESS I REALIZED THERE ARE A LOT OF THINGS THAT ARE, UH, THAT ARE BREAKING ORDINANCES THAT I DIDN'T KNOW, BUT YOU SEE A LOT OF THOSE PICTURES, THINGS LIKE THAT ALL THE TIME, JUST DRIVING DOWN THE ROAD.

UH, SO I GUESS MY QUESTION IS, UH, WOULD BENEFIT FROM HAVING ANOTHER COMMUNITY SUPPORT WORKER.

IT SEEMS LIKE THERE'S A LOT OUT THERE FOR JUST ONE PERSON IN A PART-TIME POSITION TO BE CANVASSING.

UM, AND GARLAND GEOGRAPHICALLY IS PRETTY BIG.

SO I GUESS ONE, ONE QUESTION WOULD BE, COULD YOU USE MORE PEOPLE AND, AND THEN, UH, WHAT DO YOU SEE YOUR CHALLENGES? WHAT IS IT LIKE GETTING THE WORD OUT TO OTHER CITIZENS ABOUT, HEY, WHAT IS NOT OKAY, AND WHAT IS PERFECTLY WITHIN COMPLIANCE? BECAUSE FOR ME, I'VE LIVED IN GARLAND NOW SIX YEARS, AND THIS WAS THE FIRST THAT I'M FINDING OUT THAT FOR INSTANCE, THOSE WINDOW SIGNS, YOU CAN'T HAVE THAT.

I DIDN'T KNOW THAT, BUT YOU'D FEEL LIKE YOU SEE THEM ALL THE TIME.

SO W WHAT SORT OF STRATEGIES ARE YOU GUYS USING TO GET THE WORD OUT TO JUST THE PEOPLE LIVING IN THE COMMUNITY THAT, HEY, BE ON THE LOOKOUT FOR THESE TYPES OF THINGS THAT AREN'T OKAY.

WELL, TO ADDRESS YOUR FIRST QUESTION, WE ARE WORKING ON GETTING A SECOND PERSON FOR THE COMMUNITY SUPPORT, UM, PERSON, UH, WE HAD AT ONE TIME TOO.

UH, WE'RE NOW DOWN TO ONE, WE'RE WORKING ON GETTING A SECOND ONE, BECAUSE WE'RE SEEING THAT THE INCREASED VOLUME OF VIOLATIONS THAT THEY ADDRESS IS, UH, IS PICKING UP AND WE CAN'T HANDLE ALL THE WORKLOAD.

THAT'S WHY WE'VE, YOU KNOW, HAVE A PART-TIME PERSON.

UM, BUT YES, WE'RE ADDRESSING THAT.

AND, AND HOPEFULLY WE'LL HAVE A SECOND PERSON ON BOARD PRETTY QUICKLY, UH, ADDRESSING EDUCATION.

UH, WE DO HAVE THE COMMUNITY ENGAGEMENT, ENGAGEMENT TEAM HERE IN THE S IN THE CODE COMPLIANCE DEPARTMENT MADE UP OF FIVE INDIVIDUALS.

AND WE ARE ALWAYS OPEN TO, UH, BRING, FOR INSTANCE, TONIGHT, TEACHING RESIDENTS ABOUT CO UM, WE'VE REACHED OUT TO HOMEOWNERS ASSOCIATIONS.

WE'VE REACHED OUT TO THE GARLAND CHAMBER OF COMMERCE AND OTHER ORGANIZATIONS WITHIN THE CITY THAT, HEY, WE HAVE A TEAM HERE AND CODE COMPLIANCE THAT WILL NOT ONLY ADDRESS THE COMMERCIAL STANDARDS VIOLATIONS, BUT WE'LL ADDRESS NEIGHBOR THAT WILL ADDRESS, UM, MULTIFAMILY, SINGLE FAMILY VIOLATIONS, GET THE WORD

[00:50:01]

OUT, EDUCATE, HEY, OUR DEPARTMENT HANDLES THESE SPECIFIC AREAS WITHIN THE CITY.

WE'LL BE HAPPY TO, UM, BRING UP THE PRESENTATION.

WE'LL COME IN PERSON.

WELL, NOW THAT COVID SAID, WE'LL BE HAPPY TO DO A ZOOM MEETING WITH A HOMEOWNERS ASSOCIATION TO EDUCATE THEM.

AND, AND, AND LIKE, Y'ALL, YOU'VE REACHED OUT TO URIEL, UH, URIEL REACH TO US.

THERE'S THERE WAS AN INQUIRY ABOUT WHAT IS COMMERCIAL STANDARDS.

THAT'S WHY THIS, THIS TYPE OF FORUM IS ALWAYS INVITED.

WE'RE ALWAYS WELCOME TO COME AND BRING TO YOU ALL.

AND AS WELL AS OUR CITIZENS, I I'VE SPOKEN IN FRONT OF HOMEOWNERS ASSOCIATIONS.

UM, COUNCILMAN BERRA, UH, HAS BEEN VERY CORDIAL FOR US TO COME AND SPEAK TO HIS DISTRICT.

UM, I SPOKE TO HIS DISTRICT IN A MEETING BACK IN FEBRUARY, AND, UM, AND THEY, THEY WERE ECSTATIC, UH, AS YOURSELF NOT KNOWING WHAT WERE SOME OF THE RESTRICTIONS OR INVOLVEMENTS WITHIN THEIR COMMUNITY AND HOW WE, HOW WE HANDLED IT.

SO, SO, SO WE'RE ALWAYS WILLING OR ALWAYS, UH, YOU KNOW, READY TO COME AND MEET WITH PEOPLE AND, AND, UH, EDUCATE THEM ON WHAT, LIKE, IN THIS SITUATION WHAT'S ALLOWED, WHAT'S NOT ALLOWED, UM, COMMERCIAL, UM, STANDARDS.

IT'S PRETTY INVOLVED, AS YOU CAN SEE, UH, MT JUST BROUGHT A PORTION, UM, TONIGHT, BUT IT'S, IT'S VERY INVOLVED IN WHAT WE DO AND, UM, IS A LOT OF RESTRICTIONS AND ORDINANCES ATTACH TO OUR WORK.

AND, UH, I'M THE KIND OF PERSON THAT'S A PEOPLE PERSON.

SO I'D LIKE TO GO ONSITE.

UM, I'LL KNOCK ON THE DOOR, UM, MASKING, HAND GLOVES IN HAND IF I HAVE TO AND, AND, UH, GO ONSITE AND, AND, AND TEACH AND INSTRUCT, UH, THE BUSINESS OWNERS.

UM, AND I'LL EVEN SHOW THEM THE ORDINANCE.

UM, I'LL EVEN TELL THEM THE REFERENCE.

UH, YOU, YOU ALL HAVE ACCESS JUST AS, JUST AS MUCH AS I DO WITH THE CITY WEBSITE.

AND SO A WEALTH OF INFORMATION THAT DOES ZONING MAP, UH, CAME DIRECTLY FROM, UM, THE CITY'S WEBSITE.

SO, UM, YOU KNOW, YOU, ALL THE ZONING ORDINANCE IS ON THE WEBSITE, THE COMPREHENSIVE ZONING ORDINANCE, AS WELL AS THE SIGN ORDINANCE TO, FOR YOU TO BE EDUCATED, UM, AS WELL.

SO OUR CHURCH'S COMMERCIAL ARE THEY, UH, RESIDENTIAL.

OKAY.

THEY'RE CONSIDERING ASSEMBLY AND YES, THEY HAVE GUIDELINES AS WELL.

UM, ARE THEY COMMERCIAL? UM, THERE, YES, THEY'RE CONSIDERED UNDER OUR, UH, JURISDICTION COMMERCIAL AND YES, I WILL DO ENFORCEMENT ON, ON A CHURCH PROPERTY.

I'M JUST CURIOUS BECAUSE, UH, ONE TIME, UH, NOT CHURCH, I GOT A LETTER FROM RESIDENTIAL AND COMMERCIAL AND I'M LIKE, OKAY.

YOU KNOW, WHAT ARE WE CONSIDERED? OKAY.

SO YEAH.

YES.

YOU'RE CONSIDERED, UH, UM, A COMMERCIAL.

YES, YES.

NOW THAT ARE THERE, IF I MAY ENTER JACKED IN THAT PARTICULAR ONE, UM, THERE ARE CHURCHES THAT ARE EMBEDDED WITHIN A RESIDENTIAL AREA, UH, FOR INSTANCE, AS A CHURCH OFF OF WALNUT, UM, THAT'S EMBEDDED IN THE COMMUNITY IN THE CENTER OF A RESIDENTIAL AREA AND IT MAY BE ZONED FOR A, UM, RESIDENTIAL AREA, BUT IT'S A COMMERCIAL BUSINESS.

IF YOU CAN LOOK ON DALLAS CENTRAL APPRAISAL DISTRICT, WHICH ARE NOTICES BASED OFF OF THE GO OUT TO, IT WILL SAY, FOR INSTANCE, IT WILL SAY COMMERCIAL, BUT IT'S CLEARLY A RESIDENTIAL BUILDING.

UM, SO THAT'S SOMETHING THAT USUALLY GETS WORKED OUT OR IN THIS CASE, YOU'LL REACH OUT TO THE INSPECTOR OR THE DEPARTMENT SAY, HEY, WE GOT A NOTICE FROM THE NEIGHBORHOOD, UH, INSPECTOR, BUT IT'S, WEREN'T SURE.

SO WHERE DO WE FALL UNDER? SO THAT'S SOMETHING THAT CAN BE CONFUSING.

YES.

DO WE HAVE, UH, ANY, UH, ANY OTHER QUESTIONS, UH, JUST IN AN EFFORT TO KEEP THINGS MOVING TONIGHT? YEAH.

WHAT ARE WERE APARTMENTS CONSIDERED MULTI-FAMILY OKAY.

I'M ALWAYS, I'LL ALWAYS THOUGHT THAT, UH, THERE WAS A VERY GOOD PLACE FOR CODE BECAUSE A LOT OF TIMES, UH, HEALTH AND,

[00:55:01]

UM, YOU KNOW, NEEDS TO BE ADDRESSED, ESPECIALLY WHEN IT HAS TO DO WITH HEALTH AND SAFETY.

SO CODE NEEDS TO STEP UP AND MAKE SURE THAT THOSE, UH, WHATEVER'S IN VIOLATION OF SOMEBODY'S OTHER, SOMEBODY ELSE'S HEALTH NEEDS TO BE CORRECTED BECAUSE I CAN, ESPECIALLY WITH THIS, YOU KNOW, YOU DON'T WANT DISEASES GOING ANYWHERE.

CAUSE WE'VE CERTAINLY GOT A MAP OF THAT RIGHT NOW.

SO IT WAS MULTIFAMILY AND COMMERCIAL MULTI-FAMILY COMMERCIAL, TWO DIFFERENT THINGS.

YES, SIR.

UM, MULTIFAMILY DEALS WITH APARTMENTS, UH, MOTELS, HOTELS, UH, AND, UM, THAT, THAT DIVISION IS WITHIN CODE COMPLIANCE.

WE HAVE THREE ENFORCEMENT DIVISIONS, COMMERCIAL STANDARDS, MULTI-FAMILY, UH, NEIGHBORHOOD SERVICES.

OKAY.

ANY OTHER QUESTIONS? OH, I MUST HAVE ADDRESSED TO MULTIFAMILY INSPECTORS WERE ALSO DO, UM, THE, UH, SINGLE FAMILY RENTAL PROGRAM THAT WE HAVE URIEL.

WOULD WE BE ABLE TO GET A COPY OF THAT PRESENTATION THAT WE SAW AND THEN FLEETWOOD IS HERE IS CONTACT INFORMATION ON THAT PRESENTATION.

IT IS EMAIL AND SUCH.

OKAY.

OKAY.

GREAT.

WELL, I THANK YOU FOR YOUR TIME TONIGHT.

UM, COMING OUT OR NOT COMING OUT, BUT BEING AVAILABLE WEDNESDAY USING, UM, A LOT, A LOT OF GOOD INFORMATION.

I LEARNED A LOT, UM, PLENTY TO, TO THINK ABOUT.

UM, BUT, UH, YEAH.

WELL THANK YOU FOR, FOR, UH, THE PRESENTATION AND EVERYTHING THAT WE LEARNED TODAY.

ALL RIGHT.

WELL, THANK YOU FOR YOU.

APPRECIATE TOM.

I'VE HAD WITH YOU ALL TONIGHT.

THANK YOU FOR THE WINTER.

THANK YOU.

ALL RIGHT, SO LET'S MOVE ON TO THE NEXT ITEM, WHICH IS ITEM TO, UH, KEEP GARLAND BEAUTIFUL.

UH, BETTY, YOU, WE HAD, WE DID NOT HAVE ANYTHING, NO NEW INFORMATION, ANYTHING THEN ON ENVIRONMENTAL, UH, RECOGNITION FOR ENVIRONMENTAL ACHIEVEMENTS.

OKAY.

UM, I KNOW WE GOT A RECYCLING UPDATE LAST WEEK.

ANYTHING TO TACK ONTO THAT ARIEL, UH, SAY THAT AGAIN.

I KNOW YOU GAVE A RECYCLING UPDATE.

UM, LAST MONTH, THE ONLY THING THAT I WANT TO ADD IS THE EWS DEPARTMENT IS WORKING ON MINIMIZING CONTAMINATION.

CONTAMINATION IS PROBABLY THE BIGGEST PROBLEM THAT WE HAVE A SECONDARY TO COST IN, IN GARLAND'S RECYCLING PROGRAM.

UM, IT'S, UH, YOU KNOW, WHILE WE TOLD THE CITIZENS IS THAT IF YOU THINK, IF YOU'D HAVE A DOUBT ABOUT RECYCLING, A SPECIFIC ITEM IS BETTER TO THROW IT IN THE TRASH.

AND THE REASON FOR THAT IS THERE IS THERE ARE ITEMS THAT YOU CAN THROW IN THEIR RECYCLING CONTAINER AND YOU CAN CONTAMINATE THE ENTIRE LOAD.

SO IT'S, IT'S, IT'S ONE OF THE THINGS THAT, UH, YOU KNOW, WE STARTED WORKING ON THIS AT THE BEGINNING OF THE YEAR AND THEN COVID HIT AND WE KIND OF HAVE TO, WE HAVE TO PUT A HOLD ON THAT BECAUSE THE, THE MAJORITY OF THE EDUCATION IS GOING TO BE FACE-TO-FACE INTERACTIONS WITH, WITH OUR CITIZENS.

BUT, UH, IT IS SOMETHING THAT WE'RE WORKING ON, UH, SOMETHING THAT WE ARE TRYING TO, UH, PRESENT TO THE PUBLIC ON A, UH, ONLINE FORUM, KIND OF LIKE WE'RE DOING THE, THE, THE MEETINGS NOW.

AND, UH, HOPEFULLY WE'LL HAVE THAT IN PLACE BY NEXT MONTH.

WHAT QUESTION, WHAT HAPPENED TO THE PRE-INSPECTION OF THE BLUE CANS? I THOUGHT AT ONE TIME THERE WAS SOME EFFORT TO, I THINK, PURIFY THE SINGLE STREAM EFFORT TO MAKE SURE THAT WHAT GOES INTO BLUE CAN, CAN ACTUALLY BE, UH, ACCEPTED BY THE CITY.

I THOUGHT AT ONE TIME THERE WAS GOING TO BE A KIND OF A RANGER PROGRAM THAT THE CITY WAS GOING TO INITIATE, SO THAT THE CONTAMINATION OF THE SINGLE STREAM EFFORTS THAT THE CITY IS PUTTING OUT WOULD NOT BE CONTAMINATED BY TRASH, I GUESS, IS WHAT, YOU KNOW, I'M NOT FAMILIAR WITH IT.

I'M NOT SURE IF IT'S SOMETHING THAT JOHNNY WAS WORKING ON BEFORE I REPLACED THEM, BUT I CAN, I CAN GET BACK TO YOU.

I THINK IT WAS, IT WAS A RECYCLING RANGERS.

IT WAS A PILOT PROGRAM THOUGH.

TIANA TALKED ABOUT IT AND I DON'T THINK IT EVER MOVED PAST ANYTHING MORE THAN JUST HER EXPERIMENTING WITH, WITH, UH, SHE HAD ONE OTHER HELPER BASICALLY, AND THEY WOULD GO OUT JUST IN A VERY SMALL AREA

[01:00:01]

AND, AND TAKE A LOOK INSIDE RECYCLING BENCH, BUT IT WAS JUST A PILOT PROGRAM.

I DON'T THINK IT EVER GOT OFF, OFF THE GROUND.

AND IT DID SORT OF HAPPEN RIGHT WHEN LONNIE WAS ON HIS WAY UP.

OH, OKAY.

OKAY.

THAT MAKES SENSE.

UH, THEN JOHN, DO YOU HAVE ANY UPDATE ON, UH, WATER RESOURCES? YES, I DO.

UH, THE, UH, IF YOU GOT YOUR, A BOAT, UH, THE RAMPS ARE ALL IN, OUT AT THE VOTE ART, BUT THERE'S NO WATER.

SO SORRY ABOUT THAT.

SO IF YOU WANT TO PUT THE BOAT IN THE WATER, YOU'RE GOING TO HAVE TO WAIT A COUPLE OF YEARS BECAUSE THEY STILL HAVEN'T.

GOT IT.

I LIKE TO SAY ONE OTHER THING ABOUT THE, YEAH, I KNOW THAT Y'ALL WERE NOT EXCITED ABOUT ME WANTING TO CONSOLIDATE LANDFILLS, BUT I LOOKED AT THE TIMELINE OF THAT BOAT, ART WATER DISTRICT.

AND I WILL TELL YOU THAT IT STARTED ALMOST 20 YEARS AGO.

IT'S SO I WAS REALLY WANTING TO SEE IF THERE'S ANY, I KNOW THAT I WAS TALKING ABOUT THAT LAST TIME CONSOLIDATION OF LANDFILLS TO SUPPORT A, SOME OTHER TYPE OF CONSOLIDATION, PROBABLY UNDER THE, UH, NORTH TEXAS MUNICIPAL, UH, UH, LANDFILL, UH, YOU KNOW, WHEN I WAS ANYWAY.

SO, BUT I WOULD REALLY LIKE TO PURSUE THAT, BUT OF COURSE THE BOARD, UH, THE OTHER MEMBERS HAVE TO AGREE TO THAT, BUT, UH, I THOUGHT THAT MAYBE THERE WOULD BE SOME POSSIBLE TRACTION BECAUSE IT DOES TAKE A LONG TIME TO CONSOLIDATE.

UH, THE WATER I THINK IS, IS, IS AN EXAMPLE IN IT'S TAKEN 20 YEARS TO ACTUALLY CONSOLIDATE ENOUGH ENERGY TO HAVE THE NORTH TEXAS MUNICIPAL WATER DISTRICT.

SO ANYWAY, BUT THE, LET ME KIND OF FINISH UP WITH THE, WITH ABOUT ART.

UH, THEY ARE ON SCHEDULE THEY'RE ON TIME AND THEY'RE ON BUDGET.

SO WITH THOSE THREE, UM, UH, STATEMENTS THINK THAT THEY'RE DOING AN ADMIRABLE JOB OF ACTUALLY BUILDING A NEW RESERVOIR, WHICH IS DESPERATELY NEEDED BY, UH, THE FUTURE OF THE PEOPLE THAT PARTICIPATE IN THE NORTH TEXAS MUNICIPAL WATER DISTRICT.

AND THERE IS A LOSS OF CITIES THAT DEPEND ON THAT WATER.

UH, ONE OTHER COMMENT I NEED TO MAKE IN THAT IS THAT COVID 19 IS THE WATER HAS I'M SORRY, THE WATER HAS NOT BEEN CONTAMINATED BY COVID-19.

SO IT'S PERFECTLY, IT'S PERFECTLY SAFE TO DRINK THAT WATER THAT COMES FROM THE NORTH TEXAS MUNICIPAL WATER DISTRICT.

THEY HAVE CERTIFIED, THEY CHECK IT TO MAKE SURE THAT YOU'RE NOT GOING TO GET SICK BY DRINKING WATER THAT COMES OUT OF YOUR TOWN.

SO JUST KIND OF REST ASSURED ABOUT THAT.

ALL RIGHT.

THANK YOU, JOHN.

YES, SIR.

UM, PIRATE PIRATE CAN COMMUNITY AS WELL.

UM, YEAH, JUST A COUPLE OF BRIEF, QUICK ANNOUNCEMENTS, UH, THAT GARLAND HANDED OUT IT'S NEIGHBORHOOD OF THE YEAR AWARD RECENTLY TO, UH, UH, MS. REBA'S, UH, COMMUNITY CAMELOT NEIGHBORHOOD ASSOCIATION.

I PRETTY SURE THAT'S NOT THE FIRST TIME THEY WON THAT FOR NEIGHBORHOOD OF THE YEAR.

UH, MS. BETTY'S NEIGHBORHOOD ORCHARD HILLS ISN'T THAT YOU MISS BETTY, WE GOT THE NEWSPAPER NEWS NEWSLETTER AWARD.

CONGRATULATIONS.

UH, THEY AWARDED A WHO'S WHO IN GARLAND TO A GENTLEMAN BY THE NAME OF FOREST OLIVER GARLAND PUBLIC SERVICE OR PUBLIC SERVANT AWARD WAS ISSUED TO OFFICER MATT BESTA AND NPOS.

HE'S THE NEIGHBORHOOD POLICE OFFICER FOR SECTOR 42.

I'M NOT REAL SURE WHERE THAT IS.

UM, AND THEN THEY GAVE THE SUSTAINABILITY AWARD TO A LADY BY THE NAME OF RESO LISA ROURKE.

UH, ALSO IN CASE YOU GUYS WEREN'T AWARE ALL CITY OF GARLAND FACILITIES ARE REQUIRED TO MASK UP AS ARE MOST PLACES NOW, BUT YOU STILL HAVE SOME PEOPLE WHO ARE IN DENIAL AND REFUSAL.

I DON'T KNOW IF YOU SAW THE NEWS TODAY, UTAH, UP IN ARMS ABOUT IT.

UH, ALSO ONE OF THE THINGS THAT'S CLOSE TO MY HEART, THE, UH, THE GARLAND ANIMAL SHELTER BROKE GROUND YESTERDAY, THE NEW FACILITY OFF 66.

SO THEY BROKE GROUND.

AND THAT'S, UH, IF YOU GUYS TOOK PART IN ANY OF THE, UH, MEETINGS THAT THEY HAD LEADING UP TO THE BOND PROPOSAL, UM, THAT WAS THE BIGGEST, THE

[01:05:01]

NUMBER ONE MOST MENTIONED CONCERN THAT PEOPLE HAD WAS INCREASING THE SIZE AND CAPACITY OF THE GARLAND ANIMAL SHELTER AND THE ADOPTION CENTER.

SO, UH, GLADLY, THAT WAS PART OF THE BOND PACKAGE, $15.8 MILLION FACILITY THAT WILL DOUBLE CAPACITY OF WHAT THEY'RE HAVING NOW.

AND I DON'T KNOW IF YOU GUYS HAVE EVER BEEN TO THE GARDEN ON THE ANIMAL SHELTER, BUT IT'S, IT'S A WELL OVERDUE PROJECT.

AND YOUR OLD KNOWS VERY WELL.

THERE ARE A COUPLE OF TIMES SO KUDOS TO YOU AND EVERYBODY THAT, THAT HAD A HAND IN THAT I WISH I TO CALL ME CAUSE I LOVED HIM IN THERE FOR THE GRAND OPENING THING.

BUT, UM, YEAH, I'M REALLY EXCITED FOR THEM.

I DON'T THINK THAT THE, UH, BREAKING THE GROUND WAS, UH, WHEN I SAW THAT IT WAS NOT A PUBLICLY ADVERTISED GROUNDBREAKING BECAUSE I DON'T THINK THEY WANTED A LOT OF PEOPLE THERE BECAUSE THEY DON'T WANT TO SPREAD ANYTHING.

NOW IT WAS ADVERTISED.

WAS IT? I THOUGHT THEY SPECIFICALLY MENTIONED THAT THEY DID NOT WANT A LOT OF PEOPLE THERE BECAUSE THEY SET IT UP VERY NICELY.

SO THERE WAS PLAINFIELD, SOCIAL DISTANCING, EVERYBODY WAS WEARING A MASK AND HE WAS OUT IN THE OPEN.

SO THERE WAS QUITE A FEW PEOPLE THAT SHOWED UP.

I JUST MISSED IT.

SORRY IT IS RECORDED.

SO YOU CAN ACTUALLY WATCH IT ONLINE.

IF YOU GO TO THE CITY OF BURLINGTON, OFFICIAL WEBPAGE, NOT THE WEBPAGE, BUT THE, UH, FACEBOOK PAGE.

YOU'LL BE ABLE TO SEE IT THERE.

OKAY.

THAT'S ALL I HAVE.

ALL RIGHT, WELL, THANKS, KEN.

UM, LET'S JUMP TO MISCELLANEOUS.

UM, I SEE WE'VE GOT GREEN INITIATIVES.

ONE OF THE THINGS THAT IS, I DON'T SEE IT ON THERE, BUT WE WILL TACKLE IT.

I KNOW IT WAS ON THE, UM, FUTURE AGENDA ITEMS, BUT, UH, WE WILL TALK AFTER THE GREEN INITIATIVES, JUST A QUICKLY A LIST OF THINGS, UH, IDEAS, UNIQUE TO YOUR DISTRICT THAT, UM, WE MIGHT BE ABLE TO ADDRESS.

UM, BUT FIRST HAS ANYONE GIVEN ANY THOUGHT TO WHAT GREEN INITIATIVES WE MIGHT, UM, CONTINUE WITH OR, UH, WHICH ONES, UM, WE MIGHT JUST SAY, WE'RE, WE'RE KIND OF DONE, WE'VE EXHAUSTED WHAT WE COULD WITH THEM.

AND, UH, AND WE'LL SORT OF MOVE ON FROM, OKAY.

AS I RECALL, BOB BRONZE WAS A BIG PROPONENT OF THE BUSINESS THING.

THAT WAS THE COMPONENT THAT WAS INVOLVING BUSINESSES, UH, AND RECYCLING FOR BUSINESSES.

DOES, DOES THAT RING A BELL? I WASN'T PART OF THAT COMMITTEE.

UH, YEAH, NO, THAT WAS ME, UH, ME AND REBA AND, UM, JASON, UH, OF WHICH I AM THE ONLY ONE LEFT HERE.

SO, UH, W YEAH, THAT WAS ONE OF THEM.

UM, I THINK WE RAN INTO MOSTLY BUDGET PROBLEMS WITH THAT.

UH, THE ISSUE WAS, UM, THERE JUST ISN'T THE MONEY DESIGNATED TO, TO RUN SOMETHING, UM, TO STAFF IT, UH, BECAUSE THE CITY HAS GOT TO PAY SOMEONE TO DO INSPECTIONS, OR EVEN AT THE VERY LEAST TO PROCESS ONLINE APPLICATIONS.

UM, AND SO WE SORT OF HAD A NUMBER OF HANGUPS WITH THAT ONE AS GOOD AS IT MAY HAVE BEEN, UH, FOR WHAT IT'S WORTH.

I, I THINK WE'VE, WE'VE TALKED A GOOD BIT ABOUT THE ADOPTIVE SPOT PROGRAM.

UM, I THINK, UH, FOR THE EFFORT, IT SEEMS LIKE THAT WAS THE, THAT WAS THE ONE THAT HAD THE BEST CHANCE OF, UH, UM, UH, PURSUING, UH, I STILL THINK THERE ARE PROBABLY A COUPLE OF HURDLES TO GET IT UP AND RUNNING, BUT IT ALSO SEEMS LIKE, UM, THE OTHERS MIGHT BE A LITTLE TOO INVOLVED THROUGH THE SCOPE OF OUR, UH, COMMITTEE.

YEAH.

I THOUGHT THAT THE ADOPTER SPOT WAS A GOOD IDEA IN THAT IT NEEDS TO BE, BUT IT SEEMS LIKE IT'S ALMOST ONLY ON MAJOR CORRIDORS.

IT'S NOT, UM, I DON'T THINK IT WOULD BE ADAPTABLE TO BEING ABLE TO, TO BE IN ANY KIND OF A RESIDENTIAL OR SO YOU'RE TALKING ABOUT 36 35 AND THE, UH, PRE THE TURNPIKE.

NO, I, I THINK THE THING THAT WAS GREAT ABOUT THE ADOPTIVE SPOT WAS THAT IT WASN'T

[01:10:01]

TIED TO, UM, IT WASN'T TIED TO STREETS.

IT WAS, IT WAS LITERALLY GEOTAGGED.

SO YOU COULD DO A SECTION OF YOUR NEIGHBORHOOD.

UM, AND I, I GUESS IT SORT OF GOES INTO ONE OF THE THINGS THAT, UH, DISTRICT SIX DEALS WITH.

AND I KNOW JOHN, YOU WERE ASKING ABOUT THE LITTER INDEX, UH, THAT WE DIDN'T GET THIS YEAR.

UM, BUT LATER, AT LEAST IN DISTRICT SIX IS STILL ONE OF THE BIGGEST THINGS THAT PEOPLE COMPLAIN ABOUT.

AND MY GUESS IS THAT'S NOT UNIQUE TO DISTRICT SIX.

I'M SURE OTHER DISTRICTS ALSO DEAL WITH IT, ALTHOUGH WE ARE A PRETTY, UH, WE'RE ZONED PRETTY HEAVILY FOR INDUSTRIAL LOOKING AT THAT MAP, UM, THAT FLEET WOULD SHOW THAT BIG PURPLE SECTION THAT'S ALL DISTRICT SIX, UH, ON THE, ON THE WESTERN SIDE THERE.

UM, SO WE DO END UP WITH A LOT OF TRASH AND SUCH THAT THAT BLOWS AROUND, UM, INTO, INTO NEIGHBORHOODS.

SO I, I THINK ADOPT A SPOT WOULD BE A VALUABLE ONE, AT LEAST FOR OUR DISTRICT.

UM, GETTING PEOPLE INVOLVED IN IT WOULD BE, UH, REALLY, I THINK THE ONLY CHALLENGE, BUT, UM, IT'S GREAT BECAUSE IT PUTS THE OWNERSHIP ON THE, THE CITIZENS RATHER THAN TAXING ANOTHER GOVERNMENT AGENCY WITH AND, AND, AND TELLING THEM TO GO OUT THERE AND CLEAN IT UP.

UM, SO I DON'T THINK THAT THE COST IS GREAT, WHICH IS FREE.

IT'S JUST THE LABOR OF, YOU KNOW, PEOPLE WHO GET OUT THERE AND PICK IT UP.

SO, I MEAN, FOR WHAT IT'S WORTH, I THINK WE SHOULD STILL PURSUE THAT ONE BECAUSE I THINK IT WILL ALSO SOLVE SOME OF THE PROBLEMS, UM, NAMELY LITTER, YOU KNOW, THAT, THAT PEOPLE HAVE IN OTHER DISTRICTS, ONE OF THE COMMENTS THAT I WAS LOOKING AT, WASN'T ANOTHER WE INTO OUR TRASH INDEX, WHICH I THINK IS IMPORTANT.

HOWEVER, I DID REVIEW THE TRASH INDEX FROM THE PAST YEARS, AND I HATE TO BE I'M EMBARRASSED ABOUT THIS, BUT MY DISTRICT SEEMS TO BE PRETTY TRASHY.

AND I WAS THINKING ABOUT REFLECTING ON, I DON'T LIKE TRASH.

I DON'T LIKE IT OUT.

I THINK IT'S JUST, IT'S A DISTRACTION.

IT IS LIKE, UH, IT, IS IT JUST NOT GOOD FOR CITI TO LOOK CRASHY? SO I'M THINKING ON THIS INSTEAD OF, UH, ADOPT A SPOT, I THOUGHT MAYBE HOW ABOUT ADOPT MY NEIGHBORHOOD SO THAT PEOPLE IN THEIR NEIGHBORHOOD ARE MOST LIKELY THE ONES THAT ARE PUTTING THE TRASH OUT.

I'VE NOTICED WHEN THE CITY PICKED UP THE GARBAGE TODAY ON MY STREET, THAT A LOT OF THAT IS I TO SAY THIS, SOMETIMES IT'S JUST NOT PICKED UP PROPERLY, BUT THE CITY IS NOT GOING TO BE GOING INTO PEOPLE'S YARDS AND PICKING UP TRASH.

THEY'RE NOT GOING TO BE GOING DOWN THE EASEMENT, PICKING UP TRASH.

THE CITY IS FOCUSED ON THOSE GRAIN ON THOSE BIG GRAIN THINGS, GETTING IT IN THE TRUCK AND GETTING IT OUT OF HERE.

BUT CITIZENS ST.

LAX, SOMETIMES THEY JUST IGNORE SPOTS AND, YOU KNOW, THE BEST WAY TO CLEAN UP A NEIGHBORHOOD I THINK IS TO, IS TO GET THE CITIZENS MOTIVATED, TO TAKE PRIDE IN THEIR CITY, IN THEIR, IN THEIR LOCAL AREA, THAT THEY ACTUALLY LIVE.

YOU KNOW, IT WAS KINDA LIKE CLEANED UP YOUR OWN, CLEAN UP YOUR BEDROOM.

YOU KNOW, WHEN YOU TELL YOUR KIDS, WHEN THEY'RE GROWING UP, HEY, YOU KNOW, UH, PICK UP YOUR ROOM, UH, IT'S ALMOST THE SAME LOGIC THAT A PERSON WOULD USE.

HEY, MUST YOU JUST PICK UP YOUR OWN NEIGHBORHOOD AND TO MAKE THE, THE, THE CITY AS A WHOLE PEOPLE TO TAKE PRIDE IN SEEING WHO IT, INSTEAD OF FLIPPING THEIR CIGARETTE BUTT ON THE STREET OR PITCHING SOMETHING OUT THE WINDOW OR THROWING THEIR, WHATEVER, WHATEVER OUT ON THE ROAD SAY, YOU KNOW, I REALLY WANT THAT.

I WANT MY NEIGHBORHOOD TO LOOK GOOD.

H IS, UH, CAMELOT AND THE OTHERS ARE, I THINK THAT THEY'RE, I DON'T KNOW HOW THEY OPERATE ABOUT BEING ABLE TO GET THE TRASH OFF THE, THE PERSONAL TRASH THAT PEOPLE THROW OUT OR BLOWS OUT OF THEIR TRUCK OR WHATEVER.

I DON'T KNOW HOW THEY GET THAT UP.

UH, BUT IT SEEMED LIKE THAT THEY HAVE PROBABLY A LITTLE BIT BETTER HANDLE ON PERSONAL TRASH THAT IS ENDS UP IN OUR STREETS AND IN OUR STREETS GOES IN OUR GUTTERS AND THEN, OR INTO THE, INTO OUR WATERWAYS.

AND IT'S JUST A CONTAMINANT.

AND I JUST THINK THAT PEOPLE, HOW DO YOU, HOW DO YOU GENERATE PRIDE IN A PERSON'S NEIGHBORHOOD? SO THAT THEY'LL, IF THEY GO FOR A WALK TO SEE A TRASH, THEY PICK IT UP AND THEY CERTAINLY DON'T BE FLICKING THEIR CIGARETTE BUTTS ON THE STREET.

AND THEY DON'T PITCH STUFF OUT THE WINDOW BECAUSE

[01:15:01]

THEY HAVE A PERSONAL PRIDE IN THEIR OWN NEIGHBORHOOD, IN THEIR OWN COMMUNITY AND IN THEIR OWN CITY.

AND, UH, THAT WOULD BE THE FOCUS THAT I WOULD HAVE IS TO JUST DEGENERATE THAT WILLINGNESS TO SAY, YOU KNOW, I DON'T WANT THAT PIECE OF TRASH THERE, AND I'M GOING TO PICK IT UP EVEN THOUGH IT'S NOT MY TRASH.

ANY OTHER THOUGHTS? UH, YEAH.

UH, JOHN, UH, THAT'S, THAT'S A GREAT IDEA, BUT, UH, IF YOU GUYS DO SEE A COLLECTION VEHICLE THAT PICKS UP A CONTAINER AND LISA TRELLO TRASH, BY ALL MEANS, PLEASE LET ME KNOW.

CAUSE, UH, WE ALSO TAKE PRIDE IN WHAT WE DO AND THAT IS NOT ACCEPTABLE.

NOW I DO WANT YOU GUYS TO UNDERSTAND THAT THE REASON FOR THAT IS PEOPLE OVERFILLED THE CONTAINERS.

YOU'RE NOT SUPPOSED TO DO THAT.

IF YOU'RE GENERATING TOO MUCH, TRASH IS BETTER.

IF YOU GET AN ADDITIONAL CONTAINER.

SO, UH, 95% OF THE TIMES IT'S ASPHALT COSTS IS THAT TRASH.

WHEN IT'S BEING TIPPED OVER INTO THE VEHICLE, THAT'S WHAT IT COSTS.

THAT'S WHEN IT CAUSES THE TRASH TO FLY AWAY BECAUSE IT HAS TOO MUCH, BUT MAYBE BE ON A WINDY DAY.

I SEEN THAT ON A WINDY DAY, THE OPERATOR IS DOING EXACTLY WHAT HE'S SUPPOSED TO BE DOING, EXCEPT IT'S OVERFILLED.

AND THAT WHEN THEY GET THAT AT THAT CRESTING POINT WHERE IT DUMPS INTO THE TRUCK, YOU KNOW, THERE'S A POSSIBILITY OF THAT TRASH IS COMING OUT OF THE TRUCK.

SO YES, BUT WHAT I'VE NOTICED IS
