IF YOU ARE JOINING US AND YOU WISH TO SPEAK, IF YOU CAN USE THE RAISE YOUR HAND FUNCTION IN THE ZOOM PLATFORM OR THE STAR NINE FEATURE, WE WILL RECOGNIZE YOU WHEN WE GET TO THE ITEM THAT YOU'RE QUEUED UP FOR.

SHE HAS JUST BEEN REELECTED TO ANOTHER TERM ON THEIR BOARD AND THEY ARE PROMOTING THEATER IN OUR SCHOOLS.

SO I HAVE A PROCLAMATION HERE AND THAT, YES, I'M GOING TO HAVE TO REMOVE MY GLASSES TO READ.

FROM THE OFFICE OF THE MAYOR. A PROCLAMATION EVERY YEAR IN MARCH, THE AMERICAN ALLEGIANCE FOR THEATER AND EDUCATION, THE EDUCATIONAL THEATER ASSOCIATION AND THE INTERNATIONAL THESPIAN SOCIETY PARTNER FOR THEATER IN OUR SCHOOLS MONTH TO RAISE AWARENESS ABOUT THE VALUE OF THEATER EDUCATION AND DRAW ATTENTION TO THE NEED FOR ALL STUDENTS TO HAVE ACCESS TO QUALITY THEATER PROGRAMS. WHEREAS THEATER IS AN INTEGRAL PART OF ARTS EDUCATION AND THE ARTS HAVE BEEN PART OF LIFE FROM THE VERY BEGINNING AND ARE INSEPARABLE TO THE HUMAN JOURNEY, DESCRIBING DEFINING AND DEEPENING THE HUMAN EXPERIENCE AND ADDING DEPTH AND DIMENSION TO THE ENVIRONMENT WE LIVE IN. WHEREAS ALL STUDENTS PARTICIPATING IN ARTS EDUCATION COURSES BENEFIT FROM THE SKILLS AND PROCESSES DEVELOPED THROUGH THE ARTS AND APPLY THOSE SKILLS IN A VARIETY OF DISCIPLINES AND SETTINGS, NO MATTER THEIR INTENDED CAREER PATH.

WHEREAS PARTICIPATING IN THEATER CONTRIBUTES TO STUDENTS DEVELOPMENT THROUGH HEIGHTENED SKILLS AND LISTENING, UNDERSTANDING, HUMAN EXPERIENCES, ADAPTING TO AND RESPECTING OTHERS DIVERSE WAYS OF THINKING, COMMUNICATING, EFFECTIVELY ANALYZING NONVERBAL COMMUNICATION, READING, SELF-EXPRESSION, IMAGINATION OF HUMANKIND, CREATIVITY.

THEATER HELPS DEVELOP SELF-CONFIDENCE, BOOST SELF-RELIANCE, AND INCREASE EMPATHY AND COMPASSION TOWARDS ONESELF AND OTHERS.

WHEREAS AS A CREATIVE OUTLET OR THE BEGINNING STEPS TOWARD A PROFESSIONAL CAREER, THEATER PROGRAMS IN GARLAND SHAPE THE FUTURE OF OUR YOUNG PEOPLE.

THERE ARE A VARIETY OF BENEFITS THAT COME FROM TAKING PART IN THESE PROGRAMS FOR STUDENTS OF ALL BACKGROUNDS AND PROFESSIONAL AND EDUCATIONAL INTEREST, INCLUDING CREATIVE PROBLEM SOLVING SKILLS, THE ABILITY TO ACCOMPLISH TEAM GOALS AND MANY MORE.

SO NOW, THEREFORE, I, SCOTT LEMAY MAYOR OF THE CITY OF GARLAND DO HEREBY PROCLAIM MARCH 2021 AS THEATER IN OUR SCHOOLS MONTH.

ON BEHALF OF THE CITY OF GARLAND, WE HEREBY URGE ALL CITIZENS TO CELEBRATE THEATER PROGRAMS AND THE STUDENTS THAT PARTICIPATE IN THEM AS WE WORK TOWARD A BETTER FUTURE FOR THIS VERY IMPORTANT PART OF STUDENT EDUCATION.

AND I ASKED LBC, I ASKED BRENDA IF SHE COULD JOIN US THIS EVENING, BUT I DON'T SEE HER IN OUR QUEUE.

BUT SHE AND I HAVE HAD SEVERAL CONVERSATIONS VIA EMAIL AND WE WILL CERTAINLY GET THE PROCLAMATION OUT TO OUT TO HER.

AND THEN THE INTERNATIONAL LEADERSHIP OF TEXAS CHARTER SCHOOL IS DIRECTLY WEST ACROSS SHILOH ROAD AND TO THE SOUTH ARE SINGLE FAMILY HOMES.

THE COMPREHENSIVE PLAN IDENTIFIES COMPACT NEIGHBORHOODS FOR THE SITE.

AND THAT MOSTLY CONTEMPLATES RESIDENTIAL DEVELOPMENT, BUT CONTEMPLATES SOME NON RESIDENTIAL AS WELL, THESE AREAS, AS THE COMP PLAN STATES ALSO ACCOMMODATE USE SUCH AS CONVENIENCE, RETAIL GOODS AND SERVICES, OFFICE SPACE AND PUBLIC SERVICES.

IN THIS PROPOSED DEVELOPMENT OF A FUEL PUMPS WITH CONVENIENT STORE WOULD PROVIDE ADDITIONAL SERVICES WITH CONVENIENCE SHOPPING TO THE COMMUNITY.

THE PROPOSED CONVENIENT STORE WOULD BE LOCATED HERE.

AND IT WOULD ORIENT TO THE NORTH, IT WOULD FACE NORTH TOWARDS ARAPAHO ROAD, AND THIS IS THE CANOPY WITH THE EIGHT FUELING PUMPS.

AND OVER HERE IS WHERE THE DUMPSTER WOULD BE LOCATED AND OVER HERE IS ACTUALLY THE UNDERGROUND WITH THE UNDERGROUND TANKS WOULD BE LOCATED.

AND THIS IS THE LANDSCAPE PLAN, THE PROPOSAL CONFORMS WITH THE GDC LANDSCAPING REQUIREMENTS.

SHOULD NOTE THAT THE APPLICANT DOES NOT PROPOSE LANDSCAPING AT THIS TIME ON THE SOUTH SIDE OF THAT SOUTHERNMOST DRIVEWAY THAT I SHOWED.

BUT THAT WOULD REQUIRE TO BE PROVIDED ONCE THE SOUTHERN PORTION OF THE TRACK DEVELOPS.

AND ONLY THE MURPHY OIL, WHICH IS PROPOSED THIS EVENING, THE CONVENIENCE STORE AND GAS PUMPS WOULD BE DEVELOPED AT THE ESSENTIALLY THE HARD CORNER OF THE SITE ALONG WITH THE DRIVEWAY. THE EXISTING PD HAS A MAXIMUM HEIGHT OF 16 FEET.

THE APPLICANT PROPOSES A CANOPY HEIGHT, A TOTAL CANOPY HEIGHT OF APPROXIMATELY 20 FEET.

SO AN ADDITIONAL FOUR FEET.

GOING BACK TO THE BUILDING HERE, THE TWO OTHER DEVIATIONS, ONE IS REGARDING THE NORTH ELEVATION, THE APPLICANT REQUEST A DEVIATION FOR VERTICAL ARTICULATION.

YOU CAN SEE THE ROOFLINE IS MOSTLY FLAT OR MIGHT BE A LITTLE BIT OF ARTICULATION THERE WITH THIS FEATURE, BUT THE GDC REQUIRES A BIT MORE TO THAT.

BUT IT WOULDN'T BE DIFFICULT IF THE APPLICANT WERE ABLE TO PROVIDE A PLANT OF A BENCH THOSE WAS ACTUALLY COUNT AS AN ARCHITECTURAL ELEMENT.

AND HERE, THE BLACK AND WHITE ELEVATIONS.

AND AGAIN, THIS IS A SUMMARY OF THE DEVIATIONS I JUST WENT OVER REGARDING NORTH VERTICAL ARTICULATION ON THE NORTH ELEVATION, THE ARCHITECTURAL ELEMENTS ON THE WEST ELEVATION AND THE CANOPY HEIGHT.

THE APPLICANT PROPOSES THE SUP TO BE IN EFFECT FOR A PERIOD OF TWENTY FIVE YEARS.

AND STAFF MAILED OUT SIXTY SEVEN NOTIFICATION LETTERS ON THIS CASE WE RECEIVED TWO IN OPPOSITION WITHIN THE NOTIFICATION AREA.

I BELIEVE ONE OF THOSE HAD THE THERE WERE TWO LETTERS SUBMITTED BY THE SAME INDIVIDUAL AND THERE WAS ONE RESPONSE IN OPPOSITION OUTSIDE OF THE NOTIFICATION AREA.

DURING THIS TIME, WE THE PEOPLE ARE ENTITLED TO REPRESENTATION WHO WILL DO THE RESEARCH FROM THE STATISTICS AND WHO WILL FIND THE SCHOLARLY ARTICLES.

AS SUCH WE ARE ALSO ENTITLED TO REPRESENTATION WHO CAN DO THESE THINGS OR KNOW HOW TO ASK FOR HELP TO GET IT DONE.

THIS IS PARTICULARLY TRUE WITH ANY COUNCIL DECISION WHICH MAY IMPACT POLICE OR FIRE.

WE NEED YOU TO LOOK AT HOW ANY DECISION AFFECTS CRIME RATES, QUALITY OF LIFE AND OR PUBLIC SAFETY. OUR POLICE HAVE ENOUGH ON THEIR PLATES AND DESERVE THE RESPECT OF THIS COUNCIL BY TAKING CRIME RATES INTO CONSIDERATION AND OR THE IMPACT OF DECISIONS THIS COUNCIL MAKES ON THE POLICE OFFICERS JOBS.

LASTLY, I'M A LITTLE DISAPPOINTED IN HOW THE ADU POLICY DISCUSSION PLAYED OUT LAST NIGHT.

I WATCHED ALL THREE OF THE DSU VIDEOS AFTER VIEWING THEM.

IT IS APPARENT THE RESIDENTS OF GARLAND DESERVE MORE RIGOR IN THE PROCESS.

IF YOU ARE GOING TO CONDUCT OUTREACH IN THE COMMUNITY, YOU CONDUCT IN THE WHOLE COMMUNITY, NOT JUST CERTAIN DISTRICTS AND NO QUOTE UNQUOTE.

WELL, I TALKED TO SOME CITIZEN GROUPS IN MY AREA.

COMMUNITY OUTREACH REQUIRES OUTREACH TO THE COMMUNITY, ALL OF THE COMMUNITY, IN THESE VIDEOS. THERE WAS NO SUGGESTION OR VIBE THE RECOMMENDATION WAS GOING TO BE NO CHANGE.

IN FACT, IT APPEARED TO BE QUITE THE OPPOSITE UP UNTIL THE COUNCIL MEETING LAST NIGHT.

IF THE RECOMMENDATION COMING OUT OF COMMITTEE WAS GOING TO BE NO CHANGE, WHY MAKE THE WHOLE PRESENTATION AND GIVE ALL THE INFORMATION.

IT IS APPARENT.

SOMEWHERE BETWEEN THE LAST COMMITTEE MEETING AND THE COUNCIL MEETING, YOU WENT FROM A POSITIVE RECOMMENDATION TO NO CHANGE, WHICH IS THE RIGHT THING, BUT CANDIDLY, SHOULD HAVE NEVER MADE IT OUT OF COMMITTEE.

IF NO CHANGE WAS THE RECOMMENDATION OR RESULT FROM THE LAST COMMITTEE MEETING, WHICH WATCHING THE VIDEO, IT WAS NOT.

PLEASE ALSO NOTE, I WILL BE ASKING AND CONTINUING TO PUSH FOR ANSWERS ON PROGRESS IN REGARDS TO WHAT GPNL AND WHAT OUR CITY, ALONG WITH YOU, CAN DO BETTER TO HELP WITH WHAT HAPPENED DURING THE FEBRUARY 2021 STORM.

I WOULD ASK AT THIS TIME THAT THE COUNCIL INVITE GPNL BACK TO THE NEXT COUNCIL MEETING OR THE ONE AFTER FOR AN UPDATE FROM THEM.
