IT IS CURRENTLY ZONED PD 18-47 WITH A NEIGHBORHOOD OFFICE DISTRICT BASE FOR NEIGHBORHOOD

OFFICE AND COMMERCIAL RETAIL, LIMITED COMMERCIAL RETAIL USES TO THE EAST IS A SITE ZONED WITH PD DISTRICT FOR OFFICE USES.

TO THE NORTH ARE A NUMBER OF PD ZONED DISTRICTS FOR RETAIL COMMUNITY RETAIL USES.

THERE IS A STORAGE FACILITY, A BANK AND A GAS STATION ALL ON THE NORTH SIDE OF THE ARAPAHO ROAD ON THE WEST SIDE OF SHILOH ARE ALSO PD PLANNED DEVELOPMENT DISTRICT ZONED FOR COMMUNITY RETAIL USES.

ON A CORNER OF ARAPAHO ROAD AND SHILOH ROAD IS AN UNIMPROVED PROPERTY, THE NEXT ADJACENT PROPERTY IS A RECENTLY BUILT CAR WASH AND THEN A RESTAURANT TO THE SOUTH OF THOSE COMMERCIAL PROPERTIES IS A PRIVATE SCHOOL.

SOUTH OF THE SITE ON THE EAST SIDE OF SHILOH ROAD IS ZONED SINGLE FAMILY SF 7 DISTRICT, AND IT IS IMPROVED WITH A SINGLE FAMILY SUBDIVISION.

THE SITE ITSELF IS CURRENTLY UNDEVELOPED.

THE COMPREHENSIVE PLAN FOR THIS LOCATION RECOMMENDS COMPACT NEIGHBORHOODS.

COMPACT NEIGHBORHOODS OFFER A LOCATION FOR SINGLE FAMILY, DETACHED, SINGLE FAMILY, DETACHED HOUSING.

THEY OFFER TRANSITIONS TO OTHER NEIGHBORHOODS, AND THEY ALSO CAN INCLUDE USES SUCH AS CONVENIENCE, RETAIL, OFFICE SPACE AND PUBLIC SERVICES.

CHARACTERISTIC OF THIS TYPE OF RECOMMENDATION FROM THE PLAN WOULD BE THE PROPOSED DEVELOPMENT OF FUEL PUMPS WITH CONVENIENCE STORE, WHICH WOULD PROVIDE ADDITIONAL SERVICES AND CONVENIENCE SHOPPING TO THE COMMUNITY.

THE CONVENIENCE STORE BUILDING TOWARDS THE SOUTHERN PORTION OF THAT PROPERTY AND ALL OF THE CONVENIENCE ACCESSORY USES ARE TO THE EAST SIDE OF THAT BUILDING AWAY FROM THE STREET. SO YOU HAVE YOUR REFUSE, YOUR PROPANE TANKS, YOUR LOADING, THAT KIND OF AREA THERE.

ACCESS TO THE SITE IS PROVIDED FROM BOTH SHILOH AS WELL AS ARAPAHO ROAD.

SO ONE WOULD ENTER THE SITE, SAY, FROM ARAPAHO ROAD, YOU CAN CIRCULATE AROUND THE CANOPY OR THE CONVENIENCE STORE AND EXIT TO SHILOH ROAD.

THERE IS AN EXISTING MEDIUM, SO YOU CAN ONLY EXIT TO THE RIGHT.

HOWEVER, THE APPLICANT IS MAKING IMPROVEMENTS WITH A DRIVE THAT EXTENDS TO THE SOUTH PORTION OF THE SITE WHERE YOU CAN ACCESS AND EXIT THE SITE.

AND THERE IS AN EXISTING MEDIUM RIGHT THERE.

THIS IS THE LANDSCAPE PLAN.

THE PLAN CONFORMS TO THE LANDSCAPE REQUIREMENTS, SO YOU SEE THE LANDSCAPE FOR SOME PARKING LOT, LANDSCAPING, GROUND COVER, AND I'LL GO TO THE SOUTHERN PORTION OF THE SITE NOW WHERE YOU SEE THE LANDSCAPE BUFFER IS EXTENDED.

LANDSCAPE BUFFER IS NOT PROPOSED WITH THIS APPLICATION SOUTH OF THAT DRIVEWAY BECAUSE THERE'S NO DRIVE OR IMPROVEMENTS PROPOSED ADJACENT TO THAT AREA.

THE LANDSCAPE BUFFER FOR THIS AREA WILL BE REQUIRED AT THE TIME OF ANY DEVELOPMENT TO THE EAST SIDE OF THAT STREET FRONTAGE.

AS YOU CAN SEE, THE MAIN DIMENSION OF THE BUILDING, THE TOP OF THE BUILDING IS HERE, AND

THIS BUILDING IS OBSTRUCTED FROM VIEW TO ARAPAHO ROAD BY THE CANOPY AS WELL AS LANDSCAPING. SO THE IMPACT OF THE LACK OF ARTICULATION IS SOMEWHAT LIMITED.

THE WEST ELEVATION MOVING TO BUILDING ARCHITECTURAL ELEMENTS, THEY'RE REQUIRED ON ON THE NORTH FACING AND THE WEST FACING, BUILDING THE WEST ELEVATION OF LOTS ONE ARCHITECTURAL ELEMENT WHICH COULD BE SATISFIED WITH NON BUILDING MOUNTED ELEMENTS SUCH AS BENCHES OR PLANTERS.

THIS IS A DRAWING IN COLOR OF THE CANOPY, THE APPLICANT IS REQUESTING A DEVIATION OF THE CANOPY HEIGHT.

THIS ZONING DISTRICT FOR THE SITE IS BASED IN THE NEIGHBORHOOD OFFICE DISTRICT FOR DEVELOPMENT STANDARDS, WHICH ALLOWS A MAXIMUM BUILDING HEIGHT OF 16 FEET.

THIS CANOPY STRUCTURE IS PROPOSED AT 20 FEET IN TOTAL HEIGHT, WHICH IS UP TO THE TOP OF THE ROOF. TYPICALLY, WE FIND GASOLINE SERVICE STATIONS IN, SAY, A COMMERCIAL RETAIL DISTRICT, AND THAT DISTRICT HAS A BUILDING HEIGHT LIMIT OF THIRTY FIVE FEET.

SO WE FIND THAT THE DIFFERENCE OF THE USE RESTRICTS UNDULY THE ABILITY TO PLACE GAS CAN BE ON THIS PROPERTY WITHIN THE HEIGHT LIMITS.

SO THESE ARE THE BLACK AND WHITE, NON COLORED ELEVATIONS OF THE BUILDING AND A CANOPY.

THIS IS A SUMMARY OF THE DEVIATIONS REQUESTED, THE BUILDING HEIGHT, WHICH IS ALLOWED A MAXIMUM OF 16 FEET.

IT'S PROPOSED AT 20 FEET.

IT'S MINIMIZES THE DEVIATION CONCERNS FOR VERTICAL ARTICULATION.

THE APPLICANT IS PROPOSING THE SPECIFIC USE PROVISION TO BE IN EFFECT FOR TWENTY FIVE YEARS. STAFF SORRY, STAFF IS RECOMMENDING APPROVAL OF THE PLANNED DEVELOPMENT AMENDMENT, THE SPECIFIC USE PROVISION AND THE DETAILED PLAN.

YOUR FUTURE LAND USE MAP OF THE ENVISION GARLAND PLAN, DESIGNATES THE SUBJECT POVERTY AS OPERATING LANDFILL AND PUBLIC FACILITY, AND IT IS COMPATIBLE WITH THE PROPOSED USE.

AND THIS PROPOSED SUBSTATION WILL BE APPROXIMATELY THREE ACRES, AND IT INCLUDES SWITCHES, TRANSFORMERS AND OTHER SUBSTATION RELATED EQUIPMENT, AS WELL AS A ONE HUNDRED TWENTY FOOT SHIELD SHIELDING CONDUCTOR, WHICH WILL BE LOCATED RIGHT HERE AND WILL ALSO HAVE SOME COMMUNICATION ANTENNAS FOR THE SUBSTATION USE.

THERE ARE SOME ADDITIONAL SHIELDING CONDUCTORS THAT ARE SEVENTY FIVE FOOT TALL THROUGHOUT THE PROPERTY, BUT THIS ONE RIGHT HERE WILL BE ONE HUNDRED TWENTY FOOT AND HAVE THE COMMUNICATION ANTENNAS.

AND THE ACCESS WILL BE FROM VINSON ROAD.

THERE IS THE PROPOSED LANDSCAPE PLAN, WHICH SHOWS THE REQUIRED LANDSCAPE BUFFER ALONG VINSON ROAD, AS WELL AS CHAIN LINK EIGHT FOOT CHAIN LINK FENCE AROUND THE PERIMETER OF THE PROPERTY, ALONG WITH VEGETATION TO SCREEN THE CHAIN LINK FENCE.

HERE ARE THE STEEL STRUCTURE SIMULATIONS, AS I MENTIONED EARLIER, THERE IS A ONE HUNDRED TWENTY FOOT STEEL STRUCTURE SUPPORT STRUCTURE WITH THE COMMUNICATION ANTENNA, THE VIEW FROM ELM GROVE ROAD.

RIGHT WILL BE THE VIEW FROM VINSON ROAD.

AND HERE ARE THE ELEVATIONS OF THE EQUIPMENT ENCLOSURE, THE GDC DOES REQUIRE MECHANICAL EQUIPMENT BE ENCLOSED.

THE APPLICANT PROPOSES THE SPECIFIC USE PROVISION TO BE EFFECT IN PERPETUITY, THE APPLICANTS REQUEST IS AND STAFF RECOMMENDS APPROVAL OF THE SUP.

WILL BE A RAYBURN ELECTRIC COOPERATIVE SWITCHYARD SERVING OF FARMERS ELECTRIC COOPERATIVE SUBSTATION FOR THE PURPOSE OF BASICALLY HIGH VOLTAGE TRANSFORMATION TO DISTRIBUTION VOLTAGE TO SERVE FEC CUSTOMERS IN GARLAND, SACHSE AND WYLIE.

IT'S DUE TO DEMAND INCREASED DEMAND ON THEIR SYSTEM.

THE PROPERTY IS UNDER CONTRACT CURRENTLY WITH THE CITY OF GARLAND AND WITH THE PROVISION FOR CLOSING OF APPROVAL OF A SPECIFIC USE PROVISION, THE PROJECT, OF COURSE, IT'S INTERCONNECTED ONLY TO THE GARLAND POWER & LIGHT FACILITY AND THE CITY WILL ALSO REALIZE THE BENEFIT OF POWER SALES, THE TRANSMISSION LEVEL TO RAYBURN ELECTRIC COOPERATIVE.

SO, YOU KNOW, IT IS A A REVENUE POSITIVE THING FOR THE CITY, BOTH IN THE LAND SALES AS WELL AS THE ONGOING SALES OF POWER.

WE WILL, ASSUMING THIS, IF WE'RE SUCCESSFUL IN THIS, IS APPROVED AND APPROVED BY COUNCIL.

THE CONTRACT CLOSES GP&L WILL BE LOOKING AT EXPANDING THEIR FACILITIES.

SO WE WOULD COME BACK WITH A MODIFICATION.

THERE SPECIFIC USE PROVISION FOR THE EXPANSION.

BEYOND THAT, SHE DID MENTION WE'RE LOOKING AT ONE TUBULAR STEEL STRUCTURE IN THE 120 FOOT RANGE. THIS DUAL PURPOSE, OF COURSE, WE HAVE LIGHTNING SHIELDING, AN ARRAY OF CABLES OVER THE SUBSTATION TO PROVIDE PROTECT AGAINST DIRECT LIGHTNING STRIKES.

THAT WILL ALSO SUPPORT TWO SMALL COMMUNICATION DISHES ON THE ORDER OF THREE FEET IN DIAMETER. A PATH STUDY DETERMINED WE NEEDED 120 FEET TO COMMUNICATE TO RAYBURN'S OPERATIONS CENTER IN ROCKWALL.

AND THE CONTROL AND OPERATION OF THE SUBSTATION AS WELL AS DATA EXCHANGE WILL BE VIA THAT LINK. SO.

THING I'D SAY ABOUT THAT POLE, SO TUBULAR STEEL IS VERY SIMILAR TO TRANSMISSION STRUCTURES YOU SEE ALL OVER TOWN AND ROADWAYS ADJACENT TO PROPERTIES.

THIS HAS VERY, VERY STRINGENT DESIGN STANDARDS, WIND SPEED, 110 MILES AN HOUR WITH SAFETY FACTORS AND LOAD FACTORS.

ON TOP OF THAT, IN THE EVENT OF A DIRECT TORNADO STRIKE.

SO IF ONE WAS KIND OF ALL WOULD FAIL, TYPICALLY THE THIRD TO HALF WAY UP THE POLE AND FOLD OVER RATHER THAN LAYING ACROSS THE ROAD INTO, YOU KNOW, AND INTO POTENTIALLY OTHER PROPERTIES. THE POLE IS SET BACK SIXTY SIX FEET FROM THE RIGHT OF WAY, THE NORTHERLY RIGHT OF WAY OF THE ROAD THERE.

SO, YOU KNOW, IT'S WELL SEPARATED FROM ANY POTENTIAL LIFE OUTSIDE OF THE PROPERTY AND FALLS ON.
