WELL, GOOD EVENING AND WELCOME TO THE FEBRUARY 1ST, 2021 WORK SESSION FOR

[1. Public Comments on Work Session Items]

[00:00:18]

GARLAND CITY COUNCIL.

WE HAVE A FULL AGENDA TONIGHT, SO WE'RE GOING TO GET STARTED.

THE FIRST ITEM IS PUBLIC COMMENTS ON WORK SESSION ITEMS. I DON'T HAVE ANYONE.

WE HAVE LOTS OF PEOPLE IN THE QUEUE, BUT I DON'T HAVE ANYONE SIGNED UP.

SO YOU'LL HANG ON.

LET ME TAKE THAT BACK.

JOSH GARCIA.

JOSH, I'VE OPENED UP THE MIC ON OUR END AND.

THANK YOU MAYOR.

THIS NEEDS TO BE SOMETHING THAT IS RELATED TO OUR AGENDA TONIGHT.

YEAH, IT IS.

IT IS.

YES.

THANK YOU.

THANK YOU, MAYOR.

JOSH GARCIA, 4029 MAYFLOWER DRIVE GARLAND TEXAS 75043.

AND AGAIN, THIS IS MY FIRST TIME SPEAKING ON THE WORK SESSION MEETING.

SO WISH ME LUCK.

TODAY I AM SPEAKING OF THE AGENDA ITEM NUMBER FOUR A COVID-19 RESPONSE UPDATE AND FOR THE FURTHER ACTIONS.

I WANT TO TALK ABOUT THE COVID-19 VACCINES.

I WANT TO SAY THAT I AM VERY EXCITED ABOUT THE VACCINATION HUB AT THE, SORRY, HOMER B JOHNSON STADIUM.

SO, LIKE MAYOR LEMAY'S BEEN FIGHTING TO GET MORE VACCINES IN THE CITY OF GARLAND, WHICH HAS CONTINUED TO BE GOOD AND TOLD THE, I'M SORRY? GO AHEAD.

CBS 11 NEWS SAYS THERE'S A LOT OF FRUSTRATIONS ON THESE SHIPMENT OF VACCINES.

AND THEN THE TEXAS DEPARTMENT OF HEALTH HUMAN SERVICES SAYS THERE'S A CHOOSE TO PICK OR CHOOSE.

WELL, LIKE MS. RENEE SAID, WE HAVE TO BE PATIENT.

AND LIKE LET ME TELL YOU WHAT MR. CHESTER SAID.

HE SAID THAT IT HAS BEEN THIS COVID-19 HAS BEEN KICKING HIS BUTTS FOR ALMOST 12 MONTHS AND ALMOST A YEAR.

AND LET ME TELL YOU, MY BUTTS ARE BEING KICKING AS WELL WITH THIS BECAUSE THIS COVID-19'S BEEN CRAZY.

AND, YOU KNOW, I'M TIRED AND SICK OF IT.

SO WE HAVE TO BE REALLY PATIENT.

AND THEN ALSO, I JUST RECENTLY LOST A FRIEND FROM SCHOOL FROM THE FROM A HEART ATTACK.

I'M NOT SURE IF IT WAS COVID OR NOT, BUT I THINK IT WAS.

AND ALSO FROM A DOCTOR, FROM COMPLICATIONS FROM COVID-19.

BUT THE GOOD NEWS IS I GOT TWO FRIENDS THAT JUST RECOVERED FROM COVID-19 WAS IN THE HOSPITAL.

AND THEN AFTER SO THERE WAS IT WAS IT WAS A HARD DEAL.

SO LIKE I SAID, COVID-19 IS REALLY REAL.

LET ME REPEAT THAT COVID-19 IS REAL.

AND, YOU KNOW, AS COUNCIL MEMBER AUBIN SAID, THE LAST CHRISTMAS WHEN HE SAID ABOUT THE ADULT ICU BEDS ARE BEEN VERY LOW SINCE CHRISTMAS.

PEOPLE JUST DON'T WANT TO LISTEN.

SO WE HAVE TO COOPERATE WITH THIS VIRUS.

UNTIL THIS VIRUS IS OVER.

SO, YOU KNOW, MR. MAYOR AND COUNCIL, I APOLOGIZE FOR MY TONE, I'M NOT TRYING TO BE RUDE.

YOU KNOW, I'M ALWAYS NICE THIS COUNCIL.

BUT, YOU KNOW, LIKE, I'M NOT TRYING TO PREACH LIKE A PASTOR.

I'M NOT TRYING TO BE THE PRESIDENT OF THE UNITED STATES.

AND IT'S NOT LIKE ABC ONE TWO THREE.

HEY JOSH, I'M GONNA NEED YOU TO SUM UP.

YEAH, I'M ACTUALLY AT THIS LAST SENTENCE, AND THAT'S WHAT JASON AND MISTY IS GOING TO SAY TODAY.

SO I APPRECIATE JASON AND MISTY FOR THEIR HARD WORK.

AND MR. MAYOR I AM GOING TO LET YOU GO SO YOU CAN CONSIDER THE CONSENT AGENDA AND REMEMBER TO KEEP LOOKING PROFESSIONAL AND ALWAYS HAVE A GREAT SMILE WHEN IT COMES TO LOCAL NEWS.

THANK YOU, SIR.

I DON'T BELIEVE WE HAVE ANYONE ELSE OTHER THAN APPLICANTS SIGNED UP TO SPEAK THIS EVENING.

WE WILL MOVE ON TO ITEM TWO, WHICH IS CONSIDER THE CONSENT AGENDA.

[2. Consider the Consent Agenda]

THIS WILL BE FOR TOMORROW NIGHT.

HAVEN'T RECEIVED ANY NOTIFICATIONS OF ANY ITEMS BEING PULLED TO BE CONSIDERED SEPARATELY, BUT OBVIOUSLY WE WILL OFFER TIME FOR THAT IN BETWEEN NOW AND TOMORROW NIGHT.

ALL RIGHT, NEXT, WE WILL MOVE TO WRITTEN BRIEFINGS, ITEM THREE.

[3. Written Briefings]

ITEM THREE A CONSIDER AN ORDINANCE ORDERING A GENERAL ELECTION FOR THE CITY OF GARLAND TO BE HELD ON MAY 1ST, 2021 FOR THE PURPOSE OF ELECTING A MAYOR AND ONE COUNCIL MEMBER EACH, RESPECTIVELY, TO RESPECTIVELY, RESPECTIVELY REPRESENT DISTRICTS THREE, SIX, SEVEN AND EIGHT AND A SPECIAL ELECTION FOR ELECTING A COUNCIL MEMBER TO THE UNEXPIRED TERM OF DISTRICT ONE, PROVIDING A RUNOFF ELECTION IF NEEDED, AND PROVIDING FOR OTHER MATTERS RELATING TO THE CONDUCT OF THE ELECTION.

THIS WILL BE UP FOR FORMAL CONSIDERATION TOMORROW NIGHT.

[00:05:02]

ITEM THREE B WHOLESALE WASTE WATER.

WHOLESALE WASTEWATER CONTRACT CITY OF SACHSE, I BELIEVE THIS WILL BE UP FOR CONSIDERATION AT OUR NEXT AT OUR NEXT MEETING THIS WEEK.

ITEM THREE C RESOLUTION RATIFYING CONTRACT AMENDMENT AND SETTLEMENT AGREEMENT WITH NORTH TEXAS MUNICIPAL WATER DISTRICT.

ITEM THREE D, OPTIONAL REDEMPTION OF TAX NOTES.

ITEM THREE E RESOLUTION AUTHORIZING TEXPOOL PARTICIPATION IN DESIGNATED AMEGY BANK AS AUTHORIZED REPRESENTATIVES OF THE TEXAS WATER DEVELOPMENT BOARD ESCROW ACCOUNTS.

ITEM THREE F INVESTMENT PORTFOLIOS SUMMARY.

ALL RIGHT, AND I BELIEVE ALL BUT ONE OF THOSE ARE UP FOR CONSIDERATION COUPLE OF MEETINGS, BUT I WILL MOVE ON TO OUR VERBAL BRIEFINGS.

UNDER ITEM FOUR.

[4A. COVID-19 Response Update and Further Actions]

FOUR A COVID-19 RESPONSE UPDATE AND FURTHER ACTION.

OH SORRY, HANG ON LET'S BACK UP A SECOND.

COUNCIL MEMBER MCNEAL.

THE ON THE ELECTION IN MAY.

I THINK WE HAVE ONE LOCATION CITED.

FOR THE CITY.

I AS FAR AS AS FAR AS MAYOR LEMAY? RENEE IS HERE.

I'M SURE SHE CAN ANSWER THAT FOR US.

I CAN.

THAT IS OUR PRIMARY EARLY VOTING LOCATION.

AS YOU KNOW, THERE WILL BE MULTIPLE LOCATIONS THROUGHOUT THE COUNTY FOR EARLY VOTING.

AND SOUTH GARLAND JUST RECEIVED NOTIFICATION FROM DALLAS COUNTY THAT THEY'RE REQUESTING TO USE SOUTH GARLAND LIBRARY AS ANOTHER EARLY VOTING LOCATION.

AND I DID COPY COUNCIL MEMBER MCNEAL ON THAT TODAY.

OK, VERY GOOD.

I'LL SEND.

THANK YOU.

I APOLOGIZE.

THANK YOU MS. RENEE, APPRECIATE IT SO MUCH.

THANK YOU, MR. MAYOR.

OK, THANKS SIR.

ALL RIGHT, LET'S SEE, WE WERE BACK TO FOUR A.

JASON.

THANK YOU, MAYOR.

GOOD EVENING COUNCIL.

I'M GOING TO ASK MISTY TO SHARE HER SCREEN.

AND WE HAVE A QUICK POWERPOINT PRESENTATION TO TALK THROUGH WITH YOU ALL.

MISTY IF YOU CAN GO TO THE NEXT SLIDE.

SO JUST AN OVERVIEW OF WHAT WE'RE GOING TO TALK ABOUT REAL QUICK, WE'RE GOING TO GO OVER THE, I GUESS, I GUESS A CONDENSED VERSION, YOU MIGHT SAY, OF THE TYPICAL COVID IMPACTS THAT WE'VE TALKED ABOUT EACH MEETING FOR THE PAST 11 MONTHS.

AND THEN WE'RE GOING TO END WITH AN OVERVIEW OF THE THE VACCINE DISPENSING OPERATIONS THAT WE'VE HAD AND TALK BRIEF ABOUT THE ONE THAT WE HAVE PLANNED LATER THIS WEEK.

NEXT SLIDE, PLEASE.

SO THIS IS FAMILIAR TO ALL OF YOU, THIS IS THE SLIDE THAT ILLUSTRATES THE COVID-19 IMPACTS FOR GARLAND, THE CASE COUNTS.

I WILL SAY THAT WE SURPASSED A, I GUESS, A GRIM THRESHOLD TODAY IN THAT WE'VE REACHED 10 PERCENT OF OUR POPULATION IN GARLAND.

SO ONE OUT OF 10 GARLAND RESIDENTS HAVE BEEN CONFIRMED INFECTED WITH COVID-19.

OF COURSE, THAT'S OVER THE LAST 11 MONTHS.

BUT, YOU KNOW, TO ME, THAT'S THE BEST INDICATOR, ONE OF THE VERY BEST INDICATORS OF THE IMPACT OF THIS DISEASE ON OUR COMMUNITY.

ONE IN 10 GARLAND RESIDENTS HAVE BEEN DIRECTLY IMPACTED BY THIS DISEASE BY TESTING POSITIVE.

NOW, THE BRIGHT SIDE IS THE CASE COUNTS SEEM TO BE TRENDING DOWNWARD.

AND WE CERTAINLY HOPE THAT THAT TREND CONTINUES.

YOU CAN SEE THE CASE COUNT NUMBER THERE AT THE BOTTOM IN Y TWO THOUSAND THREE HUNDRED EIGHTY THREE.

THOSE ARE THE ACTIVE CASES.

SO THOSE ARE THE ONES THOSE ARE THE INDIVIDUALS THAT RECENTLY TESTED POSITIVE.

AND THEY'RE STILL WITHIN THAT 10 DAY PERIOD BEFORE THEY MEET THE END OF MONITORING CRITERIA, THAT REPRESENTS ABOUT NINE POINT EIGHT PERCENT OF THE TOTAL CASELOAD.

THE GREEN NUMBER, TWENTY ONE THOUSAND SIX HUNDRED SEVENTY ONE.

OF COURSE, THOSE ARE THE INDIVIDUALS THAT HAVE BEEN INFECTED AND HAVE PROGRESSED THROUGH THE DISEASE AND ARE CONSIDERED THEY'VE MET THE CDC DEFINITION, THE 10 DAYS OF 10 DAYS AND END OF MONITORING CRITERIA.

SO THOSE ARE THE FOLKS THAT HAVE RECOVERED.

UNFORTUNATELY, WE'VE ADDED TO OUR DEATH COUNT, WHICH IS UP TO TWO HUNDRED AND SIXTEEN TOTAL RESIDENTS DECEASED FROM COVID-19 RELATED ILLNESS.

[00:10:04]

AND AGAIN, IF THERE'S ANY SILVER LINING, THAT THE NUMBER OF DEATHS HAS SLOWED OVER THE PAST FEW WEEKS.

AND WE CERTAINLY HOPE THAT TREND CONTINUES.

AND I BELIEVE MISTY IS GOING TO TAKE IT OVER FROM HERE TO TALK ABOUT THE HOSPITAL NUMBERS AND THE STATISTICS THAT SHE TYPICALLY GOES OVER.

GREAT, THANK YOU, JASON.

SO FOR DALLAS COUNTY LOOKING AT THE HOSPITAL NUMBERS AS WE DO EACH MEETING.

OUT OF THE SIX THOUSAND SEVEN HUNDRED EIGHTY FOUR LICENSED BED, WHICH IS THE CAPACITY REPORTED FOR DALLAS COUNTY TODAY.

NINE HUNDRED AND FOURTEEN ARE COVID PATIENTS, WHICH IS A DECREASE, PRETTY SIGNIFICANT OF THREE HUNDRED TWELVE FROM THE LAST REPORT, WHICH PUTS THE PERCENTAGE OF HOSPITAL CAPACITY AT SIXTEEN POINT THREE SEVEN PERCENT, WHICH YOU CAN SEE THAT IT'S BEEN TRENDING DOWNWARD, AT LEAST FOR THE LAST COUPLE OF WEEKS.

ON TODAY'S HOSPITAL CENSUS.

THE TOTAL NUMBER, WHICH IS THAT NUMBER IN THE LEFT BOTTOM LEFT CORNER IS FOUR THOUSAND EIGHT HUNDRED FIFTY TWO.

AVAILABLE STAFFED INPATIENT BEDS, SEVEN HUNDRED AND ELEVEN, WHICH IS FORTY SEVEN MORE THAN THE LAST REPORT.

AND THEN A PRETTY SIGNIFICANT INCREASE IN THE AVAILABLE STAFFED ICU BEDS.

IT ON LAST REPORT IT WAS 15.

IT'S UP TO FORTY ONE AND THEN A TOTAL OF VENTILATORS AVAILABLE BEING FIFTEEN HUNDRED AND NINETEEN.

THIS IS JUST A ZOOMED IN VERSION, IT WAS GETTING REALLY HARD TO SEE THE GRAPH, SO WE CUT IT DOWN FROM BASICALLY THE LOW POINT AROUND SEPTEMBER ALL THE WAY TO THE END OF THE YEAR.

AND THEN THIS IS JUST A ZOOMED IN VERSION FROM DECEMBER 1ST THROUGH TODAY.

SO THAT YOU CAN SEE THE TRENDS.

AND THIS IS OUR STAFF IMPACTS, SO THE TABLE SHOWS A SUMMARY OF STAFF IMPACTS BY DEPARTMENT.

THE FIRST COLUMN THERE THE PEACH COLORED COLUMN SHOWS THE NUMBER OF STAFF EXCLUDED FROM WORK WHO TESTED POSITIVE FOR COVID-19.

CURRENTLY, THAT NUMBER IS EIGHTY THREE.

THE SECOND COLUMN, WHICH IS THE WHITE COLUMN, SHOWS THE NUMBER OF STAFF EXCLUDED PENDING THE RESULTS OF COVID-19 TESTS.

FOR TODAY IS ONE, THEN THAT THIRD COLUMN SHOWS THE NUMBER OF STAFF EXCLUDED DUE TO HIGH RISK EXPOSURE, WHICH IS THIRTY NINE.

SO THE FOURTH COLUMN, THAT YELLOW COLUMN TOTALS THE FIRST THREE AND JUST SHOWS THE TOTAL NUMBER OF EMPLOYEES BEING EXCLUDED AT THIS TIME OF ONE HUNDRED AND TWENTY THREE.

AND I GUESS THE MOST PROMISING NUMBER OF.

JUST BECAUSE THERE'S BEEN SO MANY THAT HAVE RECOVERED, WE'VE HAD A TOTAL OF TWO HUNDRED AND TWENTY THAT HAVE RECOVERED AND RETURNED TO WORK.

AND THIS IS THE EMPLOYEE EXCLUSION SUMMARY.

SO LOOKING AT THAT GRAPH IS JUST A SUMMARY REALLY OF THE TABLE BEFORE THE RED LINE SHOWS THE POSITIVE CASES, THE BLUE LINE SHOWS THE HIGH RISK EXPOSURES AND THEN THE GREEN LINE'S THE TOTAL OF ALL OF THE EXCLUSIONS.

AND THEN FINALLY, BEFORE I TURN IT BACK OVER TO JASON, WE WANTED TO SHOW YOU BASICALLY JUST AN OVERVIEW OF THE VACCINATION DISTRIBUTION, IT'S A SHORT VIDEO, AND IT SHOWS A LITTLE BIT ABOUT THE PROCESS.

INCIDENT COMMANDER FOR THESE MASS VACCINATION EVENTS.

THE FIRST STEP TO GET A VACCINE FROM THE GARLAND HEALTH DEPARTMENT IS TO REGISTER ONLINE.

WE HAVE AN ONLINE REGISTRATION PROCESS.

GO TO GARLANDTX.GOV.

THERE IS A VACCINE INFORMATION TAB PROMINENT AT THE TOP OF THE PAGE, AND THAT WILL TAKE YOU TO THE COVID SPECIFIC INFORMATION PAGE.

FOR THE FEW FOLKS WHO MIGHT NOT BE ABLE TO REGISTER ONLINE, THEY CAN CALL OUR HOTLINE AT (972)205-3900.

SO FOLKS WILL ENTER OFF OF CHECKPOINT.

THEY WILL BE ASKED FOR THEIR REGISTRATION NUMBER TO MAKE SURE THAT THEY DO HAVE AN APPOINTMENT.

FROM THERE, THEY'LL BE PUT INTO A QUEUING LINE AND THOSE FOLKS WILL ACTUALLY VERIFY BY REGISTRATION NUMBER OR BY NAME AND DATE OF BIRTH THAT THESE FOLKS ACTUALLY DO MATCH THE LISTS THAT WE HAVE FOR INDIVIDUALS TO BE SERVED TODAY.

YOU SHOULD HAVE YOUR EMAIL CONFIRMATION.

IT COULD BE A PRINTED OUT FOR A LOT OF PEOPLE BRING ON THEIR PHONE AND SO THEY CAN SHOW THAT TO THE PERSON THE CHECK IN DATE.

WHAT WE'RE LOOKING FOR THERE IS HOW MANY FOLKS IN THE CAR BEING VACCINATED AND DO THEY HAVE CONFIRMATION? ONCE YOU GET THE NUMBER AND CHECK MARK, YOU'LL MOVE ALL THE WAY ROUND THE VACCINATION CENTER AND THE VACCINATORS ACTUALLY COME TO YOU.

AND SO KIND OF LIKE A NASCAR PIT STOP CHANGE, THEY'LL COME TO YOU, THEY'LL VERIFY YOUR INFORMATION, AND THEN THEY'LL ACTUALLY ADMINISTER THE VACCINATION TO YOU THROUGH THE CAR WINDOW.

IF YOU'RE ON THE PASSENGER SIDE, THEY'LL SIMPLY GO AROUND TO THE OTHER SIDE.

AND THEN THE FINAL STEP IS TO PROCEED TO THE WAITING AREA WHERE THEY'LL BE ASKED TO WAIT FOR 15 MINUTES.

THAT'S JUST TO OBSERVE INDIVIDUALS TO MAKE SURE THAT THEY DON'T HAVE AN ADVERSE REACTION.

AFTER 15 MINUTES, THEY'RE CLEAR THEY'RE FREE TO GO HOME AND WE'LL SEE THEM BACK

[00:15:05]

FOR THEIR SECOND DOSE.

THE SECOND DOSE, YOU DON'T HAVE TO SIGN UP FOR IT.

YOU'RE AUTOMATICALLY SIGNED UP.

AND WE WILL USE THE VERY SAME PROCESS AS WE DID ON THE FIRST DOSE.

YOU'LL RECEIVE AN EMAIL WITH YOUR APPOINTMENT FOR THE SECOND DOSE AND THE PROCESS WILL BE EXACTLY THE SAME.

THROUGHOUT THE ENTIRE EVENT.

FOLKS CAN STAY IN THEIR CAR THE ENTIRE TIME.

THERE'S NO REASON TO GET OUT OF YOUR CAR.

THERE'S NO REASON TO ACTUALLY OPEN THE DOOR, JUST ROLL DOWN THE WINDOW AND INTERACT WITH THE FOLKS THAT ARE TALKING TO YOU THERE.

WE'LL HAVE PEOPLE THAT ARE TRANSLATING FOR PEOPLE THAT NEED OTHER LANGUAGES.

SOME OF OUR FORMS ARE WRITTEN IF PEOPLE HAVE TROUBLE VISUALLY NAVIGATING THE WRITTEN FORMS, WE CAN ASSIST WITH THAT AS WELL.

I WOULD LIKE TO THANK OUR PARTNERS, ROWLETT, SACHSE AND PARTICULARLY THE GARLAND INDEPENDENT SCHOOL DISTRICT.

IF NOT FOR THEM, WE WOULDN'T HAVE THIS VENUE TO PROVIDE MASS VACCINATION EVENTS.

WE TALKED FOR YEARS ABOUT GARLAND STRONG IN THAT WE'RE BETTER TOGETHER.

THIS IS THE BEST EXAMPLE I CAN THINK OF IT.

EVEN DOWN TO THE SIMPLEST THING IS WHEN YOU REGISTER, THAT'S NOT YOUR APPOINTMENT DATE, BEING PATIENT, WAITING FOR YOUR APPOINTMENT DATE, ALLOWS ALL OF THESE THINGS TO WORK FASTER.

AND THIS EVENT, THEY WAY IT'S DESIGN IS SCALABLE TO THOUSANDS OF PEOPLE.

WE TRY TO BUILD THIS FOR MAXIMUM CAPACITY SO THAT ONCE WE HAVE THE AVAILABILITY TO GET MORE VACCINE, WE CAN RAPIDLY GET IT, ADMINISTER TO OUR COMMUNITY AND BE MUCH MORE AGGRESSIVE IN OUR FIGHT AGAINST COVID-19.

I'M SORRY.

OK, MAYOR, AND I'LL TAKE BACK OVER HERE, WE GOT A FEW MORE SLIDES BEFORE WE WRAP IT UP.

JUST TO GIVE YOU ALL AN IDEA OF WHERE WE ARE IN TERMS OF THE NUMBER OF VACCINES RECEIVED VERSUS THE NUMBER OF DOSES ADMINISTERED.

THE VACCINES ARE ALLOCATED TO US.

THEY'RE DESIGNATED EITHER FIRST DOSE OR SECOND DOSE VACCINE.

SO AS YOU SEE ON THE SCREEN, WE'VE RECEIVED FOUR THOUSAND FIRST DOSE VACCINES AND WE'VE ADMINISTERED ALMOST TWENTY NINE HUNDRED OF THOSE FIRST DOSE VACCINES.

AND OF COURSE, THE BULK OF THOSE, THE DIFFERENCE THERE WILL BE ADMINISTERED THAT IN EVENT THIS THURSDAY.

FOR THE SECOND DOSE VACCINES WE RECEIVED A THOUSAND.

AND OF COURSE, THAT THOUSAND COVERS THE FIRST THOUSAND DOSES THAT WE RECEIVED BACK IN DECEMBER.

WE ACTUALLY ORDERED OUR SECOND BATCH OF SECOND DOSE VACCINES THIS WEEK.

SO WE ANTICIPATE THOSE ARRIVING SHORTLY.

IN TERMS OF THE NUMBER OF SECOND DOSES THAT HAVE BEEN ADMINISTERED.

WE WERE AT FIVE HUNDRED EIGHTY FOUR.

NOW, THAT NUMBER IS GOING TO INCREASE PRETTY RAPIDLY THIS WEEK.

ABSENT THE EVENT THURSDAY, OUR PUBLIC HEALTH DEPARTMENT IS REALLY FOCUSING ON SECOND DOSES THIS WEEK.

SO WE'RE HAVING SECOND DOSE EVENTS AT OUR PUBLIC HEALTH CLINIC.

AND OF COURSE, THESE ARE FOLKS BY APPOINTMENT ONLY.

WE'RE CONTACTING THESE FOLKS, THEY'RE FOLKS THAT WE VACCINATED BACK IN LATE DECEMBER, EARLY JANUARY.

WE'RE BRINGING THEM BACK IN FOR THEIR SECOND DOSES, AS WELL AS THE LONG TERM CARE FACILITIES THAT OUR HEALTH DEPARTMENT, FIRE DEPARTMENT STAFF VACCINATED THE FIRST WEEK IN JANUARY.

WE'RE ALSO GOING BACK OUT TO THOSE FACILITIES THAT'S HAPPENING THIS WEEK.

AND WE'LL FINISH UP THOSE SECOND DOSES FOR ALL OF THOSE FOLKS THAT WERE VACCINATED THE LAST WEEK IN JANUARY OR THE FIRST WEEK IN, I'M SORRY, LAST WEEK IN DECEMBER, THE FIRST WEEK IN JANUARY.

OF COURSE, WE'VE ALSO GOT THE ONLINE REGISTRATION PLATFORM.

AS OF ABOUT 2:00 P.M.

TODAY, WE HAVE JUST OVER SIXTY SIX THOUSAND PEOPLE REGISTERED.

THAT SEEMS TO BE INCREASING BY ABOUT TWO THOUSAND A DAY.

THERE ARE A FEW DAYS WHEN THERE WAS A LOT OF MEDIA NOTORIETY OVER THE VACCINE EVENTS THAT WE HAD SIGNIFICANT JUMPS IN THE NUMBER OF REGISTRATIONS, BUT ITS REGISTRATIONS HAVE TAILED OFF AGAIN TO ABOUT TWO THOUSAND A DAY.

MISTY IF WE CAN GO TO THE NEXT SLIDE.

SO FOR THE NEXT EVENT, WE'VE GOT ANOTHER THOUSAND DOSES TO DISTRIBUTE.

AND THAT EVENT HAS BEEN SCHEDULED FOR THIS THURSDAY, FEBRUARY 4TH.

WE'VE NOTIFIED THE FOLKS THAT THE NEXT GROUP IN LINE TO RECEIVE VACCINE.

SO THOSE NEXT GROUP OF FOLKS THAT HAVE BEEN REGISTERED, WE NOTIFIED THEM BY EMAIL.

WE'VE LEARNED FROM THE LAST COUPLE OF EVENTS THAT THAT THE BULK OF OUR INDIVIDUALS, EVEN THOUGH WE SCHEDULE WE ASKED FOLKS TO COME AT VARIED TIMES THROUGHOUT THE DAY TO TRY TO BALANCE THE WORKLOAD.

WE'VE NOTICED THAT THE BULK OF FOLKS SEEM TO SHOW UP EARLY.

OFTEN WE HAVE A PRETTY SIGNIFICANT NUMBER OF FOLKS WAITING FOR THE EVENT TO OPEN AT 9:00.

SO WE'VE SHORTENED THE TIME FRAME OF THIS EVENT FROM 9:00 A.M.

TO 1:00 P.M.

THAT'S REALLY TO BETTER UTILIZE THE RESOURCES THAT ARE INVOLVED BECAUSE IT DOES TAKE A SIGNIFICANT NUMBER OF EMPLOYEES TO OPERATE THE EVENT AND IT

[00:20:02]

ALSO TIGHTENS UP THE TIME WINDOW.

IT'S GOING TO GIVE US A LITTLE BIT BETTER IDEA OF THE EFFICIENCY OF THE SETUP.

WE'RE WANTING TO TEST HOW MANY FOLKS WE CAN RUN THROUGH OVER A PERIOD OF TIME SO THAT'LL THE SHORT IT DOWN WILL HELP US A LITTLE BIT THERE.

SO FOR THE FOLKS THAT HAVE BEEN INVITED TO THE EVENT THIS THURSDAY, AS I SAID, THEY'LL GET A.

THEY'LL GET AN EMAIL INVITATION.

AND THAT INVITATION IS IT COMES IN ENGLISH, BUT THERE'S A LINK AT THE BOTTOM FOR VIETNAMESE AND SPANISH.

SO THREE LANGUAGES.

THOSE FOLKS WILL ALSO GET A TEXT AND A PHONE CALL FROM OUR AUTOMATED SYSTEM, LETTING THEM KNOW TO CHECK THEIR EMAIL, BECAUSE WE HAVE HAD A FEW PEOPLE THAT HAVE THAT HAVE MISSED THOSE EMAILS.

SO WE'RE TRYING TO PROMPT THOSE FOLKS IN EVERY WAY THAT WE'RE ABLE TO TO LET THEM KNOW THAT THEY HAVE A SPOT IN LINE ON THIS THURSDAY.

AND OF COURSE, FOR THE FOLKS THAT REGISTERED BY PHONE, WE WILL WE WILL CALL THEM BACK.

SO THEY'LL BE NOTIFIED DIRECTLY BY PHONE THAT THEY HAVE AN APPOINTMENT THIS THURSDAY.

BEFORE I WRAP IT UP, I WILL SAY THAT I THINK MISTY YOU CAN GO AHEAD AND UNSHARE YOUR SCREEN.

I FEEL LIKE WE'VE HAD A COUPLE OF PRETTY SUCCESSFUL EVENTS.

WE'D LOVE TO HAVE MORE VACCINE.

WE'VE GOT ANOTHER THOUSAND DOSES ALLOCATED THIS WEEK, WE EXPECT THAT TO GRADUALLY RISE, OF COURSE, EVERY JURISDICTION IN EVERY STATE AND EVERY COUNTRY IN THE WORLD IS WANTING MORE VACCINE.

SO WE'RE NOT UNIQUE IN THAT REGARD, BUT WE'VE LET IT BE KNOWN TO THE STATE THAT WE FEEL LIKE WE'VE GOT A PROCESS IN PLACE TO RAPIDLY ADMINISTER VACCINES AND THAT WE HAVE A LOT MORE CAPACITY.

SO HOPEFULLY, AS MORE VACCINES BECOME AVAILABLE, WE'LL SEE OUR NUMBER INCREASE AND WE EXPECT THAT TO HAPPEN OVER TIME.

IT CERTAINLY CAN'T HAPPEN FAST ENOUGH FOR OUR RESIDENTS.

AND WE'VE GOT A LONG LIST OF FOLKS THAT THEY WANT TO GET VACCINATED AND OUR HEALTH DEPARTMENT STAFF AND REALLY STAFF FROM EVERY DEPARTMENT IN THE CITY ARE EAGER TO HOLD MORE LARGER EVENTS TO VACCINATE OUR THE PUBLIC THAT WE SERVE.

JUST REAL QUICK, I WANT TO RECOGNIZE FOUR PEOPLE THAT HAVE BEEN KEY TO THE SUCCESS OF THESE EVENTS.

MISTY GARDNER BEING FIRST AND FOREMOST, SHE HAS I DON'T KNOW THAT WE COULD HAVE BEEN SUCCESSFUL WITHOUT MISTY'S TIME AND EFFORT.

AND IT'S THAT THE PLANNING FOR THESE EVENTS HAS BEEN TAKING PLACE REALLY OVER THE LAST SIX MONTHS.

I'D ALSO LIKE TO RECOGNIZE PATRICK MCCULLY, CAPTAIN MCCULLY FROM THE POLICE DEPARTMENT.

I THINK EVERYBODY KNOWS OFFICER MCCULLY.

HE HAS HE HAS REALLY FINE TUNED THE TRAFFIC FLOW FOR THESE EVENTS.

AND I KNOW HE AND HIS STAFF HAS SPENT A LOT OF TIME ON THAT.

AND AND I THINK WE REALLY SEE THE FRUITS OF THEIR LABOR IN THE EFFICIENT FLOW THAT WE'VE SEEN, AT LEAST IN THE TWO EVENTS THAT WE'VE HAD THUS FAR.

SO I'D REALLY LIKE TO THANK HIM.

AND THEN FINALLY, I'D LIKE TO THANK DIANA BEELER.

SHE'S OUR ADMINISTRATOR OVER THE HEALTH DEPARTMENT.

SHE'S REALLY, REALLY CARRIED THE WATER IN TERMS OF SETTING US UP AS A HUB, ORDERING VACCINE AND MANAGING THAT ENTIRE PROCESS.

AND FINALLY, TIANA SVENDSEN, WE COMMANDEERED HER.

SHE WORKS AT OUR ENVIRONMENTAL WASTE PROGRAM.

WE COMMANDEERED HER FULL TIME A FEW WEEKS AGO, AND SHE HAS REALLY BEEN THE PRIMARY PERSON TO MANAGE OUR REGISTRATION SYSTEM AND THE NOTIFICATION SYSTEM FOR THE FOLKS THAT ARE INVITED TO THE EVENT.

SO THOSE FOUR FOLKS HAVE REALLY DONE A LOT OF GOOD WORK, AS WELL AS EMPLOYEES FROM EVERY DEPARTMENT IN THE CITY.

WE'VE GOT A LOT OF EMPLOYEES EAGER TO HELP.

AND I JUST WANT TO SAY THAT I'M PROUD TO BE A SMALL PART OF THAT PROCESS AND WORK ALONGSIDE THOSE FOLKS.

MAYOR, I THINK THAT CONCLUDES WHAT WE HAVE, AND I'LL BE GLAD TO ANSWER ANY QUESTIONS.

VERY GOOD.

COUNCILMAN AUBIN.

THANK YOU, MAYOR.

AND FOR STARTERS, JASON, REALLY GREAT WORK BY YOU AND YOUR STAFF AND ALL THE DEPARTMENTS AT THE CITY WORKING TOGETHER ON THIS.

I'VE HEARD NOTHING BUT RAVE REVIEWS FOR THE VACCINATION PROCESS.

AND IT'S BEEN IT'S BEEN GREAT.

I DID HAVE A COUPLE OF QUESTIONS.

THE FIRST ONE IS, WHAT IS OUR WHAT IS OUR NO SHOW RATE LOOK LIKE? AND HOW ARE WE ADJUSTING OR ADAPTING TO THAT? GOOD QUESTION.

SO THE FIRST COUPLE OF EVENTS, OUR NO SHOW RATE HAS, LET'S SEE, FOR THE FIRST THE FIRST EVENT, IT WAS A LITTLE A LITTLE UNDER 20 PERCENT.

FOR THE SECOND EVENT, IT WAS A LITTLE OVER 20 PERCENT.

SO, YOU KNOW, IT'S HARD TO I DON'T KNOW THAT WE COULD ESTABLISH A TRACK RECORD

[00:25:04]

JUST WITH TWO EVENTS.

BUT WHAT WE HAVE DONE IS WE'VE INVITED A FEW MORE PEOPLE WITH THE EXPECTATION THAT FOLKS WON'T SHOW.

NOW, I DON'T WANT TO GIVE THE IMPRESSION WE GOT THE VACCINES TO COVER EVERY PERSON THAT WE INVITE BECAUSE WE HAVE SECOND DOSE VACCINES THAT HAVEN'T BEEN ADMINISTERED AND WON'T BE ADMINISTERED FOR A FEW DAYS.

SO I WANT TO ASSURE EVERYBODY THAT THAT GETS AN INVITE TO THE EVENT.

WE HAVE A VACCINE FOR YOU.

IF EVERYBODY SHOWS UP, WE'VE GOT A VACCINE FOR EVERYONE.

BUT TRYING TO HIT THAT THOUSAND MARK, WE'VE INVITED A FEW MORE TO REALLY TRY TO GET AS CLOSE TO A THOUSAND AS WE CAN WITHOUT BLOWING PAST IT.

GREAT.

THAT'S GOOD TO HEAR.

AND I EXPECT WE'LL HAVE.

I HOPE THE NO SHOW RATE WON'T GO UP TOO MUCH MORE, BUT I KNOW THAT AS MORE PEOPLE GET VACCINATED IN OTHER PLACES, THEY MIGHT BE DISINCLINED TO LET US KNOW OR THEY JUST DON'T TAKE THAT TIME.

AND THEN YOU END UP INVITING PEOPLE AND A THIRD OF THEM HAVE ALREADY BEEN VACCINATED.

BUT IT'S GOOD TO HEAR AND IT'S GOOD TO HEAR THAT YOU'RE NOT INVITING TOO MANY MORE PEOPLE, WE DON'T WANT TO END UP IN A SITUATION LIKE DALLAS HAD WHERE.

NO.

I MEAN, WE COULDN'T END UP IN THEIR SITUATION.

THEIR SYSTEM IS SET UP IN SUCH A WAY, I GUESS, THAT THEY DIDN'T HAVE ENOUGH VACCINE FOR THE NUMBER OF PEOPLE WHO AT LEAST THOUGHT THEY HAD CONFIRMED APPOINTMENTS, WHICH SEEMS LIKE AN EXTREMELY BAD OUTCOME.

THE DO WE HAVE SOMETHING IN THE IN THE EMAIL THAT WE SEND TO PEOPLE? DO WE HAVE SOMETHING WHERE THEY CAN CLICK A LINK OR SOMETHING THAT SAYS, NEVER MIND, I'VE ALREADY HAD MY VACCINE? WE DO.

WE HAVE A WE HAVE LANGUAGE IN THE EMAIL THAT ASKS THEM IF THEY'VE ALREADY RECEIVED THE VACCINE AND DON'T DON'T NEED TO ATTEND OUR EVENT OR CAN'T ATTEND OUR EVENT.

WE ASK THEM TO CONTACT US AND WE'VE HAD UPWARDS OF ONE HUNDRED PEOPLE FOR EACH EVENT DO SO.

AND SO WHAT WE DO IS WE INVITE X NUMBER OF PEOPLE.

IF WE HAVE ONE HUNDRED PEOPLE RESPOND AND SAY, HEY, I'M NOT GOING TO MAKE IT FOR WHATEVER REASON, WE'LL ACTUALLY SEND OUT ANOTHER HUNDRED EMAILS TO TRY TO FILL THAT GAP.

AND I SHOULD HAVE FOLLOWED UP TO YOUR FIRST QUESTION.

SO EVEN FOR THE VACCINES THAT THAT AREN'T PROVIDED AT THE MASS EVENTS, WE'RE BUILDING CAPACITY IN OUR PUBLIC HEALTH DEPARTMENT.

SO WE CONTINUE TO INVITE PEOPLE IN THE ORDER ON THE LIST IN THE DAYS WHERE WE'RE NOT HAVING MASS VACCINATION EVENTS TO TRY TO BURN THROUGH THOSE DOSES AS QUICKLY AS POSSIBLE.

SO WE'VE ADMINISTERED UPWARDS OF FORTY FOUR HUNDRED VACCINES SO FAR, INCLUDING THE ONES THAT WERE ADMINISTERED TODAY.

AND WE'VE NOT WASTED A SINGLE DOSE.

AND THAT'S A TESTAMENT TO THE PLANNING OF THE STAFF AND THE SYSTEM THAT THEY'VE BEEN ABLE TO BUILD TO NOT ONLY SERVE PEOPLE AT THESE BIG EVENTS, BUT TO ALSO CONTINUE TO SERVE FOLKS AT A SMALLER SCALE OR ON A SMALLER SCALE ON THE OFF DAYS THAT OUR PUBLIC HEALTH DEPARTMENT.

SURE.

ON OUR REGISTRATION DATA DID.

DO WE KNOW ARE WE GETTING A I KNOW THAT NOW IT'S A LITTLE BIT DIFFERENT BECAUSE IT'S ANYBODY WHO LIVES IN TEXAS CAN REGISTER.

IS THAT CORRECT? YES.

OK, BUT WE HAVE SOME IDEA.

ARE WE GETTING FAIRLY EVEN FOR THE RESPECT OF PEOPLE FROM GARLAND, ARE WE GETTING FAIRLY EVEN COVERAGE OR ARE WE KEEPING ANY KIND OF DEMOGRAPHIC DATA OR ANYTHING ON WHO'S GETTING VACCINATED? I'VE SEEN A LOT OF REPORTS FROM OTHER JURISDICTIONS ABOUT LOW VACCINATION LEVELS AMONG MINORITY COMMUNITIES, AND I FIND THAT PARTICULARLY CONCERNING.

WE DO HAVE THAT WE'RE ACTUALLY TALKING ABOUT PULLING TOGETHER THE DEMOGRAPHIC INFORMATION THIS MORNING.

SO TO ANSWER YOUR FIRST QUESTION, AS FOLKS REGISTER, WE ASK THEM WHERE THEY LIVE.

SO AND YOU BASICALLY HAVE FOUR CHOICES.

YOU HAVE GARLAND.

I LIVE IN GARLAND.

I LIVE IN ROWLETT.

I LIVE IN SACHSE.

OR I LIVE SOMEWHERE ELSE.

OTHER AND WE'VE GOT THE NUMBER OF FOLKS THAT HAVE REGISTERED FROM EACH ONE OF THOSE OPTIONS.

AND NOW OF COURSE, EARLY ON THE FIRST GOSH, WHAT, A WEEK OR TEN DAYS BEFORE WE WERE DESIGNATED AS A HUB, WE WERE RESTRICTING REGISTRATIONS TO GARLAND, ROWLETT AND SACHSE THE AREA THAT WE SERVE.

SO THE LION SHARE OF THOSE EARLY REGISTRATIONS ARE FOLKS FROM THOSE THREE CITIES.

AND OF COURSE, SINCE WE'VE BEEN DESIGNATED A HUB AND HAD TO OPEN REGISTRATION UP TO ANYONE, THE NUMBER OF REGISTRANTS OUTSIDE OF THOSE JURISDICTIONS IS INCREASED.

IN TERMS OF THE DEMOGRAPHIC DATA, WE COLLECT THAT, BUT IT IS NOT A REQUIRED FIELD FOR REGISTRATION.

SO THERE'S SOME VERY BASIC DEMOGRAPHIC INFORMATION THAT WE ASK AS PART OF THE REGISTRATION PROCESS.

BUT IT IS OPTIONAL.

SOME FOLKS DO PROVIDE THAT DEMOGRAPHIC INFORMATION AND SOME FOLKS DON'T.

[00:30:04]

SO ALTHOUGH WE DO CAPTURE SOME OF IT, I WILL CAUTION THAT IT'S NOT IT'S CERTAINLY NOT REPRESENTATIVE OF THE TOTAL NUMBER OF PEOPLE THAT HAVE REGISTERED BECAUSE IT'S AGAIN, IT IS OPTIONAL TO ANSWER THOSE THOSE DEMOGRAPHIC INFORMATION QUESTIONS.

OK, AND DO WE HAVE WHEN PEOPLE IF PEOPLE ARE IN GARLAND, DO WE GET WE HAVE THEIR ADDRESS OR DO WE KNOW WHAT DISTRICTS ARE COMING FROM OR ANYTHING ALONG THOSE LINES? YES.

LET'S SEE.

WE CAPTURE THEIR ADDRESS.

WE DON'T WE'RE NOT DOING THAT BY DISTRICT.

AND I WOULD HAVE TO TALK I WOULD HAVE TO TALK WITH OUR TECH FOLKS TO EVEN SEE IF THAT'S POSSIBLE.

I PRESUME IT WOULD BE, BUT THAT'S NOT TO BE PERFECTLY HONEST.

THAT'S NOT A QUESTION I THOUGHT ABOUT.

WELL, I GUESS WHAT I'M GETTING AT HERE IS WHAT I HAD RAISED A FEW WEEKS AGO IS MAKING SURE THAT WE'RE GETTING EVEN COVERAGE ACROSS THE CITY AND THAT THE PEOPLE WHO ARE MORE DIFFICULT TO REACH ARE BEING REACHED, WHETHER THAT'S WHETHER THAT'S CERTAIN MINORITY COMMUNITIES OR ELDERLY FOLKS WHO DON'T KNOW OR DON'T HAVE FACILITY WITH COMPUTERS AND STUFF LIKE THAT.

AND THAT'S MY CONCERN.

AND I ALSO HOPE THAT AT SOME POINT, I MEAN, FOR RIGHT NOW, I KNOW THAT WE'LL BE FOCUSED IN MUCH OF THE NATION WILL BE FOCUSED ON THE MASS VACCINATION EVENTS.

BUT AT SOME POINT, I THINK WE'RE GOING TO HAVE TO START.

WE HAVE TO START PLANNING FOR WHAT'S ALMOST LIKE A CENSUS CAMPAIGN DOOR TO DOOR CAMPAIGN TO MAKE SURE THAT AS MANY PEOPLE TAKE THE VACCINE AS WE CAN.

HAVE WE HAD ANY REPORTS IN OUR IN OUR REPORTS OF INFECTIONS? HAVE WE HAD ANY REPORTS OR INDICATIONS OF THE VARIOUS CONCERNING MUTATIONS, HAVE OF ANY OF THOSE SHOWN UP IN GARLAND? NOT THAT WE'RE AWARE OF.

WE'VE NOT RECEIVED REPORTS OF ANY OF THE VARIANTS.

AND I KNOW YOU'RE PRESUMABLY TALKING ABOUT THE SOUTH AFRICAN VARIANT AND THE SOUTH AFRICAN, THE BRAZIL, THE UNITED KINGDOM,\.

THE UNITED KINGDOM.

OTHERS.

WHICH I KNOW SOME OF THOSE HAVE BEEN FOUND IN TEXAS, AT LEAST SO FAR, THE CURRENT LEVEL OF VACCINE, THE CURRENT VACCINES SEEM TO ALL HAVE VARYING DEGREES, BUT SOME LEVEL OF EFFICACY AGAINST THESE MUTATIONS.

AND I GUESS MY CONCERN THERE IS I MEAN, IT'S JUST THAT'S THE RACE TO THAT'S WHY WE NEED EVERYBODY TO GET VACCINATED.

MR. GARCIA WAS RIGHT WHEN HE TALKED EARLIER.

WE NEED EVERYONE TO GET VACCINATED, EVERYONE WHO DOESN'T GET VACCINATED FOR WHATEVER REASON.

YOU KNOW, IT BECOMES ANOTHER OPPORTUNITY FOR THE VIRUS TO MUTATE, REPLICATE IN SUCH A WAY THAT THE VACCINES WILL NO LONGER BE EFFECTIVE.

AND SO I GUESS THAT'S A CONCERN THERE.

AND THAT'S WHY I HOPE THAT WE MAKE THAT PUSH EVENTUALLY TO GO DOOR TO DOOR TO OFFER IF WE HAVE TO TO OFFER VACCINES TO PEOPLE AND GET OUR PERCENTAGES AS HIGH AS POSSIBLE.

DO WE KNOW OF OUR OF THE ONE OF OUR 1A EMPLOYEES? DO WE HAVE A PERCENTAGE OR AN UNDERSTANDING OF HOW MANY HAVE BEEN VACCINATED OR HOW OR HOW MANY HAVE REFUSED OR ANYTHING OF THAT NATURE? WELL, THE.

SORT OF THE WAY THAT WE DID THE VACCINES FOR THE PHASE ONE A FOLKS, AND PRIMARILY WE'RE TALKING ABOUT FIRE DEPARTMENT FOLKS INITIALLY, THEN WE OPENED THAT UP TO POLICE, BUT WE DID THOSE AS A GROUP.

SO FROM GARLAND, ROWLETT AND SACHSE, WE DID ALL OF THOSE FOLKS AS A GROUP.

WE DIDN'T DISTINGUISH WE.

IN OTHER WORDS, WE DIDN'T CAPTURE.

ARE YOU OK, YOU'RE A FIREFIGHTER, BUT ARE YOU A FIREFIGHTER FROM GARLAND, ROWLETT OR SACHSE? SO WHILE WE HAVE YOU KNOW, WE HAVE THE TOTAL NUMBER OF FOLKS THAT WERE VACCINATED, I DON'T WE DIDN'T CAPTURE THE INFORMATION FOR WHICH ONE OF THOSE THREE ORGANIZATIONS THEY WORK FOR DURING THE PROCESS.

SO I SUPPOSE THE BEST ANSWER TO THAT WE'VE GOT WE'VE GOT VERY LIMITED DATA IN THAT AREA.

OK, AND I GUESS AND THIS MAY BE FOR MR. BRADFORD, I WOULD LIKE TO SEE THAT DATA.

I WOULD LIKE TO KNOW THERE'S I DON'T THINK THERE ARE ANY BARS THAT WOULD PREVENT US.

MAY HAVE CHECKED WITH THE CITY ATTORNEY ON THAT WITH RESPECT TO ASKING ALL OF OUR POLICE AND FIRE FOLKS, ANYONE WHO HAS THAT DEGREE OF AND MY PARTICULAR CONCERN IS IF WE HAVE FOLKS WHO HAVE BEEN OFFERED THE VACCINE THAT ARE NOT GETTING VACCINATED, BUT WHO HAVE REGULAR EXPOSURE TO THE PUBLIC, THAT WE MAY BE I DON'T WANT OUR EMPLOYEES.

UNNECESSARILY SPREADING COVID OR PUTTING OTHER FOLKS AT RISK.

[00:35:02]

AND I RECOGNIZE THAT SOME OF THEM MAY HAVE GOTTEN IT, I REALIZE WE MAY NOT HAVE THE PERFECT NUMBER FROM THE HEALTH DEPARTMENT SIDE, SOMEBODY WHO, YOU KNOW, THE FIREFIGHTER WHO LIVES IN FORNEY OR FORT WORTH OR WHEREVER MAY GET VACCINATED UP THERE.

SO I WOULD LIKE TO SEE WE GET THAT DATA.

AND WITH THAT, THAT'S ALL MY QUESTIONS.

THANK YOU VERY MUCH AND THANKS FOR THE GREAT JOB YOU GUYS ARE DOING AND CONTINUE TO DO.

IT'S A GREAT SERVICE TO EVERYONE.

THANK YOU SIR.

COUNCILMAN MCNEAL? THANK YOU, MR. MAYOR.

FIRST OF ALL.

JASON, THANK YOU VERY, VERY MUCH.

HEARD GREAT THINGS ABOUT YOUR TWO COMMUNITY EVENTS THAT YOU HAD LAST WEEK, WITH PRESENTING TO THE NAACP AS WELL AS TO THE TO THE CHURCH.

SO THANK YOU VERY MUCH FOR THAT.

JUST HEARD POSITIVE REALLY, REALLY POSITIVE FEEDBACK FROM THIS.

SO THANK YOU, SIR.

MY TWO QUESTIONS ARE AND YOU MAY ALREADY HAVE THIS OUT THERE, WHEN WE SEND IN THE REGISTRATION INFORMATION, GIVING THEM THE NUMBER, DO WE ADVISE THEM TO WEAR MAYBE A T SHIRT OR TANK SHOP OR TANK TOP TO MAYBE HELP KIND OF EXPEDITE THROUGH THE LINE.

DO WE GIVE ANY GUIDANCE THERE OR IS THAT TOO INTRUSIVE? ACTUALLY, NO, THAT'S A REALLY GOOD QUESTION.

AND THAT WAS ACTUALLY ONE OF OUR LESSONS LEARNED DURING OUR EMPLOYEE DRIVE EVENT, WE LEARNED THAT, YEAH, WE NEED TO WE NEED TO REMIND FOLKS TO WEAR CLOTHING THAT WHERE WE CAN ACCESS THEIR UPPER ARM.

SO VERY GOOD QUESTION.

AND THAT IS THAT IS IN THE GUIDANCE LANGUAGE ASSOCIATED WITH THE EMAIL.

GREAT.

AND THEN SECONDLY, I KNOW YOU GUYS HAVE BEEN BOMBARDED WITH CALLS.

YOU KNOW, WHERE AM I IN LINE? WHERE AM I IN LINE? SO IS IT IS IT CONCEIVABLE THAT WE COULD MAYBE PUT A TICKLER THERE? IS A FEW NUMBER FIVE THOUSAND THIS WEEK.

WE'RE GOING TO BE SERVING, YOU KNOW, ALMOST LIKE YOU AT THE OLD DRIVE-IN HAMBURGER PLACE BACK IN BACK IN THE OLD DAYS.

I DON'T KNOW IF YOU HAVE THAT CAPACITY THAT MAY REDUCE SOME OF YOUR STAFF TIME TO ANSWER QUESTIONS, BECAUSE I KNOW WE'RE GETTING CALLS.

YOU KNOW, WHERE AM I? WHERE AM I'M ON THAT LIST.

I DON'T KNOW IF THAT'S POSSIBLE, BUT IF IT'S TOO INTENSIVE FOR YOUR STAFF, THEN WE CAN LOOK AT SOME OTHER MEASURES MAYBE.

THAT WHAT WE'RE SORT OF GOING THROUGH A PROCESS NOW OF CLEANING UP OUR REGISTRATION LISTS BECAUSE WE FOUND UPWARDS OF SIXTEEN HUNDRED DUPLICATES, SO WE HAVE HAD THAT VERY DISCUSSION INTERNALLY OF, YOU KNOW, WE'VE SENT OUT REGISTRATION NUMBERS RETROACTIVELY TO THE FOLKS THAT THE FIRST 50 THOUSAND, SOME ODD FOLKS THAT REGISTERED AND THEN MOVING FORWARD, IF YOU WERE TO GO ONLINE AND REGISTER TODAY, YOU'D ACTUALLY GET YOUR REGISTRATION NUMBER AS A RETURN EMAIL.

NOW, OF COURSE, YOU KNOW, AS YOU SAID, THE QUESTION THAT FOLKS ARE GOING TO HAVE IS, OK, I'M NUMBER TWENTY THOUSAND, BUT WHAT NUMBER ARE THEY SERVING NOW? IT KIND OF GIVES YOU AN IDEA OF HOW LONG THE LINE IS IN FRONT OF YOU.

AND WE HAVE DISCUSSED THE VERY TOPIC OF PERHAPS PUTTING INDICATING WHERE WE ARE ON THE LIST, WHAT NUMBER WE'RE SERVING TODAY OR THIS WEEK, WHAT RANGE ARE WE SERVING.

WE'RE WORKING TO CLEAN UP THAT LIST BEFORE WE DO THAT.

BUT I THINK YOU CAN LOOK FOR SOME SORT OF INDICATOR, EITHER ONLINE OR SOME WAY FOR FOLKS TO KNOW HOW LONG THE LINE IS IN FRONT OF THEM, BECAUSE YOU BRING UP A VERY GOOD POINT.

JUST, YOU KNOW, FOLKS WANT TO KNOW THEY WANT TO HAVE AT LEAST A REASONABLE IDEA OF HOW MANY PEOPLE REMAIN IN FRONT OF THEM IN LINE AND HOW LONG IT'S GOING TO TAKE UNTIL THEIR TURN COMES.

AGAIN, THANK YOU SO VERY MUCH.

I KNOW YOU AND YOUR STAFF ARE DOING A GREAT JOB AND JUST WANT TO LET YOU KNOW THAT WHAT YOU'RE DOING IS A HERCULEAN EFFORT.

SO THANK YOU SO VERY, VERY MUCH.

THANK YOU, MR. MAYOR.

THANK YOU SIR.

DEPUTY MAYOR PRO TEM MORRIS.

THANK YOU, MAYOR.

JASON I JUST WANTED TO TELL YOU, I ACTUALLY GOT A CALL TODAY FROM ANOTHER CITY IN THE DFW AREA, WHICH I WON'T NAME NAMES, BUT THEY ARE HOPING TO BECOME A HUB SOON.

AND AFTER WATCHING DALLAS COUNTY, THEY CALLED ME AND SAID, HOW CAN WE FIND OUT HOW GARLAND IS DOING IT? BECAUSE YOU'RE THE ONLY ONES DOING IT RIGHT.

SO I SAID, LET ME GIVE YOU JASON CHESSER'S NUMBER.

ANYWAY, I JUST WANTED TO SHARE THAT WITH YOU.

SO YOUR FAME AND THE GOOD REPUTATION, THANKS TO THE WHOLE TEAM, YOU AS INCIDENT COMMANDER, OF COURSE, THAT YOUR WHOLE TEAM THAT YOU'RE WORKING WITH IS TRAVELING PRETTY FAR OUT FROM HERE.

SO YOU'RE DOING AN EXCELLENT JOB AND WE REALLY, REALLY APPRECIATE IT AND ALL THE THOUGHT THAT WENT INTO IT.

SO THAT'S ALL.

[00:40:01]

THANK YOU.

THANK YOU, MA'AM.

AND COUNCIL MEMBER WILLIAMS. THANK YOU, MR. MAYOR.

GOOD EVENING, JASON.

AND KUDOS TO YOU.

AND YOUR TEAM DOING AN AWESOME JOB.

I'M JUST ONE I DON'T HAVE A QUESTION, BUT JUST ONE THOUGHT SORT OF DOWN THE ROAD, JUST JASON.

AND TELL ME WHAT YOU MIGHT THINK OF THIS IDEA.

I WAS I WAS LOOKING AT THE THE SPREADSHEET OF HOAS AND NEIGHBORHOOD ASSOCIATIONS CITYWIDE TODAY, AND WITH THOUGHT IN MIND, IT IS AND THEY'RE HAVING DISCUSSIONS.

THE INFORMATION THAT YOU SENT OUT, FORWARDING TO FORWARDING THE INFORMATION TO COMMUNITY ORGANIZATIONS, INCLUDING SOME CHURCHES, AND HAVING CONVERSATION WITH SOME OF THE FOLKS ON THE GROUND.

AND TO PIGGYBACK ON COUNCILMAN AUBIN, ONE OF THE THINGS THAT HAPPENS INSIDE THE COMMUNITY IS PEOPLE USUALLY ARE PERSUADED BY PEOPLE THEY EITHER KNOW WHETHER THEY TRUST.

THAT KIND OF COMES OUT.

I MEAN, WE'VE GOT AN AWESOME SYSTEM.

WE'VE GOT AN AWESOME REGISTRATION SYSTEM.

BUT I WAS THINKING AS I WAS LOOKING AT LOOKING OVER THAT.

DOWN THE LINE, CERTAINLY NOT NOW, BUT AS WE CONTINUE TO RAMP UP TO RAMP UP AND WITH OUR AND REFINE OUR STRUCTURE.

HAVING SOMETHING LIKE A SHORT ZOOM INFORMATION BLITZ WITH THOSE ORGANIZATIONS THAT ARE OUT IN THE COMMUNITY AND SORT OF CHALLENGING AND TASKING THEM TO PASS THE INFORMATION ON YOU AND YOUR TEAM, CAN'T DO IT ALL.

AND I WAS JUST SITTING THERE LOOKING AT THAT AND SAYING, HOW CAN WE USE.

THE STRUCTURE, THE OUTREACH NETWORK THAT WE HAVE AS A CITY TO PUSH THAT DOWN, WHO KNOWS THE FOLKS BETTER IN MY NEIGHBORHOOD THAN I DO BECAUSE I LIVE HERE.

SO ANY THOUGHTS, JASON, ON HOW WE ON OUR OUTREACH EFFORT? AND I'M TALKING, I GUESS, PENETRATION HERE AND PERHAPS STRONGLY ENCOURAGING THOSE ORGANIZATIONS TO COME ON BOARD, INCLUDING OUR FAITH COMMUNITY.

AND I DID IT I DID IT THIS PAST WEEK WITH SEVERAL PASTORS.

I MEAN, I JUST.

YOU KNOW, TALK TO THEM ABOUT THIS, BECAUSE I KNOW IN MOST OF US IN OUR CHURCHES, WE ARE HESITANT ABOUT DOING SOMETHING, BUT USUALLY IF AND I'M NOT PICKING ON THE FAITH COMMUNITY, BUT USUALLY IF THE LEADER SAYS, GO DO THAT.

USUALLY EIGHTY FIVE PERCENT OF THE PEOPLE WILL GO DO IT, BUT IT'S SO ANY THOUGHTS ALONG THAT, THAT MIND JASON.

AS SORT OF AN ENLARGING THAT PARTNERSHIP AND THEN AND.

IT'S SORT OF A SHARED, WHAT I CALL IT, A SHARED.

SHARING THE LOAD, IF YOU WILL, FOR LACK OF A BETTER TERM, OF GETTING WHAT WE ALREADY HAVE WITHOUT CREATING ANY NEW STRUCTURES.

AND WHERE WE CAN REALLY HOPEFULLY ENHANCE OUR PENETRATION TO PEOPLE WHO MIGHT WHO MAY NOT HAVE COMPUTERS, PEOPLE, YOU KNOW, I WAS TALKING TO A GUY THE OTHER DAY AND HE PULLED HIS FLIP PHONE OUT OF HIS POCKET.

YOU KNOW, HE DIDN'T GET TEXT MESSAGES, SO ANY THOUGHTS, JASON, I DON'T I DON'T MEAN TO JUST PUT ADDITIONAL WORKLOAD ON YOU OR YOUR TEAM, BUT UTILIZING WHAT WE'VE GOT IN COMMUNITY TO HELP TO HELP US HELP YOU AND YOUR TEAM GET THE WORD OUT AS FAR AS REGISTRATION.

SO ANY THOUGHTS THERE JASON? WELL, YOU KNOW, YOU BRING UP YOU BRING UP SOME EXCELLENT POINTS THAT WE DISCUSSED A LOT OF THOSE INTERNALLY, AND YOU'RE EXACTLY RIGHT THE BEST AMBASSADOR, IF YOU WILL, FOR VACCINATIONS IS GOING TO BE SOMEBODY THAT AN INDIVIDUAL IS FAMILIAR WITH, A COMMUNITY LEADER, OR, AS YOU MENTIONED, PERHAPS THE PASTOR OF A CHURCH, HOA PRESIDENT, FOLKS WELL KNOWN IN INDIVIDUAL NEIGHBORHOODS.

I MEAN, THOSE ARE IF WE CAN HARNESS THOSE FOLKS TO PROMOTE VACCINATION, THEY'RE GOING TO DO A MUCH BETTER JOB THAN CERTAINLY ME OR OR SOMEONE ELSE THAT'S NOT KNOWN TO THOSE INDIVIDUAL COMMUNITIES.

AND WE HAVE HAD A LOT OF DISCUSSION ON THAT INTERNALLY.

YOU KNOW, WE'RE DOING THESE MASS VACCINATION EVENTS AND WE WANT TO DO MORE OF THEM.

WE WANT TO VACCINATE MORE THAN A THOUSAND PEOPLE.

WE'D LIKE TO SEE THAT EXPAND DRAMATICALLY.

BUT COUNCILMAN AUBIN HIT ON IT EARLIER, YOU KNOW, AT SOME POINT.

[00:45:05]

AND I CAN'T TELL YOU HOW FAR OFF THAT'S GOING TO BE IN THE FUTURE, BUT AT SOME POINT VACCINE AVAILABILITY IS GOING TO IS GOING TO REACH THE POINT WHERE WE'RE NOT ONLY SERVING ONE A, ONE B RIGHT NOW, WE'RE STILL SERVING CLOSED GROUPS.

YOU HAVE TO WE'RE ASKING FOLKS, THE ONLY FOLKS THAT MEET THAT CRITERIA TO SIGN UP ON THE LIST TO GET THEIR TURN IN LINE.

BUT AT SOME POINT IN THE NOT TOO DISTANT FUTURE, VACCINE IS GOING TO BE EXPANDED TO EVER BIGGER GROUPS AND ULTIMATELY TO THE POPULATION AS A WHOLE, OR AT LEAST ANYBODY THAT'S ELIGIBLE TO TAKE THE VACCINE.

AND THAT'S WHEN IT'S GOING TO BE KEY FOR US TO GO OUT INTO THE COMMUNITY.

IN PUBLIC HEALTH WE'RE USED TO DOING THAT.

WE PRIMARILY WITH FLU VACCINES ON AN ANNUAL BASIS.

WE VISIT SEVERAL CHURCHES IN THE COMMUNITY, NEIGHBORHOOD ASSOCIATIONS, BUSINESSES, EVENTS THROUGHOUT THE CITY, AND IT'S GOING TO TAKE EFFORTS SIMILAR TO THAT, BUT MUCH ON A MUCH LARGER AND MORE FREQUENT SCALE TO, AS YOU SAY, PENETRATE INTO THE COMMUNITY.

AND I THINK A BIG PART OF THAT IS GOING TO BE HARNESSING FOLKS THAT ARE FAMILIAR TO THOSE COMMUNITIES, WHETHER IT'S NEIGHBORHOOD ASSOCIATIONS OR WE NEED A DIVERSE GROUP OF FOLKS, SPOKESPEOPLE, BOTH MEN AND WOMEN, TO URGE THEIR FELLOW RESIDENTS TO GET THE VACCINE.

AND, OF COURSE, TIMING ON THAT IS A IS.

TIMING ON THAT'S GOING TO BE VERY IMPORTANT BECAUSE WE WANT TO TIME THAT AT THE TIME, AT THE POINT WHEN WE'RE ABLE TO BEGIN GOING OUT INTO THE COMMUNITY AND OF COURSE, WE'RE NOT QUITE THERE YET.

NOW, THAT DOESN'T MEAN THAT WE DON'T NEED TO PUT FORTH EFFORTS TO ENCOURAGE FOLKS TO GET VACCINE, QUITE THE OPPOSITE.

IN OUR PUBLIC AND MEDIA AFFAIRS, THAT AREA.

BUT AS YOU SAY, THE SMALL GROUP OF COMMUNITY LEADERS, PASTORS, AS YOU SAID, THOSE ARE GOING TO BE IMPORTANT DOWN THE ROAD WHEN WE.

WHEN VACCINE ELIGIBILITY IS EXPANDED AND WHEN WE'RE ACTUALLY MOVING OUT INTO THE COMMUNITY AND NOT DOING BIG EVENTS AT HBJ.

THAT'S SORT OF THAT SORT OF PARTNERSHIP IS GOING TO BE ABSOLUTELY CRITICAL.

THANK YOU, JASON.

AND AGAIN, JOB WELL DONE.

THANK YOU, MR. MAYOR.

THANK YOU, SIR.

JASON, IT LOOKS LIKE WE'VE CLEARED THE QUEUE ON THIS ITEM AND I WILL CERTAINLY ECHO ALL OF THE ACCOLADES, I WAS OUT AT THE SITE FOR THE FIRST FOR THE FIRST VACCINATION EVENT AND GOT TO SEE IT AND WATCH IT HAPPEN.

THE PROCESS IS IS ABSOLUTELY FLAWLESS, WATCHING PEOPLE COME IN FROM THE INTAKE TO USHERING THEM AROUND THE STADIUM.

I MEAN, IT JUST WE HAVE WE HAVE EVERYTHING COVERED.

AND THAT WAS JUST THAT WAS THAT WAS GREAT TO SEE.

AND SO THANK YOU TO ALL OF YOU FOR THE PLANNING PROCESS.

AND COUNCIL WE HAD A CONFERENCE CALL LAST, I BELIEVE IT WAS THURSDAY WITH STATE HEALTH MANDATE OR, YOU KNOW, HEALTH AND EMERGENCY MANAGEMENT.

YOU KNOW, AND AS I'M SURE YOU ALL KNOW, THE ISSUES THAT WE'RE HAVING STATEWIDE, NATIONWIDE, WORLDWIDE IS THE IS THE SUPPLY OF THE VACCINE.

AND THAT IS THAT IS CERTAINLY FRUSTRATING ALL OF US.

WE HAVE A SYSTEM THAT IS THAT I FEEL CAN COMFORTABLY THAT CAN COMFORTABLY DO WHAT OUR STAFF HAS PROJECTED THIS SITE TO DO IF WE ONLY IF WE ONLY HAD THE VACCINES.

AND SO IN THAT CONFERENCE CALL, JASON HAS KIND OF LED US UP TO THAT.

SOME OF THIS INFORMATION AS WE'VE GONE THROUGH THIS IS THE RAMPING UP OF THE PRODUCTION AND THE DISTRIBUTION.

AND, YOU KNOW, FROM THAT, ARE WE GOING TO SEE INCREASES IN OUR ALLOTMENTS IN THE NEXT COUPLE OF WEEKS? I DOUBT IT.

ARE WE GOING TO SEE IT MAYBE INTO THOSE INCREASES, MAYBE INTO MARCH? MORE LIKELY, BUT, YOU KNOW, ALL EVERYONE ON THE CALL WAS EXPRESSING THOSE FRUSTRATIONS AND MORE THAN MORE THAN ANYTHING, THE YOU KNOW, THE RURAL COUNTIES HERE IN TEXAS WERE CERTAINLY BEING VERY VOCAL.

SO, YOU KNOW, THAT IS SOMETHING THAT IS OUT OF OUR CONTROL AT THIS POINT.

BUT I AM I AM VERY CERTAIN THAT ONCE THOSE VACCINES, ONE THOUSAND, TWENTY THREE THOUSAND, WHATEVER THE NUMBER IS, THAT ONCE IT ONCE IT GETS INTO OUR CONTROL, WE

[00:50:03]

KNOW EXACTLY WHAT TO DO WITH IT.

AND WE'VE GOT A GREAT PLAN TO DO WITH.

SO LET'S JUST HOPE THAT THAT PRODUCTION REALLY GETS RAMPED UP AND WE CAN WE CAN START YOU KNOW, I WANT TO SEE US TEST OUR SYSTEM TO ITS ABSOLUTE MAX.

SO ANYWAY, BUT THANK YOU, EVERYBODY, FOR EVERYTHING THAT YOU'VE DONE ON THIS.

AND WE WILL KEEP AT IT.

ALL RIGHT, MOVING ON TO ITEM 4B REVIEW EXCUSE ME, REVIEW AND DISCUSSION OF TWENTY

[4B. Review and Discussion of 2021 Capital Improvement Program]

TWENTY ONE CAPITAL IMPROVEMENT PROGRAM.

ALLISON, I BELIEVE YOU'RE LEADING THIS OFF.

YES, SIR.

GOOD EVENING, MAYOR.

CITY COUNCIL, MR. BRADFORD.

TONIGHT, WE WILL CONTINUE THE DISCUSSION OF THE TWENTY TWENTY ONE PROPOSED CAPITAL IMPROVEMENT PROGRAM WITH PRESENTATIONS FROM THE ELECTRIC UTILITY AND PARKS DEPARTMENT, THEN MOVE TO GENERAL DISCUSSION RESPONSES TO QUESTIONS FROM THE JANUARY TWENTY SIX SPECIAL WORK SESSION.

AND TONIGHT'S PRESENTATIONS HAVE BEEN PLACED ON COUNCIL'S BOX.

UPCOMING, WE HAVE A PUBLIC HEARING SCHEDULED FOR TOMORROW NIGHT AND ON TUESDAY, FEBRUARY 16TH, TO RECEIVE PUBLIC COMMENT ON THE TWENTY TWENTY ONE PROPOSED CIP.

AT THE END OF TONIGHT, WE ARE SEEKING COUNCIL DIRECTION ON THE TWENTY TWENTY ONE PROPOSED CIP.

WE ARE SCHEDULED TO ADOPT THE TWENTY TWENTY ONE PROPOSED CIP ON TUESDAY, FEBRUARY 16TH.

FOLLOWING THAT, ON FEBRUARY 15TH, STAFF WILL PROVIDE AN OVERVIEW OF THE DIRECTION RECEIVED TONIGHT AS A SUMMARY THE NIGHT BEFORE ADOPTION.

AND WITH THAT, I'LL OPEN IT UP FOR THE DISCUSSION.

THANK YOU.

GOOD COUNCIL WE DO.

HAVE YOU HAD GP&L AND PARKS HAS A SHORT PRESENTATION.

IF THERE'S NO QUESTIONS, WE WILL GO AHEAD AND PROCEED WITH.

IS THAT OK, ALLISON? IF WE GO AHEAD, MOVE FORWARD WITH THAT.

YOUR MUTED.

YES, SIR, UNLESS COUNCIL HAS QUESTIONS ABOUT THE CALENDAR.

I HAVE NOBODY IN THE QUEUE AT THIS POINT, SO I THINK WE CAN GO AHEAD AND MOVE FORWARD WITH THE PRESENTATIONS.

NOT SURE WHO'S RUNNING IT, BUT I'M SURE SOMEBODY DOES.

THERE WE GO.

MAYOR, MEMBERS OF COUNCIL, DARRELL KLEIN, GARLAND POWER AND LIGHT.

I DIDN'T GET ENOUGH AIR TIME LAST WEEK, SO I'M BACK FOR MORE LITERALLY, IF WE COULD GO TO THE NEXT SLIDE, PLEASE.

THANK YOU.

WE'RE REQUESTING TO ADD AN ADDITIONAL PROJECT TO 2021 PROPOSED CIP.

THE FUNDING REQUEST IS FOR APPROXIMATELY FOUR POINT THREE MILLION DOLLARS ASSOCIATED WITH REPLACING THE SPENCER UNIT FIVE COOLING TOWER.

WE HAD A FAILURE ASSOCIATED WITH TWO OF THE FIVE CELLS THAT MAKE UP THE UNIFIED TOWER, AND WE WERE THINKING THAT WE WOULD BE ABLE TO REPAIR IT.

WE HAD A THIRD PARTY ENGINEERING FIRM COME AND LOOK AT THE STRUCTURE.

AND BASED ON THEIR ASSESSMENT, THEY'VE DETERMINED THAT IT CANNOT BE REPAIRED BUT NEEDS TO BE REPLACED.

AND SO WHAT WE'RE LOOKING AT DOING IS DEMOLISHING THE EXISTING TOWER AND THEN CONSTRUCTING A NEW TOWER TO TAKE ITS PLACE.

NEXT SLIDE, PLEASE.

SO WHAT WE'RE LOOKING AT FOR OUR PRODUCTION CIP PROGRAM IS THAT IT WILL INCREASE FROM INCREASE TO SEVEN POINT EIGHT MILLION DOLLARS, RECOGNIZING THE APPROX.

FOUR POINT THREE MILLION DOLLARS FOR THE TOWER REPLACEMENT.

AND HOW WE'RE PROPOSING TO FUND THIS IS TAKING CURRENT FUNDS FROM RESIDENTIAL RELOCATION OF FACILITIES AND DISTRIBUTION LINE OVERHEAD PROGRAMS AND MOVING THOSE DOLLARS OF CURRENT FUNDS OVER INTO THE PRODUCTION CIP PROGRAM.

AND THEN TO MAKE UP FOR THE MOVEMENT OF THOSE DOLLARS USING COMMERCIAL PAPER TO FUND THAT FOUR POINT THREE MILLION DOLLARS THAT CAME FROM FROM THOSE DIFFERENT PROGRAMS. NEXT SLIDE, PLEASE.

AND I GUESS BEFORE ANY QUESTIONS, I HAVE TO APOLOGIZE TO LAST WEEK, I DID NOT SAY THANK YOU FOR FOR RUNNING MY PRESENTATION AND THANK YOU AGAIN TONIGHT.

AND WITH THAT, IF THERE'S ANY QUESTIONS, OK.

ANY QUESTIONS FOR THIS ADDITIONAL REQUEST FROM GP&L? I SEE NONE MR. KLINE.

THANK YOU.

ALL RIGHT, AND THEN THE SECOND HALF OF THIS PRESENTATION, I BELIEVE, IS PARKS.

[00:55:04]

YES, SIR.

GOOD EVENING, MAYOR, COUNCIL.

I THINK MY SET OF SLIDES IS EVEN SHORTER, DISPLAY THOSE AND GO TO THE SECOND SLIDE.

IN ONE OF THE QUESTIONS THAT WAS A FOLLOW UP TO THE LAST PRESENTATIONS QUESTION WAS RAISED REGARDING THE PLAYGROUND REPLACEMENT PROGRAM.

SO I THINK YEAH THERE WE GO.

THANK YOU SO MUCH.

SO DUE TO AN OVERSIGHT ON MY PART, IT LOOKS LIKE WE ARE SHORT ONE ON THE PLAYGROUND, A LIST OF 24.

SO WE'RE PROPOSING TO ADD THAT INTO THE TAIL END OF THE PROGRAM, WHICH IS THE PHASE THREE OF THE THREE PHASES IN THE PROGRAM THAT WILL OCCUR IN THE TWENTY TWO TIMEFRAME, TWENTY TWENTY TWO TIME FRAME.

AND SO LOOKING AT SOME OPTIONS WITH FINANCE, WE FOUND THE BEST OPPORTUNITY TO PLUG THAT IN WITH MINIMAL IMPACT ON THE BUDGET.

ANY QUESTIONS? LET'S SEE.

I DON'T HAVE ANY ANY QUESTIONS FOR MR. HESSER ON THIS ADDITIONAL ITEM? I HAVE NO ONE IN THE QUEUE, SIR.

THANK YOU, SIR.

ALL RIGHT.

AND I THINK THAT WAS ALL THE PRESENTATIONS THAT WE HAD FOR THE FOR THE ITEM.

SO NOW WE WILL MOVE ON TO COUNCIL DISCUSSION AND FINAL DIRECTION.

THE STAFF IS THERE.

OK, COUNCIL MEMBER AUBIN.

THANK YOU, MAYOR.

WANTED TO TALK ABOUT THE TENNIS CENTER ITEM AND THE MATERIALS THAT WE GOT FROM STAFF INDICATING THREE POSSIBILITIES FOR WHERE TO GO WITH THAT.

BUT MY UNDERSTANDING IS THAT.

WHAT I WOULD LIKE TO BE ABLE TO DO IS TO BE ABLE TO SAY THAT WE'RE GOING TO REPLACE OR.

WHATEVER WE DO OVER AT WE'LL DO 13 AT.

TUCKERVILLE WITH A WITH A PLAN TO GET TO 20.

MY UNDERSTANDING FROM STAFF LOOKING AT THE CIP THAT'S CURRENTLY WE WOULD HAVE TO START REMOVING MONEY FROM OTHER PROJECTS IF WE WERE TO DO THAT, IF WE WERE TO MAKE THAT DECISION TONIGHT.

AND GIVEN THAT WE HAVE SO MUCH SO MUCH OF THESE OTHER MONEY THAT'S ALREADY BEEN COMMITTED, MY INCLINATION WOULD BE TO TO APPROVE IT TONIGHT OR TO GIVE STAFF DIRECTION TONIGHT TO MOVE FORWARD AT THE FIVE MILLION LEVEL, BUT TO COME BACK WITH THE DESIGN THAT GETS A DESIGN.

I MEAN, FULLY DESIGNED FOR THE FULL 20 COURT, AS BIG AS MUCH PARKING AS YOU WOULD WANT AS MUCH WHAT IS IS THE FULL 20 COURTS BASICALLY, YOU KNOW, WHERE WE WANT TO ULTIMATELY GET TO AND THEN WE CAN BUILD TO THAT AS WE GO.

AND IF WE IDENTIFY AS WE GET TO NEXT YEAR AND WE IDENTIFY EITHER BECAUSE OF INCREASING THE TAX BASE OR FOR OTHER REASONS, THAT WE CAN START TO GET TO THAT AND MAKE SURE THAT WE AT LEAST GET THEM TO THAT 13 COURT AND PERHAPS RETAIN SOME OF THE CAPACITY.

YOU KNOW, I REALLY WISH THAT WE COULD SAY TONIGHT THAT, YES, HERE'S THE HERE'S THE PLAN.

LET'S VOTE ON THE EIGHT MILLION DOLLAR PROJECT AND CONFIRM 13.

BUT I'M NOT INCLINED TO I DON'T I CAN'T IMAGINE ANYONE ELSE ON COUNCIL IS MAYBE I'M WRONG, BUT I CAN'T IMAGINE ANYONE ELSE WOULD BE INCLINED TO SAY, LET'S LET'S PULL SOMETHING OFF THIS THIS CURRENT YEAR'S CIP SO EITHER WE GO WITH THE FIVE POINT THREE THAT IS BUDGETED IN THERE WITH DIRECTION TO STAFF TO TO FULLY DESIGN AND TO KEEP AN EYE OUT FOR HOW WE CAN GET TO THAT NEXT LEVEL.

AND THEN ONCE WE GET TO THAT THIRTEEN, START LOOKING AT OTHER FUNDING OPTIONS, WHETHER IT'S FROM THE USDA OR FROM IF WE COULD UTILIZE HOT MONEY, BECAUSE LAST YEAR WE WERE TALKING ABOUT MAYOR DAY CAME AND TALK TO US ABOUT THESE TOURNAMENTS AND REGIONAL AND REGIONAL AND NATIONAL TOURNAMENTS.

AND I THINK THAT WOULD BE A THAT WOULD CERTAINLY BE SOMETHING THAT WOULD ATTRACT FOLKS TO GARLAND HOTELS.

BUT BUT FOR THIS YEAR, STICK WITH THE WHATEVER IT IS, THE FIVE POINT THREE MILLION AND KNOW THAT WE PLAN TO COME BACK AND BUILD THEM A GREAT TENNIS CENTER.

[01:00:04]

THANK YOU, MAYOR.

VERY GOOD SIR.

JUST REAL QUICKLY, I JUST SCANNING EVERYONE'S FACES AND AS YOU WERE BRINGING THAT POINT UP, I DON'T BELIEVE THERE'S-- I DIDN'T SEE ANY REACTIONS THAT WERE IN DISAGREEMENT WITH THE PLAN THAT YOU LAID FORWARD.

AND WE CONTINUED, YOU KNOW, WE MOVE FORWARD WITH THE SORT OF THE BASE PLAN, IF YOU WILL, WITH THE ANTICIPATION OF BUILDING INTO, YOU KNOW, BUILDING INTO THE MAX, IF YOU WILL.

I'M NOT SEEING ANYONE JUMP IN THE QUEUE AND I'M NOT SEEING ANY OPPOSITION TO IT.

SO, OK.

AND I HOPE THAT I DON'T KNOW IF THAT DIRECTION IS CLEAR ENOUGH FOR MR. FOR STAFF THAT WE GET THE FULL DESIGN, NOT THAT WE COME BACK IN TWO YEARS OR THREE YEARS AND SAY, OK, NOW WE NEED TO DESIGN THESE OTHER COURTS.

BUT IT IS FULLY DESIGNED READY TO GO.

YOU KNOW THAT WE HAD SOME FOLKS LAST YEAR, WE HAD A GENTLEMAN WHO OFFERED TO CONTRIBUTE, I THINK ONE HUNDRED THOUSAND DOLLARS, MAYBE ONE HUNDRED AND TWENTY FIVE THOUSAND DOLLARS TO A COURT.

SO AS MUCH MONEY AS THEY CAN RAISE, LET'S YOU KNOW, LET'S JUST KEEP ADDING TO IT AND WE'LL INCLUDE THAT IN THE PLANS IF THEY CAN COMMIT THOSE FUNDS.

BUT OTHERWISE, I'M ALL FOR IT.

THANK YOU, SIR.

MR. HESSER, IS THAT-- I SEE MR. BRADFORD SHAKING HIS HEAD, NODDING HIS HEAD.

I YES, SIR.

OK.

ALL RIGHT.

VERY GOOD.

ALL RIGHT, AND WE DO HAVE A PUBLIC HEARING SCHEDULED FOR TOMORROW NIGHT AND THEN WE WILL VISIT THIS AGAIN.

SO IS THERE ANY OTHER DISCUSSION FOR STAFF OR HAS EVERYBODY GOTTEN THEIR QUESTIONS ANSWERED AND HAS EVERYBODY GOTTEN THEIR QUESTIONS SUBMITTED? IS THERE ANYTHING WE NEED TO TOUCH ON HERE TONIGHT? COUNCILMAN AUBIN.

SORRY TO JUMP BACK IN THERE, BUT I DID HAVE A QUESTION, I DON'T KNOW IF IS ON.

I DID HAVE A QUESTION ABOUT FROM A FIRE PERSPECTIVE IN OUR TRUCKS AND WHATNOT.

I KNOW AT SOME POINT WE WERE LOOKING AT PURCHASING OR LOOKING AT SOME OPPORTUNITIES FOR VEHICLES FOR HIGHWAY USE TO BLOCK OFF LANES.

I SAW THAT WE YOU KNOW, WE LOST WE HAD AN AMBULANCE SEVERELY DAMAGED LAST YEAR.

AND THEN WE HAD I JUST A GUESS IN THE LAST WEEK OR TWO, WE HAD A FIRE TRUCK DAMAGED.

RIGHT.

AN ENGINE.

SO I DON'T KNOW.

AND SO I DIDN'T SEE ANYTHING IN THE CIP FOR THAT.

AND I DON'T KNOW WHERE WE ARE LOOKING AT THAT OR IF WE'VE LOOKED AT I KNOW GRAND PRAIRIE HAS DONE SOME THINGS WITH GRAND PRAIRIE HAS OUTFITTED SOME OF THE RESERVE WITH SCORPION'S, WHICH ARE WE'VE GOT CHIEF LEE HERE WITH US.

CHIEF, LIKE ACTUALLY, MR. BRADFORD, YOU'RE IN THE QUEUE, BUT THEN CHIEF LEE POPPED UP.

SO I'LL GO AHEAD.

OK, GO AHEAD, BRYAN.

WE DO USE OUR RESERVE AMBULANCE-- EXCUSE ME, OUR RESERVE FIRE TRUCKS AS BLOCKERS.

NOW ON THE INCIDENT THAT HAPPENED LAST WEEK, OUR BLOCKER FIRE TRUCK WAS ACTUALLY PULLING UP TO THE SCENE WHEN THE COLLISION HAPPENED.

AND SO IT IS A MODEL THAT WE'VE ADOPTED.

WE DO HAVE UNITS THAT WE USE FOR THAT PURPOSE.

THIS JUST HAPPENED TO BE BAD TIMING.

HEY, CHIEF LEE, ANYTHING YOU WANT TO ADD TO THAT AS FAR AS THE FUTURE OF OUR BLOCKERS? NO, SIR.

THAT SUMMED IT UP PERFECTLY.

WE'VE IMPLEMENTED THE PROGRAM AND THAT ONE WAS ABOUT 10 SECONDS BEHIND THE CRASH.

OH, YES.

OK.

ALL RIGHT.

THANK YOU.

THANKS, GUYS.

THANK YOU, MAYOR.

THANK YOU, SIR.

THANK YOU, CHIEF.

THANK YOU, BRYAN.

ALL RIGHT.

ANY ADDITIONAL ITEMS TO ADDRESS BEFORE WE MOVE ON? ALL RIGHT, COUNCIL WE'RE GOING TO DO A REAL QUICK BEFORE WE MOVE TO OUR NEXT ITEM, I KNOW WE'RE KIND OF AMAZINGLY WE'RE A LITTLE BIT AHEAD OF OUR NORMAL BREAK TIME, I SHOULD SAY, RECESS, NOT BREAK.

[01:05:02]

I'D LIKE TO GO AHEAD AND TAKE A QUICK RECESS NOW SO THAT WE CAN GO THROUGH-- SO THAT WE CAN GO ALL THROUGH ALL OF THE APPLICATIONS WITHOUT ANY STOPPING.

SO WE'RE GOING TO TAKE A QUICK BREAK HERE.

LET'S HAVE EVERYONE BACK AT 7:15, PLEASE.

[4C. Texas Department of Housing and Community Affairs 9% Tax Credit Applications and Resolution of Support Presentations]

7:15.

GOOD EVENING.

WE ARE COMING BACK FROM RECESS FOR OUR FEBRUARY 1ST, 2021 WORK SESSION FOR THE GARLAND CITY COUNCIL.

WE ARE AT ITEM 4 C.

TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS, NINE PERCENT TAX CREDIT APPLICATIONS AND RESOLUTION OF SUPPORT PRESENTATIONS.

MR. BRADFORD.

THANK YOU, MAYOR.

BEFORE I TURN THIS OVER TO AND TO THE COUNCIL.

ON SOME OF THE SCORING SHEETS THAT WE COMPLETED ON THE PROJECTS.

THERE IS A COMMENT THAT SAYS STAFF DOES NOT CONSIDER THIS A GOOD FIT FOR THIS PARCEL OF LAND.

THOSE STATEMENTS SHOULD NOT HAVE BEEN CRITERIA AND WE WERE NOT CONSISTENT IN HOW WE APPLIED IT.

AND SO I WOULD WOULD ASK THE COUNCIL TO STRIKE THOSE COMMENTS ON THE SHEETS THAT IT APPEARS.

AND AGAIN, MY APOLOGIES TO THE APPLICANTS.

OK, SIR, THANK YOU.

ALL RIGHT.

TAKE IT AWAY.

ALL RIGHT, THANK YOU, MAYOR.

GOOD EVENING, MAYOR AND COUNCIL.

THANK YOU FOR HAVING ME.

WE'RE HERE TONIGHT BECAUSE THE CITY'S BEEN PRESENTED WITH FIVE APPLICATIONS REQUESTING A RESOLUTION OF SUPPORT FROM THE CITY FOR THE PURPOSE OF APPLYING FOR THE NINE PERCENT LOW INCOME HOUSING TAX CREDIT PROGRAM IN ORDER TO DEVELOP MULTIFAMILY HOUSING.

THIS IS A COMPETITIVE PROGRAM AND IT'S ADMINISTERED THROUGH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS.

AND THE RESOLUTION OF SUPPORT GIVES THEM SCORE ADDITIONAL POINTS SO THEY CAN SCORE ON THEIR APPLICATION WITH THE STATE.

TONIGHT, THE APPLICANTS HAVE BEEN INVITED TO PRESENT THEIR PROJECTS TO YOU.

WE'VE ASKED EACH APPLICANT TO BE LIMITED, TO LIMIT THEIR PRESENTATIONS TO FIVE MINUTES EACH AND THE PRESENTATIONS WILL BE MADE IN ORDER THAT'S LISTED ON THE AGENDA.

AGAIN TONIGHT IS JUST A NIGHT FOR PRESENTATIONS.

WE'RE ASKING COUNCIL TO LISTEN, TAKE NOTES FROM THE PRESENTATION TONIGHT BECAUSE THIS ITEM IS GOING TO BE BROUGHT BACK BEFORE COUNCIL FOR DISCUSSION ON FEBRUARY 15TH.

AND THEN DECISIONS WILL BE MADE AS TO WHICH RESOLUTIONS OF SUPPORT, IF ANY, ARE TO GO FORWARD FOR A VOTE ON THE FOLLOWING NIGHT ON FEBRUARY 16TH AT COUNCIL.

WITH THAT, I'LL TURN IT BACK OVER TO THE MAYOR TO CALL TONIGHT'S SPEAKER.

AGAIN THEY'RE GOING TO BE IN THE ORDER THAT'S LISTED ON THE AGENDA.

THANK YOU.

ALL RIGHT.

THANK YOU WITH THAT, OUR FIRST APPLICANT IS M.V.

A.

H.

DEVELOPMENTS, MR. THERE YOU ARE.

ALL RIGHT.

MAYOR AND COUNCIL AND MR. BRADFORD, THANK YOU FOR THE OPPORTUNITY TO PRESENT THIS DEVELOPMENT.

I'M REALLY SORRY FOR JUMPING THE GUN.

I'M REALLY EXCITED.

I'VE BEEN A GARLAND ROWLETT RESIDENT FOR THE LAST 20 YEARS AND HAVE DEVELOPED ACROSS THE COUNTRY AND EXCITED TO BE WORKING AT HOME.

TWO KIDS THAT ARE PROUD GISD GRADUATES BOTH IN COLLEGE AND MY OLDEST SON ACTUALLY PITCHED IN, BROKE THE PLAYOFF DROUGHT, THE GARLAND HIGH SCHOOL AND SIXTY YEAR PLAYOFF DROUGHT.

SO WE'RE VERY PROUD TO BE HERE AND VERY EXCITED TO BE HERE.

WHAT WE HAVE HERE IS A I'M REPRESENTING DEVELOPMENT, WHICH IS MY COMPANY, AND I HAVE A HISTORICALLY UNDERUTILIZED BUSINESS PARTNER AND BUSINESS PARTNERS TO DELIVER THE RESERVE AT THEY WON'T MOVE FOR SOME REASON.

IT'S ALRIGHT, THE WORLD WE LIVE IN.

I KNOW YOU WOULD THINK I'D BE USED TO IT BY NOW, BUT I GUESS THIS IS A LARGER BUILDING.

THE SITE IS LOCATED AT 1102 N SHILOH IN BETWEEN BUCKINGHAM.

OK.

[01:10:01]

IT'S IN BETWEEN BUCKINGHAM OF THE NORTH HERE'S THE SITE PLAN.

THERE'S A CHURCH, OBVIOUSLY THE NORTH AND THE PAPAL WIRING BUSINESS WILL BE FOR THE SOUTH.

WE'VE BEEN WORKING WITH THE OWNERS OF BAYLOR SCOTT & WHITE, AND WE ACTUALLY PUT THE SMALLER PARCEL OF THE CONTRACT AND WE'RE SAVING IT, BASICALLY CARVING IT OUT FOR FUTURE COMMERCIAL DEVELOPMENT FOR THE CITY.

AND OBVIOUSLY, YOU CAN SEE OUR FOOTPRINT IN THE PARKING STRUCTURE WALKING TRAIL.

ONE OF THE THINGS THAT I'VE TALKED TO BRADFORD ABOUT AND COUNCIL MEMBER IS ACTUALLY PAYING OUT SOME OF THE TREES ON OUR PROPERTY LINE SO THAT YOU CAN KIND OF HAVE A PASSIVE RESISTANCE TO THE HOMELESS, SO THAT'S SOMETHING THE DISCUSSIONS THAT WE'VE HAD ONGOING SINCE THIS PROJECT SURFACED.

HERE'S A LARGER SITE MAP KIND OF SHOWING YOU WHERE THE VA HOSPITAL IS.

THE GUARD STATION, AGAIN, BUCKINGHAM'S TO THE NORTH, WALNUT TO THE SOUTH, AND JUST OUR OVERALL SITE.

WE'RE LOOKING AT A THREE STORY BUILDING.

TOTAL ONE HUNDRED AND SIX UNITS, 70 INCOME RESTRICTED 30 PERCENT MARKET INCOME OR UNIT CONFIGURATIONS, THIRTY TWO POINT FIFTY FIVE TO NINETY THREE.

OUR INCOME RESTRICTIONS WILL GO UP TO SIXTY THOUSAND DOLLARS OF GROSS INCOME PER YEAR.

AND THEN OUR RENTS FOR THE ONES, TWOS AND THREES ARE LISTED BELOW.

THE PROPERTY WILL HAVE A TON OF PROPERTY AMENITIES, OBVIOUSLY OPEN COMMUNITY PAVILION SEATING AREAS, ACTIVITY ROOMS, WALKING TRAILS, WHICH WE WILL TIE INTO THE POOL, OUTDOOR OPEN SPACE AND ONE OF THE THINGS THAT ISN'T LISTED IS DEFINITELY UPGRADING THE WI-FI SERVICE AS WE HAVE MORE KIDS THAT ARE ONLINE LEARNING RIGHT NOW.

SO THAT IS AN AMENITY THAT WE'VE ADDED TO THIS PARTICULAR DEVELOPMENT.

UNIT'S SOLID SURFACE COUNTERTOPS, EITHER GRANITE OR FLOOR BLINDS, MICROWAVE GARBAGE DISPOSAL AND WASHER DRYER HOOKUPS IN EVERY UNIT.

AND THEN FROM A SECURITY PERSPECTIVE, WE'RE GOING TO USE FIVE ENTRY POINTS.

OBVIOUSLY, SECURITY CAMERAS, SECURITY FENCES, AND THEN WE HAVE A BRIGHT SITE LIGHTING PACKAGE THAT LOOKS FOR DARK CORNERS IN OUR BUILDINGS, JUST FROM THE SECURITY PERSPECTIVE.

WE'RE REALLY FOCUSED ON THIS DEVELOPMENT BECAUSE OF THE V.A.

HOSPITAL IN THE TIE IN THERE, UNDERSTANDING WHAT THE CITY DID A FEW YEARS BACK.

AND OUR TARGET AUDIENCE IS REALLY TOWARDS THE VETERANS THAT ARE LOCAL WITHIN THE CITY.

THE VA HOSPITAL ASSOCIATES, AS FAR AS STAFF AND EMPLOYEES AND JUST THE LOCAL IMMEDIATE AREA RESIDENTS.

WE'RE LOOKING TO GO TO CLASS A DEVELOPMENT THAT WILL, YOU KNOW, INCREASE HOUSING OPPORTUNITIES FOR THOSE THAT LIVE IN THE IMMEDIATE COMMUNITY.

THIS IS ABOUT TWENTY ONE MILLION DOLLAR INVESTMENT.

WE WERE REALLY FOCUSED ON ECONOMIC DEVELOPMENT.

SO CREATING THAT IN THE IMMEDIATE AREA.

AND WE'RE ALSO WORKING WITH THE CHURCH TO THE NORTH TO HELP POTENTIAL EASEMENT FOR THEIR PARKING AS THEY'RE GETTING READY TO UNDERGO A DEVELOPMENT PROJECT THERE AND INCREASE THEIR SANCTUARY AND SOME OTHER SPACES.

SO WE HAD A VERY LONG CONVERSATION WITH THEM AND REALLY HELPED TO PROVIDE THAT EVEN ALONG OUR NORTHERN BORDER.

WE'RE A LOCAL OWNER OPERATOR PRESENCE HERE IN ROWLETT.

SO AND I'M JUST EXCITED TO BE IN THE CITY.

AND THE ONE THING ABOUT DEVELOPED FOR THEIR OWN BALANCE SHEETS AND THE LONG TERM OWNERS.

I'VE KNOWN THE OWNERS THERE FOR 20 PLUS YEARS AND EVERYBODY TEN THOUSAND YEAR PORTFOLIO.

AND WE JUST STRIVE TO BE A GOOD NEIGHBOR AND CORPORATE CITIZEN.

SO AS A PART OF THAT, I DID REACH OUT TO THE CREEKSIDE VILLAGE HOA, EVEN THOUGH WE'RE 400 FEET AWAY FROM THEM, BUT HAD A GREAT CONVERSATION WITH SO THAT THAT IS OUR COMMITMENT JUST TO TALK TO OUR NEIGHBORS IN THE CITY.

BUT I THANK YOU FOR YOUR TIME.

AND IF THERE'S ANY QUESTIONS I'D LOVE TO ANSWER THEM.

AND, SIR, IF I COULD GET YOU TO SHARE YOUR SCREEN FOR ME.

COUNCIL MEMBER SMITH.

THANK YOU, MAYOR AND MR. SMITH, GOOD TO SEE YOU AGAIN, SIR.

GREAT LAST NAME.

JUST WANT TO GET THAT ON RECORD.

SO I KNOW WE'VE OF COURSE, WE'VE GOT SOME FLOOD PLAIN CHALLENGES.

WE'VE GOT SOME PROPERTY LINE CHALLENGES WITH THE CHURCH TO THE NORTH.

AND WE ALSO HAVE HERE PROBABLY IN FIVE TO 10 YEARS SOME FUTURE CREEK TRAIL

[01:15:03]

DEVELOPMENT.

AND I WAS WONDERING IF YOU COULD SPEAK TO HOW YOU'RE SETTING YOUR PROPERTY UP TO KIND OF WORK WITH EACH OF THOSE THREE ISSUES.

WE'LL TAKE THE FLOOD PLAIN CHALLENGES IN AND ACQUIRING THE SITE BY BAYLOR SCOTT AND WHITE, WHERE IT WAS SHIPPED THE PROJECT A LITTLE FURTHER WEST.

SO THE ACTUAL BUILDING FOOTPRINT, WITH EXCEPTION TO THAT OUTER KIND OF PARKING RING, THAT'S ALL OUTSIDE OF THE SO WE ARE NOT IN 100 YEAR FLOOD PLAIN AS FAR AS OUR BUILDING IS CONCERNED.

AND HOW MUCH SETBACK DOES IT LEAVE YOU FROM SHILOH AS YOU GUYS MOVE THE PROPERTY TO THE WEST? WE MAKE SURE MOST COMMERCIAL PROPERTIES MAKE ONE HUNDRED FOOT A 300 FOOT DEPTH ON THE PARCEL.

SO WE MAKE SURE THAT THAT FRONT PARCEL THAT'S FACING SHILOH A THREE HUNDRED FOOT DEBT.

SO ANY COMMERCIAL PRODUCT WILL BE ABLE TO ALL RIGHT.

IN THE PROPERTY LINES WITH THE CHURCH.

THE PROPERTY LINE OF THE CHURCH, IF I CAN-- MAYOR, YOU MIND IF I GO BACK TO MY SLIDES? GO AHEAD.

GO AHEAD.

THANK YOU.

SO OUR PROPERTY LINE JUTS OUT LIKE THIS.

AND WHAT WE'RE TRYING TO DO IS SQUARE THIS UP HERE AND OBVIOUSLY WE WOULD OWN THIS LITTLE PIECE HERE AND THEN AND THEN DOWN.

SO WE'RE SQUARING THAT OFF, SO THERE'S A THREE HUNDRED FOOT DEPTH AND I THINK THE SURVEYORS SAID THERE'S ABOUT TWO HUNDRED AND SEVENTY FEET WIDTH FOUR FUTURE COMMERCIAL AND THEN YOU KNOW, WE CAME TO WORK WITH THE CITY TO BE ABLE TO SQUARE THAT OFF FOR THE CHURCH OR GRANT THEM EASEMENT SO THAT THEY CAN EXPAND THE PARKING TO THE EXTENT THAT THEY NEED TO.

OK, BUT--.

I WAS GOING TO GET TO THIRD ONE THAT I ENDED UP GETTING THE QUESTION.

OK, WELL, I KNOW WE'VE SPOKEN WITH THE CHURCH AND THEY'RE IN THE MIDDLE OF AN EXPANSION RIGHT NOW.

AND SO I KNOW THERE'S A LOT OF THINGS MOVING AROUND AND IN FLUX RIGHT NOW.

BUT AS LONG AS YOU GUYS HAVE AT LEAST REACHED A TENTATIVE IDEA OF WHAT YOU WANT TO DO, YOU KNOW, I'M OK WITH THAT.

HIS QUESTION TO ME WAS, HOW FAR CAN YOU GO? AND AT THE TIME, WE HADN'T DRAWN THE NEW LINES FOR THE PARCEL.

SO HE'S GOT TO BE ABLE TO PICK OUT AND THEY'RE LOSING PARKING FROM THE SANCTUARY EXPANSION UP FRONT ON THE NORTH END, IS THAT RIGHT? YES.

OK.

AND I KNOW THEY'VE GOT A LOT OF FLOOD PLAIN THERE IN THE BACK.

SO IT'S HARD FOR THEM TO EXPAND TO THE EAST.

AND YOU MENTIONED THE TWO HUNDRED SEVENTY FOOT DISTANCE BETWEEN THE DRIVES.

SO I THINK THAT THAT MEETS OUR MINIMUM REQUIREMENT OF ONE HUNDRED AND FIFTY FEET BETWEEN DRIVES.

SO WE SHOULD BE GOOD FROM THE FIRE PERSPECTIVE.

OK, AND THIRD POINT WAS FUTURE TRIALS.

RIGHT.

WE JUST DEPENDS ON THE DESIGN.

BUT WE ARE-- WE WANT TO CONNECT AND HAVE WALKABILITY.

OBVIOUSLY VERY CLOSE, VERY, VERY CLOSE DEVELOPMENT.

SO WE WANT TO MAKE SURE THAT WE HAVE THAT WALKABILITY BUY INTO THE CITY WHAT'S THE HEIGHT OF THE HIGHER STRUCTURE IN YOUR PLAN? IT'S 3 STORIES OF ROUGHLY SOMEWHERE BETWEEN 30-35 FEET.

OK, AND WERE THERE ANY PRIVACY CONCERNS FROM THE HOA WHEN YOU SPOKE WITH THEM FOR JUST FOR THE COUNCIL'S KNOWLEDGE? MY PREDECESSOR, THE HONORABLE MR. CAHILL, IS THE PRESIDENT OF THE HOA.

AND SO WE WERE ABLE TO CONNECT THEM FAIRLY EARLY IN THE PROCESS.

NO, WE HAD A VERY GREAT CONVERSATION RIGHT AFTER ABOUT AN HOUR AND NO PRIVACY CONCERNS, OBVIOUSLY.

WE HAVE SOME FORESTRY HERE, THEY HAVE SOME FORESTRY ON THE OTHER SIDE OF THE CREEK, AND HE WAS PRETTY EXCITED ABOUT THE FACT THAT WE WANT TO PLAN OUT, YOU KNOW, SOME OF THE FORESTRY THAT OBVIOUSLY THE CITY OWNS, A SLUG OF THAT RUNS SOME PRETTY GOOD FOR WHAT WE OWN THAT WOULD BE ON THE PROPERTY LINE THAT WE HAVE.

BRINGING THIS PROPOSAL FORWARD .

THE NEWEST MULTIFAMILY PRODUCT IN THAT AREA, I THINK WAS BUILT IN NINETEEN SEVENTY NINE, WHICH PREDATES ME BY A FEW YEARS, NOT TO AGE MYSELF.

BUT, YOU KNOW, WE'RE REALLY LOOKING FORWARD TO FINDING SOME AFFORDABLE HOUSING, NOT

[01:20:08]

ONLY FOR THE VETERANS SEEKING CARE AT THE VA, BUT FOR THOSE THAT ARE WORKING THERE.

THERE'S SUPPOSED TO BE FIFTY FIVE HUNDRED FULL TIME JOBS WHEN THIS THING REALLY RAMPS UP AND WE NEED QUALITY HOUSING FOR THESE FOLKS TO LIVE IN.

SO I APPRECIATE ALL YOU'RE DOING.

THANK YOU.

THANK YOU.

THANK YOU SIR.

ALL RIGHT, WITH THAT.

MR. SMITH, I BELIEVE THAT CLEARS THE QUEUE ON YOUR ITEM.

THANK YOU, SIR.

THANK YOU.

THANK YOU VERY MUCH.

AND WE WILL MOVE ON TO THE NEXT APPLICANT FROM GENERATION HOUSING PARTNERS, CHRIS THERE YOU ARE, SIR.

THANK YOU, MAYOR.

ARE YOU ABLE TO SEE THE PRESENTATION HERE? NO, SIR.

NOT YET.

I'M HAVING A LITTLE BIT OF A HARD TIME FINDING THE ACTUAL--.

SOMETHING'S HAPPENING.

OK.

OK, IS THAT VISIBLE NOW? YES.

OK, SCREEN VERSION.

PERFECT.

SORRY ABOUT THAT DELAY.

SO I'M CHRIS OUR DEVELOPMENT IS HERITAGE STATES AT FOREST LANE.

OUR DEVELOPMENT IS A LITTLE BIT DIFFERENT.

THIS IS A MIXED USE, SENIOR LIVING DEVELOPMENT.

MR. FULL SCREEN MODE SO WE CAN--.

OH, SURE.

YEAH.

THAT WAY WE CAN GET KIND OF A BETTER VIEW OF YOUR SLIDES.

BELIEVE IT'S UP ON THE TOP THERE, IT SHOULD SAY, FROM BEGINNING OR SOMETHING LIKE THAT, OK.

IT'S RIGHT IN THE ORANGE RED AREA.

IN THE ORANGE AREA TOP THERE.

SO THERE YOU GO.

RIGHT THERE.

THERE YOU GO.

OK.

ALL RIGHT.

OK, SO GOT GOING ON TO THE NEXT SLIDE HERE, A LITTLE BIT OF OUR GENERATION HOUSING STARTED IN 2002.

OUR GROUP.

WE'VE BEEN INVOLVED ABOUT FOUR THOUSAND APARTMENT UNITS THROUGHOUT THE SOUTHWEST.

TOTAL CAPITALIZATION OF VALUE, ABOUT THREE HUNDRED EIGHTY FIVE MILLION DOLLARS.

WE ARE BASED IN DALLAS.

WE'RE ALSO A HUB.

AND WE PARTNERED WITH A NUMBER OF CITY.

THAT'S REALLY KIND OF HOW WE ESTABLISHED THAT BUSINESS IS PARTNERING WITH CITIES, NONPROFITS AND THEN HOUSING AUTHORITIES, PRIMARILY THROUGHOUT TEXAS.

SO HERE'S AN OVERVIEW OF THE DEVELOPMENT AGAIN, HERITAGE STATES WHERE TWENTY THREE OH ONE FOREST LANE, WHICH IS JUST EAST OF SHILOH ROAD ON THE NORTH SIDE OF FOREST LANE.

THE INCOME BANDS WILL BE 30, 50, 60 AND MARKET RATE.

WHEN WE GO UP TO 30 PERCENT OF THE TOTAL DEVELOPMENT AS MARKET RATE UNITS.

AND AS I MENTIONED, THIS IS GOING TO BE A LITTLE BIT DIFFERENT.

THIS IS A MIXED USE DEVELOPMENT WITH SIXTY SEVEN TOTAL UNITS.

I WILL HAVE SOME MORE DETAIL ON THE FIRST FLOOR AND THEN WE'LL HAVE ONE OR TWO BEDROOM UNITS ON THE REMAINING FLOORS.

THE CURRENT USE OF THIS BUILDING.

IT'S VACANT.

IT'S A NINETEEN FIFTIES OFFICE BUILDING THAT IN TWENTY SEVENTEEN HAD A STRUCTURE FIRE.

SO IT'S RELATIVELY BLIGHTED, IT'S IN DISREPAIR.

AND WE THINK THIS IS A GREAT OPPORTUNITY TO NOT ONLY PROVIDE HIGH QUALITY, AFFORDABLE HOUSING THAT MEETS THE NEEDS OF THE CITY, BUT THEN ALSO ADDRESS A BLIGHTED BUILDING THAT OTHERWISE PROBABLY WON'T GET ANY SORT OF CAPITAL IMPROVEMENTS.

IT IS AN OFFICE BUILDING.

OFFICE SPACE RIGHT NOW IS REALLY IN THE TANK.

[01:25:07]

AND THIS IS A GREAT WAY TO REPOSITION THIS ASSET AND REALLY ADDRESS THE ISSUE HERE.

SO, AGAIN, HERE'S A MAP.

2301 FOREST DRIVE.

THIS IS SHILOH ROAD OFF TO THE LEFT AND THEN ON THE NORTH SIDE, RELATIVELY CLOSE TO CITY HALL IN DOWNTOWN.

AND HERE'S OUR SITE PLAN.

ON THE RIGHT HAND SIDE, THIS IS THE EXISTING BUILDING, SO THIS IS ON THE NORTH SIDE OF THE STREET.

AND THEN RUNNING NORTH AND SOUTH WILL BE THE EXTENSION.

SO WE'LL HAVE A TOTAL OF SIXTY SEVEN UNITS.

THIS WILL BE A FOUR STORY ADDITION THAT ALLOWS THE REMAINDER OF THE UNITS AND THEN RETAIL ON THE FIRST FLOOR, ALONG WITH THE LEASING AREA AND COMMUNITY SPACE.

HERE'S SOME ELEVATIONS THAT GIVE YOU AN IDEA OF THE EXTREME MATERIALS WOULD BE ONE HUNDRED PERCENT MASONRY.

WE USE A LOT OF STONE BRICK AND THEN WE USE DIFFERENT COLORS OF CEMENT, SUCH AS FIBERBOARD.

THIS IS THE EXISTING BUILDING HERE.

SOME IMPROVEMENTS WILL BE DONE TO THE STORE FRONT WINDOWS SO THAT IT WORKS NICELY WITH THE NEW ADDITIONS.

AND HERE ARE SOME OF THE PERSPECTIVES, THE ONE AT THE TOP IS BASICALLY THE WEST SIDE OF THE BUILDING.

IF YOU WERE FACING NORTH OF THE BUILDING, KIND OF LOOKING TO THE SOUTH EAST, THIS IS THE PERSPECTIVE YOU WOULD HAVE.

THEN THE IMAGE ON THE BOTTOM.

THAT'S THE EAST PERSPECTIVE.

AND SO SOME OF THE AMENITIES THAT WE PROVIDE, AGAIN, WILL HAVE RETAIL WILL BE ONE HUNDRED PERCENT MASONRY EXTERIOR.

WE'LL HAVE A THEATER ROOM, FITNESS CENTER, COMMITTEE ROOM, COMPUTER LEARNING CENTER.

ONE THING THAT'S INTERESTING ABOUT THIS DEVELOPMENT IS IT HAS A BASEMENT THAT SHARES THE SAME FOOTPRINT AS THE BUILDING.

SO WE ENVISION A NICE THEATER ROOM DOWN THERE AND POSSIBLY A FITNESS CENTER AS WELL.

IN TERMS OF UNIT AMENITIES.

IT'S BASICALLY EVERYTHING YOU WOULD EXPECT.

NEW CLASS A MULTIFAMILY DEVELOPMENT FOR SENIORS, NINE FOOT CEILINGS OF FIXTURES, OPEN FLOOR PLANS, PREWIRED FOR CABLE, AND THEN ALSO ENERGY STAR APPLIANCES.

SOME OF THE GREEN BUILDING ITEMS THAT WILL INCLUDE, AGAIN, LOEWY WINDOWS, HIGHER VALUE INSULATION, WHICH IS TYPICALLY OUR 30 IN THE CEILING, R TWENTY THREE R 15 IN THE WALLS.

ENERGY STAR APPLIANCES, CEILING FANS AND AGAIN, SOME OF THE COMMUNITY AMENITIES WILL HAVE A COMMITTEE ROOM FOR GATHERING, WILL DO POTLUCKS, THINGS LIKE THAT.

WE'LL ALSO HAVE A BAND THAT'LL PROVIDE TRANSPORTATION TO THE FOLKS.

IT'S FREE OF CHARGE, ESSENTIALLY.

A LOT OF TIMES WE HAVE RESIDENTS THE AVERAGE AGE IS AROUND SEVENTY SEVEN.

A LOT OF TIMES THESE FOLKS MOVE INTO THESE COMMUNITIES BECAUSE THEY CAN NO LONGER DRIVE A CAR.

AND SO WE'LL PROVIDE FREE TRANSPORTATION AND THAT'LL HELP THEM WITH DOCTORS VISITS, SOME GROUP OUTINGS GOING TO THE GROCERY STORE.

YOU KNOW, JUST GENERAL ERRANDS THAT THEY NEED AND THEY'LL BE PROVIDED FREE OF CHARGE.

LEASING APARTMENTS.

SO AGAIN, IT'S FIFTY FIVE AND OVER.

THEY HAVE TO HAVE VERIFIABLE INCOME, JOB HISTORY, BACKGROUND CHECK AND THEN THEY HAVE TO HAVE THREE TIMES LEASE PAYMENT AND SOME SORT OF ACCEPTABLE CREDIT AND SOME OF THE SUPPORT SERVICES THAT WE PROVIDE.

AGAIN, THESE ARE ALL FREE OF CHARGE, HEALTH CLASSES.

SOMETIMES IT CAN BE SORT OF A YOGA CLASS, ACTIVITIES AND THEN GROUP OUTINGS.

AND THEN WHEN WE LOOKED AT OUR PLAN, BECAUSE IT RELATES TO THE CONSOLIDATED PLAN, WE REALLY FALL DIRECTLY IN LINE WITH A LOT OF THE OBJECTIVES THAT THE CITY HAS.

AND IN TERMS OF AFFORDABLE HOUSING FOR THE ELDERLY, IT'S CLOSE TO ONE IN FIVE SENIORS IN GARLAND ARE COST BURDENED.

AND SO THAT'S A BIG NUMBER WHEN YOU LOOK AT OTHER CITIES.

SO WE LOOKED AT OUR SUBMARKET, THE MARKET STUDY ACTUALLY SHOWED THAT OUR CAPTURE RATE WAS TWO POINT SEVEN.

SO BASICALLY, IF WE JUST CAPTURED TWO POINT SEVEN OF THE ELDERLY FOLKS THAT LIVE IN GARLAND THAT COULD USE THIS TYPE OF HOUSING, WOULD BE ONE HUNDRED PERCENT FULL.

I THINK THAT NUMBER WAS CLOSE TO FIVE THOUSAND RESIDENTS.

HEALTHY, ATTRACTIVE NEIGHBORHOODS.

AGAIN, THIS KIND OF DEALS WITH THE BLIGHT ISSUE.

IF WE-- I DON'T SEE ANOTHER WAY FOR THIS DEVELOPMENT TO OR THIS BUILDING TO GET REHABBED.

THE OFFICE MARKET IS VERY SOFT, NO ON IS DOING OFFICE RIGHT NOW.

[01:30:02]

I THINK THIS IS A GREAT OPPORTUNITY TO TAKE A BUILDING THAT'S REALLY AN EYESORE AND TURN INTO A GREAT AMENITY.

ECONOMIC OPPORTUNITY.

SO GOING TO BE A MIXED USE AND IT'LL PROVIDE SOME SORT OF OPPORTUNITY FOR BUSINESS TO COME IN, WE'LL HAVE A VERY AGGRESSIVE AND REASONABLE RATE THAT WILL RENT THAT SPACE OUT.

AND THEN OBVIOUSLY WE'LL BE HIRING FOLKS BOTH FOR OPERATIONS AND THEN MAINTENANCE.

AND THEN PUBLIC SERVICES TO THE ELDERLY.

THAT'S PRETTY STRAIGHTFORWARD.

THIS IS CLASSIC HOUSING FOR SENIORS AND WE'LL GIVE THEM RELIABLE ACCESS TO ADA COMPATIBLE TRANSPORTATION.

SO WE HAVE AN ADA BUS THAT WE CAN DRIVE THEM AROUND AND GET THEM TO AND FROM DIFFERENT AREAS SAFELY.

SO THAT'S ABOUT IT, AND I'LL TAKE ANY QUESTIONS THAT YOU HAVE.

VERY GOOD, IF YOU CAN UNDO YOUR PRESENTATION FOR ME.

THERE WE GO.

AND WE'VE GOT A COUPLE OF FOLKS IN THE QUEUE.

COUNCIL MEMBER SMITH.

THANK YOU, MAYOR.

CHRIS, GOOD TO SEE YOU AGAIN.

SO THERE ARE THREE MAJOR ISSUES THAT PREVENTED ME FROM ISSUING A LETTER OF SUPPORT.

AND I'D LIKE TO ASK YOU ABOUT EACH OF THOSE THREE.

FIRST, LET ME SAY THAT I ADMIRE THE ATTEMPT TO REHAB A BUILDING THAT'S DESPERATELY IN NEED OF IT.

UM, AND IT'S ALWAYS SUCH A COOL THING TO SEE OLD SHELL BE GIVEN NEW LIFE.

THE THREE ISSUES I HAD WERE A LACK OF WALKABILITY IN THE AREA, NO ACCESS TO RETAIL AND INCOMPATIBILITY WITH THE SURROUNDING ZONING.

IT SEEMS THAT SO MUCH OF THE AMENITIES KEEP THE SENIORS INDOORS, WHEREAS WE'VE BEEN GENERALLY TRYING TO PROMOTE PEOPLE BEING ABLE TO GET OUT AND ABOUT.

SO WALKABILITY, ACCESS TO RETAIL AND THE COMPATIBILITY OF SURROUNDING ZONING.

IF YOU COULD ADDRESS THOSE THREE ISSUES FOR ME.

SURE.

ABSOLUTELY.

SO, YOU KNOW, WHEN IT COMES TO, YOU KNOW, THE WALKABILITY COMPONENT, I UNDERSTAND THAT.

I THINK, YOU KNOW, WE OWN OTHER SENIOR COMMUNITIES, HAVING THE ADA VAN ON SITE AND PROVIDING THAT ACCESS TO GET TO THE GROCERY STORE, TO GO TO A DOCTOR'S APPOINTMENT, TO GO TO THE BANK.

IT REALLY DOES GIVE SOME OF THESE FOLKS, YOU KNOW, THAT LEVEL OF INDEPENDENCE AGAIN.

I MEAN, IN TEXAS, WHEN IT'S JULY AND IT'S ONE HUNDRED AND TEN DEGREES OUTSIDE, YOU KNOW, THEY ARE OLDER FOLKS THAT ARE SENSITIVE TO THE ELEMENTS.

AND I DON'T-- WE HAVEN'T SEEN THAT THEY REALLY WANT TO GO OUT AND WALK TO CERTAIN AREAS.

THEY WANT TO SPEND TIME OUTSIDE.

HAVE ELEVATED GARDENS.

AND THAT'S SOMETHING WE'VE SEEN IN SOME OF OUR OTHER PROPERTIES.

WE LIKE TO SPEND TIME OUTSIDE.

BUT IN TERMS OF HAVING THE ABILITY TO WALK TO RETAIL STORE OR GROCERY STORE, YOU'RE NOT GOING TO GET THE GROCERIES BACK.

SO I THINK WE ADDRESS THAT COMPONENT VERY WELL BY PROVIDING FREE ACCESS.

IN TERMS OF THE COMPATIBILITY WITH THE SURROUNDING AREA, YOU KNOW, PRIMARILY OFFICE.

I THINK THERE'S A NUMBER OF MEDICAL OFFICES CLOSE BY TO US.

AND WE'VE LOOKED AT A HALF MILE RADIUS.

THERE ARE A NUMBER OF EYE DOCTORS AND GENERAL DOCTORS AROUND, AND I THINK IT STILL WORKS.

IT'S NOT A PERFECT SITE, BUT I THINK THE FACT THAT YOU HAVE A BLIGHTED BUILDING THAT'S AN EYESORE AND WE COULD TURN TO SOMETHING REALLY BENEFICIAL AND HELP ADDRESS THE NEED, I THINK HAS A LOT OF MERIT.

AND THEN THERE'S A THIRD COMPONENT TO THAT QUESTION, AND I'M DRAWING A BLANK ON EXACTLY WHAT THAT WAS.

WE COVERED ACCESS TO RETAIL A LITTLE BIT BECAUSE YOU TALKED ABOUT THE ADA BUS, BUT REALLY THE SURROUNDING ZONING.

I DON'T SEE THAT THERE'S ANY RESIDENTIAL WITHIN A THOUSAND FEET OF THIS BUILDING.

HOW DOES THIS WORK IN A PRIMARILY INDUSTRIAL AREA? YOU KNOW, WE DON'T HAVE AN ISSUE WITH THAT AT ALL.

WE TALK TO OUR INVESTORS.

THE MARKET IS GREAT, I THINK IT MAKES A LOT OF SENSE FOR EXACTLY WHERE IT IS.

AND, YOU KNOW, I THINK IT WORKS.

I THINK IT WORKS FINE.

I APPRECIATE THE FEEDBACK.

THANK YOU, MR. MAYOR.

COUNCILMAN WILLIAMS. THANK YOU, MR. MAYOR.

GOOD EVENING, SIR.

HOW ARE YOU? I'M GREAT.

I'VE GOT A QUESTION.

I WANT TO ASK YOU TO GO BACK TO THE SLIDE.

WE'LL JUST TALK WITHOUT IT.

ON YOUR INCOME BANKS.

YES, SIR.

AND YOU, IF I REMEMBER CORRECTLY, YOU HAD BANDS OF 30 PERCENT, 50 PERCENT AND 60 PERCENT AND UP TO MARKET RATES UP TO 30 PERCENT.

OK, SO HELP ME UNDERSTAND WHAT YOUR OCCUPANCY IS GOING TO LOOK LIKE AND WHAT ARE

[01:35:07]

THE VARIABLES AND WHAT'S YOUR TARGET FOR THIS PROJECT? I'M NOT QUITE CLEAR.

YOU'VE GOT PARTICULAR WHEN I SEE TERMS LIKE UP TO.

OK.

CAN YOU CLARIFY THAT FOR ME, PLEASE? ABSOLUTELY.

UP TO IS INITIALLY WE THOUGHT WE WOULD GET SOME POINTS.

WE'RE TRYING TO MEET THE THRESHOLD FOR SCORING FOR THE RESOLUTION.

WE THOUGHT THAT WITH THE ACQUISITION REHAB OF THE EXISTING BUILDING, WE WOULD GET SOME OF THE POINTS.

YOU SOME 30 POINTS IN CONVERSATIONS WITH STAFF, I THINK IS A LITTLE SUBJECTIVE.

AND SO WE'RE ASSUMING SOME POINTS THERE.

WHEN WE LOST ALL THOSE POINTS, WE DECIDED TO INCREASE THE MARKET RATE PERCENTAGE FROM 20 PERCENT TO 30 PERCENT IN ORDER TO GET A THRESHOLD OF 60 POINTS.

WE LOOK AT THE MARKET STUDY, THERE'S A LOT OF DEMAND FOR BOTH MARKET RATE AND AFFORDABLE.

TYPICALLY, OUR MARKET RATE UNITS ARE 10 PERCENT OVER THE 60 PERCENT AMI.

THERE WOULD BE RIGHT AROUND THAT SAME SPACE.

SO WHAT DO YOU THINK ONCE IT FLATTENS OUT? WHAT DO YOU THINK? YOUR MARKET.

RIGHT.

WHAT DO YOU WHAT DO YOU THINK YOU YOU'RE LAYING ON THE SPECTRUM.

YOU'VE GOT A CAP OF UP TO 30 PERCENT.

BUT WHAT DO YOU PROJECT THAT YOU'RE GOING TO LAND AS FAR AS MARKET RATES? THE TOTAL NUMBER OF UNITS? THE PERCENTAGE.

I'M TALKING PERCENTAGES HERE NOW.

WE'LL DO 30 PERCENT.

30 PERCENT? YES SIR.

IN ORDER TO GET THE SUPPORT, WE WOULD DO 30 PERCENT.

OK, AND MY SECOND QUESTION IS, HOW DO YOU ALSO INCOME THREE TIMES AT LEAST PAYMENT RATE.

AND I HAVE NO IDEA WHAT THAT MAY LOOK LIKE.

BUT CLARIFY THAT FOR ME.

AND HOW MIGHT THAT IMPACT OPPORTUNITIES FOR-- TO MAKE THE THRESHOLD OF PROVIDING AFFORDABLE HOUSING, PARTICULARLY GIVEN YOUR AGE, THE TARGET AGE FOR THIS PROJECT, THINKING ABOUT THAT.

SURE.

IT'S A GREAT QUESTION.

SO ESSENTIALLY, YOU KNOW, A 30 PERCENT RENT, A ONE BEDROOM, 30 PERCENT UNIT, THE GROSS RENT WOULD BE FOUR HUNDRED EIGHTY FIVE DOLLARS.

AND YOU SUBTRACT OUT THE UTILITY ALLOWANCE, YOU'D PROBABLY BE AROUND FOUR HUNDRED AND TWENTY DOLLARS OR THIRTY DOLLARS.

SO THREE TIMES THAT AMOUNT WOULD BE THEIR MONTHLY TAKE HOME.

SO SOMEONE CLOSE TO TWELVE THIRTEEN HUNDRED DOLLARS A MONTH WOULD QUALIFY FOR A 30 PERCENT UNIT.

OK, AND DOES IT MATTER WHAT WHAT BE THE SOURCE OF THAT INCOME? IT DOESN'T? NO, SIR.

OK, AND MY LAST QUESTION IS, DO YOU HAVE A SIMILAR PROJECT IN THE DFW AREA THAT'S SIMILAR TO WHAT YOU'RE PROPOSING HERE? AND IF SO, WHERE IS IT? SURE.

ABSOLUTELY.

SO WE HAVE THE CLOSEST DEVELOPMENT IS CALLED THE STATES OF SHILOH.

THAT'S TWO HUNDRED SIXTY FOUR UNITS.

40 OF THOSE UNITS WHERE WE HAVE REHABBED TOWN HOMES AND THEN TWO HUNDRED TWENTY FOUR NEW CONSTRUCTION UNITS.

AND THAT IS RIGHT AT THE INTERSECTION OF SHILOH AND INSIDE THE LOOP.

SIX THIRTY FIVE.

AND THAT'S A BEAUTIFUL DEVELOPMENT WHERE WE HAVE THE ELEVATED GARDENS, WE'VE GOT A THEATER ROOM, A FITNESS CENTER, TWO CLUBHOUSES, ONE THAT'S TEN THOUSAND SQUARE FEET, ONE THAT'S CLOSER TO FOURTEEN THOUSAND SQUARE FEET.

THAT'S A BEAUTIFUL DEVELOPMENT.

WE'D LOVE TO SHOW THAT TO YOU IF YOU LIKE TO COME CHECK OUT.

OK, YES, I PASSED THAT ABOUT 100 TIMES, I DID KNOW SOME OF BEAUTIFUL AND THANK YOU FOR THAT INFORMATION.

THANKS, MR. MAYOR.

COUNCIL MEMBER MCNEAL.

MR. MAYOR, THANK YOU.

JUST A COUPLE OF QUESTIONS.

CAN YOU DESCRIBE FOR ME, PLEASE, THE SCHEDULE FOR YOUR VAN TRANSPORTATION OR YOUR TRANSPORTATION FOR YEAH, THAT'S A GREAT QUESTION.

SO TYPICALLY, THE GROCERY STORE TRIPS, THAT WOULD BE ON A SET DAY, DESIGNATED DAY, LIKE A THURSDAY AT NOON OR SOMETHING LIKE THAT.

AND THEN SOME OF THE OTHER TRIPS WE TO GO TO A DOCTOR'S OFFICE, THEY WOULD TRY TO SIGN UP A FEW DAYS BEFORE, WEEK BEFORE SOMETHING ALONG THOSE LINES.

WE TRY TO COORDINATE IT TO WHERE THEY COULD WORK IN ADDITIONAL FOLKS ON A TRIP.

BUT IF NEED BE, ONE PERSON CAN CAN MAKE A REQUEST AND WE CAN ACCOMMODATE.

[01:40:01]

OK, SO THEY'RE GOING TO BE LOCAL OR WOULD THAT EXTEND INTO DALLAS OR ANY LIMITATIONS ON TO I HAVE A YOU HAVE RESIDENT THAT HAS A MEDICAL CENTER IN DALLAS.

WHAT'S YOUR PARAMETERS OF OPERATIONS? YOU KNOW, TYPICALLY 10 MILES IS KIND OF WHERE IT WOULD BE SORT OF AND BEYOND 10 MILES, THERE MIGHT BE A MINOR CHARGE.

WE HAVEN'T SEEN AN ISSUE WITH THAT.

OK, AND SO I SET UP A 10 MILE RADIUS THAT WILL BE A COST THERE IS WHAT I'M UNDERSTANDING.

YES, SIR.

YEAH, OK.

AND IS THAT GOING TO BE FIVE DAYS A WEEK? SEVEN DAYS A WEEK? SEVEN DAYS A WEEK.

OK, SO WE'LL JUST HAVE TO CALL AND MAKE RESERVATIONS AND GET THAT SCHEDULED WITH YOUR TRANSPORTATION PROVIDER, WHOEVER THAT PROVIDER IS GOING TO BE YES, SIR.

AND SO IT'S IN HOUSE.

SO IT'S A VAN THAT WE BUY AND IT'S OWNED BY THE PROPERTY AND THEN IT'S INSURED BY THE PROPERTY AND DRIVEN BY ONE OF THE EMPLOYEES OF THE PROPERTY.

OK, AND TO GO, I THINK, BACK TO COUNCIL MEMBER SMITH'S QUESTION REGARDING OBVIOUSLY WE'RE LOOKING AT A POPULATION MY AGE RIGHT? AND OBVIOUSLY THERE ARE A LOT OF SUPPORT ANIMALS AND THEN THERE'S COMFORT ANIMALS AS WELL .

WITH GREENSPACE, OBVIOUSLY.

YOU KNOW, COUNCIL MEMBER SMITH DID MENTION THE WALKING SPACE.

CAN YOU DESCRIBE SOME OF THAT ALL? ABSOLUTELY.

SO WHAT WE WOULD LIKE TO DO, WE DO HAVE SOME SITE CONSTRAINTS.

THE SITES ABOUT TWO ACRES.

WHAT WE WOULD LIKE TO DO IS EITHER A DOG PARK OR AN ELEVATED GARDEN.

AND WE WOULD WORK THAT INTO THE SITE PLAN AS WE MOVE FORWARD.

ONE THING ON THE EXISTING SITE PLAN THAT WE WILL CHANGE IS THE FRONTAGE ALONG FOREST LANE.

WE SORT OF HAVE THE HALF CIRCLE COMING IN.

WE WOULD RIP THAT OUT AND ADD MORE PARKING AND THEN POSSIBLY DO SOME GREEN SPACE ON THE WEST SIDE OF THE EXISTING BUILDING AND HAVE TRY TO HAVE AN ELEVATED GARDEN OR, YOU KNOW, A DOG PARK OR SOMETHING ALONG THOSE LINES.

OK, I GUESS I SHOULD THROW THIS, BUT ON YOUR ELEVATED GARDEN, IS THERE ANY OPPORTUNITIES FOR MAYBE SOME PATIO SEATING OR SOMETHING OF THAT MAGNITUDE? SURE, YEAH, ESTATES OF SHILOH, INCLUDING A GAZEBO.

AND WE HAVE SOME SEATING AND SOME SHADING.

AND THEN WE HAVE PLUMBING, OBVIOUSLY GOING OUT THERE.

SO IT IS I MEAN, IT IS A NICE COMMUNITY AMENITY WHEN IT'S DONE RIGHT.

THANK YOU.

ALL RIGHT, VERY GOOD.

ALL RIGHT, MR. ITEMS, SO THANK YOU FOR YOUR PRESENTATION THIS EVENING.

ALL RIGHT.

THANKS FOR YOUR TIME.

APPRECIATE IT.

THAT WILL MOVE US TO THE NEXT APPLICANT IS PALLADIUM DEVELOPERS, AND I THOUGHT I SAW SOMEONE IN THE QUEUE, AVIS THERE SHE IS, I THINK.

GOOD EVENING, MAYOR, THANK YOU.

YES, I WENT AWAY FOR A MINUTE.

I GOT SCARED.

I WAS LIKE, OK, I MUST I'M GOING TO SHARE MY SCREEN.

AND ACTUALLY, TOM, WHO'S OUR PRESIDENT AND CEO, WILL START US OFF.

OK.

ALL RIGHT, WE GOT THE PRESENTATION NOW, MR. THANK YOU VERY MUCH, MR. MAYOR.

CITY COUNCIL MEMBERS.

THIS IS OUR THIRD TIME COMING BEFORE COUNCIL FOR OUR THIRD DEVELOPMENT IN OUR GREAT CITY OF GARLAND.

SO OUR COMPANY, PALLADIUM, IS ONE HUNDRED AND THIRTY YEARS OLD, WE OPERATE IN SIX COUNTRIES.

WE'VE BEEN OPERATING IN THE US SINCE THE EARLY 1990S.

THE US WERE A TRADITIONAL MARKET RATE DEVELOPER.

WE GOT INTO MIXED INCOME HOUSING ABOUT 10 YEARS AGO BECAUSE THE NEED WAS THERE AND IT STILL NEEDED NOT ONLY IN THE CITY OF GARLAND, BUT BASICALLY ALL OVER THIS COUNTRY OF OURS.

AND I WANT TO THANK YOU, CITY COUNCIL, FOR APPROVING OUR GARLAND SENIOR LIVING DEVELOPMENTS.

THIS RENDERING RIGHT HERE IS GARLAND SENIOR LIVING.

WE BROKE GROUND ABOUT TWO WEEKS AGO.

WE WERE BEFORE YOU ABOUT THIS TIME LAST YEAR FOR APPROVAL OF THIS DEVELOPMENT.

WE MOVED QUICKLY.

AND SO THIS IS WHAT IT'S GOING TO LOOK LIKE.

YOU CAN SEE THE TILE ROOFS, YOU CAN SEE THE BALCONIES ON IT.

[01:45:03]

THIS IS A GREAT DEVELOPMENT.

THAT'S IN COUNCIL MEMBER SMITH'S DISTRICT NUMBER EIGHT.

AND I NOTICE THERE'S MOST OF THE CITY COUNCIL MEMBERS I RECOGNIZE.

THERE ARE TWO NEW FACES.

COUNCIL MEMBER MCNEAL, NICE TO MEET YOU, SIR.

COUNCIL MEMBER WILLIAMS, WELCOME BACK TO CITY COUNCIL.

SO IT'S A PLEASURE MEETING YOU BOTH VIA ZOOM.

NEXT PAGE.

SO WE HAVE OUR PALLADIUM GARLAND SENIOR LIVING DEVELOPMENT, WHICH I JUST SPOKE ABOUT.

WE'VE GOT OUR PALLADIUM GARLAND DEVELOPMENT AT I THIRTY AND SIX THIRTY FIVE.

SO FOR THIS DEVELOPMENT IT WAS LIKE WHAT ARE WE GOING TO CALL IT? OK, WE CAN'T CALL IT PALLADIUM GARLAND NUMBER TWO.

OK, THAT DON'T HAVE ENOUGH JAZZ TO IT.

RIGHT.

OK, SO WE DID A LOT OF RESEARCH ON THE CITY OF GARLAND AND THE CITY OF GARLAND IS ACTUALLY TWO CITIES BACK IN THE DAY.

DUCK CREEK TO THE WEST, AND SO WE ANALYZE THIS AND WE SAID, YOU KNOW, WE'RE ON THE EAST SIDE, SO WE'RE GOING TO NAME THIS EMBRY EAST SIDE BY PALLADIUM.

WE'RE VERY EXCITED ABOUT THE NAME, ARE VERY EXCITED ABOUT BEING IN GARLAND AGAIN, SO HERE'S THE SITE, SEVEN POINT TWO ACRES.

NEXT.

SO APPROXIMATELY SEVEN POINT TWO ACRES AT 1010 HIGHWAY SIXTY SIX, AND IT'S ACTUALLY A REDEVELOPMENT SITE, IT'S A REDEVELOPMENT OF THE IT'S CLOSE TO CITY SERVICES, RETAIL, THE PARKLAND GARLAND HEALTH CENTER, THE CURRENT ZONING IS CR.

AND YOU CAN SEE THAT THERE ARE ACTUALLY BUS STOPS RIGHT ACROSS ON THE STREET RIGHT THERE.

NEXT.

SO HERE'S OUR INITIAL SITE PLAN RIGHT HERE.

WE LOVE THIS SITE PLAN.

IT'S GOING TO BE TWO BUILDINGS WITH INTERIOR CORRIDORS.

IT'S GOING TO BE THREE STORIES TALL.

AND WHAT I LIKE ABOUT US IS SEVERAL THINGS BETWEEN THESE HOMES TO OUR SOUTH AND THE BUILDING LINE, IT'S IN EXCESS OF ONE HUNDRED AND THIRTY FEET.

OK, AND ON THE SOUTH SIDE, WE'RE GOING TO HAVE AN EIGHT FOOT MASONRY FENCE BETWEEN US AND THE HOMES.

AND EVEN ON THE EAST SIDE, WE'RE GOING TO HAVE AN EIGHT FOOT MASONRY FENCE ON THE EAST SIDE.

YOU CAN SEE OUR GREAT POOL AREA THAT WE'VE GOT.

YOU CAN SEE WE'RE GOING TO HAVE A DOG PARK, WE HAVE A DOG PARK AND EVERY ONE OF OUR DEVELOPMENT, WE HAVE A CHILDREN'S PLAY AREA, WE'LL HAVE WALKING TRAILS.

AND WE REALLY WE'RE REALLY EXCITED ABOUT THIS SITE PLAN.

IT'S GOING TO HAVE THE BUILDINGS UP ON THE STREET LEVEL.

IT'S GOING TO BE VERY URBAN LOOKING.

WE'RE EXTREMELY EXCITED ABOUT THIS.

NEXT.

SO HERE'S AN INITIAL RENDERING FOR IT, WHICH WE LIKE THIS A LOT.

YOU'LL SEE A LOT OF STONE.

YOU SEE A LOT OF JUST A VERY BEAUTIFUL DEVELOPMENT.

NEXT.

SO WE'VE GOT ONE, TWO AND THREE BEDROOMS FOR OUR YOUNG WORKING PROFESSIONALS.

AND SO A LOT OF OUR WORKING PROFESSIONALS, WHEN THEY COME BACK FROM COLLEGE AND THEY GET THE JOB, THEY WANT A GREAT PLACE TO LIVE.

AND SO THIS IS GOING TO AFFORD THEM A GREAT PLACE TO LIVE.

WE HAVE ONE HUNDRED AND THIRTY TWO UNITS.

THIRTY EIGHT PERCENT OF OUR UNITS ARE AT MARKET RATES.

NOT ONLY THAT, BUT WE GO ABOVE THE 60 PERCENT AMI BAND.

WE'VE GOT UNITS OF THE 70 AND 80 PERCENT AMI BAND.

SO INCLUDING THOSE UNITS, WE'RE GOING TO BE SOMEWHERE AROUND 44 PERCENT AT 70 PERCENT OF AMI OR ABOVE.

WE TALKED ABOUT THE RESORT STYLE POOL WITH GAZEBO, THE DOG PARK, THE CHILDREN'S PLAYGROUND, THE TRAILS, BUSINESS CENTER AND CONFERENCE ROOM WITH HIGH SPEED WI FI.

STATE OF THE ART FITNESS CENTER WHICH WILL SHOW A PHOTO HERE ON THE NEXT SLIDE ABOUT THAT .

NINE FOOT CEILINGS, GRANITE COUNTERTOPS, UNDER MOUNT SINKS, FORTY TWO INCH CABINETS AND THE OPEN WINDOWS AND PATIOS ARE BALCONIES WITH STORES ON EVERY UNIT.

OUR ANTICIPATED DEVELOPMENT COST IS TWENTY NINE MILLION DOLLARS.

THAT'S IN EXCESS OF TWO HUNDRED THOUSAND DOLLARS PER UNIT.

NEXT.

SO THE TOP LEFT, THESE PHOTOS ARE ALL FROM OUR PLATE AND GARLAND DEVELOPMENT, AND I THINK DEPUTY MAYOR PRO TEM MORRIS, I THINK YOU VISITED THIS PROPERTY ALONG WITH THE CITY MANAGER AND THE ASSISTANT CITY MANAGER ABOUT THREE WEEKS AGO, SOMETHING LIKE THAT.

AND I HEARD THAT YOU LIKED IT.

AND I THINK A LOT OF THE OTHER COUNCIL MEMBERS HAVE ALSO SEEN THIS DEVELOPMENT AS WELL.

SO THE TOP LEFT IS OUR COMPUTER STATION.

WE'VE GOT FOUR COMPUTERS IN THERE WITH PRINTER.

TO THE TOP RIGHT IS OUR FITNESS CENTER.

WE GOT A FITNESS CENTER.

BOTTOM LEFT IS OUR CHILDREN'S PLAY AREA.

AND THESE TILES THAT THIS TABLE IS ACTUALLY SITTING ON, THEY FLOAT.

SO WHEN YOU WALK OVER THEM, IT MOVES UNDER YOUR FEET.

IT'S VERY EXCITING.

THE KIDS LOVE IT.

BOTTOM RIGHT IS OUR KNOCKDOWNS CLUBHOUSE.

[01:50:03]

I MEAN, LOOK AT THAT.

IT'S GORGEOUS, VERY EXPENSIVE FURNISHINGS IN HERE.

VERY EXPENSIVE.

FINISH OUT.

NEXT.

SO THIS HERE IS ACTUALLY OUR MODEL, OUR EXISTING PALLADIUM GARLAND DEVELOPMENT.

YOU'LL SEE THE FORTY TWO INCH UPPER CABINETS, UNDER MOUNT SINK, STAINLESS AND BLACK APPLIANCES, GRANITE COUNTERTOPS, HARD FLOOR SURFACES, TWO TONE PAINT.

IT'S KNOCKED OUT.

THANK YOU.

PALLADIUM MANAGEMENT, WE'VE GOT OUR OWN IN-HOUSE MANAGEMENT COMPANY, WE DON'T RELY ON A THIRD PARTY MANAGEMENT COMPANY TO RUN OUR PROPERTIES.

NOBODY CAN RUN A BUSINESS BETTER THAN THE OWNER CAN.

AND SO THAT'S WHY WE'VE GOT OUR IN-HOUSE MANAGEMENT COMPANY.

WE DO NATIONWIDE SCREENING FOR BACKGROUNDS, EVERY RESIDENT, 18 PLUS HAS TO QUALIFY AS A LEASEHOLDER.

WE DO NOT ACCEPT FELONY CONVICTIONS, CONVICTED SEX OFFENDERS.

AND THIS IS AN ACTUAL PICTURE OF PROPERTIES.

NEXT.

SO THIS WE OFFER VARIOUS SERVICES, FOOD PANTRY, SCHOLARSHIP PROGRAM, ANNUAL HEALTH FAIR, INCOME TAX PREP CLASSES, NOTARY SERVICES, ARTS CRAFTS AND OTHER RECREATIONAL ACTIVITIES AND SPECIAL EVENTS.

SO I WANT TO PAY SPECIAL ATTENTION TO THIS.

THIS IS EXCITING.

SO ON THE LEFT SIDE OF THIS, WE ACTUALLY HAD A STATE FAIR OF TEXAS RALLY EVENTS AT OUR EXISTING PALLADIUM GARLAND DEVELOPMENT RIGHT HERE BECAUSE WE COULDN'T GO TO THE FAIR THIS YEAR.

SO WE BROUGHT THE FAIR TO OUR RESIDENTS.

SO YOU CAN SEE THE HOWDY PALLADIUM RIGHT THERE.

YOU CAN SEE MR. TEX RIGHT THERE ON THE LEFT HAND SIDE IS VERY EXCITING.

THE STAFF DID A GREAT JOB.

WE'RE BASED HERE IN DALLAS.

WE'RE VERY HANDS ON GET INVOLVED IN THE COMMUNITY.

YOU CAN SEE WE DID A SCHOOL SUPPLY DRIVE.

THIS IS FOR AN WE'RE VERY ACTIVE IN OUR COMMUNITIES.

NEXT.

SO WITH THAT, I'M GOING TO WE'RE GOING TO KIND OF TAG TEAM THIS TONIGHT, SO WITH THAT, I'M GOING TO SWITCH OVER TO LET AVIS FINISH THE PRESENTATION, PLEASE.

GOOD EVENING MAYOR, MEMBERS OF THE GARLAND CITY COUNCIL.

AVIS USA.

I WANT TO THANK YOU FOR HAVING US AND FOR PRESENTING THIS EXCITING DEVELOPMENT HERE AT PALLADIUM USA WE'RE ACTIVELY INVOLVED IN THE COMMUNITY AND WE LIKE TO GET INVOLVED IN THE COMMUNITY EARLY ON AND ENGAGE OFTEN AND LET PEOPLE KNOW WHAT WE'RE DOING, WHO WE ARE ABOUT AND DOING WHAT WE SAY WE'RE GOING TO DO.

WE LIKE TO THANK DEPUTY MAYOR PRO TEM MORRIS, CITY MANAGER BRAFORD, ASSISTANT CITY MANAGER REX WE PRESENTED TO THEM FIRST AND SAID, WHAT DO YOU THINK ABOUT THIS? HOW CAN WE MAKE IT BETTER? AND WE ALSO ASKED THEM ABOUT HOW WE CAN BEST ENGAGE THE COMMUNITY ABOUT THIS DEVELOPMENT.

SO STARTING BACK IN DECEMBER 7TH, WE STARTED THAT PROCESS.

WE'VE MET WITH ASSOCIATION.

AND WE'VE ALSO MET WITH FORMER CITY COUNCIL MEMBER ANNIE DIXON.

AND I'M HAPPY TO REPORT SHE IS VERY SUPPORTIVE AND WILL BE PROVIDING US A HANDWRITTEN LETTER OF SUPPORT.

WE ALSO MET WITH MRS. WILLIS, WAS A LONGTIME COMMUNITY LEADER IN THE CITY OF GARLAND AND DR. JOHNSON, WHO'S WITH GARLAND ISD.

LONGSTANDING COMMUNITY LEADERS.

SO WE'RE SO HAPPY TO HAVE THEIR SUPPORT.

NOT ONLY THAT, WE'VE DONE A TOUR, AS TOM MENTIONED, OF OUR PALLADIUM GARLAND PROPERTY, WHICH I'M COMING TO YOU LIVE FROM OUR ACTUAL POOL IN PALLADIUM GARLAND.

WE ALSO CANVASED THE NEIGHBORHOOD AND PROVIDED DOOR HANGERS ABOUT THE DEVELOPMENT.

AND I CREATED A FACEBOOK PAGE, WHICH I'M HAPPY TO REPORT WE HAVE AN ACTIVE LINK NOW BACK ON FACEBOOK PAGE.

AND WE'VE MET WITH THE BUSINESS LEADERS AROUND THE INTERSECTION OF HIGHWAY 66 AND I'M GOING TO KEEP GOING BACK OUT TO LET PEOPLE KNOW WHO WE ARE AND WHAT WE'RE ABOUT TO DO AT THIS WONDERFUL SITE.

SO RIGHT NOW, WE HAVE A LETTER OF SUPPORT FROM PAUL MAYER, WHO IS THE CEO OF GARLAND CHAMBER OF COMMERCE.

WE'VE GOTTEN SOME NONPROFIT SUPPORT, REACH, WHICH IS A VERY LONGSTANDING NONPROFIT PROVIDING SERVICES TO THE COMMUNITY.

WE HAVE CHARLOTTE STEWART, OUR EXECUTIVE DIRECTOR.

AND THEN WE ALSO HAVE A LETTER FROM METRO CARE SERVICES, LINDA THOMPSON.

WE WANT TO POINT OUT, WE'VE LOOKED AT THE CITY'S POLICY AND WE WANTED TO MAKE SURE THAT WE MET ALL OF THE MINIMUM THRESHOLDS TO SCORE, ESPECIALLY WHEN IT COMES TO THIS PARTICULAR SITE.

AND WE WORK CLOSELY WITH STAFF TO MAKE SURE WE WERE MEETING AND HITTING CITY POLICY AS WELL.

SO WE'RE GLAD THAT WE ARE-- MEET THE REQUIREMENTS TO GET A RESOLUTION OF SUPPORT.

AS TOM POINTED OUT, WE ALREADY HAVE OUR GARLAND SENIOR LIVING DEVELOPMENT UP HERE TO THE NORTH AT 402 BELTLINE ROAD, SO THAT IS CURRENTLY UNDER CONSTRUCTION.

[01:55:01]

OUR EXISTING PALLADIUM GARLAND, WHICH RIGHT NOW THIS SHOWS THE DEMAND FOR HOUSING IN THE CITY OF GARLAND.

THIS PARTICULAR PROPERTY HAS A WAIT LIST THAT HAS BEEN CLOSED BECAUSE WE HAVE OVER ONE HUNDRED PEOPLE ON THE WAITLIST, ONE HUNDRED AND FORTY UNIT, A PROPERTY APARTMENT COMMUNITY FOR FAMILIES.

SO THERE'S GREAT NEED FOR HOUSING IN THE CITY OF GARLAND.

SO THIS IS A PORTFOLIO.

SO QUICKLY, I DIDN'T WANT TO GO OVER THAT, BUT THIS IS OUR DEVELOPMENT EXPERIENCE AND I DON'T KNOW WHY IT'S JUMPING BACK AND FORTH.

BUT PALLADIUM, AS TOM MENTIONED, AND OVER ONE HUNDRED AND THIRTY YEAR HISTORY OF DEVELOPING OWNING ASSETS, WE ARE LONG TERM HOLDERS WE DO NOT LIVE WITH.

AND AGAIN, DIFFERENT FROM MOST DEVELOPMENT COMPANIES, WE HAVE OUR IN-HOUSE PROPERTY MANAGEMENT STAFF.

SO WE'VE DEVELOPED APPROXIMATELY THIRTY EIGHT HUNDRED UNITS THROUGHOUT THE DALLAS FORT WORTH METROPLEX, WEST TEXAS AND MIDLAND.

WE HAVE THE SITE IN FORT WORTH.

SO WE HAVE A STRONG PRESENCE IN TEXAS RIGHT NOW.

WE HAVE ABOUT FIFTEEN HUNDRED PROPERTIES THAT ARE EITHER UNDER DEVELOPMENT OR IN CONSTRUCTION AND THEN ANOTHER 15 UNITS, INCLUDING ARE IN THE PLANNING PHASES.

SO A STRONG COMPANY BACKGROUND AND WE LOVE THAT WE'RE HERE AGAIN BEFORE YOU TO DO ANOTHER DEAL IN GARLAND.

SO WE ASK FOR YOUR SUPPORT SO THAT YOUNG WORKING FAMILIES AND PROFESSIONALS AND SENIORS CAN COME AND LIVE AT EMBREE EAST SIDE.

THANK YOU.

VERY GOOD.

THANK YOU.

THANK YOU BOTH FOR YOUR PRESENTATION.

AND DEPUTY MAYOR PRO TEM MORRIS.

THANK YOU, MAYOR.

ANNA, AND THANK YOU, AVIS, FOR THE THE PRESENTATION AND ALSO, TOM.

SO I JUST WANTED TO CLARIFY, I THINK I ALREADY KNOW THE ANSWERS TO THESE QUESTIONS, BUT FOR A LOT OF PEOPLE IN THE NEIGHBORHOOD WHO ARE WATCHING OR AND FOR THE REST OF COUNCIL, WHEN YOU DID THE OUTREACH AND I KNOW YOU PUT OUT DOOR HANGERS, DO YOU HAVE-- HOW MANY DO YOU KNOW THE NUMBER THAT WENT OUT? YES, MA'AM.

SO WE WENT INTO THE RAINBOW ESTATES NEIGHBORHOOD.

WE ALSO DID THE GLEN HILL ESTATES NEIGHBORHOOD, AND THAT ALL COMBINED WAS APPROXIMATELY OVER THREE HUNDRED EIGHTY HOUSEHOLDS COMBINED.

OK, ALL RIGHT.

AND WHEN YOU PUT OUT THE THE DOOR HANGERS IN THE MATERIALS, DID YOU PUT THEM OUT IN BOTH ENGLISH AND SPANISH? SO THE FIRST ROUND WENT ON ENGLISH.

I DID RECEIVE SOME IN SPANISH AND WE WERE GOING TO GO BACK OUT THIS WEEKEND AND DO THE DOOR HANGERS IN SPANISH.

OK, THANK YOU.

AND LET'S SEE, YOU KNOW, IT HAS BEEN YEARS SINCE THAT AREA HAS HAD NEW DEVELOPMENT.

SO AS YOU POINTED OUT, A LOT OF THE THE NEIGHBORS WHO LIVE RIGHT THERE AND HAVE LIVED THERE FOR YEARS ARE VERY EXCITED AT THE PROSPECT.

AND I HAVE HEARD FROM MANY OF THEM.

SO THE EIGHT FOOT MASONRY FENCE TO THE SOUTH AND THE EAST, I BELIEVE THAT THAT WAS IN RESPONSE TO AN EARLY COMMUNITY REQUEST, IF I RECALL CORRECTLY, THAT THAT SPECIFICALLY WAS ASKED FOR.

SO THAT WAS A RESPONSE TO A NEIGHBORHOOD REQUEST.

WELL, TYPICALLY, WHAT WE DO, ESPECIALLY WHEN WE HAVE A NEIGHBORHOOD BEHIND US, WE LIKE TO HAVE THAT OPTION TO DO THE TO HAVE A NICE BUFFER IN TRANSITION AND IT WILL OBVIOUSLY BE WELL LANDSCAPED AS WELL.

AND I THINK THAT THAT WAS PLANNED EVEN BEFORE WE HAD, RIGHT? YES, IT WAS.

YES.

SAID, YOU KNOW, WHO LIVES IN THAT NEIGHBORHOOD.

HE SAID, CAN WE HAVE A BIG MASONRY FENCE? SO IT'S GOOD THAT YOU ALL HAVE ALREADY PLANNING TO DO THAT.

THAT'S GOOD.

I THOUGHT YOU READ THEIR MINDS.

ALL RIGHT.

TALK TO ME ABOUT WALKABILITY, AND I'M VERY FAMILIAR WITH THAT AREA AND I'M FAMILIAR WITH THE FACT THAT WE HAVE A PARK FAIRLY NEARBY AND I AM NOT AS HIGHLY CONCERNED ABOUT SOME OF THOSE ISSUES WITH A FAMILY DEVELOPMENT AS I AM WITH A SENIOR DEVELOPMENT, BECAUSE THERE'S A LOT MORE CONSTANT MOBILITY GOING ON.

BUT WHAT CAN YOU SAY ABOUT WALKABILITY OF THAT PARTICULAR LOCATION? THERE ARE EXISTING SIDEWALKS IN FRONT OF THE PROPERTY AND THERE ARE THERE IS RETAIL, OBVIOUSLY, TOM MENTIONED WE WILL HAVE WALKING TRAILS WITH THE PARK AND OUR COMMUNITY WILL DEFINITELY BE CONNECTED.

BUT THE THEY WILL BE ABLE TO HAVE ACCESS TO THOSE DART BUS STOPS WITH EXISTING WITH EXISTING CONNECTIVITY.

AND THE PERCENTAGE OF MARKET IS THIRTY EIGHT PERCENT, I KNOW WE STARTED OUT LOWER

[02:00:01]

THAN THAT AND I HAD ASKED FOR 40 AND YOU ALL CAME UP.

SO I GUESS THIRTY EIGHT IS JUST AS MUCH AS YOU COULD POSSIBLY DO, HUH? SO WHEN YOU COMBINE THE 70S AND 80S OF AMI TOO THAT'S ANOTHER SIX PERCENT.

SO, YOU KNOW, WHETHER WE'RE AT THIRTY EIGHT OR FORTY FOUR, IT'S SIGNIFICANT.

OK.

ALL RIGHT.

I DIDN'T HAVE ANY OTHER QUESTIONS BECAUSE I'VE ALREADY GONE OVER THIS, BUT THE COMMUNITY FEEDBACK I'VE GOTTEN HAS I HAVE YET TO GET A SINGLE NEGATIVE ABOUT YOUR PROPOSAL, WHICH IS SHOCKING BECAUSE I HAVE SENT OUT THOUSANDS OF EMAILS I HAVE BEEN POSTING FOR OVER SIX WEEKS.

I'VE BEEN GOING ON TO NEXT DOOR AND HITTING THOSE NEIGHBORHOODS.

I'VE BEEN TRYING IF THERE'S A HORNET'S NEST OUT THERE SOMEWHERE, I'VE BEEN TRYING TO HIT IT, OK, SO FAR IT JUST HASN'T HAPPENED, WHICH IS AN AMAZING.

TESTAMENT TO YOU.

YOU KEEP YOUR CONSTITUENTS INFORMED AND WE DEFINITELY APPRECIATE THAT.

THEY MUST HAVE SEEN OUR DEVELOPMENT IN GARLAND.

THEY MUST HAVE ALL BEEN THERE TO SEE HOW GREAT IT IS.

YEAH, I DON'T KNOW, BUT IT'S BEEN SURPRISING TO ME.

SO THE ONLY CONCERN I HAVE HEARD TWICE HAS BEEN THE CONCERN.

AND THIS REALLY IS SOMETHING THAT THAT IF THIS MOVES FORWARD, THAT THE THE CITY AND PLAN AND EVERYTHING WOULD BE ADDRESSING.

BUT THIS CONCERN ABOUT TRAFFIC PULLING IN AND PULLING OUT THAT ONTO ONTO HIGHWAY SIXTY SIX.

AND SO REALLY AND ANOTHER CONCERN THAT DO YOU HAVE ENOUGH PARKING AND THOSE REALLY AREN'T ISSUES AT THIS POINT FOR YOU TO ADDRESS.

BUT THOSE ARE REALLY THE ONLY CONCERNS THAT I HAVE HEARD TO DATE.

AND MAYBE AFTER TONIGHT I'LL HEAR SOME MORE.

BUT ANYWAY, THANK YOU FOR YOUR PRESENTATION.

APPRECIATE YOUR INTEREST IN THE CITY OF GARLAND.

AND WE'LL LOOK FORWARD TO WALKING THROUGH THIS PROCESS.

THANK YOU.

THANK YOU, MAYOR.

THANK YOU.

COUNCILMAN VERA.

THANK YOU, MAYOR.

WHERE IS THIS LOCATED SIR? SO AND WE'RE GOING TO GO THROUGH THIS SLIDES.

IF YOU HAVE.

IT'S RIGHT ON US SIXTY SIX AND DAVIDSON RIGHT THERE.

HERE WE GO.

SO DOWNTOWN IS TO IS TO THE WEST.

OK.

OK, THANK YOU, SIR.

ALL RIGHT.

YOU'RE WELCOME.

THANK YOU, MAYOR.

YOU CAN UNSHARE FOR ME AGAIN.

THERE WE GO.

ALL RIGHT, AGAIN, I WANT TO THANK YOU FOR YOUR PRESENTATION.

VERY WELL.

VERY WELL PUT TOGETHER.

AND WITH THAT, I THINK WE WILL MOVE TO THE NEXT APPLICANT.

SO THANK YOU VERY MUCH.

THANK YOU ALL.

THE NEXT APPLICANT IS OVERLAND PROPERTY GROUP, LLC, BRETT JOHNSON.

I SAW MR. JOHNSON IN THE QUEUE.

AND WE CAN SEE YOUR PRESENTATION.

OK, THANK YOU, MAYOR.

CAN YOU HEAR ME OK? YES, SIR.

GO AHEAD.

GOOD EVENING, COUNCIL.

THIS IS PROBABLY LET'S SEE, IT'S OUR AT LEAST OUR THIRD TIME IN FRONT OF YOU GUYS.

A LITTLE DIFFERENT FROM OUR LAST MEETING TWO YEARS AGO.

BUT I APPRECIATE THE OPPORTUNITY.

I'M GOING TO TRY AND DO SOMETHING A LITTLE BIT UNIQUE TONIGHT AND GIVE YOU GUYS SOME TIME BACK.

WE'RE GOING TO KEEP IT UNDER FIVE MINUTES.

I'VE BEEN IN THIS SITUATION ENOUGH AND BELIEVE ME, I'VE BEEN ON BOTH SIDES OF THAT.

I THINK WE HAVE A VERY IS THAT BETTER? YES.

OK, SO AGAIN, I FEEL LIKE WE HAVE A VERY EDUCATED COUNCIL AND STAFF ON TAX CREDITS.

I'VE WATCHED IT OVER THE LAST COUPLE OF YEARS IN PERSON AND FROM AFAR.

HATS OFF TO ALL OF OUR QUALIFIED DEVELOPER FRIENDS OUT THERE AND COUNTERPARTS.

THEY DO THIS JUST LIKE WE DO ACROSS THE STATE, IN OTHER STATES.

[02:05:01]

REGARDLESS, GARLAND IS GOING TO GET A QUALITY PROPERTY, WHETHER IT'S A FAMILY OR A SENIOR DEAL.

I THINK THE POINT OF EMPHASIS AND I'D LIKE TO MAKE TONIGHT IS, YOU KNOW, WE ALL CHECK THE SAME BOXES.

WE GENERALLY WORK TO THE SAME LEVEL OF QUALITY, THE AMENITIES.

SO I'M NOT GOING TO BORE YOU WITH IT.

IN FACT, I'M GOING TO KIND OF TALK THROUGH WHAT I'VE GOT HERE ON THIS PRESENTATION.

OUR EXPERIENCE HAS ONLY GONE UP FROM THE LAST TIME.

WE WERE IN FRONT OF YOU IN TWENTY EIGHTEEN.

WE'VE GOT 19 PROPERTIES JUST NOW IN TEXAS.

WE'RE IN FIVE OTHER STATES.

WE'VE BEEN DOING THIS FOR TWENTY YEARS.

WE KNOW HOW TAX CREDITS WORK AND WE MANAGE THEM, OPERATE THEM AND RUN THEM AT A HIGH LEVEL, JUST AS EVERYONE ELSE DOES.

HERE ON THE AGENDA TONIGHT, WHAT I WOULD LIKE TO DO IS QUICKLY KIND OF ROLL THROUGH SOME OF OUR SENIOR COMMUNITIES, BECAUSE I THINK THAT'S GOING TO BE THE POINT THAT I WANT TO EMPHASIZE TONIGHT.

THERE IS A CHOICE THAT NEEDS TO BE MADE NOT JUST ON WRITING A RESOLUTION OF SUPPORT, BUT FINDING OUT WHERE AND WHAT COUNCIL WANTS AND WHAT THE CITIZENRY WANTS.

IT'S NOT JUST AS SIMPLE AS SUPPORTING EVERY DEVELOPER.

IT'S A MATTER OF MAKING A CHOICE AND HAVING HAD A FAMILY APPLICATION THE LAST TIME AROUND.

AND COUNCILWOMAN MORRIS, I KNOW YOU'VE BEEN BY OUR SIDE THE WHOLE TIME WATCHING THAT AND YOU'VE HIT THE HORNET'S NEST, AS HAVE WE.

IN FACT, WE HIT IT REALLY HARD BACK IN AUGUST OF TWENTY EIGHTEEN.

SO WHAT I WANTED TO SHOW YOU IS A SENIOR DEVELOPMENT THAT IS POSSIBLE RIGHT ACROSS THE STREET FROM MR. HUGHES PROPOSED DEVELOPMENT.

AGAIN, ALL OF THESE ARE PROPERTIES THAT WE'VE DEVELOPED IN TEXAS.

WE ARE LOOKING AT DOING A MORE BOUTIQUE SIZED COMMUNITY.

SO WE'RE LOOKING AT 60 UNITS OR FEWER, IT WILL BE INDEPENDENT LIVING WITH MARKET RATE UNITS AT TWENTY FIVE PERCENT OF THE TOTAL, ALL BASED ON THIS SAME DESIGN AND STYLE.

AND AGAIN, THESE ARE A RANGE FROM HISTORIC RENOVATIONS IN TEXAS TO NEW CONSTRUCTION OF THREE STORY BUILDINGS THAT WE'RE LOOKING AT AS CLOSE AS CANYON LAKE AND ARLINGTON.

AGAIN, WE COULD SPEND ALL DAY GOING THROUGH WHAT WE DO AND HOW PRETTY THEY LOOK.

AND I KNOW THAT'S IMPORTANT, BUT I KNOW COUNCILWOMAN MORRIS AND NICKERSON HAVE DONE THEIR BACKGROUND ON US AND THEY'VE REACHED OUT TO COMMUNITIES AND CITY MANAGERS AND COUNCIL MEMBERS.

I DON'T THINK THAT'S WHAT'S REALLY IMPORTANT TO DISCUSS TONIGHT, AND I'M NOT HERE TO TEACH YOU ABOUT TAX CREDITS OR HOW THEY'RE SCORED BY THE STATE, BUT I DO WANT YOU TO KNOW THAT YOU HAVE AN OPPORTUNITY TO MAKE A DECISION ON WHERE AND WHAT, RATHER THAN LETTING AUSTIN MAKE THAT DECISION FOR YOU.

AND IT IS JUST THAT SIMPLE.

WE ALL HAVE SCORES WITHIN A POINT OR TWO OF ONE ANOTHER TONIGHT.

IF EVERYONE MOVES FORWARD WITH A RESOLUTION OF SUPPORT, I WOULD LIKE TO CONGRATULATE PALLADIUM ON THEIR VICTORY IN GARLAND BECAUSE WE WILL BE WITHDRAWING KNOWING THAT WE CANNOT SURPASS THEM DUE TO THE TIEBREAKER.

AND IT'S BECAUSE THEY'RE IN A DIFFERENT CENSUS TRACT THAT IS MORE RENT BURDEN THAN THE CENSUS TRACT WE'RE IN.

AND A RESOLUTION OF SUPPORT FOR EVERYONE GIVES THEM THE ABILITY TO MOVE FORWARD IN REGION THREE, IN WHICH CASE THEY WILL LIKELY BE A WINNER OF THOSE TAX CREDITS.

AND IF THAT IS WHAT COUNCIL AND THE CITIZENRY WANTS, THEN BY ALL MEANS MOVE FORWARD WITH THAT.

I THINK THAT WOULD GIVE A CLEAR INDICATION TO THE REST OF US THAT OUR MONEY, WHICH IS ALREADY BEEN SPENT, WOULD BE WELL SERVED TO NOT SPEND ANY LONGER.

AND I KNOW COUNCILWOMAN MORRIS WOULD LOVE DEARLY TO HAVE TWO PROPERTIES OR TWO PROJECTS AWARDED ON AN ALLOCATION OF CREDITS IN HER DISTRICT.

BUT AS I HAVE TOLD HER THROUGHOUT THIS PROCESS, WE KNOW IT'S SIMPLY NOT POSSIBLE.

AND THAT IS NOT A LEVERAGE POINT TO TRY AND SWAY.

IT'S JUST THE PURE FACTS OF HOW IT WORKS WITH TAX CREDITS AND THE SCORING.

WE'VE BEEN THERE LONG ENOUGH.

WE'VE WON MORE THAN OUR SHARE, JUST AS EVERYONE ELSE HAS ON THIS AGENDA TONIGHT.

BUT WE'VE ALSO LOST AND WE KNOW WHEN IT'S TIME TO CALL IT IN.

SO AS WE KIND OF ROLL THROUGH THESE PICTURES HERE, OBVIOUSLY WE WANT TO BE A PART OF GARLAND'S GROWTH.

WE WOULD LIKE TO DO IT ON A SITE THAT I THINK IS PROBABLY GOING TO BE VERY CHALLENGED MOVING FORWARD.

AS YOU GUYS SEE THE SITE PLAN HERE IN A COUPLE OF SLIDES, YOU'LL REALIZE THERE ARE NUMEROUS CHALLENGES.

YOU'VE GOT A POWER EASEMENT.

YOU'VE GOT DRAINAGE EASEMENTS AND TREES.

WHAT I THINK IS REALLY IMPORTANT IS THE MEETING THAT COUNCILWOMAN MORRIS AND I HAD WITH STAFF BACK ON NOVEMBER 30TH ON ZOOM MEETING.

AND AS I'M TALKING THROUGH THIS, YOU CAN SEE THE BULLET POINTS ON THE LEFT.

WE LOOKED AT THIS AS AN OPPORTUNITY TO MAXIMIZE THE CREDITS AND WHY THAT'S

[02:10:02]

IMPORTANT IS YOU HAVE TO LOOK AT DENSITY AND IN ORDER TO GET DENSITY, YOU HAVE TO TEAR OUT TREES.

YOU HAVE TO BUTT UP AGAINST NEIGHBORHOODS.

AND WE VERY QUICKLY REALIZED IN OUR DISCUSSIONS WITH STAFF, AS WELL AS WITH COUNCILWOMAN MORRIS, THAT THAT IS SOMETHING THAT THE CITY WOULD LOOK FAVORABLY ON IF WE DIDN'T DO THAT.

SO WE DRAMATICALLY PULLED BACK WITHIN THESE YELLOW LINES AND BOUNDARIES TO PUT A MUCH SMALLER BOUTIQUE STYLE SENIOR LIVING COMMUNITY, WHICH WILL BE TWO BUILDINGS.

THE CLUBHOUSES WILL RESIDE IN BOTH BUILDINGS.

BUT AS YOU CAN SEE, WE HAVE BIFURCATED THE SITE.

OUR ENTRANCES ARE TWO POINTS OF EGRESS OFF OF DAIRY.

SO WE WILL NOT BE OFF OF AVENUE B.

WE ARE NOT TOUCHING THE TREES, WE'RE NOT CREATING BRIDGES, WE ARE NOT, MOST IMPORTANTLY, BUTTING UP AGAINST HOMES WITH THREE STORY BUILDINGS, AND I THINK THAT'S SOMETHING THAT COUNCIL NEEDS TO CONSIDER.

YOU ARE LOOKING AT A VERY LARGE DEVELOPMENT JUST TO THE EAST AS A POSSIBLE DEVELOPMENT.

AND I THINK IF THE CHOICES WHICH THE APPLICATION TO THE CITY IS VERY CLEAR THAT THERE ARE INCENTIVES TO DRIVE IT TOWARDS SENIOR LIVING VERSUS FAMILY.

AND BELIEVE ME, I KNOW THAT BECAUSE I HAD A FAMILY APPLICATION TWO YEARS AGO, I THINK THAT'S SOMETHING THAT IN YOUR DISCUSSIONS BETWEEN NOW AND TOMORROW IN YOUR DECISIONS THAT YOU NEED TO CONSIDER, BECAUSE, AGAIN, IF ALL THINGS ARE EQUAL, PALLADIUM, CONGRATULATIONS.

HOWEVER, IF GARLAND WOULD PREFER TO MAKE THE DECISION RATHER THAN TDHCA MAKE THE DECISION FOR THEM WITH THEIR SCORING PROCEDURES, I THINK THAT'S SOMETHING THAT'S WORTHY OF DISCUSSION.

SO WITH THAT, I'LL TURN IT OVER TO ANY QUESTIONS.

VERY GOOD.

AND IF YOU CAN UNSHARE YOUR SCREEN FOR ME.

ALL RIGHT, VERY GOOD, COUNCIL MEMBER SMITH.

THANK YOU, MAYOR, AND I HATE TO DO THIS.

CAN YOU RESHARE THAT SAME SLIDE FOR ME? IT'S A TECHNICAL QUESTION THAT I'VE GOT ABOUT THE SITE, AND IF YOU'RE WITH US EARLIER, THERE'S A LABOR REQUIREMENT FOR TWO DRIVES, SPACED ONE HUNDRED AND FIFTY FEET APART IN EACH IN EACH COMPLEX SO THAT WE HAVE TWO MEANS OF INGRESS AND EGRESS FOR EMERGENCY VEHICLES.

AND WHAT I'M NOT SURE IS IF THIS SATISFIES THAT REQUIREMENT AND IF YOU HAVE THE BECAUSE OBVIOUSLY THERE'S A DRAINAGE CREEK AND A PEDESTRIAN BRIDGE, BUT I DON'T SEE A WAY FOR VEHICLES TO MOVE BACK AND FORTH.

AND SO I DON'T KNOW IF THIS IS A THIS IS THE RIGHT TIME TO TACKLE THAT QUESTION.

BUT I'M A LITTLE CONCERNED ABOUT RUNNING INTO THAT DOWN THE ROAD, IF THAT'S A TECHNICAL NONSTARTER.

AND I DON'T KNOW THAT YOU'RE THE PERSON ANSWERED OR THAT STAFF OR WHOEVER, BUT I'LL LET YOU TACKLE IT FIRST.

SURE.

THANK YOU COUNCILMAN SMITH.

IT'S NOT A NON STARTER.

I THINK, AGAIN, LIKE EVERYONE ELSE ON THE AGENDA TONIGHT, WE TRY TO BE EFFICIENT WITH OUR EXPENSES PRIOR TO MOVING FORWARD WITH THE FULL APPLICATION OF THE STATE.

OK, EVERYBODY DOES THEIR DUE DILIGENCE.

WE'VE HAD NOT ONLY OUR CONTRACTOR, BUT ENGINEER AND ARCHITECT ON SITE TWICE SINCE NOVEMBER 30TH, AND THAT WAS WITH INITIAL PRELIMINARY GOOD FEEL, IF YOU WILL, FROM STAFF.

SO WE MOVE FORWARD AGAIN.

INITIALLY WE HAD BUILDINGS TO THE WEST ACROSS THE DRAINAGE.

I DO BELIEVE THAT OUR ARCHITECT, HAVING DEALT WITH STAFF BEFORE, IS FULLY AWARE OF YOUR CODES.

BUT YES, THAT IS SOMETHING THAT IF IT DOESN'T MEET IT, WE DON'T BELIEVE IT'S NOT A CHALLENGE.

BUT AS YOU CAN SEE ON HERE, WE ACCOMMODATED FOR THE PARKING AND WE DO HAVE THE PEDESTRIAN BRIDGE.

THERE ARE TWO POINTS OF INGRESS EGRESS, ONE TO SERVICE EACH BUILDING AND TO ALLOW A 40 FOOT TRUCK TO TURN.

SO, AGAIN, THE STAFF WOULD COME BACK TO THIS AND MAKE COMMENT.

OBVIOUSLY, WE'VE PROVEN THE ABILITY IN YEARS PAST WITH NUMEROUS DEVELOPMENTS TO WORK WITH THEM, TO COME UP WITH A SOLUTION.

OK, AND I APPRECIATE THE RESPONSE.

I KNOW WE'RE STILL AT THE CONCEPT PHASE AND I DIDN'T WANT TO DIG TOO DEEP INTO TECHNICAL DETAILS, BUT I JUST WANTED TO MAKE SURE THAT EITHER WAY IT WENT, WE HAD A VIABLE PRODUCT THERE.

SO I APPRECIATE THE RESPONSE.

THANK YOU, SIR.

THANK YOU, MAYOR.

NO PROBLEM.

UNSHARE.

YEAH.

WE'LL SEE WHAT HAPPENS.

DEPUTY MAYOR TIM MORRIS.

THANK YOU, MAYOR, AND THANK YOU, MR. JOHNSON, ONCE AGAIN FOR PRESENTING AND PLANNING AND SHOWING THIS AND FOR COMING UP WITH A VISION FOR ONE OF THE MOST CHALLENGED SITES, ONE OF THE MOST CHALLENGED SITES IN M DISTRICT.

AND I HAVE TO SAY THAT SAYS A LOT BECAUSE I HAVE A LOT OF CHALLENGE SITES IN MY DISTRICT.

BUT THAT ONE WITH THE CRISSCROSSING DRAINAGE DITCHES CREEK I LIKE CREEK

[02:15:04]

BETTER AND THE OVERHEAD WIRES AND EVERYTHING ELSE.

IT WAS IMPRESSIVE TO SEE A CONCEPT, THE BOUTIQUE CONCEPT THAT YOU CAME UP WITH COME OUT OF THAT.

AND I APPRECIATE THAT.

AND YOU ARE QUITE RIGHT IN WHAT YOU SAID, I WOULD LOVE TO HAVE BOTH OF THESE.

I WOULD LOVE TO HAVE A SMALL BOUTIQUE SENIOR FACILITY AS WELL AS A FAMILY LIVING DEVELOPMENT.

AND CLEARLY FROM THE NEIGHBORHOOD'S RESPONSES, IF THEY HAD A CHOICE, THEY WOULD LIKE BOTH AS WELL.

SO ONCE AGAIN, I'VE GOTTEN I HAVE GOTTEN NO NEGATIVES WHATSOEVER IN POLLING THE DISTRICT ABOUT YOUR PROPOSED DEVELOPMENT.

AND THE ONLY THE ONLY CONCERNS THAT HAVE BEEN EXPRESSED TO ME ABOUT THAT HAVE BEEN THE WALKABILITY, AS IN AND I'VE GONE AND PARKED ON THAT LOT.

AND I SAT THERE A GOOD LONG WHILE AND JUST LOOKED AROUND TO SAY, OK.

I CAN SEE SENIOR LIVING FROM WHERE I LIVE.

I'M ALMOST THERE, SO I PICTURED LIVING THERE AND SAYING, OK, YOU COME, YOU COME DOWNSTAIRS AND WHERE DO YOU HAVE TO GO? WHERE DO YOU HAVE THAT YOU CAN WALK? WHERE DO YOU.

WHERE CAN I GO TO EAT? WHERE CAN I.

AND REMIND ME, WHAT IS THE AVERAGE AGE YOU SAID FOR YOUR SENIOR FACILITIES? GREAT POINTS, ALL THAT COUNCILWOMAN.

IT RANGES FROM STATE TO STATE, BUT ACROSS OUR PORTFOLIO OF OUR OVER TWELVE HUNDRED SENIOR LIVING COMMUNITIES UNITS, WE ARE ABOUT SEVENTY EIGHT AND A HALF.

NOW FIFTY FIVE PLUS TDHCA.

YOU CAN CHECK A BOX FOR THAT.

THERE'S NO FIFTY FIVE PLUS THERE'S NO SIXTY TWO YEAR OLDS.

YOU GENERALLY ARE LOOKING AT FOLKS THAT ARE ON FIXED INCOME THAT ARE COMING OUT OF A THREE BEDROOM HOME THAT ARE OVER SEVENTY TWO YEARS OLD OR BETTER AS WE LIKE TO SAY.

I THINK THE WALKABILITY ASPECT OF THIS IS THE CHALLENGE FOR A LOT OF COMMUNITIES.

AND I'LL TELL YOU AND I THINK A LOT OF MY COLLEAGUES WOULD AGREE, WE DON'T NECESSARILY CHOOSE THESE SITES.

THEY CHOOSE US BASED ON THE SCORING.

AND I KNOW THAT'S NOT FAIR.

AND I REALIZE WE HAVE THAT TWO YEARS AGO AT MARYFIELD RANCH AND A LOT OF NEIGHBORS SAID WHY DID YOU PICK HERE? WELL, TO GET THE TAX CREDITS TO PROVIDE THE AFFORDABLE HOUSING, YOU HAVE TO GO WHERE YOU'RE GOING TO GET THE MOST POINTS.

AND IT'S A CRUEL GAME.

IT'S A CHESS MATCH.

WE ALL PLAY IT.

TO OVERCOME THAT.

HOWEVER, IT ALL COMES DOWN TO YOUR EXECUTIVE DIRECTOR AND YOUR ACTIVITIES DIRECTOR ON PROVIDING MEANS OF TRANSPORTATION, WHETHER THAT BE THROUGH A VAN THAT WE PROVIDE OR THIRD PARTY SERVICES.

OBVIOUSLY, AS TOM POINTED OUT, WE'RE RIGHT NEAR THE BUS STOP.

YOU CAN MAKE A VERY INDEPENDENT, ACTIVE LIFESTYLE WITHOUT A CAR NOWADAYS WITH GOOD OPERATING COMPANIES.

AND I KNOW THERE'S A LOT IN THAT RIGHT THERE, BUT WE PRIDE OURSELVES ON EVERYTHING FROM AFFORDABLE SENIOR ALL THE WAY UP TO HIGH END LUXURY CONCIERGE.

WE KNOW HOW THAT WORKS.

SO I SEE THE CHALLENGE THAT YOU SEE, BUT I DON'T SEE IT AS SOMETHING WE CAN OVERCOME.

AND I THINK WHEN YOU LOOK AT THE ALTERNATIVE, WHERE SOMEONE'S LIVING IN A THREE BEDROOM HOME, THAT THEY DON'T HAVE THE MEANS TO MAINTAIN OR CAN'T OR THEY'VE LOST A SPOUSE.

THIS BECOMES AN ACTIVITY ENVIRONMENT WHERE THE LIFESTYLE BECOMES MORE IMPORTANT THAN THE PROPERTY ITSELF.

AND THAT'S WHAT WE PRIDE OURSELVES ON.

SO, AGAIN, IT'S A CRITICAL MOMENT HERE FOR TWENTY TWENTY ONE FOR GARLAND BECAUSE YOU'RE CHOOSING BETWEEN FAMILY AND SENIOR AND NO DISRESPECT TO ANYONE ELSE THAT'S ON THIS AGENDA BECAUSE I RESPECT EVERY SINGLE ONE OF THEM.

WE ALL KNOW HOW THIS GAME'S SCORED AND IT'S PLAIN AND SIMPLE RESOLUTIONS AND SUPPORT ARE NECESSARY AND REQUIRED.

BUT THIS IS YOUR OPPORTUNITY TO MAKE THAT CHOICE.

ALL RIGHT, AND THANK YOU FOR THAT, AND I BELIEVE I WAS WATCHING, YOU KNOW.

I'VE INVITED BOTH DEVELOPERS WHO HAVE AN INTEREST IN DISTRICT TWO TO INTERACT DIRECTLY WITH CITIZENS.

WHEN I POSTED THINGS PUBLICLY AND TO ANSWER THEIR QUESTIONS.

AND I DO KNOW SOMEONE, A CITIZEN, HAD ASKED DIRECTLY ABOUT THE.

LIMITED AMENITIES AND RETAIL IN THAT AREA, RIGHT AROUND THAT LOCATION, AND I BELIEVE IT WAS IT WAS YOU WERE PERHAPS APRIL THAT TALKED ABOUT THE POSSIBILITY OF SEEING THINGS THAT ATTRACTING NEW GROWTH IN THAT AREA, WHICH IS AN AREA WHERE THERE HASN'T BEEN NEW DEVELOPMENT IN YEARS AND YEARS AND YEARS.

I CAN SEE THAT AT LEAST AS A POSSIBILITY.

SO IS IS THAT SOMETHING YOU HAVE WATCHED HAPPEN AT YOUR OTHER DEVELOPMENTS? I THINK EVERYONE WHO KNOWS DEVELOPMENT KNOWS THAT DEVELOPMENT BEGETS

[02:20:02]

DEVELOPMENT.

ROOFTOPS ARE IMPORTANT.

I DO REMEMBER THAT DISCUSSION WITH THAT NEIGHBOR.

AND WE DID, INCIDENTALLY, CIRCULATE 700 FLIERS BY HAND TO THE NEIGHBORHOOD.

AND TWO PEOPLE SHOWED UP TO OUR MEETING, WHICH, UNLIKE LAST TIME IN TWENTY EIGHTEEN, WAS A DRAMATIC DIFFERENCE.

I THINK COUNCILMAN NICKERSON AGREED.

BUT THAT'S OK.

I THINK THAT THAT SIGNIFIED THAT PEOPLE ARE OK WITH THIS.

NOW, ARE WE GOING TO GET A WHOLE FOODS BECAUSE PALLADIUM OR OVERLAND PROPERTY GROUP COMES IN TO DISTRICT TWO? PROBABLY NOT, BUT ROOFTOPS MATTER.

AND WHETHER IT'S A FAMILY DEAL OR A SENIOR DEAL MAY NOT MOVE THE NEEDLE A LOT.

BUT I THINK INVESTMENT IN THE COMMUNITY IN A NEIGHBORHOOD SPECIFICALLY DOES HELP.

AND WHEN YOU'RE TALKING 15 TO 28 MILLION DOLLARS WORTH OF INVESTMENT, THAT'S ALWAYS A GOOD THING.

OUTSIDE OF A HISTORIC RENOVATION, THERE'S NOT MUCH BETTER YOU CAN DO THAN COME INTO AN AREA THAT NEEDS A LITTLE LIFE AND INJECT SOME CAPITAL INTO IT.

AND FINDING THE RIGHT DEVELOPER PARTNER TO DO THAT WITH MAKES A PERFECT PRIVATE SECTOR PUBLIC PARTNERSHIP.

OK, TWO MORE QUESTIONS QUICKLY.

THIS IS LISTED AS BEING 60 UNITS, BUT I BELIEVE IN OUR CONVERSATIONS YOU'VE SAID IT WOULD BE PROBABLY CLOSER TO FORTY TWO TO FORTY FIVE.

AGAIN.

AND THAT IS CORRECT.

WITH THE TEXAS APPLICATION YOU PUT IN THE MOST THAT YOU COULD POSSIBLY BE BECAUSE YOU CANNOT GO HIGHER THAN THAT.

SO WE SUBMITTED 80.

WE DID SUBMIT 80 OR I'M SORRY, 60.

WE SUBMITTED 60 ON THE CITY.

WE ARE HOPING TO GET 60.

INITIALLY, A SITE LIKE THIS IN ORDER TO MAKE THIS WHOLE DEAL WORK WOULD REQUIRE WELL OVER ONE HUNDRED AS PALLADIUM'S PROPOSING AS WELL AS OTHER DEVELOPERS.

BUT KEEPING IN MIND THE FACT THAT WE DIDN'T WANT TO ENCROACH ON THE NEIGHBORHOOD TO THE WEST, WE SCALED BACK.

WHETHER IT'S GOING TO BE FORTY TWO OR FORTY FIVE OR 60 IS ALL GOING TO BE DEPENDENT UPON PARKING REQUIREMENTS AND DISCUSSIONS, MUCH FURTHER DISCUSSIONS WITH STAFF.

OK, AND LAST QUESTION.

YOU SAID THIS IS TWENTY FIVE PERCENT WILL BE MARKET RATE.

CORRECT.

WELL, DID I HEAR THAT? OK.

ALL RIGHT.

THANK YOU VERY MUCH.

ONCE AGAIN, APPRECIATE THE WORK YOU'VE PUT IN THIS.

I APPRECIATE YOUR SENSITIVITY TO REQUESTS MADE AND TO THE NEIGHBORS, AND THAT MEANS A LOT.

SO YOU'RE WELCOME.

ALL RIGHT.

THANK YOU.

THANK YOU, MAYOR.

COUNCILMAN AUBIN.

THANK YOU, MAYOR.

JUST A FEW QUESTIONS, MR. JOHNSON.

YOU KNOW, WE'VE HEARD SOME ABOUT NEEDS.

AND WHAT NOT, DO YOU HAVE ANY KIND OF STUDIES OR ANYTHING INDICATING WHAT THE POTENTIAL MARKET IS OR POTENTIAL NEED FOR IT, SPECIFICALLY FOR SENIOR HOUSING IS IN GARLAND AS PARTICULARLY AS WE MOVE FORWARD? I THINK THE EASY STATEMENT, THE BLANKET STATEMENT IS THERE'S A NEED FOR SENIOR LIVING ALL OVER THE COUNTRY.

I MEAN, YOU COULD LITERALLY THROW A DART AND FIND A PLACE AND SOMEONE WILL COME THERE.

AFFORDABLE SENIOR IS PROBABLY EVEN MORE CRITICAL.

WHAT WE'VE SEEN OVER THE LAST YEAR NOW IS THE CHALLENGE OF LEASING AND MOBILITY AND THE ABILITY TO CONGREGATE SENIORS.

WE'RE COMING OUT OF THAT NOW.

PALLADIUM IS ALWAYS A GREAT EXAMPLE OF THE DEMAND FOR SENIOR IN THE COMMUNITY OF GARLAND.

WE'VE CONDUCTED A MARKET STUDY.

WE HAVE ANOTHER UPDATE, A SECOND STUDY THAT'S BEING DONE RIGHT NOW THAT WE WILL HAVE FOR THE FULL APPLICATION SHOULD WE PROCEED WITH THIS.

SO A LOT OF IT'S GUT AND I KNOW THAT SOUNDS NON-TECHNICAL, BUT KNOWING THE METROPLEX, SEEING OUR OTHER COMMUNITIES IN THE AREA, I HAVE A VERY GOOD FEELING THAT THE DEMOGRAPHICS WILL LEAD TO A VERY STRONG PROPERTY.

AND WE ALL KNOW AS THE ABILITIES OF MEDICINE CONTINUE TO IMPROVE, PEOPLE ARE LIVING LONGER.

WHAT THEY DON'T HAVE ARE QUALITY PLACES TO LIVE.

AND I THINK THAT'S WHERE WE CAN REALLY MAKE A DIFFERENCE IN GARLAND.

OK, AND, YOU KNOW, ROUGHLY, I DON'T KNOW IF YOU'VE LOOKED AT IT ALL, HOW FAR YOU'LL BE FROM THE FIRE STATION ONE, THE NEW LOCATION, FIRE STATION ONE IN THAT AREA? I CAN'T SAY THAT ANSWER.

OK, BUT I DON'T THINK IT'S VERY FAR, BUT I'M JUST WELL, I'M THINKING NOT JUST FOR FIRE PER.

I MEAN, THIS IS GOING TO BE A LANDMARK FIRE STATION, I THINK IT'S GOING TO BE THIS AND I THINK WE'RE GOING TO HAVE A LOT OF COMMUNITY WE NEED TO REFRAIN FROM DISCUSSING THE LOCATION OF FIRE STATION ONE.

OH, I JUST WANT YOU TO KNOW.

OH I DIDN'T KNOW THAT.

ANYWAY.

THANK YOU MAYOR.

THANK YOU.

ALL RIGHT, MR. JOHNSON, I BELIEVE WE HAVE CLEARED THE QUEUE.

THANK YOU FOR YOUR PRESENTATION THIS EVENING.

YOU'RE WELCOME.

[02:25:02]

THANK YOU, SIR.

AND THAT WILL BRING US TO OUR LAST APPLICANT, OM HOUSING LLC, JASON LANE.

MR. LANE, I THINK I SAW YOU IN THE QUEUE EARLIER.

MR. LANE.

SORRY, GUYS, I WAS I WAS ON MUTE.

OK.

AND DO YOU HAVE SOMEONE ELSE WITH YOU PRESENTING? YEAH.

CAN YOU ALLOW DEEPAK SULAKHE AND JEANNIE BRASIC IN AS WELL, THEY SHOULD BE .

CARMEN.

DO YOU SEE THOSE FOLKS UNDER THE ATTENDEES? YES, I AM PROMOTING THEM OK, YOU GOT IT.

YOU COULD PROMOTE THEM BECAUSE THEY'RE HERE TO ANSWER QUESTIONS OR AND SORRY GUYS.

I'M GOING TO SHARE MY SCREEN AND IT'S REALLY MESSY.

SO HANG ON ONE SECOND.

SHARE.

I TOLD YOU, I'VE GOT A I'VE GOT A LOT OF WINDOWS OPEN.

SO THAT'S MULTITASKING AT ITS FINEST.

THAT IS MULTITASKING, YES IT IS.

IF YOU CAN BRING YOUR PRESENTATION UP WE'LL GET MOVING.

YEAH, HERE WE GO.

SO WE'RE OM HOUSING AND AND ALL OF YOU, EXCEPT FOR COUNCILMAN MCNEAL AND COUNCILMAN HEDRICK, KNOW EXACTLY WHO I AM.

I SERVE ON THE BOARD OF ADJUSTMENT FOR CITY OF GARLAND.

I'M VERY ACTIVE HERE.

OM HOUSING IS A LOCAL COMPANY.

AND EVERYTHING THAT WE DO, AS YOU GUYS KNOW FROM LAKE VIEW POINT APARTMENTS, WHICH IS ACROSS FROM BASS PRO, EVERYTHING THAT WE DO IS EITHER LEED GOLD OR NGBS.

THAT'S THE NATIONAL GREEN BUILD STANDARD.

WE'RE VERY GREEN.

THAT ALL BEING SAID, WE'VE GOT A GREAT LOCAL TEAM AS WELL.

AND YOU GUYS ALL KNOW THIS.

I WON'T WASTE YOUR TIME ON THAT.

THEY EXISTING CONDITION OF IT AS IT'S VACANT LAND.

WE'RE LOOKING AT AVENUE B AND FOREST LAND.

IT'S THE ENTRANCE INTO THE WEST PORTION OF DOWNTOWN GARLAND.

AND WE WANT TO PROPOSE, YOU KNOW, SOMETHING THAT'S THAT'S KIND OF A MULTI USE TYPE OF TYPE OF CONCEPT.

WE'RE DEFINITELY GOING TO INCREASE ON THE ECONOMIC DEVELOPMENT OF THE AREA.

THEN.

AGAIN, YOU GUYS KNOW ABOUT THE HOUSING CREDIT, SO THERE'S NO POINT IN GOING THROUGH THAT AGAIN, IT'S GOING TO BE A GREEN A GREEN PROJECT.

WE ABSOLUTELY COMMIT TO THAT.

WE BELIEVE THAT IT'S GOING TO SUPPORT THE VISION THAT'S ENVISION GARLAND THAT COMPREHENSIVE PLAN AND TRULY WHAT IT IS, WE WANT THAT ENTRANCE AND I DO, TOO.

AS A GARLAND RESIDENT, I WANT THAT ENTRANCE INTO WEST GARLAND OR WEST DOWNTOWN GARLAND TO HAVE A FANTASTIC PRODUCT THAT THAT'S JUST GOING TO WOW PEOPLE.

IN FACT, ONE OF THE THINGS THAT WE ARE ACTIVELY WORKING ON AND WE ARE COMMITTING TO THIS IS GETTING THE TOWNHOMES THAT ARE RIGHT TO THE EAST OF THE PRODUCT.

OR TO THE SIDE TO GET THOSE AND DEMOLISH THOSE AND COMPLETELY REDEVELOP AND HAVE THAT GOING ALL THE WAY TO.

ESSENTIALLY WHERE GARLAND THE CHASE BUILDING.

WHERE GARLAND HAS BEEN INVOLVED IN THE REDEVELOPMENT THERE, AND THAT'S WHAT WE ARE GOING TO TRY AND DO.

AGAIN WE'RE EXTREMELY ECO FRIENDLY.

WE WANT TO MAKE IT WALKABLE.

I THINK THAT I MEAN, WITH OUR PROXIMITY TO GARLAND HIGH SCHOOL AND DOWNTOWN, WE'LL ADD SIDEWALKS AND WE'LL DO ALL OF THAT TO MAKE THIS REALLY COORDINATE WITH

[02:30:11]

THE CITY OF GARLAND'S PLAN.

WE'RE LOOKING AT A ROUGHLY ONE HUNDRED AND TWENTY APARTMENT HOMES, WE CAN DO UP TO ONE HUNDRED AND THIRTY TWO, BUT WE'RE LOOKING AT TWO HUNDRED AND FOUR THOUSAND DOLLARS A UNIT ON THAT INVESTMENT.

EXTERIOR FINISHES, I KNOW STATES CHANGED THE RULES ON THAT, BUT WE ARE GOING TO FULLY COMMIT, JUST LIKE WE DID ON LAKEVIEW POINT, WE FULLY COMMIT ON FULL MASONRY AND HAVING JUST ABSOLUTELY GREAT FINISHES.

THAT'S GOING TO MAKE GARLAND PROUD.

WHAT WERE OUR TARGET POPULATION? YES, THIS IS THIS IS A GOOD LIST HERE, BUT WE'VE GOT KRAFT FOODS THAT'S RIGHT THERE.

WE'VE GOT RIGHT THERE AS WELL.

WE CAN IN ALL THOSE THAT ARE BEING EMPLOYED THERE, WILL QUALIFY TO LIVE IN THESE.

AND THEY'RE RIGHT.

THEY'RE VERY, VERY, VERY CLOSE AND WALKABLE DISTANCE.

WE'VE GOT GREAT MANAGEMENT COMPANY, WE HAVE A GREAT MANAGEMENT PLAN, WE HAVE A STELLAR.

THE REPUTATION ON.

ON OUR TENET SELECTION AND WE'VE ANOTHER THING THAT WE'LL WE'LL GET ON TO IS THAT WE HAVE WE WERE GOLD STANDARD CITY OF IRVING WITH CPTED, THAT'S THE CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN.

WE ACTUALLY PIONEERED THAT.

AND SO IT'S SOMETHING THAT WE ARE.

ABSOLUTELY COMMITTED TO.

SO AS FAR AS THE SAFE ENVIRONMENT IS CONCERNED, WELL, GUYS, WE'RE RIGHT ACROSS THE STREET FROM THE GARLAND CITY JAIL AND THE POLICE DEPARTMENT.

SO I DON'T THINK THAT WE'RE GOING TO HAVE A LOT OF ISSUES WITH CRIME.

BUT WE.

WE ACTUALLY GO TO EXTRA STEPS TO MAKE SURE THAT IT'S A SAFE ENVIRONMENT.

FREQUENTLY ASKED QUESTIONS, I MEAN, EVERYBODY'S COVERED THIS AS FAR AS WHAT TAX CREDITS WERE ABOUT, YOU GUYS KNOW ABOUT THAT.

PUBLIC AMENITIES, WE'RE GOING TO DO THE SAME AS AS ANY OF THE OTHER GROUPS ARE GOING TO DO.

OVERLAND DOES A GREAT JOB.

PALLADIUM DOES A GREAT JOB AS WELL.

THE OTHER TWO GROUPS I'M NOT SUPER FAMILIAR WITH, BUT I KNOW THEY DO A FANTASTIC JOB AND WE CAN ABSOLUTELY GUARANTEE WE WILL MATCH THAT.

AS FAR AS THE UNIT AMENITIES, WE'RE DOING THE SAME THING, NINE FOOT CEILINGS, STAINLESS STEEL APPLIANCES, ALL OF THAT, THERE'S NO DIFFERENCE THERE.

LIFESTYLE SERVICES, THIS IS SOMETHING THAT WE ARE.

EXTREMELY PASSIONATE ABOUT BECAUSE WE WANT WE WANT TO ENCOURAGE CHILDREN AND LEARNING AND DEEPAK, WHO IS OUR PRESIDENT AND CEO, THAT IS A MASSIVE PASSION OF HIS THAT HE WANTS TO ENCOURAGE READING AND MATHEMATICS.

AND SO WE WILL HAVE SERVICES THERE TO TRY TO HELP THEM IN AFTER SCHOOL PROGRAMS, THAT'S AN ABSOLUTE MUST.

WE WON'T DO A PROJECT WITHOUT THAT.

WHAT WE'RE ASKING FOR FROM CITY OF GARLAND IS JUST LIKE ALL OF THE REST OF THE GROUPS OR ASKING FOR A RESOLUTION OF SUPPORT.

WE WOULD LOVE TO HAVE PREFERENCE.

WE WOULD, BUT.

BUT IT'S THAT'S WHAT WE HAVE TO HAVE, IS THAT RESOLUTION TO GET THROUGH THE STATE.

WE'VE GOT.

JUST SOME MOCKUPS OF OF ELEVATIONS THAT YOU GUYS CAN LOOK AT AND IF THERE'S

[02:35:02]

IF THERE'S ANY QUESTIONS ABOUT THIS.

WE BECAUSE IT'S AT THAT IT'S AT THAT AND YOU'LL SEE RIGHT HERE, YOU'LL SEE BECAUSE THAT INTERSECTION IS THAT TRIANGULAR SHAPED INTERSECTION, WHAT WE ARE ENVISIONING IS AS DOING A WHAT THEY WHAT THEY CALL A FLAT IRON TYPE OF STYLE.

SO THINK THINK NEW YORK TIMES SQUARE AND YOU HAVE AN INTERSECTION LIKE THIS AND THE BUILDING KIND OF WRAPS AROUND THE INTERSECTION.

THIS IS A VERY PRELIMINARY LOOK AT THIS.

BUT IF YOU GUYS WILL NOTICE SO WE CAN FIT ONE HUNDRED AND I DON'T KNOW IF YOU CAN SEE MY MOUSE, BUT WE CAN FIT ONE HUNDRED AND THIRTY TWO UNITS IN THIS AREA HERE.

AND THEN WHAT WE'RE LOOKING AT HERE WHERE YOU SEE TOWNHOMES.

IS DOING THAT'S ONE HUNDRED PERCENT MARKET RATE IS WHAT WE'RE LOOKING AT HERE, THIS IS 30 PERCENT MARKET RATE ON WHAT WE'RE PRESENTING ON THE APARTMENT BUILDINGS, BUT THIS PORTION HUNDRED PERCENT MARKET RATE TOWNHOMES.

NOW TO THE EAST.

AGAIN, LIKE I STATED BEFORE, WE ARE WE ARE ACTIVELY WORKING ON GETTING ALL OF THAT UNDER CONTRACT TO DEMO AND REDEVELOP.

AND THAT'S SOMETHING THAT WE ARE COMMITTING TO AND.

WE JUST DON'T HAVE IT UNDER CONTRACT YET, IT'S TAKING A LITTLE WHILE.

AS FAR AS THE SITE HERE, WE'VE GOT THE WE HAVE THE SITE IDENTIFIED HERE NEXT TO GARLAND HIGH SCHOOL.

THAT AREA, THE CHASE BANK BUILDING RIGHT THERE, THAT'S LABELED AS CITY OF GARLAND REDEVELOPMENT.

THAT'S THE CHASE BANK BUILDING.

BUT LOOK HOW CLOSE WE ARE TO KRAFT FOODS, TO KRAFT FOODS, US FOODS, RESISTOL HAT FACTORY, ALL OF THESE DIFFERENT INDUSTRIAL AREAS THAT REALLY THESE EMPLOYEES COULD USE A VERY NICE PLACE TO STAY.

BUT AGAIN, WHAT WE'RE LOOKING AT IS WE WANT TO SEE WELL, I ESPECIALLY WANT TO SEE AS A AS A CITIZEN OF GARLAND A PRODUCT LIKE THIS.

YOU LOOK AT THE AT THE LOWER RIGHT HAND CORNER, THAT'S THE THAT SHOULD BE THE ENTRANCE CORNER AT THAT FOREST AND AVENUE B.

YOU CAN LOOK IN THE UPPER LEFT HAND CORNER AND THAT'S ANOTHER CONCEPT THAT COULD BE USED FOR THAT ENTRANCE.

AND WE'LL WORK WITH THE CITY ON WHATEVER THEY WANT TO SEE.

THERE IN THE UPPER RIGHT HAND CORNER.

YOU'LL SEE THIS LITTLE TOWER BUILDING.

THAT'S ANOTHER CONCEPT THAT COULD BE USED.

THIS REALLY COULD BE A COMPLETE.

INCREDIBLE ENTRANCE INTO WEST DOWNTOWN OF GARLAND, AND THAT'S WHAT WE'RE COMMITTING TO, THIS IS THE.

THE SITE THAT WE'RE CURRENTLY WORKING ON, THIS IS OUR BASS PRO, IT'S LAKE POINT OR LAKEVIEW POINT APARTMENTS.

WE COMPLETED ZION ROAD FROM THE BOAT RAMP, WHICH IS HERE THAT GOES ALL THE WAY TO THE HIGHWAY FRONTAGE.

WE'VE DEFINITELY.

SHOWN OUR COMMITMENT TO WORK WITH THE CITY OF GARLAND, TO DO WHAT CITY OF GARLAND NEEDS AND WANTS, AND WE ABSOLUTELY COMMIT TO DO THAT SAME THING ON THIS PROJECT.

AND I APOLOGIZE, GUYS.

I WENT OVER MY TIME.

IF YOU CAN UNSHARE YOUR SCREEN FOR ME, WE'LL SEE IF WE HAVE ANY QUESTIONS.

HOW DO I UNSHARE MY SCREEN? EXIT SHOW.

VERY GOOD, THANK YOU.

COUNCILMAN WILLIAMS. THANKS, MR. MAYOR.

GOOD EVENING, SIR.

THANK YOU FOR THE PRESENTATION.

I HAVE ONE QUESTION FOR YOU.

YOU MENTIONED YOU TALKED A LOT ABOUT THE TARGET AUDIENCE, THE EMPLOYEES SURROUNDING THE AREA.

AS POTENTIALS FOR THIS PROPERTY.

[02:40:02]

AND YOU ALSO MENTIONED, QUOTE, STRINGENT SCREENING PROCESS.

CAN YOU ELABORATE BRIEFLY TELL ME A LITTLE BIT ABOUT THAT SCREENING PROCESS? AND DO YOU SEE POSSIBLY ANY IMPACT ON THAT PROCESS AND THE AUDIENCE THAT YOU TALKED QUITE A BIT ABOUT TONIGHT? SO CAN YOU ELABORATE FOR ME? SO THAT SO THAT I CAN I CAN CLARIFY WHAT YOU'RE ASKING ME HERE.

YOU'RE YOU'RE ASKING ME.

WHAT OUR TENANT SELECTION IS AND WHAT OUR TARGET AUDIENCE FOR TENANT SELECTION IS, IS THAT CORRECT? YES, JUST TO CLARIFY THAT, GIVEN YOUR TARGET, YOUR TARGET AUDIENCE, YES, SIR.

OK, YEAH, NO, WE ARE LOOKING AT WORKFORCE HOUSING.

SO THEY THE TARGET WOULD BE THOSE THAT WORK AT RISISTOL HAT FACTORY AND KRAFT FOOD, US FOODS.

THAT WOULD DEFINITELY BE THE TARGET.

WHAT ARE OUR CRITERIA IS AS FAR AS WHAT WE DO IN THE SCREENING.

IT'S THE SAME AS ALL THE OTHER OTHER GROUPS THAT HAVE PRESENTED, YOU KNOW, IT'S GOT TO BE 30 PERCENT OF THEIR INCOME ON THE RENT LEVELS, THEY GO THROUGH A VERY STRINGENT BACKGROUND CHECK PROCESS.

YOU CAN'T HAVE.

YOU CAN'T HAVE FELONIES, YOU'VE GOT TO HAVE A GOOD RENTAL HISTORY, YOU'VE GOT TO HAVE A GOOD CREDIT CHECK.

SO, I MEAN, IT'S THE SAME AS ALL THE OTHER GROUPS THAT HAVE SPOKEN TONIGHT.

SO I DON'T I DON'T KNOW, DO I NEED TO CLARIFY THAT A LITTLE BIT MORE? YOU KNOW, I WAS JUST I WAS JUST YEAH, I UNDERSTAND AS YOU EXPLAIN THAT THERE.

BUT YOU WAY YOU DESCRIBE IT INITIALLY.

WELL, USUALLY WHEN I HEAR THE TERM STRINGENT, I WANT TO BE SURE THAT I WASN'T HEARING YOU SAYING THAT THERE'S GOING TO BE SOME CRITERIA OUTSIDE OF THE SCOPE OF WHAT YOU JUST EXPLAINED.

SO TO CLARIFY THAT ONE OUT OF SEVEN APPLICANTS ACTUALLY GET APPROVED.

IT'S IT IS THAT ONE OUT OF SEVEN.

IT DEPENDS ON THE AREA.

SOMETIMES IT'S MORE THAN THAT.

BUT YES, ONE OUT OF SEVEN.

YEAH, I SIMPLY RAISED THAT QUESTION WITH YOU GOING BACK TO WHAT THIS WHOLE THING IS ABOUT, AND THAT IS THAT IS HOUSING AND AFFORDABLE HOUSING AND THE MARKET THAT YOU THAT'S GENERALLY TARGETED.

YOU'RE NOT TALKING YOU KNOW THAT WE ALL HAVE SOME CHALLENGES, SO I JUST WANTED TO BE CLEAR THAT I THAT YOU WERE NOT TALKING ABOUT SOME PROCEDURE.

AND I UNDERSTAND THE GENERAL SCREENING PROJECT, I MEAN, PROCESS THAT ALL OF THE APPLICANTS USE AND IT SHOULD BE IN PLACE AND IT SHOULD BE TO PROTECT YOUR INVESTMENT.

I UNDERSTAND THAT.

BUT YOU CLARIFIED.

I JUST WANT TO BE SURE THAT I WASN'T HEARING SOMETHING OUTSIDE THE SCOPE OF WHAT THE INDUSTRY USUALLY REQUIRES OF PROSPECTIVE TENANTS.

I WOULD SAY, AND I AND I'M NOT SURE IF IF DEEPAK IS ALLOWED TO TALK AT THIS POINT, HE SHOULD BE ABLE TO.

HE COULD PROBABLY SPEAK A LITTLE BIT BETTER I THINK WE'VE CLARIFIED WHAT NO, YES MR. MAYOR, YOU CLARIFIED FOR ME WHAT I NEED.

SO I DON'T I DON'T KNOW.

BUT I APPRECIATE THE RESPONSE.

THANK YOU VERY MUCH, MR. MAYOR.

AND THANK YOU FOR YOUR RESPONSE.

AND COUNCILMAN SMITH.

THANK YOU MAYOR, I'LL TRY TO BE BRIEF.

JASON, GOOD TO HAVE YOU, SIR.

SO I DID ISSUE A LETTER OF SUPPORT FOR THIS PROJECT, AND I THINK WE'VE GOT A LOT OF OPTIONS HERE IN THIS PARTICULAR TRIANGLE OF LAND.

I REALLY WANTED TO GET THIS IN FRONT OF THE COUNCIL AND GET US THINKING ABOUT IT AND LOOKING WHAT POSSIBILITIES ARE HERE.

JASON, ON THE SITE PLAN THAT YOU HAD, I NOTICED ON THIS PARTICULAR VERSION, AND THIS ISN'T ONE I'VE SEEN BEFORE.

IT LOOKS LIKE MARION ROAD.

THAT SEGMENT IS STILL OPEN.

[02:45:20]

BUT WHAT WE'RE LOOKING AT IS WE USE THE TAX CREDITS AS AN ECONOMIC DEVELOPMENT TOOL THAT IS GOING TO PROVIDE INFRASTRUCTURE FOR THE EAST PORTION OF MARION.

AND COUNCIL MEMBER SMITH, THIS SITE PLAN IS ALL IN THE WORKS, AND WE'RE WORKING WITH YOU GUYS AT THE CITY TO FINALIZE ALL OF THIS STUFF.

BUT ON THE EAST SIDE OF MARION, WE'RE LOOKING AT DOING THAT PURELY MARKET RATE.

SO WE'RE DOING 30 PERCENT MARKET RATE ON THE TAX CREDIT SIDE, WHICH IS THE WEST SIDE OF MARION, AND THEN ADDING AN ADDITIONAL MARKET RATE TO THAT EAST SIDE.

I DON'T KNOW, TO REMAIN A LIKE JUST A PUBLIC ROAD OR IF WE'RE WANTING TO ACQUIRE THAT, THAT'S BEEN IN DISCUSSION, IF YES.

I'M NOT SURE IF I CAN BE HEARD OR NOT, BUT, YOU KNOW, WE TRY TO KEEP MARION ROAD AS IT IS.

BUT I THINK WHAT WE DISCUSSED WITH YOU WAS THAT WE WOULD MAKE IT A PRIVATE ROAD AND ALLOW FOR YOU KNOW, WE DIDN'T WANT TO MAKE EXCESSIVE CHANGES TO WHAT'S EXISTING.

SO WE'VE CHOSEN TO KEEP THAT ROAD AS IT IS, BUT MAKE IT MORE PRIVATE AND MAKE IT MORE URBAN.

I MEAN, IF YOU LOOK AT-- IF YOU LOOK AT THE DEVELOPMENT, YOU HAVE THE TOWNHOMES YOU ARE FACING ON ALL ALONG, MARION, SO WE CAN MAKE THAT MORE WALKABLE.

OBVIOUSLY, WE NEED WE HAVE TO HAVE PARKING FOR THE APARTMENTS ON THE WEST SIDE.

SO WE'VE KEPT THAT SITE OPEN AND WE USED AVENUE B.

AND FOREST LANE TO BE THE URBAN PRODUCT.

OBVIOUSLY, THIS HAS GOT TO BE VETTED OUT WITH PLANNING STAFF.

AND, YOU KNOW, THERE ARE A COUPLE OF OPTIONS OPEN FOR US WHERE WE CAN MAKE MARINO THE THE THE THE MAIN SPINE.

SO WE KIND OF LEFT THAT OPEN.

BUT WE DO WANT TO ACQUIRE MARION AND MAKE THAT MORE OF A PRIVATE SPACE FOR THE DEVELOPMENT ON EITHER SIDE OF IT.

OK, I APPRECIATE IT.

IF YOU GUYS HAVE MULTIPLE CONCEPTS THAT YOU'RE LOOKING AT, I'D REQUEST THAT YOU GUYS GO AHEAD AND GET THOSE SENT IN TO STAFF WITHIN THE NEXT 12 TO 24 HOURS.

YES.

AND LET EVERYBODY GET SOME TIME TO LOOK AT THEM.

COUNCILMAN SMITH, IT'S WHERE WE REALLY ARE WANTING TO WORK WITH THE CITY OF GARLAND AND GET THE INPUT FROM YOU GUYS AND FOR OUR DESIGN.

BUT AND WE WILL ABSOLUTELY COOPERATE WITH WHATEVER CITY OF GARLAND WANTS TO, YOU KNOW, WANTS TO ADD TO IT OR WHATEVER THE INPUT IS.

JUST GET US IN THE BALLPARK OF WHAT YOUR MAJOR OPTIONS ARE, AND I HAVE FAITH IN THE STAFF IN THIS COUNCIL TO TWEAK THINGS AS NEEDED.

SO I JUST WANT TO MAKE SURE THAT THE MAJOR ELEMENTS THAT EVERYBODY KNOWS WHAT THE MAJOR ELEMENTS ARE, THAT WE KNOW HOW THEY WORK TOGETHER.

AND IF YOU HAVE TWO OR MORE OPTIONS OF HOW YOU WOULD SET THE SITE UP TO MAKE SURE WE KNOW WHAT THOSE ARE AND WE'LL TAKE IT FROM THERE.

SO I APPRECIATE IT, THANK YOU VERY MUCH, SIR.

ALL RIGHT, MR. LANE, IT LOOKS LIKE WE CLEARED THE QUEUE ON YOUR ITEMS, SO THANK YOU FOR YOUR PRESENTATION.

AND COUNCIL WITH THAT, THAT IS THE LAST PRESENTATION WE HAD AND THIS ITEM AND JUST TO REITERATE, WE WILL COME BACK TO THIS DISCUSSION ON OUR FEBRUARY 15TH WORK SESSION.

I'D BE WORKING TOWARDS FINAL DECISIONS AT THE FEBRUARY 16TH REGULAR MEETING.

SO, AGAIN, THANK YOU TO ALL THE APPLICANTS AND STAFF FOR PULLING ALL THE INFORMATION TOGETHER FOR US.

THANK YOU.

[02:50:01]

ALL RIGHT, THAT WILL MOVE US TO ITEM FIVE NOW, ITS FUTURE AGENDA ITEMS.

THANK YOU, SIR.

ALL RIGHT.

IS THAT IT, MA'AM? COUNSELOR THANK YOU, MAYOR.

WE HAVE ONE THAT AFFECTS, BUT WE HAVEN'T DONE ANYTHING WITH THAT IN QUITE A FEW YEARS.

AND I KNOW THAT PARTS OF IT ARE NOW CONSIDERED UNCONSTITUTIONAL AND UNENFORCEABLE.

SO I THINK IT MIGHT BE A GOOD OPPORTUNITY TO LOOK AT IT AND MAKE SURE THAT WHAT WE HAVE ON THE BOOKS IS GOOD.

VERY GOOD.

AND COUNCIL MEMBER SMITH AND DEPUTY MAYOR PRO TEM MORRIS AND MAYOR PRO TEM NICKERSON, LET'S JUST CALL THAT A UNANIMOUS SECOND, THIRD, FOURTH, FIFTH, SIXTH.

GOT MY BINGO CARD.
