GOOD EVENING AND WELCOME TO THE APRIL 5TH, 2021 WORK SESSION FOR THE GARLAND CITY COUNCIL.

OBVIOUSLY, WE ARE STILL MEETING IN A VIRTUAL MODE.

AND SO I'M GOING TO GIVE IT A SECOND FOR SOME OF THE ATTENDEES TO LOAD UP HERE.

[1. Public Comments on Work Session Items]

THE FIRST ITEM ON OUR AGENDA IS PUBLIC COMMENTS ON WORK SESSION ITEMS. I DO HAVE A COUPLE OF FOLKS LIKE I SAID, THE ATTENDEES ARE STILL LOADING UP.

SO WE DO HAVE A COUPLE OF PEOPLE SIGNED UP OR HAD QUESTIONS AS FAR AS THEY PREREGISTERED.

TWO OF THOSE I'M GOING TO HOLD FOR ITEM 4A, WHICH IS OUR COVID-19 UPDATE DISCUSSION.

THAT IS FOR MR. GALLEGOS AND MR. RODRIGUEZ, WHO SUBMITTED QUESTIONS EARLIER.

I SEE MR. GALLEGOS IN THE QUEUE.

I DON'T SEE THE OTHER PERSON.

AND THEN I ALSO HAD SOMEONE SIGNED UP FOR ITEM 3C THE CDBG TOPIC, BUT I DON'T SEE THEM IN THE IN THE QUEUE.

SO WITH THAT I SAY HOPEFULLY WE WILL BE ABLE TO ANSWER THE QUESTIONS FOR THE OTHER TWO GENTLEMEN DURING THE COVID DISCUSSION.

AND THEIR QUESTIONS ARE ABOUT SPECIAL EVENTS.

SO WE WILL MOVE ON TO ITEM TWO, CONSIDER THE CONSENT AGENDA.

[2. Consider the Consent Agenda]

THIS WILL BE FOR TOMORROW NIGHT.

I HAVEN'T RECEIVED ANYTHING TO HAVE ANY ITEMS PULLED AND CONSIDERED SEPARATELY.

IF YOU'VE HAD A CHANCE TO LOOK AT THE CONSENT AGENDA, YOU WILL SEE THAT THIS USUALLY HAPPENS WHEN WE HAVE A LONGER GAP BETWEEN MEETINGS THE CONSENT AGENDA GETS VERY FULL AND UNDER BIDS. WE ARE ALL THE WAY UP TO X IN THE ALPHABET, WHICH I THINK IS A NEW RECORD AS FAR AS I CAN REMEMBER.

SO IF THERE ARE ANY ITEMS THAT NEED TO BE PULLED AND CONSIDERED SEPARATELY, PLEASE LET US KNOW. WE'LL MAKE SURE WE HAVE APPROPRIATE STAFF PRESENT THAT WILL MOVE US TO ITEM THREE

[3. Written Briefings]

WRITTEN BRIEFINGS. ITEM 3A NEIGHBORHOOD VITALITY MATCHING GRANT FALL 2020 CONTINUED APPLICATIONS. ITEM 3B, NOTICE OF INTENT TO ISSUE CERTIFICATES OF OBLIGATION.

ITEM 3C BOND REFUNDING, GENERAL OBLIGATION, COMMERCIAL PAPER NOTES AND CERTIFICATES OF OBLIGATION. ITEM 3D GENERAL OBLIGATION COMMERCIAL PAPER PROGRAM SERIES 2021.

ITEM 3E, 2021-22 CDBG HOME AND ESG FEDERAL GRANT ASSISTANCE.

ITEM THREE F REQUEST FROM FARMERS ELECTRIC COOPERATIVE FOR UTILITY EASEMENT AT TWENTY NINE HUNDRED ELM GROVE ROAD.

AND LET'S SEE HERE, ITEM 3G, FENCING AT FORMER MARINA SITE.

I THINK WE'RE GOOD THERE THAT WILL MOVE US ON TO OUR VERBAL BRIEFINGS.

[4A. COVID-19 Response Update and Further Actions]

ITEM 4A COVID-19 RESPONSE UPDATE AND FURTHER ACTIONS, AND MITCH I THINK YOU'RE LEADING US OFF ON THIS TONIGHT.

YES, SIR. I'M GOING TO GIVE A BRIEF UPDATE TO COUNCIL.

AND THEN JASON AND MISTIE WILL BE ON, AS USUAL, TO GIVE THEIR UPDATES.

COUNCIL, AS YOU MAY REMEMBER, OF COURSE, WE HAD OUR MASS EVENT LAST WEEK FOR OUR VACCINATION PROCESS.

AS WE'VE BEEN SEEING IN THE PAST MANY WEEKS, WE DID HAVE A PRETTY SIGNIFICANT, A VERY SIGNIFICANT NO SHOW RATE.

WE INVITED ABOUT NINETY SIX HUNDRED, ALMOST TEN THOUSAND, AND WE HAD A LITTLE OVER FOURTEEN HUNDRED THAT ACTUALLY SHOWED UP FOR FIRST DOSES.

NOW KEEP IN MIND, WERE STILL DOING SECOND DOSES AS WELL.

WE DID ABOUT ELEVEN HUNDRED OF THOSE AND WE HAD ALMOST TWO HUNDRED FROM OUR GISD EDUCATOR GROUP. SO WE ACTUALLY GAVE OUT ABOUT TWO THOUSAND SEVEN HUNDRED AND FIFTEEN DOSES AT OUR EVENT LAST WEEK.

AS WE PREVIOUSLY INDICATED TO OUR PLAN FOR THIS COMING WEEK, WE WILL HAVE A MASS EVENT AGAIN ON WEDNESDAY AT HBJ STADIUM.

WE WILL BE INVITING ALL REMAINING PERSONS ON OUR WAITING LIST.

WE BELIEVE WE HAVE SUFFICIENT DOSES TO BE ABLE TO DO THAT TO HANDLE THOSE.

[00:05:06]

IN FACT, I WANT TO BRAG ON OUR TEAM A LITTLE BIT TODAY.

MISTIE GETS A LOT OF THIS CREDIT, JASON, DIANA, THE WHOLE TEAM.

BUT THEY WERE ABLE TO SECURE SOME ADDITIONAL VACCINE DOSES FROM A DIFFERENT HUB WHO WAS HAVING DIFFICULTY GETTING THOSE OUT TO THEIR COMMUNITY.

BUT WE GOT AN ADDITIONAL FIVE THOUSAND DOSES IN ADDITION TO WHAT THE I THINK TWO THOUSAND OR SO THAT WE'RE GETTING FROM THE STATE.

SO WE'LL HAVE PLENTY OF VACCINES TO GIVE OUT THIS WEDNESDAY AT OUR EVENT FOR ALL REMAINING PERSONS ON OUR LIST.

AFTER THAT, WHAT WE ARE LOOKING AT DOING IS TRANSITIONING FOR FIRST DOSES TO MORE OF A SCHEDULING APPROACH AND MOVING AWAY FROM THE WAITING LIST.

AS WE'VE BEEN LOOKING AT THIS AND OTHER HUBS HAVE BEEN LOOKING AT IT, WHEN YOU HAVE A WAITING LIST THAT GOES BEYOND SEVERAL DAYS, THEY END UP FINDING IT SOMEWHERE ELSE.

IT'S CHALLENGING AND DIFFICULT FOR FOLKS TO LET US KNOW.

SO WE WANT TO BE MORE EFFICIENT IN OUR USES AND GETTING THE FIRST DOSES OUT AND BE AS EFFECTIVE AS WE CAN.

SOME OF THAT MAY TRANSITION.

PART OF IT MAY BE AT OUR PUBLIC HEALTH CLINIC.

PART OF IT MAY BE A SMALLER MASS EVENTS AT OTHER LOCATIONS.

WE'RE STILL WORKING OUT THOSE DETAILS.

BUT WHAT WE'VE LEARNED IS IF WE HAVE A HUGE SIGN UP LIST, AGAIN, WHEN THEY SIGN UP, THEY NEED IT. BUT IF WE DON'T GET TO THEM WITHIN A SHORT TIME PERIOD, THEY HAVE MOVED ON AND GOT IT ELSEWHERE. SO WE'LL BE TRANSITIONING THROUGH THAT PROCESS.

AND, OF COURSE, WE'LL BE PUTTING OUT MORE INFORMATION AS AS WE GET THROUGH THIS WEEK.

BUT WE WANT TO GET THROUGH WEDNESDAY TO SEE HOW EVERYTHING GOES AND THEN WE'LL BE FINALIZING OUR PLANS AND PUBLICIZING THOSE MOVING FORWARD INTO FUTURE WEEKS.

AS YOU MAY REMEMBER, THE STATE HAS ALREADY MADE AGE 80 OR OVER A PRIORITY.

AND WE DID TAKE CARE.

ALL OF THOSE ON OUR WAITING LIST REACHED OUT TO THOSE TO MAKE SURE WE GAVE THEM AN OPPORTUNITY TO COME IN.

AND WE'VE ALREADY DONE THAT.

WE'RE ALSO REACHING OUT TO ANYONE WHO'S AGED 80 OR OLDER.

IF YOU STILL NEED A VACCINE, ALL YOU HAVE TO DO IS CONTACT OUR CALL CENTER, THE EMAIL, ANY OF THE DIFFERENT VENUES, AND WE WILL GET YOU INTO OUR PUBLIC HEALTH CLINIC TO MAKE SURE WE GET YOU TAKEN CARE OF.

IN ADDITION, THIS WEEK TO ALL REMAINING PEOPLE ON OUR WAITING LIST, WE WILL BE OPENING UP OUR LIST. WE CONTINUE TO UTILIZE OUR, AS WE PREVIOUSLY DISCUSSED, THE GISD EDUCATORS TO BRING IN SOME OF THEM.

AGAIN, WE HAD ABOUT TWO HUNDRED THIS WEEK.

I THINK WE HAD A LITTLE OVER FOUR HUNDRED LAST WEEK, A LITTLE MORE THAN THREE HUNDRED AND FIFTY THE WEEK BEFORE THAT.

SO WE ANTICIPATE ADDING A FEW HUNDRED MORE OF THOSE.

BUT AGAIN, WE HAVE PLENTY OF VACCINE NOW THAT IS COMING IN TO US.

IN ADDITION TO THAT, WE HAVE OPENED IT UP TO OUR REMAINING CITY EMPLOYEES WHO HAVE NOT YET HAD AN OPPORTUNITY TO GET THE VACCINE AS WE WANT TO KEEP, OF COURSE, OUR OPERATIONS GOING FOR ALL OF OUR PUBLIC WORKS AREAS AND ALL THE AREAS WHERE WE PROVIDE THOSE SERVICES. SO THAT WILL BE GOING ON THIS WEDNESDAY AT THE HBJ, AT THE MASS EVENT.

AND I THINK WITH THAT, WHAT I'LL DO IS I WILL TURN IT OVER TO JASON AND MISTIE SO THEY CAN GIVE YOU SOME ADDITIONAL INFORMATION.

OK, LET ME JUST MAKE SURE, ANYBODY HAVE ANY QUESTIONS FOR MITCH BEFORE WE MOVE TO JASON? ALL RIGHT, JASON, GO AHEAD.

ALL RIGHT. THANK YOU, MAYOR.

GOOD EVENING, COUNCILMAN.

GOOD TO SEE YOU ALL AGAIN.

I'LL ASK MISTIE TO SHARE HER SCREEN AND WE'LL RUN THROUGH THE TYPICAL COVID PRESENTATION . BEFORE I GET STARTED ON THIS, THERE'S TWO THINGS I WANT TO MENTION.

AND IF I DON'T MENTION NOW, I WON'T REMEMBER THEM, AND MITCH STOLE MY THUNDER A LITTLE BIT ON THE 80 PLUS CROWD.

SO WE ARE INVITING ANYBODY THAT'S 80 YEARS OR OLDER TO WALK IN AT OUR PUBLIC HEALTH CLINIC 206CARVER DRIVE.

WE'LL BE THERE MONDAY.

WE'RE CLOSED TODAY, BUT TUESDAY, THURSDAY AND FRIDAY OF THIS WEEK FROM 7:30 TO 5:30.

SO IF YOU FALL IN THAT AGE RANGE, 80 OR ABOVE AND YOU'VE NOT YET HAD YOUR VACCINE, PLEASE COME VISIT US AT YOUR CONVENIENCE AT THAT LOCATION DURING THOSE HOURS.

AND THEN FOR THE FOLKS, WE BELIEVE THAT WE HAVE CONTACTED EVERYBODY THAT HAS SIGNED UP ON OUR WAITING LIST.

AND AS MITCH SAID, WE'VE INVITED THE LAST REMAINING GROUP THAT STILL NEEDS THE VACCINE.

BUT IF THERE ARE FOLKS OUT THERE AND MAYOR ALERTED US TO A PROBLEM THIS AFTERNOON, THERE WAS A GROUP OF FOLKS THAT WE MISSED.

BUT IF THERE ARE FOLKS OUT THERE ON OUR WAITING LIST THAT HAVE NOT HEARD FROM US AND THEY STILL NEED A VACCINE, PLEASE CONTACT US THROUGH THE CALL CENTER AND WE WILL GET YOU VACCINATED. SO AS YOU GO THROUGH THE CURRENT COVID NUMBERS, AS OF TODAY, YOU SEE THAT WE

[00:10:01]

HAVE JUST OVER TWENTY SEVEN THOUSAND TOTAL CONFIRMED CASES FROM THE BEGINNING OF THE PANDEMIC TO DATE.

THAT REPRESENTS ABOUT ELEVEN POINT TWO PERCENT OF THE GARLAND POPULATION.

OF COURSE, THE VAST MAJORITY OF THOSE, TWENTY SIX THOUSAND SIX HUNDRED TWENTY FOUR, ARE RECOVERED.

SO THAT'S GOOD NEWS. THOSE ARE THE FOLKS THAT HAVE OBVIOUSLY TESTED POSITIVE AND PROGRESSED THROUGH THE DISEASE TO MEET THE END OF MONITORING.

UNFORTUNATELY, WE'VE LOST THREE HUNDRED AND SEVENTY THREE GARLAND RESIDENTS TO THIS DISEASE.

THANKFULLY, THE NUMBER OF FATALITIES SEEMS TO BE SLOWING DOWN, WHICH IS GREAT.

AND OF COURSE, THE DIFFERENCE BETWEEN THE NUMBER OF CONFIRMED CASES AND THE RECOVERED CASES GIVE YOU THE NUMBER OF ACTIVE CASES THAT WE HAVE IN OUR COMMUNITY, WHICH IS THE VERY BOTTOM NUMBER THERE, AND ONE TWO HUNDRED EIGHTY EIGHT.

THAT'S THE LOWEST THAT I RECALL SEEING THAT NUMBER IN MANY MONTHS.

AND THE GRAPH ON THE LEFT ILLUSTRATES THE NUMBER OF CASES THAT ARE BEING REPORTED IS BACK TO LEVELS NOT SEEN BEFORE THE FIRST SPIKE WE HAD OR THE FIRST WAVE WE HAD BEGINNING JUNE OF LAST YEAR. SO THAT'S GREAT NEWS.

I DON'T WANT TO GIVE ANYBODY THE IMPRESSION THAT THE PANDEMIC IS OVER, BUT CERTAINLY THE CASE COUNTS CONTINUE TO BE LOW.

AND WE CERTAINLY HOPE THAT REMAINS THE CASE FOR THE FORESEEABLE FUTURE.

MISTIE, IF WE COULD GO TO THE NEXT SLIDE.

FOR STAFF IMPACTS, THE STAFF IMPACTS, THEY FOLLOW THE SAME TREND AS THE CASE COUNTS IN THE COMMUNITY.

FOR STAFF MEMBERS, THESE ARE NUMBERS AS OF LAST FRIDAY.

BASICALLY EACH FRIDAY WE TRACK THE NUMBER OF STAFF THAT ARE BOTH OUT BECAUSE THEY TESTED POSITIVE OR BECAUSE THEY HAD HIGH RISK CONTACTS.

AS OF LAST FRIDAY, WE HAD FIVE EMPLOYEES THAT WERE EXCLUDED BECAUSE OF POSITIVE TESTS.

THREE OF THOSE EMPLOYEES HAPPENED TO BE DEALING WITH LONG TERM RECOVERY ISSUES.

SO OUT OF THOSE FIVE, THREE OF THEM ARE UNFORTUNATELY STRUGGLING WITH SOME LONGER TERM ISSUES, BUT THEY ARE IMPROVING, SOME GOOD NEWS.

AND WE HAD TWO EMPLOYEES THAT WERE EXCLUDED BECAUSE OF HIGH RISK CONTACT.

AND THE GRAPH ON THE NEXT SLIDE ILLUSTRATES THE DOWNWARD TREND IN THE NUMBER OF CASES THAT WE'RE SEEING IN OUR GARLAND EMPLOYEE POPULATION.

OF COURSE, THE BLUE LINE HERE ILLUSTRATES THE EMPLOYEES EXCLUDED BECAUSE OF HIGH RISK CONTACTS. SO THOSE ARE EMPLOYEES THAT WERE NEAR SOMEBODY WHO WAS CONFIRMED WITH COVID-19.

OF COURSE, THE RED LINE ARE THE FOLKS THAT TESTED POSITIVE AND EXCLUDED FROM WORK.

AND THEN THE GREEN LINE IS THE COMBINATION OF THE TWO.

AND YOU SEE HOW THOSE--YOU CAN REALLY SEE THE TWO WAVES HERE ON THIS GRAPH OUT OF OUR EMPLOYEE POPULATION, JUST LIKE YOU CAN SEE THE TWO WAVES OUT OF THE GENERAL POPULATION, A COUPLE OF SLIDES PRIOR.

SO THE SECOND WAVE IS TRENDING DOWNWARD NICELY.

AND WE HAVE A VERY LOW NUMBER OF EMPLOYEES THAT ARE AFFECTED AND CERTAINLY AIM TO CONTINUE WITH THAT TREND.

GO TO THE NEXT SLIDE, WE'LL TALK A LITTLE BIT ABOUT VACCINATIONS.

OF COURSE, WE'RE PROUD OF THE NUMBER OF DOSES THAT WE'VE ADMINISTERED.

WE WISH WE HAD MORE DOSES TO ADMINISTER.

BUT SO FAR, WE'VE GIVEN OUT ALMOST ELEVEN THOUSAND SIX HUNDRED FIRST DOSES.

OF COURSE, THE LION'S SHARE OF THOSE DOSES WOULD HAVE BEEN ADMINISTERED AT THE MASS VACCINATION EVENTS. BUT WE CONTINUE TO CHIP AWAY AT PROVIDING DOSES AT OUR PUBLIC HEALTH CLINIC ON THE DAYS OUTSIDE OF THE MASS EVENTS.

AND THEN, OF COURSE, THE SECOND DOSES THERE JUST OVER SIXTY EIGHT HUNDRED SECOND DOSES.

AND OF COURSE, WE'LL CONTINUE TO FOLLOW UP WITH THE FOLKS THAT RECEIVED THEIR FIRST DOSE FROM US. AND HOPEFULLY THAT NUMBER RISES QUICKLY.

WE'VE GOT ABOUT FOUR HUNDRED SECOND DOSE FOLKS INVITED TO THE EVENT THIS WEDNESDAY.

AND OF COURSE THOSE ARE THE FOLKS THAT WE VACCINATED FOUR WEEKS AGO AT THE HBJ STADIUM.

SO TOTAL THERE, EIGHTEEN THOUSAND FOUR HUNDRED NINETEEN TOTAL VACCINATIONS.

WE'LL GO TO THE NEXT SLIDE. SO THE EVENT ON WEDNESDAY, WE HAVE THAT PLANNED FOR NINE TO TWO. WE'RE FOCUSING ON FIRST DOSES REALLY THROUGHOUT THE DAY BECAUSE WE HAVE SUCH A SMALL NUMBER OF SECOND DOSES, WE'VE INVITED THEM FROM ONE TO TWO.

BUT WE'RE ACCEPTING FIRST DOSE FOLKS THAT WE'VE INVITED THROUGHOUT THAT TIME PERIOD.

MITCH ALSO MENTIONED THAT WE'RE INVITING ALL STAFF MEMBERS OF THE THREE CITIES THAT THE

[00:15:04]

HEALTH AUTHORITY SERVES, ALL STAFF MEMBERS OF GARLAND, ROWLETT, AND SACHSE THAT WISH TO BE VACCINATED AND HAVE NOT YET HAD AN OPPORTUNITY.

WE'RE INVITING THEM AS WELL AS ANY REMAINING GISD STAFF.

I WILL SAY THAT, UNDOUBTEDLY, THERE ARE GOING TO BE EMPLOYEES THAT AREN'T AVAILABLE TO COME TO THE EVENT ON WEDNESDAY, AND A PERFECT EXAMPLE OF THAT MIGHT BE THE ENVIRONMENTAL WASTE SERVICES TRUCK DRIVERS, OF COURSE, CAN'T LET ALL OF THEM GO AT ONCE TO GO TO THESE MASS VACCINATION CLINICS.

SO WE'RE GOING TO FOLLOW UP WITH THOSE DEPARTMENTS ON AN INDIVIDUAL BASIS.

WE'LL SEND PUBLIC HEALTH NURSES OUT TO VACCINATE THOSE.

BUT THE POINT THAT I'M TRYING TO MAKE IS WE'RE GOING TO MAKE SURE THAT THIS VACCINE IS MADE AVAILABLE TO ALL OF THE EMPLOYEES WHO WISH TO BE VACCINATED.

AND WE'LL GO TO THE NEXT SLIDE.

THANK YOU, SO I'LL GO OVER WITH THE VACCINATION PROVIDER, SO WE'VE SEEN A PRETTY BIG SPIKE IN VACCINES BEING ADMINISTERED OR NOT ADMINISTERED SORRY, PROVIDED TO THE COUNTY, BOTH OUR COUNTY AND OTHER METRO COUNTIES AROUND US.

SO AND INTO THE STATE, OF COURSE.

SO WE WANTED TO GIVE YOU A LITTLE BIT OF A PICTURE OF WHAT THE PROVIDER MAP LOOKS LIKE.

SO WHILE I CAN'T EASILY FIND ONE THAT WILL SHOW YOU ALL THE PROVIDERS, IT WAS JUST EASIER TO PULL THEM OUT THIS WAY. SO JUST IN GARLAND ONLY WE HAVE 80 PLUS PROVIDERS THAT ARE ELIGIBLE TO RECEIVE VACCINE.

NOT ALL OF THESE RECEIVE VACCINE EACH WEEK.

OF COURSE, WE HAVE TO LOOK AT THE DEPARTMENT OF STATE HEALTH SERVICES ALLOCATIONS EACH WEEK TO DETERMINE WHO'S GETTING WHAT, JUST LIKE WE DO TO DETERMINE THE ONES THAT WE GET EACH WEEK. FOR DALLAS COUNTY, IT'S JUST OVER A THOUSAND FORTY.

FOR COLLIN COUNTY, IT'S RIGHT AT 450.

DENTON COUNTY IS THREE HUNDRED AND TARRANT COUNTY IS OVER 750.

SO TOTAL JUST FOR THE FOUR METRO COUNTIES IS A LITTLE MORE THAN TWENTY FIVE FORTY.

SO PLENTY OF PROVIDERS OUT THERE.

AND WE ARE CONTINUING TO SEE MORE AND MORE VACCINATION EACH WEEK.

OVER THE LAST WEEK, OUR VACCINATION JUST FOR DALLAS COUNTY ALMOST DOUBLED.

SO WE'RE CONTINUING TO WATCH THESE NUMBERS AND THE PROVIDERS AS WE MOVE FORWARD.

SO WITH THAT, I'LL STOP AND BE HAPPY.

WE CAN ANSWER ANY QUESTIONS THAT YOU HAVE.

AND LET'S SEE, COUNCIL MEMBER WILLIAMS. THANK YOU, MAYOR.

JUST A COUPLE OF THINGS. FIRST THING, MITCH, JASON AND YOUR TEAM, I WAS OUT AND ABOUT TODAY IN THE AREA, A BLOCK THAT'S PREDOMINANTLY SENIOR CITIZENS.

AND THEY ALL HAPPENED TO GET THEIR SECOND DOSE THIS PAST WEEK OR THE WEEK BEFORE.

AND THEY WERE JUST RAVING AND SINGING PRAISE YOU GUYS AND YOUR TEAM.

IF POSSIBLE, I THINK THEY WOULD HAVE THROWN A PARADE FOR YOU GUYS.

I MEAN, THEY WERE REALLY MAYOR.

I MEAN, THEY WERE REALLY SINGING PRAISE TO THE EFFICIENCY AND ALL OF THEM WERE DOING WELL. SO THEY REALLY KUDOS FOR YOU GUYS.

THEY HAD ABOUT 10 HOMES WITHIN WALKING DISTANCE AND THEY ALL HAPPENED TO HAVE GOTTEN THEIR SECOND SHOT IN THE LAST TWO CYCLES.

SO THEY WERE ELATED.

MY QUESTION TO MITCH OR JASON, BACK TO GISD, CAN YOU SAY AGAIN WHAT WAS THE POTENTIAL VACCINATION POOL OF GISD? AND WOULD YOU SAY AGAIN HOW MANY VACCINATIONS THAT WE HAVE ADMINISTERED TO GISD? AND DO YOU HAVE ANY IDEA WHAT THE BREAKDOWN WAS? YOU MENTIONED EDUCATORS, BUT DO WE HAVE ANY IDEA OF A MAINTENANCE STAFF, CAFETERIA WORKERS, BUS DRIVERS? YOU KNOW, EVERYBODY WHO IS A GISD EMPLOYEE, DO WE HAVE ANY, MITCH, DO WE HAVE ANY OF THAT INFORMATION TO KNOW WHAT HAS BEEN OUR LEVEL OF PENETRATION INTO THE POTENTIAL POOL WITH GISD? THANK YOU.

YOU BET. YES, SIR. SO WE YOU KNOW, THE TERM USED BY THE CDC AND BY THE STATE ON EDUCATOR, BUT IT'S A VERY BROAD TERM.

SO WHEN OUR STAFF WHEN THEY SHOW UP, WE DON'T COLLECT THE DATA ON ARE THEY A TEACHER OR ARE THEY SOME OTHER STAFF? SO WE DON'T HAVE THAT BREAKDOWN.

AGAIN, THE FIRST WEEK I WAS PRETTY SURE THE NUMBER WAS THREE HUNDRED AND SIXTY FOUR.

AND THAT WAS PRETTY MUCH I THINK WE HAD LIKE THREE, I THINK THAT WAS EVERYBODY THEY WERE ABLE TO GET A HOLD OF DURING THAT SPRING BREAK WEEK AND GET THERE.

THE NEXT WEEK WE HAD FOUR HUNDRED AND TEN OUT OF FOUR HUNDRED AND FORTY THAT WERE INVITED

[00:20:03]

THAT SHOWED UP, THAT WERE THERE, WHICH IS SOMETHING LIKE NINETY THREE PERCENT, WHICH IS VERY GOOD. THIS WEEK THERE WAS ONLY A COUPLE OF HUNDRED, BUT THEY SHOWED ONE HUNDRED NINETY TWO OUT OF THOSE, A COUPLE OF HUNDRED SHOWED UP.

SO ONE OF THE THINGS WE'RE WORKING WITH GISD IS OF COURSE THEIR STAFF ARE GOING TO OTHER LOCATIONS, CVS, SOME OF THE OTHER HUBS, SOME OF THE OTHER LOCATIONS.

SO THEY'RE HAVING TO CONSTANTLY WEEKLY WORK FOR WHO'S ALREADY HAD IT.

THEY KNOW WHO WANTED IT EARLY ON, BUT THEY'RE WORKING THROUGH WHO HASN'T HAD IT JUST AS WE'VE HAD TO DO HERE.

SO OVERALL, WE'VE SEEN A VERY HIGH TURNOUT OF THOSE THAT THEY HAVE SCHEDULED TO SHOW UP.

WE JUST DON'T HAVE THE BREAKDOWN OF HOW MANY ARE TEACHERS AND HOW MANY ARE BUS DRIVERS OR THE OTHER AREAS THAT THEY HAVE.

OK, THANKS, MITCH. JASON, JUST ONE OTHER QUESTION FOR YOU.

IF WE HAVE A CASE WHERE YOU HAVE A SENIOR WHO IS HOMEBOUND, CONFINED AND WOULD LIKE TO HAVE THE VACCINE, HOW WOULD WE CAN WE FACILITATE THAT? THEY'RE NOT ABLE TO COME TO A SITE TO GET THE VACCINE.

DO WE HAVE A STRATEGY FOR SO WHAT WOULD OUR PROTOCOL BE FOR THAT KIND OF THING? JUST CONTACT YOU OR JASON, MITCH? SIR, I'LL TAKE THAT ONE, AND I ACTUALLY APPRECIATE YOU ASKING THAT QUESTION, BECAUSE THERE'S PROBABLY A HANDFUL OF THOSE FOLKS IN OUR COMMUNITY THAT MAY VERY WELL HAVE THE SAME QUESTION. THE ANSWER IS THAT WE HAVE YOU COVERED.

WE ACTUALLY SENT A PUBLIC HEALTH NURSE AND AN ADMINISTRATIVE STAFF OUT TODAY TO A FEW HOMEBOUND INDIVIDUALS TO VACCINATE THEM.

SO IF ANYBODY IN OUR JURISDICTION, WHETHER IT'S GARLAND, ROWLETT, OR SACHSE ANYBODY UNDER OUR HEALTH AUTHORITY, ALL THEY NEED TO DO IS CONTACT US IF THEY ARE HOMEBOUND AND WE'LL SCHEDULE A TIME TO COME OUT AND GET THEM BOTH FIRST AND SECOND DOSE WE WILL TAKE CARE OF.

GOOD QUESTION. THANK YOU FOR ASKING THAT.

THANK YOU. THANK YOU, MAYOR.

DEPUTY MAYOR PRO-TEM MORRIS.

THANK YOU, MAYOR, AND MY THANKS TO COUNCILMAN WILLIAMS, BECAUSE THAT WAS ALSO ONE OF MY QUESTIONS, BECAUSE THAT'S A QUESTION I'VE RECEIVED SEVERAL TIMES.

JASON, I WANT TO JUST HAVE YOU REPEAT SLOWLY FOR PEOPLE WHO ARE WATCHING THE INFORMATION YOU GAVE ABOUT PEOPLE 80 AND OVER WHO CAN WALK IN AT THE PUBLIC HEALTH CLINIC.

AND YOU SAID THIS TUESDAY, THURSDAY OR FRIDAY, AND CAN YOU GIVE THE ADDRESS AGAIN SLOWLY? SURE. SOMETIMES I GET EXCITED AND TALK FAST.

SO WE ARE AS YOU MENTIONED, WE'RE VACCINATING FOLKS 80 AND OLDER AT THE GARLAND PUBLIC HEALTH CLINIC. WE'RE LOCATED AT 206 CARVER DRIVE.

AND FOR FOLKS FAMILIAR WITH THE AREA THAT'S AT THE HARD CORNER OF CARVER AND HOPKINS STREETS JUST SOUTHEAST OF DOWNTOWN.

SO 206 CARVER DRIVE, WE ARE SERVING THOSE FOLKS ON A WALK IN BASIS FROM 7:30 TO 5:30 TOMORROW, TUESDAY AND THEN THURSDAY AND FRIDAY OF THIS WEEK.

OF COURSE, WE WILL BE AT THE MASS VACCINATION EVENT ON WEDNESDAY; THAT'S WHY WE'RE NOT OFFERING AT THAT TIME.

OK, THAT WAS IT.

I JUST WANTED PEOPLE TO CATCH THAT I WAS GETTING PINK AND APPRECIATE THAT.

THAT'S A GREAT IDEA. I'M LOOKING FORWARD AND I'M VERY EXCITED TO HEAR WE GOT AN ADDITIONAL FIVE THOUSAND DOSES.

I WISH THAT HAD HAPPENED A MONTH OR TWO AGO WHEN IT WAS DESPERATE, BUT REALLY HAPPY TO HEAR THAT. SO WELL DONE AND THANK YOU.

THANK YOU, MAYOR.

COUNCILMAN HEDRICK THANK YOU, MR. MAYOR. I HAVE ONE QUESTION, ONE COMMENT.

AND MY QUESTION IS, DO WE KNOW WHAT PERCENTAGE OF OUR CITY HAS BEEN VACCINATED SO FAR? I KNOW, MISTIE, AT THE SCHOOL BOARD MEETING, YOU MENTIONED THAT THEY CAN POSSIBLY COMBINE THOSE WITH INFECTED RATE AND VACCINATION RATE, BUT I DON'T THINK YOU GAVE A PERCENTAGE THERE. SO I WAS HOPING YOU COULD PROVIDE THAT.

JASON, IF YOU HAVE MORE INFORMATION, THEN I'M HAPPY TO YIELD THE FLOOR TO YOU.

WE'VE HAD ISSUES WITH THIS BECAUSE PEOPLE AREN'T REQUIRED TO REPORT THAT THEY'VE BEEN VACCINATED. SO I CAN PROVIDE NUMBERS, BUT ONLY BASED OFF OF THE VACCINATIONS WE'VE ACTUALLY PROVIDED.

SO IF YOU LOOK JUST THAT, OUR POPULATION AND THE VACCINES THAT WE PROVIDED AND THEN AGAIN, THAT'S THE ASSUMPTION THAT WE'RE LOOKING AT THE NUMBERS THAT THEY REPORTED THAT THEY LIVED IN GARLAND AT THAT TIME AFTER THE GISD MEETING, I FOLLOWED UP WITH THEM.

[00:25:01]

RELATIVE TO THAT QUESTION.

IT WAS AT ONE POINT EIGHT PERCENT THAT WE AREN'T GIVING NEARLY ALL THE VACCINES.

WE'RE GIVING ONE SMALL PORTION.

SO THAT IS NOT REALLY A GOOD INDICATOR OF HOW MUCH OF OUR POPULATION HAS BEEN VACCINATED BECAUSE WE DON'T HAVE VISIBILITY OF ALL THOSE PROVIDERS THAT I MENTIONED EARLIER, THEY ARE VACCINATING PEOPLE THAT LIVE IN GARLAND.

WE DON'T GET TO SEE THAT NUMBER.

THE BEST I CAN DO FOR THAT IS TO LOOK AT THE NUMBERS THAT DALLAS COUNTY AND THE STATE REPORTS. SO, THE REPORT ONLY GOES OUT STATEWIDE AT THE COUNTY LEVEL.

AND BASED OFF OF THAT NUMBER, THEY'VE ADVISED THAT AT LEAST SEVEN HUNDRED NINE THOUSAND PEOPLE HAVE HAD AT LEAST ONE DOSE OF THE VACCINE.

AND BASED ON THE POPULATION, AGAIN, THAT'S THE TOTAL ADULT POPULATION.

WE'RE HAVING TO ESTIMATE THOSE THAT ARE BELOW THE AGE OF 17, BUT IT'S ABOUT THIRTY EIGHT PERCENT OF THE TOTAL.

SO THAT'S AT THE COUNTY LEVEL.

SO IT'S NOT A VERY GOOD ANSWER BECAUSE WE'RE HAVING TROUBLE GETTING DOWN TO THE CITY LEVEL ON ANY OF THE STATISTICS THAT WE HAVE ACCESS TO.

DIANA DID TRY TO BREAK APART SOME REPORTS, BUT WE HAVE YET TO BE ABLE TO GET A NUMBER JUST FOR THE CITY OF GARLAND UNLESS JASON HAS THAT SINCE THAT.

NOW, MISTIE SUMMARIZED THAT VERY WELL.

THE INFORMATION WE HAVE IS REALLY AS DETAILED AS THE COUNTY LEVEL, BECAUSE I'M SURE YOU ALL HAVE PROBABLY HEARD STORIES OF FOLKS DRIVING TO GALVESTON OR, YOU KNOW, DISTANT LOCATIONS TO GET VACCINE, YOU KNOW, WEEKS AGO WHEN VACCINE WAS IN HIGH DEMAND OR HIGHER DEMAND AND SHORTER SUPPLY.

BUT YEAH, MISTIE SUMMARIZED SORT OF THE INFORMATION THAT'S AVAILABLE TO US VERY WELL.

I DON'T HAVE ANYTHING BEYOND THAT.

THANK YOU. THAT WAS MY QUESTION.

AND MY COMMENT THEN IS I STRONGLY URGE US TO MOVE TO THIS MODEL.

WE'RE GETTING AWAY FROM THE MASS VACCINATION EVENTS.

COUNCILMAN WILLIAMS BROUGHT UP THE FACT REACHING OUT TO PEOPLE HARD TO REACH.

TWO WEEKS AGO, WE HAD A SIGN UP EVENT AT CALI SAIGON MALL WHERE THERE'S TWO HUNDRED PEOPLE WHO THEY WOULD HAVE GOTTEN THE VACCINE RIGHT THERE.

AND THEN IF WE HAD IT AVAILABLE AT THAT LOCATION AND NOW IT'S WAITING TWO WEEKS AND THAT'S A VERY HARD POPULATION WITH COMMUNICATION ISSUES AND THAT SORT OF THING.

SO I SPOKE TO SOMEONE ALSO THAT THEY WERE ABLE TO SIGN UP FOR DALLAS COUNTY VACCINE AND FAIR PART. THEY SIGNED UP SATURDAY, GOT A NOTIFICATION YESTERDAY AND GOT VACCINATED TODAY. SO THAT'S A TWO DAY TURNAROUND THERE AT FAIR PARK.

SO IT'S AVAILABLE TO PEOPLE WHO WANT IT.

WE JUST NEED TO REACH THE HARD TO REACH COMMUNITIES NOW, I BELIEVE, ESPECIALLY THOSE LIKE THAT WERE SIGNING UP TWO WEEKS AGO AT CALI SAIGON MALL.

SO, STRONGLY URGE TO MOVE TO OUR REC CENTERS, LIBRARIES AND SHOPPING CENTERS AND BRING IT TO OUR FOLKS IN THE COMMUNITY.

THANK YOU. THANK YOU, MR. MAYOR.

THANK YOU, SIR. COUNCIL MEMBER AUBIN.

THANK YOU, MAYOR. LET ME FIRST ECHO COUNCIL MEMBER HEDRICK ON THAT.

WE HAD A DISCUSSION SEVERAL MONTHS AGO THAT WOULD GET TO A POINT WHERE WE WOULD WE WOULD NEED TO START GOING ALMOST BASICALLY DOOR TO DOOR TO GET AS MANY PEOPLE VACCINATED AS POSSIBLE. AND IT SEEMS NOW THAT I THINK THE EXPERIENCE WITH OUR LIST HAS BEEN THAT IF WE WAIT SEVERAL DAYS, IF YOU SIGN UP AND THEN WE'RE NOT HAVING AN EVENT FOR A WEEK, A LOT OF PEOPLE WILL GET SOMETHING IN THE INTERIM, WHICH IS GREAT FOR THEM, BUT LESS EFFICIENT FOR US. SO, IF WE CAN THINK ABOUT DOING THINGS LIKE POP UP EVENTS OR OTHER STUFF SIMILAR TO WHAT WAS MENTIONED ABOUT CALI SAIGON MALL, I THINK THAT'S PROBABLY A GOOD WAY TO GO PARTICULARLY IF WE HAVE ENOUGH OR IF WE CAN SET UP OTHER LOCATIONS OR HOWEVER WE WANT TO DO IT. THE QUESTION I HAD WAS ABOUT UPTAKE OF VACCINE.

DO WE KNOW WHEN I ASKED THIS, MAYBE A MONTH OR SO AGO, DO WE KNOW WHAT THE UPTAKE RATE IS AMONG OUR POLICE AND FIRE DEPARTMENTS? YEAH, COUNCIL MEMBER I DON'T BELIEVE WE HAVE THE DATA BY DEPARTMENT, I DON'T THINK WE TRACK IT NOT ONLY POLICE AND FIRE, BUT ANY OF OUR CITY DEPARTMENTS, SO.

WELL, I WOULD AND I ASKED FOR THIS OVER A MONTH AGO, I WOULD LIKE TO GET THAT DATA.

I THINK IT'S IMPORTANT.

I THINK IF ONLY WE'RE SEEING BILLS AND OTHER STUFF WE'RE RESPONSIBLE FOR, YOU KNOW, IT'S PRESUMPTIVE ILLNESS, PARTICULARLY FOR OUR PUBLIC SAFETY.

AND I THINK WE NEED TO HAVE SOME IDEA OF WHAT THE UPTAKE IS.

AND PARTICULARLY THESE ARE FOLKS WHO HAVE A LOT OF EXPOSURE TO THE PUBLIC.

SO I WOULD I MEAN, IT'S BASICALLY A SIMPLE SURVEY.

YOU KNOW, THERE'S A BILL DOWN IN AUSTIN THAT'S GOING TO REQUIRE US TO GIVE PAID LEAVE

[00:30:05]

ON THIS THAT WE CAN'T EVEN DEDUCT FROM THE SICK BANK THAT OUR EMPLOYEES HAVE, AND THAT'S A COST THAT WE CANNOT EVEN CALCULATE.

SO I'D LIKE TO AT LEAST GET SOME NO IDEA OF WHAT WE'RE LOOKING AT IN TERMS OF FOLKS WHO'VE REFUSED. BUT THANK YOU.

THANK YOU, MAYOR.

LET'S SEE HERE. COUNCIL MEMBER MCNEAL.

THANK YOU, MR. MAYOR. AND JASON AND MITCH, I WOULD LIKE TO TRY TO EXPAND ON COUNCILMAN AUBIN'S QUESTION, DO WE JUST KNOW THE PERCENTAGE OF OUR EMPLOYEES, STAFF PERIOD WITHIN THE CITY? BECAUSE NOW AS PEOPLE ARE OUT AND ABOUT MOVING MORE AROUND MORE, DO WE HAVE ANY IDEA OF THE PERCENTAGE OF VACCINATION FOR ALL OF OUR EMPLOYEES? SO I WOULD JUST SAY, IF YOU COULD DO THAT SURVEY, THAT WOULD BE GREAT.

THEN SECONDLY, JASON, I KNOW YOU GUYS ARE JUST SORT OF DISCUSSING HOW WE CAN INVOLVE OUR LARGER COMMUNITY TO GET THE WORD OUT AND TO PARTICIPATE IN REGISTRATIONS AND THINGS OF THAT NATURE.

WHERE ARE WE WITH THAT INITIATIVE? I APOLOGIZE, I WAS WRITING DOWN SOME NOTES OF WHAT YOU SAID BEFORE.

CAN YOU REPEAT THAT LAST ONE? RIGHT. I KNOW THERE WAS A COUPLE OF TRAINING SESSIONS ABOUT GETTING COMMUNITY ORGANIZATIONS INVOLVED TO HELP DO REGISTRATION AND TO HELP TRY TO GET INDIVIDUALS VACCINATED, JUST WHERE ARE WE WITH THAT INITIATIVE? SO, I MEAN, WE'VE REACHED OUT TO MANY SEGMENTS OF OUR COMMUNITY.

OF COURSE, THERE WAS THE ONE HOSTED IN CALI SAIGON MALL.

I KNOW A NUMBER OF GROUPS PARTICIPATED IN THAT.

AND WE'RE STILL OPEN TO ASSISTING FURTHER WITH OTHER GROUPS.

I'LL HAVE TO DOUBLE CHECK TO SEE IF ANYONE ELSE HAS REACHED OUT REQUESTING SUCH A PARTNERSHIP ON THAT KIND OF THING.

I'VE HEARD OF OTHER SMALLER CERTAIN CHURCHES AND OTHER GROUPS THAT HAVE HOSTED THEIR OWN SMALLER REGISTRATION DRIVES AND THAT KIND OF THING.

BUT I'LL HAVE TO DOUBLE CHECK ON THAT.

ALL RIGHT AND TO COMMENT FURTHER ON, I THINK IT WAS COUNCIL MEMBER HEDRICK'S COMMENTS A MOMENT AGO, SO IF THERE ARE ORGANIZATIONS OUT THERE, BE IT WHATEVER THEIR ORGANIZATION OR COMMUNITY OR THE POPULATION MAY BE, YOU KNOW, IS THERE A SET NUMBER OR A MINIMUM NUMBER THAT WE'RE ASKING OR IF THEY WANT TO, THEY HAVE 20 PEOPLE, IS THAT SUFFICIENT TO HAVE OUR GUYS TO COME OUT AND DO A VACCINATION EVENT AT THAT PARTICULAR SITE? SO I'LL LET JASON CHIME IN HERE IN A MINUTE.

AS WE START GOING OUT INTO THE COMMUNITY, THERE WILL BE SOME PARAMETERS THAT WE'LL NEED TO TALK THROUGH AND FIGURE OUT.

YOU KNOW, ORIGINALLY WE WERE TALKING REGISTRATION DRIVES AND THE THOUGHT PROCESS WAS TO KEEP THE STAFF MEMBERS DOING THE VACCINATION AND THEN HAVE THE COMMUNITY ORGANIZATIONS HELPING WITH THE REGISTRATION DRIVES.

BUT AS WE--I MEAN WE'VE ALREADY HAD OUR STAFF, JASON, HIS TEAM, AND HE KNOWS MUCH BETTER THAN I DO--TALKING THROUGH THE AS WE MOVE OUT INTO THE COMMUNITY ONCE AGAIN, WE WANT TO GET EVERYBODY THAT WE CAN COVER, EVERYBODY THAT WE CAN, AS JASON SAID.

BUT WE'LL HAVE TO WORK THROUGH SOME OF THOSE LOGISTICAL THINGS OF DIFFERENT AREAS OF TOWN, HOW WE'RE GOING TO DO IT.

THE EXAMPLE WAS GIVEN OF CALI SAIGON MALL WAS JUST ONE EXAMPLE, BUT OTHER PARTS OF TOWNS, OTHER SEGMENTS, SO WE CAN STILL BE AS EFFICIENT.

SO, JASON, DID I MISS ANYTHING THERE AS FAR AS THE I THINK WE'VE GOT SOME MORE PLANNING TO DO ON THAT. YEAH, I THINK THAT'S THE CASE THAT, YOU KNOW, WE HAVE A PRETTY GOOD MODEL TO FOLLOW BECAUSE WE DO IT VIRTUALLY EVERY YEAR WITH SEASONAL FLU.

AND SO CERTAINLY THERE'S A WILLINGNESS ON OUR PART AND I GUESS GROUNDWORK LAID TO SEVERAL DIFFERENT COMMUNITY ORGANIZATIONS TO PROVIDE ONSITE VACCINATIONS, AND WE'RE VERY CLOSE TO THAT POINT NOW. AND WE'VE ALL KNOWN IT WAS COMING.

WE JUST DIDN'T KNOW EXACTLY WHEN, BUT ESTIMATES THAT WE GOT A BIT MORE PLANNING TO DO IN TERMS OF EXACTLY WHAT THAT BUT I THINK I THINK YOU CAN EXPECT THAT SORT OF THING IN THE VERY NEAR FUTURE, AT LEAST FROM OUR DEPARTMENT.

RIGHT. AND THAT'S KIND OF WHERE I WAS GOING, JASON, THANK YOU.

IS THAT OBVIOUSLY WHATEVER THAT MINIMUM THRESHOLD IS? BECAUSE OBVIOUSLY THE BIGGER THE NUMBER, THE MORE EFFICIENT WE CAN BE.

WE DON'T WANT TO BE DOING THIS FOR 10 OR 15, BUT I THINK THIS MAY BE AN OPPORTUNITY TO DO SOME HOA REACH OUT TO SAY, HEY, LOOK, LET'S CHALLENGE CAMELOT, LET'S CHALLENGE VALLEY CREEK, LET'S CHALLENGE THOSE HOAS TO COME TOGETHER AND PARTNER MORE SO THAT THEY COULD GET THE WORD OUT AND THEN WE COULD JUST SHOW UP, BE IT WHATEVER THAT IS.

[00:35:02]

SO THIS MAY BE A GREAT OPPORTUNITY TO BUILD SOME OF THAT SYNERGY WITH SOME OF OUR COMMUNITY GROUPS SO THAT THEY CAN DEVELOP ADDITIONAL NETWORKS.

THANK YOU, MR. MAYOR. THANK YOU, GUYS.

THANK YOU, SIR.

ANY ADDITIONAL QUESTIONS BEFORE WE MOVE TO THE SECOND PART OF THIS TOPIC? JASON DID MENTIONED EARLIER THAT I HAD BROUGHT TO THE ATTENTION SOME SOME GROUPS THAT HADN'T BEEN NOTIFIED. AND THE REASON FOR THAT IS BECAUSE I WAS IN THAT GROUP.

SO I HAVE NOW RECEIVED--COUNCILMAN VERA, YOU NEED TO USE TO RAISE YOUR HAND FEATURE, SIR.

YOU'RE ON MUTE.

I'M SORRY I TRIED TO PUT THE HANDS UP, BUT IT DON'T WORK WITH ME RIGHT NOW ON MY COMPUTER . SO I'VE GOT A QUESTION FOR JASON.

OK. JASON, OF ALL THE PEOPLE THAT YOU SIGNED UP.

AND THEY GET A VACCINE SOMEWHERE ELSE.

DO THEY? CALL YOU ALL TO NOTIFY YOU THAT THEY GOT THE VACCINE ALREADY.

INSTEAD OF YOU HAVING IT.

WELL, WE--THANK YOU FOR ASKING THAT QUESTION--WE HAVE ASKED THOSE FOLKS AS WE'VE BEEN MAINTAINING THE LIST, THE WAITING LIST, TO, OF COURSE, LET US KNOW IF THEY'VE RECEIVED THE VACCINE ELSEWHERE.

SO, YES, THAT'S BEEN CERTAINLY HELPFUL TO A DEGREE TO NOT HOLD THEIR PLACE IN LINE.

THANKFULLY, AS WE MOVE AWAY FROM THE LIST, HOPEFULLY THURSDAY, THERE WILL NO LONGER BE A NEED FOR THOSE FOLKS TO REACH OUT TO US.

BUT MANY OF THEM HAVE IN THE PAST.

WE'RE VERY APPRECIATIVE OF THAT.

THEY'VE HELPED US PASS THAT DOSE FORWARD TO SOMEBODY WHO NEEDS IT AT THE MOMENT.

SO THANK YOU FOR THE QUESTION.

AND WHERE DO THEY SUPPOSED TO CALL? THEY CAN CALL OUR COVID HOTLINE NINE SEVEN TWO TWO ZERO FIVE THREE NINE ZERO ZERO IS THE BEST WAY TO GET A HOLD OF IT. OK, BECAUSE THE PEOPLE SOME PEOPLE THAT I KNOW SIGNED UP AT SAIGON MALL WHEN I WAS THERE.

I CALLED THEM TODAY TO MAKE SURE THEY WERE GOING TO BE GETTING THEIR VACCINE.

AND THEY ALREADY TOLD ME THEY HAD IT.

SO I TOLD THEM TO CALL, YOU KNOW, THE HEALTH DEPARTMENT.

I DIDN'T KNOW WHERE TO GO. SO CAN YOU REPEAT THAT PHONE NUMBER AGAIN? SURE, IT IS NINE SEVEN TWO.

TWO ZERO FIVE THREE NINE ZERO ZERO.

AND THAT'S OUR COVID HOTLINE.

IT'S STAFFED EIGHT TO FIVE SEVEN DAYS A WEEK.

WE HAVE A VIETNAMESE SPEAKER THERE EIGHT TO FIVE MONDAY THROUGH FRIDAY.

SO IF ANYBODY HAS THE VACCINE ALREADY AND YOU'RE ALREADY LOGGED IN TO GET IT IN GARL AND AND THEY ALREADY GOT IT, THEY SHOULD CALL THAT NUMBER RIGHT TO CANCEL IT OUT BECAUSE THAT'S IMPORTANT, BECAUSE THAT WAY YOU DON'T KNOW HOW MANY YOU'RE GOING TO NEED.

OK, THAT'S MY QUESTION.

THANK YOU, SIR.

THANK YOU.

SO AS I WAS SAYING, I AM ON THE LIST FOR WEDNESDAY, AND AS FAR AS THE NOTIFICATION SYSTEM, I CAN TELL YOU HAVE ALREADY RECEIVED THREE PHONE CALLS AND THREE TEXT MESSAGES TO CONFIRM MY ATTENDANCE FOR WEDNESDAY.

SO I HAVE REPLIED AND I WILL BE THERE AND, YOU KNOW, I'M LOOKING FORWARD TO GOING THROUGH THE PROCESS THAT I'VE SEEN SO MANY FOLKS GO THROUGH SINCE WE STARTED THIS.

AND SO I WILL SEE EVERYBODY OUT THERE SOMETIME SOMETIME WEDNESDAY MORNING BETWEEN I THINK MY SLOT'S NINE TO NINE THIRTY, SOMETHING LIKE THAT.

SO ANYWAY.

ALL RIGHT. VERY GOOD.

SO WE WILL MOVE ON TO THE SECOND PART OF THIS DISCUSSION, IS, DISCUSSION AND DIRECTION ON CITY SERVICES, CITY EVENTS AND CITY FACILITIES.

MITCH, I THINK YOU'RE UP AGAIN.

YES, SIR. AND AS COUNCIL WILL REMEMBER, WE'VE TOUCHED ON THIS BRIEFLY AT THE LAST MEETING, BUT WE'VE BEEN WORKING THROUGH SOME OF OUR CHOICES AND CHALLENGES THAT WE HAVE IN REGARD TO OUR CITY FACILITIES, CITY PROGRAMS, SPECIAL EVENTS, ALL OF THOSE KIND OF THINGS.

SO I'D KIND OF LIKE TO GO THROUGH WITH YOU TODAY, OF COURSE, MR. BRADFORD, MR. REX, MR. BAKER, ALL OF OUR SENIOR TEAM, OUR MANAGING DIRECTORS, OUR PARK STAFF, OUR

[00:40:05]

LIBRARY STAFF, WE'VE ALL KIND OF COORDINATED ON OUR EFFORTS AND LET YOU KNOW WHERE WE WHAT OUR THOUGHTS ARE AT THIS POINT, MOVING FORWARD TO SEE IF COUNCIL HAD ANY OTHER DIRECTION FOR US.

AS YOU MAY REMEMBER, WE'RE CURRENTLY AT THE 50 PERCENT CAPACITY LEVEL FOR OUR FACILITIES.

WHEN WE LOOK AT IN LIGHT OF WHAT WE JUST DISCUSSED WITH THE VACCINE'S AVAILABILITY OF VACCINES, A NUMBER OF PERSONS THAT HAVE BEEN VACCINATED, OUR CURRENT THOUGHTS ARE FOR US TO MOVE TO A SEVENTY FIVE PERCENT CAPACITY AT EACH OF OUR VENUES FOR NOW.

WE'VE BEEN LOOKING AT WHAT DO WE DO THIS SUMMER, AT WHAT POINT? WE'VE GOT SOME DECISIONS TO MAKE.

AS WE'VE TALKED BEFORE, SPECIAL EVENTS.

WE CAN'T TURN AROUND, OF COURSE, AND SAY, OK, NEXT WEEK WE'RE GOING TO DO A SPECIAL EVENT; MOST OF THEM TAKE MONTHS TO PLAN.

SO WE'RE LOOKING AT OUR SUMMER TIME.

SO WHAT WE CAME UP WITH IS AND OUR CURRENT PLANS WOULD BE TO MOVE TO A SEVENTY FIVE PERCENT CAPACITY MODEL FOR NOW AND THEN MOVE TO A FULL ONE HUNDRED PERCENT CAPACITY IN THE BEGINNING OF JUNE IN THE SUMMER OR MAY 31ST IS ACTUALLY THAT MONDAY, THE DATE THAT WE'D BE LOOKING AT.

AND COUNCIL, LET ME, SO WHEN I SAY 100 PERCENT CAPACITY, I DON'T WANT YOU OR OUR COMMUNITY TO THINK THAT WE WILL BE ABLE TO PROVIDE EVERYTHING WE DID TWO SUMMERS AGO.

FOR EXAMPLE, AQUATICS, ALL OF OUR POOLS.

WE NORMALLY START THE HIRING PROCESS IN JANUARY.

I DON'T KNOW IF YOU SAW THERE WAS A RECENT NEWS ARTICLE LAST NIGHT ABOUT ANOTHER NEIGHBORING CITY, I THINK IT WAS PLANO, AND MANY OF THE CITIES ARE RUNNING THE SAME CHALLENGES. HOW MANY TEMPORARY STAFF CAN WE HIRE GOING INTO THE SUMMER? SO WE'RE LOOKING AT OPENING UP OUR AQUATICS OVER THE SUMMER AND HAVING THE SUMMER PROGRAMS, AND IT WOULD BE AT ONE HUNDRED PERCENT.

BUT IT'S LIMITED CAPACITY DEPENDING ON HOW MANY STAFF MEMBERS WE HAVE.

WE'VE HAD A COUPLE OF CHALLENGES FROM CARRYOVER FROM OUR WINTER STORM.

OF COURSE, AS YOU MAY REMEMBER, WYNNE POOL IS SCHEDULED TO BE REPLACED WITH A SPLASH PAD.

SO WE'RE MOVING FORWARD AND ACTUALLY I THINK THAT ONE WILL BE COMING FORWARD SOON TO COUNCIL AS WE MOVE FORWARD WITH THAT.

WE'VE HAD SOME MORE DAMAGE AT HOLFORD POOL THAT WE'RE REPAIRING OURSELVES, BUT IT MAY DELAY THINGS AS WE OPEN UP.

SO, REC CENTERS, IT WOULD BE OPEN AT ONE HUNDRED PERCENT CAPACITY, BUT NOT EVERYTHING THAT WE'VE DONE IN THE PAST.

CAPACITY-WISE, YES, BUT MAYBE NOT EVERY PROGRAM.

SAME THING WITH LIBRARIES.

WE WOULD BY MAY THIRTY FIRST OPEN UP OUR LIBRARIES.

SEVENTY FIVE PERCENT NOW.

I THINK KAREN WAS OUT OF TOWN TONIGHT AND I KNOW JUD'S ON.

BUT FROM OUR DISCUSSIONS WITH THEM, THERE ARE THINGS WE CAN STILL DO, EVEN THOUGH WE OPEN TO SEVENTY FIVE PERCENT NOW AND ONE HUNDRED PERCENT STARTING IN JUNE OR MAY 31ST, THERE ARE PROGRAMS THEY WOULD DO, BUT THEY WOULD TAKE THEM OUTSIDE INSTEAD OF WITHIN THE FACILITY. THEY'VE STILL GOT COMPUTERS THAT ARE SEPARATED AND SPACED OUT, SOCIAL DISTANCING MEASURES.

THERE'S A NUMBER OF THINGS THAT WE COULD IMPLEMENT ALONG THE LINE, BUT IT STILL WOULDN'T BE EVERYTHING WE DID.

TWO SUMMERS AGO, SUMMER PROGRAMS FOR OUR KIDS, IT'S ALONG THE SAME LINES AS AQUATICS, HOW MANY FOLKS CAN WE HIRE FOR EVERY SUMMER PROGRAM THAT WE WOULD NORMALLY DO? IT WOULD PROBABLY BE REDUCED NUMBERS, REDUCED CAPACITY.

WE WOULD GEAR UP FOR THAT THIS SUMMER.

COULD WE DO EVERYTHING WE DID TWO YEARS AGO? PROBABLY NOT. WE COULD DO SOME OF THE SAME THINGS.

AND IT'S NOT A CAPACITY ISSUE OF HOW MANY IN A BUILDING PER SAY, AS MORE AS A STAFFING ISSUE AND A LOGISTICS AND JUST PUTTING IT ALL TOGETHER ON SHORT NOTICE.

OUR ARTS VENUES, SAME THING WITH THE ATRIUM AND ALL OF OUR ARTS VENUES.

MOST OF THE, ALL OF THE FEEDBACK WE GET FROM OUR ARTS COMMUNITY, FROM THOSE WISHING TO HOST THE EVENTS, ARE LOOKING TO MOVE FORWARD.

SO WE WOULD LOOK TOWARD A SEVENTY FIVE PERCENT CAPACITY IN EACH OF THOSE PERFORMING ARTS VENUES. AS I'VE GONE OUT AND DONE JUST AN INFORMAL SURVEY, NOT EVEN A SURVEY REVIEW OF WHAT SOME OTHERS ARE DOING, MANY OF THE ART, NOT ALL BUT MANY OF THE ARTS COMMUNITY ARE MOVING TOWARD LEAVING THE CHOICE UP TO THE INDIVIDUALS THAT WOULD BE GOING TO THE DIFFERENT TYPES OF ARTS VENUES.

DO THEY WANT TO GO TO THE SHOW OR NOT? THAT KIND OF THING.

[00:45:03]

TRYING TO GO DOWN MY LIST, IT'S AN OVERARCHING, AS YOU REMEMBER, WE TALKED THROUGH THIS LAST SUMMER, THERE ARE SO MANY LITTLE ISSUES, BUT WHAT WE'D REALLY LIKE TO DO TO SOME DEGREE IS, YOU KNOW, THERE MAY BE SOME THINGS THAT CENTERS MAY BE ABLE TO TWEAK FROM ONE REC CENTER TO ANOTHER, DEPENDING ON WHAT PROGRAM IS AVAILABLE AND WHAT STAFFING IS AVAILABLE.

AND THE SAME THING WITH OUR LIBRARIES OPEN THOSE BACK UP GETTING TOWARD A FULL CAPACITY, BUT ALLOWING KAREN ARCHIBALD AND HER TEAM TO WORK THROUGH WHAT DIFFERENT TYPES OF PROGRAMS ARE ABLE TO OFFER TO STILL TRY TO MITIGATE THINGS GOING THROUGH THE SUMMER.

SO I TELL YOU WHAT, MAYOR, IF IT'S OK WITH YOU, I'M GOING TO PAUSE RIGHT THERE.

I KNOW I'VE KIND OF BEEN RAMBLING A LITTLE BIT ABOUT THAT TO SEE IF ANYBODY'S HAD ANY QUESTIONS. I DO WANT TO COME BACK AFTER IF THERE'S ANY QUESTIONS AND THEN AFTER THAT, I WANT TO TALK SPECIFICALLY ABOUT SENIOR CENTERS, BECAUSE I WANT TO HAVE A SPECIFIC DISCUSSION ON THAT ONE.

OK, WE'VE GOT A COUPLE OF FOLKS CUED UP, COUNCIL MEMBER WILLIAMS. THANK YOU, MAYOR.

THANK YOU, MITCH.

JUST A COUPLE OF QUESTIONS.

ONE, IT LOOKS LIKE SEVENTY FIVE PERCENT IS PRETTY MUCH A COMMON THRESHOLD THAT OUR TARGET THAT SENIOR MANAGEMENT IS RECOMMENDING.

I DON'T HAVE A PROBLEM WITH THAT.

BUT I WOULD LIKE TO THROW IN A CAVEAT.

ALL OF THIS IS CONDITIONAL ON THE MEDICAL ADVICE THAT WE GET FROM THE HEALTH EXPERTS GOING INTO JUNE AND THE END OF MAY.

THE SECOND THING IS YOU ALL DISCUSS IT, WE CURRENTLY WE CURRENTLY HAVE A PRACTICE, RATHER, WHERE WE ENCOURAGE THE WEARING A MASK, NOT MANDATORY, IT'S ENCOURAGED IN CITY FACILITIES. HAVE YOU ALL DISCUSSES THAT AT ALL.

AND IN ASIA, WHAT IS YOUR THOUGHT PROCESS? I HAVE AN OPINION.

I WILL HOLD THAT UNTIL I HEAR WHAT YOU GUYS HAVE BEEN DISCUSSING RELATED RELATIVE TO OUR POLICY. AGAIN, WE DON'T MANDATE IT BUT WE ENCOURAGE IT.

AND FROM MY OBSERVATION IN AND OUT OF CITY FACILITIES, I THINK THE MAJORITY OF OUR CITIZENS THAT I'VE SEEN HAVE COMPLIED, HAVE DONE THAT.

SO, ANY THOUGHTS OR CONVERSATION FROM SENIOR MANAGEMENT ON THAT PARTICULAR ITEM? I THINK THAT'S VERY IMPORTANT.

IN FACT, I'VE BEEN ASKED THAT QUESTION SEVERAL TIMES BY CONSTITUENTS.

MITCH, YOU WANT ME TO ANSWER THAT? SURE.

SEVERAL THINGS, COUNCILMAN WILLIAMS. FIRST OF ALL, WE ARE REQUIRING CITY EMPLOYEES TO CONTINUE TO WEAR A MASK.

AND WE WILL DO SO WHEN WE FEEL WE HAVE ENOUGH OF AN ALL CLEAR SIGN TO DO THAT.

SO IF EMPLOYEES ARE ALL REQUIRED TO COME BACK ON MAY THE 31ST, EVEN AT THAT POINT, THEY MAY AND LIKELY WILL BE REQUIRED TO WEAR A MASK.

WHEN CITIZENS ENTER PUBLIC BUILDINGS WITH CONSULTATION FROM OUR ATTORNEYS.

WHAT WE HAVE DONE IS WE HAVE ENCOURAGED THEM TO WEAR A MASK AND WE HAVE OFFERED MASKS, BUT WE DO NOT REQUIRE THEM TO WEAR A MASK.

THIS BEING DIFFERENT BECAUSE WE'RE A GOVERNMENT BUILDING.

I THINK THE OTHER THING I WANT TO STRESS TO THE ENTIRE COUNCIL IS OVER THE PAST 12 MONTHS, AS WE'VE GONE THROUGH THIS, YOU HAVE SEEN US MANY TIMES TAKE A STEP FORWARD AND THEN A MONTH LATER HAVE TO TURN AROUND AND TAKE A STEP BACK.

AND WHILE WE DON'T LIKE TO DO THAT FOR THE SAKE OF SAFETY, THAT IS WHAT WE HAVE DONE.

AND WE WILL CONTINUE TO DO.

SO IF WE SEE ANOTHER RISE OF A VARIANT STRAIN THAT WE SEE START TO HIT THIS AREA, WE START TO SEE OUR NUMBERS REVERSED, THEN WE WILL REVERSE COURSE AS WELL.

AS DISCOMBOBULATED SOMETIMES AS THAT MAY APPEAR, WE'RE GOING TO DO WHATEVER IS IN THE BEST INTEREST OF OUR EMPLOYEES.

THANK YOU VERY MUCH, MR. CITY MANAGER.

THANK YOU, MR. MAYOR.

THANK YOU, MR. MAYOR. MR. BATES, YOU TALKED ABOUT SOME OF THE EVENTS AT THE INDOOR FACILITIES.

I'M LOOKING ON OUR CITY WEBSITE RIGHT NOW, AND IT SAYS THAT THE SOUNDS OF SUMMER CONCERT

[00:50:02]

SERIES, FOR INSTANCE, LOOKING FORWARD TO 2021 MORE DETAILS TO COME.

AND WE THOUGHT ANY MORE ABOUT THESE OUTDOOR EVENTS AND WHETHER OR NOT I KNOW LONG TERM PLANNING FOR THAT, THAT'S ONE, THE SOUNDS OF SUMMER AND THE GARLAND GUZZLER, ANOTHER POPULAR ONE OF THE END OF THE SUMMER.

YES, SIR. IN FACT, THAT WAS ON MY LIST FOR WHAT'S NEXT.

SO, YEAH, LET ME GO AHEAD AND I'LL TOUCH ON THAT.

SO AND ACTUALLY, I BELIEVE, MAYOR, A COUPLE OF OUR CITIZENS THAT CHIMED IN HAD QUESTIONS ON THIS ISSUE. BUT I KNOW COUNCIL KNOWS THIS, BUT FOR ALL THE CITIZENS THAT ARE WATCHING, THE GOVERNOR'S ORDERS HAVE RESCINDED.

THE GOVERNOR'S RESCINDED ALL HIS PREVIOUS ORDERS.

SO GATHERINGS OF MORE THAN 10 PERSONS USED TO BE PROHIBITED BY GOVERNOR'S ORDER; THAT IS NO LONGER IN PLACE.

SO FOR THE WHETHER IT'S A NONPROFIT OR OTHER ORGANIZATIONS THAT ARE LOOKING TO HOST OUTDOOR EVENTS, THEY'RE ABLE TO DO SO AGAIN, AT LEAST WITHIN THE GOVERNOR'S ORDERS.

IF IT'S SOMETHING THAT WOULD INVOLVE THE CITY WHERE WE'RE ASKED TO CLOSE DOWN A STREET, WHETHER IT'S A NOISE VARIANCE, THOSE THINGS WOULD GO THROUGH OUR NORMAL PROCESS JUST AS THEY DID PRE PANDEMIC.

BUT THOSE WOULD BE ELIGIBLE.

FROM A STAFF STANDPOINT, WHEN WE LOOK AT CITY SPONSORED EVENTS, I KNOW, COUNCIL KNOWS, BUT FOR THE CITIZENS OF TWO SUMMERS AGO, WE HAD A VERY SUCCESSFUL AND BEYOND BEFORE THAT TOO SOME SUMMER CONCERT SERIES.

STAFF'S RECOMMENDATION FOR THIS SUMMER IS TO DO THOSE, BUT TO DO THEM ON A SMALLER SCALE IN JUNE AND JULY, DEPENDING ON THE HEAT IN JULY.

BUT A TIMING ISSUE.

AND TO DO THE TYPE OF EVENT THAT MIGHT NOT DRAW AS LARGE A CROWD AS WHAT WE SAW TWO YEARS AGO. THEY'RE TALKING, ONE EXAMPLE OR ONE IDEA THAT THEY CAME UP WITH WAS LIKE A JAZZ CONCERT THAT MIGHT NOT DRAW AS LARGE A CROWD, VENUE, YOU'VE GOT TO BE CAREFUL BECAUSE IT'LL DRAW A CROWD, BUT NOT TO HAVE AS MANY OF THOSE BECAUSE IT DOES TAKE TIME TO PLAN THOSE OUT. SO BUT THAT WOULD TIE IN WITH OUR MAY 31ST DATE THAT I WAS TALKING ABOUT EARLIER AND GIVE STAFF SOME TIME TO PLAN SOME OF THOSE EVENTS FOR THIS SUMMER, JUST NOT AS MANY BECAUSE OF THE LOGISTICAL CHALLENGES AND HOW CLOSE WE WOULD BE.

THANK YOU. AND LOOKING FORWARD TO THOSE EVENTS CERTAINLY RESTARTING SOON AND LOOKING FORWARD TO DONNING MY LEDERHOSEN FOR THE GARLAND GUZZLER AGAIN THIS YEAR.

THANK YOU. THANK YOU, MR. MAYOR.

COUNCIL MEMBER SMITH.

YOU GET TO FOLLOW THAT.

YEAH, OKAY, JUST A LITTLE DRY HEAVING OVER HERE, SORRY, MAYOR.

WELL. YEAH, I HAD ACTUALLY SENT SOME NUMBERS TO STAFF TO LOOK OVER MAYBE 10, 15 MINUTES BEFORE THE MEETING, AND THEY HAVEN'T HAD A CHANCE TO LOOK BACK AT THEM YET.

BUT I'M HAPPY TO SAY THAT I CAN ALSO CAME UP WITH A MEMORIAL DAY OPENING DATE FOR OUTDOOR ACTIVITIES BASED ON JUST JUST BASED ON PURE MATH, JUST BASED ON THE NUMBERS.

SO I THINK YOU GUYS ARE ABSOLUTELY HEADED IN THE RIGHT DIRECTION.

I WOULD LOVE TO SEE ALL OUTDOOR EVENTS, INCLUDING AQUATICS, OPENED UP AT FULL CAPACITY.

AS MITCH SAID, THERE'S GOING TO BE A NATURAL REDUCTION IN THAT JUST BASED ON LOGISTICS AND STAFFING.

AND AT THIS POINT IN TIME, WITH THE NUMBERS THAT WE HAVE IN FRONT OF US AND THE TRENDS THAT WE'RE SEEING, I THINK IT IS IS THE RESPONSIBLE THING TO DO IN THE WAY THAT WE'RE DOING IT. SO I HAVE VERY LITTLE TO ADD OTHER THAN JUST AN APPRECIATION FOR THE APPROACH THAT YOU GUYS ARE TAKING.

I THINK IT'S THE RIGHT WAY TO GO AND I'LL BE HAPPY TO SHARE MY NUMBERS PUBLICLY AFTER THE MEETING. BUT YEAH, YEAH, WE'RE ON THE RIGHT TRACK.

I'M A LITTLE HESITANT ON SOME OF THE INDOOR THEATER SETTINGS BECAUSE, YOU KNOW, IF YOU'RE IN A POOL, YOU'RE SITTING IN A VAT OF LIGHT BLEACH WITH UV RAYS BOMBARDING YOU.

THAT'S A GREAT PLACE TO BE DURING A PANDEMIC.

BUT MAYBE IF YOU'RE INSIDE IN A THEATER, YOU'VE GOT POROUS, CLOTH SEATS AND YOU'RE SITTING NEXT TO PEOPLE. I DON'T KNOW.

I DON'T KNOW. I DON'T KNOW ENOUGH ABOUT IT TO TELL YOU WHAT THE APPROPRIATE PRECAUTIONS ARE. BUT YOU GUYS HAVE BEEN DOING REALLY WELL THIS WHOLE TIME.

AND I HAVE MY FAITH IN YOU.

AND LET'S JUST KEEP GOING DOWN THE PATH THAT YOU SUGGESTED.

SO THANK YOU TO ALL STAFF ON THAT.

AND THANK YOU, MAYOR.

COUNCIL MEMBER MCNEAL.

THANK YOU, MR. MAYOR. AND MITCH, I LOVE THAT KIND OF PIGGYBACK ON COUNCILMAN SMITH.

I WAS AT AN EVENT TWO WEEKS AGO AT THE ON, BUT IT WAS A GREAT OPPORTUNITY.

BUT FROM A LOGISTICAL PERSPECTIVE, MITCH, I CERTAINLY AGREE WITH THIS SCHEDULE THAT YOU LAID OUT TO MAKE SURE THAT WE GIVE YOU AND STAFF THE OPPORTUNITY TO SCHEDULE APPROPRIATELY, BEIT PERSONNEL AND THINGS OF THAT NATURE.

SO I WOULD SAY THAT THERE'S OBVIOUSLY IF WE GET A LARGER REQUEST, BECAUSE RIGHT NOW WE

[00:55:01]

ARE POSITIONED WELL WITH OUR FACILITIES.

SO IF WE DO GET A LARGER REQUEST, THAT SUPERSEDE THAT 75 PERCENT, OBVIOUSLY, YOU KNOW, REACH OUT TO THE COUNCIL. AND I WOULD SAY IF IT'S AN OPPORTUNITY THAT WE COULD DO IT SAFELY WITH A LARGER POPULATION, THEN LET'S CONSIDER THAT, BECAUSE I THINK WE NEED TO TAKE ADVANTAGE OF THIS AS THE CITY MANAGER BRANFORD MENTIONED.

WE ARE NIMBLE ENOUGH WHEREBY WE CAN PIVOT IF THERE'S A NEED.

SO DEFINITELY SOMETHING SUPERSEDES THAT THRESHOLD OF SEVENTY FIVE PERCENT, LET US KNOW.

AND I THINK WE SHOULD ACT ACCORDINGLY.

THANK YOU, SIR.

THANK YOU.

ALL RIGHT, COUNCIL, WE'VE APPEARED TO HAVE CLEARED THE QUEUE ON THIS ITEM AND MITCH, I KNOW YOU SAID IT DURING YOUR PORTION, BUT WE DID HAVE A COUPLE OF FOLKS, AND I BELIEVE THEY'RE STILL ONLINE WITH US THIS EVENING.

SO JUST TO BE VERY CLEAR, THE GOVERNOR'S ORDERS THAT THEY NEEDED, EITHER THE MAYOR OR COUNTY JUDGE'S PERMISSION TO HAVE AN OUTDOOR EVENT OVER 10, THOSE ORDERS ARE GONE.

SO YOU CAN HAVE AN EVENT AT YOUR CHURCH OR WHATEVER, WHATEVER THE CASE MAY BE, YOU DO NOT NEED TO GET THE CITY'S PERMISSION, AND THE ONLY TIME THAT THE CITY NEEDS TO BE INVOLVED IS IF THERE IS USE OF A CITY FACILITY OR A STREET CLOSURE OR SOMETHING TO THAT EFFECT.

IS THAT CORRECT? YES, SIR, THAT IS CORRECT.

FROM A SPECIAL EVENT STANDPOINT, WE'RE BACK TO THE WAY WERE PRE PANDEMIC.

IF IT'S SOMETHING WHERE WE NEED TO CLOSE A ROADWAY OR A NOISE VARIANCE OR SOME OF THOSE KINDS OF THINGS, THAT'S WHAT THE PERMIT PROCESS IS ALL ABOUT.

VERY GOOD. AND IF SOMEONE NEEDS TO DO THAT, WHERE DO THEY GO TO MAKE THAT CONTACT IF THEY NEED THOSE PERMISSIONS AS FAR AS ROADS AND VARIANCES, ET CETERA.

SO WE HAVE A SPECIAL EVENTS DEPARTMENT IN OUR PARKS DEPARTMENT THAT CAN ASSIST THEM.

SOMETIMES IT'S BUILDING INSPECTION, SOMETIMES IT'S OTHERS.

BUT IF THEY'LL JUST REACH OUT TO US, ANY OF OUR NUMBERS HERE, EVEN THE NINE SEVEN TWO TWO ZERO FIVE TWO THOUSAND ASK AND WE'LL GIVE THEM TO EITHER OUR SPECIAL EVENTS DEPARTMENT OR BUILDING INSPECTION OR WHOEVER NEEDS TO HANDLE IT.

VERY GOOD. VERY GOOD.

AND I THINK THAT SHOULD ANSWER ANY REMAINING QUESTIONS THAT ARE OUT THERE.

MAYOR, I DID HAVE ONE LAST THING I WANTED TOUCH BASE, IF THAT'S OKAY.

OKAY, GO AHEAD. WELL, QUICKLY, ONE ON THE JULY 4TH EVENT, OUR ANNUAL EVENT THAT WE'VE DONE IN FIREWHEEL TOWN CENTER SITE, MY UNDERSTANDING IS SINEMET HAS INDICATED THEY'RE NOT ABLE TO DO THAT THIS SUMMER.

IT WOULD BE AT THIS POINT IN TIME, I KNOW COUNCIL'S VERY FAMILIAR.

WE START PLANNING THOSE EVENTS IN JANUARY.

AT THIS POINT IN TIME, IT WOULD BE NEAR IMPOSSIBLE FOR US TO DO IT AS WELL.

SO WE'VE BEEN TRYING TO LOOK AROUND AT OPTIONS, BUT IN ADDITION TO EVERYTHING ELSE WE'RE DOING, THAT'S A SIGNIFICANT CHALLENGE FOR US.

SO JUST BE AWARE OF THAT FOR NOW.

THE OTHER ISSUE I WANTED TO MENTION IS OUR SENIOR CENTERS.

I KNOW, WE HAVE ALL BEEN VERY CAUTIOUS AND WE'VE HAD OUR SENIOR CENTERS CLOSED FROM THE GET GO, I WILL TELL YOU OUR STAFF AND THEIR DISCUSSIONS WITH THE SENIORS, THE I'LL PUT IT POLITELY, BUT THE SENIORS ARE HOUNDING THEM TO REOPEN.

AND I TELL YOU, WE STRUGGLE WITH THAT.

OUR ORIGINAL THOUGHT WAS TO WAIT ON THE SENIOR CENTERS UNTIL THIS SUMMER, UNTIL THAT MAY THIRTY FIRST DATE, AND THAT IS OUR CURRENT PLAN.

WE'VE BEEN KICKED AROUND THE IT'S WAY TOO DIFFICULT AND CHALLENGING FOR THE SENIORS AND STAFF TO TRY TO SCHEDULE THIS MANY CAN COME.

YOU KNOW, MANY OF THEM NEED RIDES THERE.

AND IF ALL OF A SUDDEN YOU'RE FULL OR WE DON'T WANT TO GET INTO SAY, WELL, YOU CAN ONLY STAY FOR AN HOUR OR TWO, THEN YOU'VE GOT TO GO.

OUR THOUGHT PROCESS IS THAT WHENEVER WE OPEN IT UP, WE OPEN IT UP.

BUT THERE ARE SO MANY OF THEM THAT HAVE BEEN STUCK HOME FOR A YEAR PLUS THAT THEY HAVE BEEN WEARING OUT STAFF IN A NICE WAY, YOU KNOW, WANTING TO REOPEN.

BUT WE'VE BEEN HESITANT AND AFTER MUCH DISCUSSION, I THINK WHERE WE ARE RIGHT NOW IS THAT MAY THIRTY FIRST DATE AND THEN REOPEN AT THAT TIME.

BUT I DID WE DID WANT TO OPEN IT UP THE COUNCIL TO SEE IF Y'ALL HAD ANY DISCUSSION ON THIS ISSUE.

OK, I'VE GOT SEVERAL PEOPLE QUEUING UP.

COUNCIL MEMBER AUBIN.

THANK YOU, MAYOR. THIS MAY BE AN UNPOPULAR IDEA, BUT LET'S SEE.

HAVE WE CONSIDERED OPENING IT UP FOR PEOPLE WHO HAVE PROOF OF FULL VACCINATION.

WE HAVE HAD SOME DISCUSSIONS WITH THAT.

[01:00:02]

AND I THINK WE I DON'T KNOW IF LEGAL CHALLENGES ARE THE RIGHT WORD.

AND I DON'T KNOW IF BRAD, I THINK BRAD'S STILL ON, BUT AND MY DISCUSSIONS WITH SOME OF BRAD'S TEAM AS WELL, WE RUN INTO SOME CHALLENGES OF PROVING AND HOW ARE WE GOING TO PROVE AND YOU CAN HAVE THE PHOTO ID OF YOUR CARD OR HAVE YOUR CARD PRESENTED.

WE DID DISCUSS THAT.

BUT I THINK THE STAFF CONSENSUS WAS THERE WOULD BE A NUMBER OF CHALLENGES IN DOING SO.

IS IT AN OPTION? YES OK. AND I'D BE HAPPY TO HAVE THAT.

I MEAN, YOU KNOW I HAVE BEEN ON BEHALF OF THE CITY GOING DOWN TO THE LEGISLATURE.

AND YOU CAN EITHER GET A RAPID COVID TEST OR YOU CAN SHOW YOUR VACCINE CARD AND ON SOMETHING LIKE THIS, I'D EITHER WANT TO DELAY IT SIGNIFICANTLY OR I'D WANT A SYSTEM WHERE, AND SO MANY OF OUR FOLKS HAVE BEEN SO MANY OF OUR SENIORS HAVE BEEN FULLY VACCINATED. I THINK IF WE HAD FULLY VACCINATED SENIORS AND FULLY VACCINATED STAFF, THEN I'D BE COMFORTABLE WITH WITH OPENING TO OPENING IT TO THAT PERCENTAGE OF THE POPULATION PRETTY MUCH IMMEDIATELY.

THANK YOU. THANK YOU, MAYOR.

COUNCIL MEMBER SMITH.

THANK YOU, MAYOR. JUST A QUICK THOUGHT, SINCE THERE IS QUITE A BIT OF OVERLAP BETWEEN THE VNA AND THE FOLKS THAT GO TO THE SENIOR CENTER.

YOU KNOW, AS WE START LOOKING AT THESE VACCINATION TYPE EVENTS, IT WOULD BE INTERESTING TO SEE IF WE COULD ALLOW ONE OF OUR FOLKS WHO DO THE VACCINES, TO RIDE ALONG WITH THEIR MEALS ON WHEELS PEOPLE AND LITERALLY GIVE THOSE SENIORS AN OPPORTUNITY FOR VACCINE DELIVERY IF THEY SO CHOSE.

IT'S ONE WAY TO REACH OUT TO MORE OF THE SENIORS WHO MIGHT HAVE BEEN HOMEBOUND AND UNABLE TO GET TO THAT VACCINE.

THAT'S JUST A THOUGHT. YOU KNOW, I DO SEE THE LOGISTICAL ISSUES AND POTENTIAL LEGAL ISSUES AS FAR AS REQUIRING PROOF OF VACCINE OR RAPID COVID TESTS TO GET INTO THE SENIOR CENTER. BUT I WANT TO MAKE SURE, ESPECIALLY WITH THAT PARTICULAR POPULATION, THAT EVERY OPPORTUNITY HAS BEEN GIVEN FOR THEM TO GET THE VACCINE.

AND SO THAT AT THAT POINT, IT'S VERY MUCH A CHOICE.

WE COULD ALSO HOST A VACCINE EVENT AT THE SENIOR CENTER A WEEK OR TWO BEFORE IT OPENS AND GET PEOPLE ENGAGED THAT WAY.

SO I THINK WE'VE GOT SOME OPTIONS THERE AND I'D LOVE TO SEE US EXPLORE IT A BIT MORE.

I AM ON BOARD WITH OPENING THE SENIOR CENTER BACK UP IN THE SAME TIMEFRAME AS EVERYTHING ELSE. BUT MAYBE WE'LL TAKE A LITTLE BIT OF EXTRA CARE ON THIS.

THANK YOU, SIR.

THANK YOU. COUNCIL MEMBER WILLIAMS. THANK YOU, MAYOR.

YEAH, I'M IN FAVOR WITH OPENING THE SENIOR CENTER BACK UP IN ACCORDANCE WITH WHAT'S BEEN RECOMMENDED, BUT WITH AN EXTRA CAUTION, WITH A CAPITAL C FOR SOME OBVIOUS REASONS.

LET ME ASK YOU, MITCH, WITH THAT HAVE YOU VETTED, YOUR IDEA REGARDING THE SENIOR CITIZEN WITH THE SENIOR ADVISORY COMMISSION, THOSE FOLKS, HAVE THEY PROVIDED ANY IDEAS, SUGGESTIONS? THEY ARE RELATIVELY CLOSE TO THE POLLS AND THEY'RE THE FOLKS WHO, YOU KNOW, ARE CERTAINLY CLOSER THAN THE COUNCIL IS TO THE POLLS, TO THE SENIOR CITIZENS.

SO HAVE THEY PROVIDED ANY INPUT TO SENIOR MANAGEMENT ON THIS PARTICULAR ISSUE? I DON'T KNOW THAT IT'S BEEN TO THE ACTUAL COMMISSION AT A COMMISSION MEETING.

I'LL HAVE TO DOUBLE CHECK ON THAT.

I KNOW THEY DO HAVE SOME REGULAR CONVERSATIONS, ONE ON ONE KINDS OF THINGS, BUT I'LL HAVE TO DOUBLE CHECK IF IT'S ACTUALLY BEEN TO A COMMISSION SETTING.

OK, AND OF COURSE, ABSENT A FORMAL COMMISSION MEETING, I THINK WOULD BE A BIG PROBLEM TO GET SOME FEEDBACK PERHAPS FROM THAT CHAIR IN SOME FASHION TO GET THOSE FOLKS FEEDBACK TO THE FURTHER BOLSTER, YOU KNOW, MOVING FORWARD WITH THIS MOVING FORWARD.

SO ABSENT A MEETING, PERHAPS SOME WAY OF JUST HAVING A DISCUSSION WITH THE LEADERSHIP OF THAT COMMISSION TO HAVE THAT, BECAUSE I KNOW SENIOR CITIZEN I'VE TALKED TO AND I'VE TALKED TO SOME OF THEIR FAMILY MEMBERS, WELL THE SENIORS ARE CHOMPING AT THE BIT TO GO BACK.

I'VE SOME FAMILY MEMBERS WHO HAVE SOME OTHER CONCERNS ABOUT THE SENIORS GETTING BACK IN AN ENVIRONMENT PARTICULARLY, YOU KNOW, WHAT OTHER CITIES HAVE DONE, WITH ALL THE MEDIA STUFF THAT'S GOING ON AND MISLEADING ACTS OF EVIDENCE, I MEAN, INFORMATION CERTAINLY NOT AT 100

[01:05:05]

PERCENT. SO AND THEY'RE GETTING STUFF.

FOLKS ARE GETTING BOMBARDED WITH ALL KINDS OF INFORMATION AND MISINFORMATION.

SO I THINK PERHAPS TOUCHING BASE WITH THAT GROUP, WITH THAT MAYBE JUST TO GET THEIR THOUGHTS IN THIS AS YOU MOVE FORWARD, I THINK WOULD BE HELPFUL.

ALL RIGHT. THANK YOU, MR. MAYOR. I THINK WE CAN REACH OUT TO THEM.

YES, SIR. THANK YOU, COUNCILMAN WILLIAMS, THAT IS AN EXCELLENT, EXCELLENT POINT.

AND I WOULD BE WILLING TO BET THE TOP NINE PEOPLE WHO WANT THE SENIOR CITIZENS CENTERS OPEN ARE PROBABLY THE SENIOR ADVISORY COMMITTEE MEMBERS.

SO THEY ARE PROBABLY THE TOP NINE ON THE CALL LIST.

SO I THINK THAT'S A GREAT SUGGESTION, SIR.

DEPUTY MAYOR PRO TEM MORRIS.

THANK YOU, MAYOR. YEAH.

WHEN YOU TALK ABOUT SOME OF THE SENIORS HOUNDING, I WAS AT A PUBLIC EVENT THIS PAST WEEK AND I THINK I STILL HAVE BRUISES ON MY ARM FROM THE FINGERS SENIOR CENTER GOING TO BE REOPENED? YES, THEY ARE.

MANY OF THEM ARE VERY, VERY ANXIOUS FOR THAT.

SO I WONDER RIGHT NOW WE'RE ALLOWING 80 AND OLDER WALKUP ACCESS TO VACCINES.

IF WE'RE LOOKING AT OPENING THE SENIOR CENTER AT THE END OF NEXT MONTH AND AGAIN, I DON'T SEE THAT WE NEED TO BE PREMATURE.

IT'S BEEN A VERY LONG AND MISERABLE YEAR FOR A LOT OF OUR SENIORS.

BUT IF WE'RE TALKING ABOUT OPENING UP THE END OF NEXT MONTH, THEN COULD WE START STEPPING OUR WALK UP VACCINE ACCESSIBILITY RIGHT NOW, IT'S 80 AND UP, CAN WE MAKE IT 70 AND UP CAN WALK UP 60 AND UP TO WALK UP AND JUST KIND OF MAKE THAT AS ACCESSIBLE TO OUR SENIORS AS POSSIBLE AND AS EASY AS POSSIBLE.

AND I'M FINE WITH DOING EVENTS HERE AND THERE AND EVERYWHERE, BUT JUST MAKING IT WHERE IT'S--THE PUBLIC HEALTH CLINIC IT'S SMALL, IT'S ACCESSIBLE.

IT'S NOT A BIG PLACE WHERE THEY HAVE TO WALK FAR.

SO I DIDN'T KNOW IF THAT MIGHT BE SOMETHING NOW THAT EVERYBODY IS ELIGIBLE, IF WE COULD, AS A CITY DO A STEP DOWN PROCESS TO TRY TO GET AS MANY OF OUR SENIORS VACCINATED WHO ARE STILL WAITING AS POSSIBLE.

SO I DON'T NEED AN ANSWER ON THAT RIGHT NOW.

BUT THAT WAS THAT WAS ONE THOUGHT I HAD.

I'M I WOULD BE VERY HESITANT TO SAY THAT WE HAVE TO REQUIRE PROOF OF VACCINE FOR THE SENIORS TO COME BACK.

AND SOME OF THEM HAVE HEALTH REASONS WHERE THEY REALLY CAN'T DO THAT.

THERE'S THERE'S A WHOLE LOT OF ISSUES INVOLVED WITH THAT WOULD MAKE ME HESITATE.

BUT CERTAINLY WE WANT THEM TO HAVE ACCESS AND CERTAINLY WE WANT THEM TO HAVE ACCESS AS SOON AS POSSIBLE IN ADVANCE OF OPENING THE SENIOR CENTER, SO THAT WAS MY THOUGHT.

THANK YOU, MAYOR.

MR. BRADFORD, DO YOU HAVE SOMETHING YOU WANTED TO ADD TO THAT? I SAW YOU UNMUTED.

YES, SIR, I WAS JUST GOING TO SAY IN OUR PREPARING, I THINK WE TOO HASTILY ASSUMED THAT THE SENIOR CENTER NEEDED TO STAY CLOSED OR THAT THE COUNCIL WOULD WANT TO KEEP THAT CLOSED.

AND WE NEED TO GO BACK AND SPEND A LITTLE MORE TIME AT THE DRAWING BOARD AND FIGURE OUT SOME WAYS TO GET THE SENIOR CENTER OPEN IN A SAFE WAY.

BUT I APOLOGIZE COUNCIL, WE JUST REALLY DIDN'T COME PREPARED TONIGHT TO PROVIDE YOU WELL THOUGHT OUT ANSWERS ON THAT.

SO IF YOU IF YOU WOULD GIVE US A COUPLE MORE WEEKS AND LET US COME BACK TO THE COUNCIL ON SOME SOME POSSIBLE METHODS TO MOVE FORWARD.

VERY GOOD. VERY GOOD.

YOU KNOW, I WAS WITH A GROUP OF SENIORS ON SATURDAY WHO LIVE IN ONE OF OUR ACTIVE SENIOR DEVELOPMENTS AND WHO THEY HAVE JUST NOW STARTED GETTING OUT.

SO I CAN DEFINITELY TELL YOU, AFTER TALKING WITH A LOT OF THEM, THEY ARE DEFINITELY READY TO GET OUT AND GET BACK AND TO GET MOVING AGAIN.

SO BUT, YES, I THINK CHECKING WITH THE SENIOR CITIZEN ADVISORY BOARD AND JUST KIND OF GETTING THEIR FEEL ON IT, I THINK IS A GOOD START.

SO WE WILL CONTINUE THAT DISCUSSION HERE IN A COUPLE OF WEEKS.

ANY MORE QUESTIONS BEFORE WE MOVE ON TO THIS TOPIC? AND I THINK WE ANSWERED THE QUESTIONS OF THE FOLKS WHO HAD REGISTERED QUESTIONS WITH US.

[01:10:02]

SO WITH THAT, WE WILL MOVE TO ITEM 4B, THE AUDIT COMMITTEE REPORT.

[4B. Audit Committee Report]

COUNCIL MEMBER AUBIN.

THANK YOU, MAYOR. COUNCIL, THE AUDIT COMMITTEE MET RECENTLY, WE HAD TWO ITEMS, THE EXTERNAL AUDIT RESULTS, WHICH WERE, AS USUAL, QUITE GOOD, AND THE ECONOMIC DEVELOPMENT INCENTIVE PROGRAM AUDIT, WHICH I DO THINK WE NEED TO PAY ATTENTION TO.

BUT THINGS ARE CERTAINLY GOING TO IMPROVE OVER THERE.

I'LL HAND IT OVER TO CITY AUDITOR, JED, TO TAKE IT FROM THERE.

THANK YOU, CHAIRMAN. GOOD EVENING, MAYOR AND CITY COUNCIL, THANK YOU FOR HAVING ME HERE.

WE ACTUALLY HAVE SARA DEMPSEY WHO IS THE PARTNER WITH LEVER WITH US TODAY.

SHE WILL COVER THE FIRST ITEM OF THE EXTERNAL AUDIT RESULTS FOR FISCAL YEAR 2020.

SO I'M GOING TO TURN IT OVER TO SARA.

THANK YOU, JED. THANK YOU, MAYOR AND COUNCIL MEMBERS, FOR HAVING ME TONIGHT.

WE DID WRAP UP THE AUDIT FOR SEPTEMBER 30TH, 2020 IN MARCH ON TIME.

IT WAS A HARD YEAR FOR EVERYONE, BUT THE FINANCE DEPARTMENT AND THE DEPARTMENTS THAT WE WORKED WITH TO TEST THE FINANCIAL STATEMENTS WERE READY TO GO.

NO ONE WAS BEHIND SCHEDULE.

SO WE KNOW THAT TOOK A LOT OF EFFORT TO BE ON TIME.

WE HAD A LOT OF CITIES THAT HAD TO PUSH BACK THEIR AUDITS THIS YEAR JUST DUE TO SO MANY OTHER RESPONSIBILITIES.

AND WE KNOW YOU, YOUR TEAM HAD THOSE OTHER RESPONSIBILITIES AS WELL.

SO WE REALLY APPRECIATE THAT EVERYONE WAS ABLE TO MEET THE DEADLINE AND STAY ON TIME.

AS FOR THE AUDIT RESULTS, VERY GREAT RESULTS, UNMODIFIED OPINION ON THE FINANCIAL STATEMENTS. THAT'S THE HIGHEST LEVEL OF ASSURANCE THAT WE CAN GIVE.

SO THAT MEANS THERE'S NO MODIFICATIONS OR EXCEPTIONS TAKEN.

WE ALSO DO A SINGLE AUDIT BECAUSE THE CITY EXPENDS MORE THAN SEVEN HUNDRED AND FIFTY THOUSAND DOLLARS.

THIS YEAR, WE HAD THE CORONAVIRUS RELIEF FUNDING THAT WAS TESTED, A NEW PROGRAM, THE COMPLIANCE SUPPLEMENT THAT WE USE AND THE CITY USES TO HELP GUIDE THOSE PROCEDURES AND COMPLIANCE REQUIREMENTS.

IT DID NOT COME OUT UNTIL DECEMBER OF 2020.

SO YOU CAN IMAGINE IT WAS VERY HARD FOR EVERYONE TO FIND OUT WHAT'S ALLOWABLE, WHAT'S UNALLOWABLE, WHAT ARE THE COSTS.

SO THE CITY DID A GREAT JOB KEEPING UP WITH THE COUNTY AND USING THE RESOURCES THAT WERE AVAILABLE WHEN WHEN THEY COULD.

SO IT WAS A GREAT AUDIT.

THERE WAS UNMODIFIED OPINIONS ON THOSE MAJOR SINGLE AUDIT PROGRAMS. CORONAVIRUS RELIEF FUND WAS ONE.

THE OTHER WAS THE DRINKING WATER LOAN PROGRAM.

AND THEN YOU ALSO HAVE A STATE SINGLE AUDIT BECAUSE YOU EXPEND MORE THAN 700--WELL, I'M SORRY FOR SINGLE AUDIT, IT'S THREE HUNDRED THOUSAND AS THE THRESHOLD.

SO BECAUSE THAT WAS EXCEEDED, THE PLEASANT VALLEY CONSTRUCTION PROJECT WAS SELECTED.

SO THOSE RECEIVED UNMODIFIED OPINIONS.

YOU HAD NO SIGNIFICANT DEFICIENCIES TO REPORT.

WE TEST INTERNAL CONTROLS WHEN WE GO THROUGH THE AUDIT.

WE DON'T GIVE AN OPINION, BUT WE DO WALK THROUGH THE CONTROLS OVER CASH DISBURSEMENTS, PAYROLL, THOSE REALLY BIG SIGNIFICANT TRANSACTION CYCLES.

AND WE'RE MAKING SURE THAT THEY'RE OPERATING AS THEY WERE DESIGNED, THAT THE PEOPLE THAT SHOULD BE APPROVING ARE APPROVING AND THAT THE BACKUP THAT THEY'RE APPROVING IS THERE.

SO WE'RE PULLING A LOT OF DOCUMENTATION WHEN WE'RE ON SITE FOR THE AUDIT, WE RECEIVE IT TIMELY AND WE HAVE NO FINDINGS TO PRESENT TO YOU THIS EVENING.

SO A GREAT AUDIT, HONESTLY, THAT YOU COULD HAVE, TO HAVE NO FINDINGS, THAT'S VERY RARE.

WE USUALLY HAVE A LIST OF SIGNIFICANT DEFICIENCIES TO GO OVER.

WE ALSO HAD NO JOURNAL ENTRIES.

SO WHAT THAT MEANS IS THE CITY PRESENTS THEIR FINANCIAL STATEMENTS AND WE AUDIT THOSE NUMBERS. AND THE BACKUP THAT WE RECEIVED AGREED WITH THOSE NUMBERS.

WE DID NOT HAVE TO PROPOSE ANY ADJUSTMENTS THAT WOULD CHANGE THE FINANCIAL STATEMENTS.

SO THAT GIVES YOU A GOOD IDEA OF THE FINANCIAL REPORTS THAT YOU'RE RECEIVING.

THEY ARE AGREEING TO THE BACK UP THAT IS PROVIDED TO US DURING THE AUDIT FOR YEAR END.

SO WE APPRECIATE IT.

IT'S RARE TO HAVE NO JOURNAL ENTRIES AND NO SIGNIFICANT DEFICIENCIES OR MATERIAL WEAKNESSES. SO WE REALLY APPRECIATE THE DILIGENCE THAT YOUR TEAM HAS THEIR HARD WORK AND JUST REALLY APPRECIATE THE HARD WORK THAT THEY DID DURING THE AUDIT AS WELL.

SO I'M HERE TO ANSWER ANY QUESTIONS THAT YOU HAVE ABOUT OUR AUDIT PROCESS OR OR ANYTHING THAT I CAN HELP WITH.

ALL RIGHT, VERY GOOD. ANY QUESTIONS? I SEE NO ONE IN THE QUEUE.

[01:15:02]

COUNCIL MEMBER AUBIN, DO YOU HAVE ANYTHING ADDITIONAL? NONE ON THIS ONE, MAYOR.

AGAIN, THANK YOU, MS. DEMPSEY AND WEAVER, FOR YOUR GREAT WORK.

AND THANK YOU TO THE STAFF.

CONGRATULATIONS ON A TOTALLY CLEAN AUDIT, SO IT'S SOMETHING TO BE PROUD OF.

VERY GOOD.

VERY GOOD, MAYOR. IF I MAY GO TO THE NEXT ITEM.

SO, AGAIN, THANKS.

THANK YOU, SIR. THE NEXT ITEM THAT WE DISCUSSED WAS THE ECONOMIC DEVELOPMENT INCENTIVE PROGRAM AUDIT.

THIS AUDIT WAS ACTUALLY REQUESTED BY THE CITY MANAGER, MR. BRADFORD.

AS MANY OF YOU ARE AWARE, THE CITY OF GARLAND PROVIDES ECONOMIC DEVELOPMENT INCENTIVES TO PROMOTE NEW DEVELOPMENT AND REDEVELOPMENT IN GARLAND.

BASICALLY, THIS IS A TOOL THAT WE USE TO ATTRACT NEW INDUSTRIES AND TO ENCOURAGE RETENTION AND REDEVELOPMENT TO PROPERTY TAX EXEMPTIONS OR REDUCTIONS.

SALES AND USE TAX REBATES OR WE HAD TWO OBJECTIVES FOR THIS AUDIT.

THE FIRST ONE WAS TO DETERMINE IF THE CITY HAS ESTABLISHED A STANDARDIZED PROCESS TO RECEIVE, EVALUATE AND APPROVE ED INCENTIVE REQUESTS.

FOR THIS OBJECTIVE, THE NEXT OBJECTIVE WAS TO VERIFY THAT THE CITY MONITORS AND VERIFY COMPLIANCE OF ED AGREEMENTS. AND FOR THAT WE COVERED ALL ACTIVITY AGREEMENTS WHICH WERE MANAGED BY THE ECONOMIC DEVELOPMENT DEPARTMENT.

THERE WERE A TOTAL OF TWENTY FOUR AND THERE WERE ANOTHER EIGHT WHICH WERE HANDLED BY OTHER DEPARTMENTS.

OVERALL, I BELIEVE THIS AUDIT WAS VERY FRUITFUL.

THERE WERE WE'VE IDENTIFIED A FEW OPPORTUNITIES WHERE WE CAN ENHANCE OUR CITY'S FOOTPRINT, ESPECIALLY WHEN IT COMES TO PROVIDING CERTAIN SERVICES TO OUR CUSTOMERS OR IN THIS CASE, THE ENTITIES.

PART OF THE AGREEMENT. SOME OF THESE ENTITIES WERE REQUIRED TO USE OUR CITY'S SOLID WASTE SERVICES, WHICH THEY WERE NOT.

AND SO THIS GIVES US AN OPPORTUNITY TO ENCOURAGE AND TO ATTRACT THESE ENTITIES TO THE CITY SOLID WASTE SERVICES.

SO STAFF I KNOW TALKING WITH THE ED DEPARTMENT AS WELL AS THE ENVIRONMENTAL WASTE SERVICES THEY'RE ON TOP OF THIS RIGHT NOW, THEY ARE IN THE PROCESS OF REACHING OUT TO MANY OF THESE ENTITIES TO ATTRACT THEM, TO USE OUR SERVICES.

SOME OF THE OTHER THINGS THAT WE OUR CONTRACTS CAN BE CLARIFIED A LITTLE FURTHER.

FOR ONE EXAMPLE, IN SOME INSTANCES WHEN THE DEVELOPER SELLS OR LEASE US OUT TO ANOTHER ENTITY IN THE AREA, WE DO NOT HAVE CLARITY IN OUR AGREEMENTS WHERE THE DEVELOPER IS STILL RECEIVING THE INCENTIVES.

HOWEVER, THEN THE NEW PERSON WHO IS LEASING THE PROPERTY MAY NOT HAVE TO ABIDE BY SOME OF THESE AGREEMENTS SO ONCE WE CLARIFY THAT IN THE CONTRACT, WE'LL HAVE A CLEAR DIRECTION ON WHETHER THE NEW ENTITY THE LEASEE WILL HAVE TO COMPLY OR NOT.

THE OTHER THING THAT WE FOUND ON SOME OF THE ABATEMENT CALCULATIONS, SINCE THE METHODOLOGY WAS NOT DEFINED, WE HAD A FEW INACCURACIES IN HOW WE CALCULATED THE ABATEMENTS. AND FOR THAT REASON, WITH ONE ENTITY WE USED THREE DIFFERENT METHODOLOGY IN CALCULATING, WHICH RESULTED IN PROVIDING A REFUND, THEN TURNING BACK AND SENDING THEM A TAX BILL.

AGAIN, ONCE NOTIFIED, THE DEPARTMENT IMMEDIATELY TOOK CHARGE AND CONTACTED THE ENTITY TO FIX THIS ERROR. IN ANOTHER INSTANCE, AGAIN, ABATEMENT CALCULATION MISUNDERSTANDING, WHICH COST AN ENTITY TO OVERPAY THE TAXPAYER MONEY TO THE CITY.

ONCE WE REALIZED THAT WE DID CONTACT THE ENTITY AND WERE ABLE TO MITIGATE THIS, WERE ABLE TO PROVIDE THE ACCURATE INFORMATION TO THEM AND WE ACTUALLY CUT A CHECK TO THEM.

IN OTHER INSTANCES, SOME OF THE ENTITIES WERE PAID INCENTIVES WHILE THEY WERE IN A PROTEST, TAX PROTEST OR A TAXES LAWSUIT WERE HAPPENING.

PER OUR AGREEMENT, WE ARE NOT REQUIRED TO PAY THE INCENTIVES IF THERE IS AN ACTIVE LAWSUIT OR THERE'S AN ACTIVE TAX PROTEST.

BUT IN THIS INSTANCE, WE MADE THE PAYMENT.

GOING FORWARD, THE DEPARTMENT WILL HAVE A BETTER CHECKLIST.

AND THEY ALSO HAVE FIGURED OUT A WAY TO VERIFY THE STATUS OF POTENTIAL LAWSUITS ON DALLAS COUNTY APPRAISAL DISTRICT WEBSITE AND SOME OF THE OTHER ONES WERE MINOR ISSUES,

[01:20:06]

SOME OF THE SUPPORTING EVIDENCE THAT WE RECEIVED FROM THESE ENTITIES WERE NOT SIGNIFICANT OR WERE NOT SUFFICIENT ENOUGH FOR US TO VERIFY THEIR COMPLIANCE.

SO WE HAVE MADE RECOMMENDATIONS FOR THEM TO OBTAIN MORE DETAILED INFORMATION.

AND ALSO, WHEN CHANGES ARE MADE TO OWNERSHIP, OR NAMES THEY ARE REQUIRED TO NOTIFY THE CITY. AND SOME OF THESE INSTANCES, THEY DO NOT DO THAT.

OVERALL, A NUMBER OF RECOMMENDATIONS TO ENHANCE OUR INTERNAL CONTROLS AND COMPLIANCE VERIFICATIONS WITH THE DEPARTMENT.

I DO WANT TO APPRECIATE MR. BRADFORD, MR. REX AS WELL AS CONTROLS AND IMPLEMENTING THESE RECOMMENDATIONS.

SO THAT'S THE SECOND ITEM THAT WE COVERED IN THE AUDIT COMMITTEE MEETING.

I WILL TAKE ANY QUESTIONS IF YOU ALL HAVE ANY VERY GOOD.

COUNCIL MEMBER SMITH.

THANK YOU, MAYOR. WHAT REALLY STUCK OUT ABOUT THIS ONE WAS THE LACK OF INTERNAL CONTROLS, AND I KNOW THAT THIS IS A DEPARTMENT THAT WE'VE BEEN DEVELOPING OVER TIME.

WHAT IS THE TIMELINE FOR ESTABLISHING CONTROLS TO DEAL WITH ALL OF THE VARIOUS ISSUES THAT WERE FOUND IN THE REPORT? AND HOW SOON WILL WE GET AN UPDATE? ON WHEN THOSE CONTROLS HAVE BEEN ESTABLISHED, I GUESS, IS MY FIRST QUESTION.

AND CHAIRMAN, I MEAN, COUNCIL MEMBER SMITH, ACCORDING TO THE REPORT, BY THIS SUMMER, THEY HAVE AGREED TO IMPLEMENT A LOT OF THESE CONTROLS.

I WILL SAY WE MAY HAVE TO WAIT ANOTHER CYCLE FOR COMPLIANCE BECAUSE THE DEPARTMENT USUALLY SENT OUT THEIR COMPLIANCE VERIFICATION DOCUMENTS TO THESE ENTITIES, USUALLY IN JANUARY EVERY YEAR.

SO IF YOU WAIT FOR NEXT CYCLE, I WOULD SAY THAT WILL BE IN 2022, SUMMER TIME.

WE CAN GO BACK AND VERIFY THESE INTERNAL CONTROLS THAT HAVE BEEN PUT IN PLACE AND MITIGATED.

OK, I'D DEFINITELY LIKE TO SEE THIS IN THE 2022 FOLLOW UP PLAN.

THE OTHER QUESTION I HAVE IS REGARDS TO WASTE SERVICES.

SOMETHING IS STICKING IN MY BRAIN THAT THAT'S NO LONGER ALLOWABLE IN OUR CONTRACTS.

AND ARE WE CHANGING OUR APPROACH TO THAT GOING FORWARD? I THINK THERE WAS SOME LEGISLATIVE ISSUE THAT TOOK THAT AWAY FROM US.

CAN ANYBODY SPEAK TO THAT? BRYAN, I BELIEVE YOU'RE MUTED.

JED, I'LL TRY TO ADDRESS THAT.

THERE WAS SOME LEGAL CONCERN AS TO WHETHER OR NOT WE COULD REQUIRE THAT.

THERE WAS ALSO SOME PRACTICAL ISSUES THAT WE RAN INTO.

FOR EXAMPLE, THE PERSON BUILDING THE FACILITY MAY NOT BE THE ONE USING THE FACILITY, WHICH IS THE CASE IN A LOT OF OUR SITUATIONS AND A LOT OF OUR AGREEMENTS WHERE WE'RE BUILDING A MANUFACTURING SHELL THAT MAY END UP HOSTING A LOT OF DIFFERENT USES.

A LOT OF OUR USERS ARRIVED WITH NATIONAL CONTRACTS THAT WOULD HAVE PUT THEM IN LEGAL JEOPARDY TO BREAK.

AND SO WE STARTED RUNNING INTO A NUMBER OF PRACTICAL ISSUES.

WHERE WE CAN CERTAINLY DO BETTER IS THERE WAS THERE WAS NOT THE LEVEL OF COMMUNICATION THAT WAS HAPPENING BETWEEN THE DEPARTMENT AND THE REST OF THE ORGANIZATION.

AND FOR EXAMPLE, WHERE WE'RE TRYING TO MOVE IS WHEN ECONOMIC DEVELOPMENT CEMENTS A DEAL, THEN THEY IMMEDIATELY LET US KNOW SO THAT EWS THEN CAN APPROACH THE ULTIMATE USER AND AN ATTEMPT TO ACQUIRE THE ACCOUNT BECAUSE THEY'RE REALLY THE ONES THAT NEED TO BE INVOLVED. AND MATTER OF FACT, I THINK JED WILL AGREE.

IF YOU LOOK THROUGH THIS AUDIT BEHIND SO MANY OF THE ISSUES, WERE THE FACT THAT THE DEPARTMENT ITSELF WAS NOT COMMUNICATING WITH THE REST OF THE ORGANIZATION IN A CLEAR AND PRODUCTIVE WAY AND A LOT OF THE ISSUES THAT ARRIVED WHEN YOU GOT TO THE ROOT OF THEM, THAT WAS WHAT WAS BEHIND.

AND SO WE'RE WORKING VERY, VERY HARD TO RESOLVE THAT.

AND JUST TO LET YOU KNOW, I'VE GOT CITY ATTORNEY HAS RAISED HIS HAND, SO I'M GOING TO CALL

[01:25:03]

ON HIM AT THIS POINT.

MR. NEIGHBOR.

THANK YOU, MAYOR. I JUST WANT TO ADD ON THIS POINT THAT INVOLVED IN THIS AUDIT REPORT, PARTICULARLY THE YEAH, IT GOES BACK FAR ENOUGH THAT I WAS THE AUTHOR OF THAT LANGUAGE AND I'M RATHER DISAPPOINTED THAT I DID AUTHOR IT.

EVEN THOUGH IT'S A BUSINESS POINT.

IT IS BEST REMEMBERED AS BEING, IN ITS PRESENT FORM, AN ARCHAIC HOLDOVER FROM--I'M GETTING A MESSAGE, MY INTERNET HEAR ME? YEAH, IT'S JUST DRAGGING A LITTLE BIT IT'S AN ARCHAIC HOLDOVER FROM DAYS WHEN WERE NOT SURE BACK IN THE LATE 90S WHAT ELECTRIC DEREGULATION WAS GOING TO LOOK LIKE.

AND SO THE DRIVING FORCE BEHIND THAT LANGUAGE WAS IF WE GOT PUT INTO A SITUATION WHERE WERE DEREGULATED, WOULD WE BE ABLE TO HOLD ON TO OUR LARGER CUSTOMERS? AND WHEN WE CRAFTED SOME LANGUAGE TO ADDRESS THAT CONCERN, AND IT'S UNFORTUNATELY BEEN, IN MY VIEW, BEEN CARRIED ALONG IN BOILERPLATE OVER AND OVER THE YEARS, I DIDN'T KNOW IT WAS GOING TO GAIN THE PREEMINENCE THAT IT DID IN THIS AUDIT REPORT.

MY RECOMMENDATION IS THAT WE TAKE IT OUT, THAT WE NOT USE IT ANYMORE.

IT HAS BEEN MORE OBSERVED AS CITY MANAGER SAID, WE HAVE PEOPLE WITH NATIONAL CONTRACTS THAT CAN'T GET OUT OF THEM.

WE'VE TRIED TO ACCOMMODATE THOSE.

IT HAS BEEN SO PROBLEMATIC THAT I STRONGLY RECOMMEND WE DROP THAT FROM OUR BOILERPLATE FOR OUR BUSINESS POINTS WHEN PUTTING TOGETHER THESE THANKS MAYOR.

THANK YOU, SIR. ALL RIGHT, WELL, THANK YOU BOTH FOR THE RESPONSES.

YOU KNOW, IT'S RARE THAT I HAVE A STRONG CONSENSUS IN MY DISTRICT POINTED TOWARDS ANYTHING, BUT EVERYBODY IS SUSPICIOUS OF ECONOMIC DEVELOPMENT DOLLARS, AND SO I LOOK AT ALL OF THEM TWICE AND I LOOK AT THE DEPARTMENT PRETTY CLOSELY AND SO I'VE BEEN WATCHING THIS PARTICULAR AUDIT VERY, VERY CAREFULLY TO SEE WHAT CAME OUT OF IT.

WE FOUND SOME PROBLEMS, BUT I'M SEEING A LOT OF GOOD FEEDBACK AND A LOT OF GOOD MOVEMENT FORWARD ON GETTING THE PROCESSES WORKED OUT AND A LOT OF INTER-DEPARTMENTAL COMMUNICATION, AS THE CITY MANAGER SAID.

SO I APPRECIATE NOT ONLY THE AUDIT, BUT I REALLY APPRECIATE THE SENIOR MANAGEMENT RESPONSE TO IT. I THINK WE'RE IN GOOD HANDS.

THANK YOU, GENTLEMEN.

AND THANK YOU, MAYOR.

COUNCIL MEMBER MCNEAL.

THANK YOU, MR. MAYOR. AND THANK YOU SO MUCH FOR YOUR DILIGENCE, JED, IN YOUR DETAILS THAT YOU PROVIDED. KIND OF ON THAT SAME SAME LINE AS HOW DO WE NORMALIZE THIS SOCIAL IS THERE ANNUAL TRAINING THAT YOU PROVIDE? IS THIS JUST A COMMUNICATION THAT YOU SEND OUT SO THAT WE DON'T ENCOUNTER THESE SAME ISSUES AGAIN? OR IS THERE A REORIENTATION EVERY YEAR? COUNCILMAN, THANKS FOR THAT QUESTION.

AS THE CITY MANAGER MENTIONED, I BELIEVE I AGREE, 100 PERCENT.

THE ROOT CAUSE FOR A LOT OF THIS ISSUE WAS COMMUNICATION.

AND I TRUST THE CITY MANAGER AND HIS STAFF IN PROVIDING THE TRAINING.

ONE OF THE RECOMMENDATIONS FROM THIS REPORT WAS TO COME UP WITH A DIRECTIVE FROM THE CITY MANAGER'S OFFICE FOR POLICIES AND PROCEDURES.

SO IT'S CLEARLY DEFINED THE ROLES AND RESPONSIBILITIES.

SO THE STAFF IS ABLE TO RELY ON THAT AND TO PROVIDE ACCURATE INFORMATION.

AND WE DID INCLUDE DURING THIS PROCESS, A NUMBER OF DEPARTMENTS WERE INCLUDED AND THEY ARE AWARE OF WHAT'S GOING ON.

I'LL POINT OUT A FEW: OBVIOUSLY, THE ECONOMIC DEVELOPMENT ENVIRONMENTAL SERVICES, BUILDING, INSPECTION AND ENGINEERING, PLANNING, TAX DEPARTMENT.

THIS AUDIT PROVIDED AN OPPORTUNITY FOR ALL OF US TO COMMUNICATE BACK AND FORTH AND IDENTIFY THE ISSUES.

AND I BELIEVE GOING FORWARD IT WILL BE MUCH BETTER.

AND PER COUNCILMAN ROBERT SMITH'S RECOMMENDATION AND WE WILL GO BACK AND DO A FOLLOW NEXT YEAR. AND I'M PRETTY SURE THAT THE CHANGES THAT I'M OBSERVING WE'LL BE IN A MUCH BETTER

[01:30:04]

PLACE. THANK YOU, SIR.

THANK YOU, MR. MAYOR.

GOOD. ANY ADDITIONAL QUESTIONS ON THIS ITEM ? MR. GOING TO ADD OR NOT.

NO, SORRY ABOUT THAT.

ALL RIGHT. JUST CHECKING.

COUNCILMAN WILLIAMS. YES. THANK YOU, MAYOR.

JED, OR THE CITY MANAGER, JUST ONE QUESTION.

LISTED IN THE AUDIT FINDINGS AS WE MOVE TO IMPROVE THE PROCESS WILL IT ALSO INVOLVE IMPROVEMENTS ON THE FRONT END AS WE DEAL WITH APPLICANTS DURING THE APPLICATION PROCESS, THE INFORMATION FLOW WITH A CHECKLIST SO THAT APPLICANTS ARE VERY CLEAR ON WHAT THE REQUIREMENTS ARE, WHAT THE EXPECTATIONS ARE, AND SPECIFICALLY WHAT THE PROTOCOLS ARE AS IT RELATES TO INTER-DEPARTMENTAL INTERACTIONS ON THE FRONT END OF THIS PROCESS.

CAN EITHER OF YOU SPEAK TO THAT? COUNCIL MEMBER, THE ENTIRE DEPARTMENT RIGHT NOW IS IS BEING REINVENTED FROM TOP TO BOTTOM, AND PART OF THAT IS TO CHANGE THE STRATEGIC FOCUS MORE TO REDEVELOPMENT.

BUT THE BACK OFFICE PROCESSES NEED TO HAVE GREATER TRANSPARENCY THAN THEY HAVE HAD IN THE PAST AND AS WE WORK THROUGH, WELL, LET ME BACK UP AND SAY IN THIS PARTICULAR CASE, IT'S NOT A MATTER OF NOT FOLLOWING POLICIES.

THERE WERE NO POLICIES.

AND SO THAT'S WHERE WE HAVE TO START, AS YOU REFERRED TO THE CHECKLIST AND EVERY DEAL NEEDS A CHECKLIST THAT WE GO THROUGH IN THE PROCESS OF PUTTING IT TOGETHER AND FINALIZING IT, CHECKOFFS AS TO WHO RECEIVES COPIES, WHO'S NOTIFIED, ET CETERA, ET CETERA.

AND BEFORE THAT WAS ALL THE ATTEMPT WAS TO MANAGE ALL OF THAT WITHIN THE ECONOMIC DEVELOPMENT OFFICE.

AND SO, AGAIN, I THINK YOU'RE GOING TO SEE A REALLY A REINVENTION OF THE DEPARTMENT BEFORE WE'RE DONE.

RIGHT. THANK YOU, MR. CITY MANAGER. THANK YOU, MR. MAYOR.

THANK YOU.

ALL RIGHT.

JED, WHAT ELSE YOU GOT FOR US? THAT'S IT, MAYOR. I I DO WANT TO APPRECIATE, ONCE AGAIN, THE CITY MANAGER'S OFFICE AND THE CHRONIC AND BRYAN MENTIONED, SOME OF THESE AGREEMENTS WERE DEVELOPED A NUMBER OF YEARS AGO, EVEN BEFORE SOME OF US GOT HERE.

AND SO THERE WAS A LOT OF HISTORY, WHICH I WASN'T AWARE OF AND SO APPRECIATE THEM SHARING THAT WITH US AND HELPING US COMPLETE THIS AUDIT.

I REALLY DO APPRECIATE EVERYONE.

VERY GOOD. VERY GOOD.

COUNCIL MEMBER AUBIN, ANYTHING YOU'D LIKE TO FINISH OUT WITH THIS OR ARE WE GOOD? I THINK WE'RE GOOD. JUST THANK YOU TO COUNCIL FOR THE QUESTIONS ON THIS ONE AND WE'LL CERTAINLY IMPROVE ON IT.

AND THANK YOU TO THE CITY AUDITOR JOHNSON AND YOUR TEAM FOR THIS AUDIT AND FOR YOUR CONTINUING DEDICATION ON THESE GOOD WORK.

THANK YOU.

VERY GOOD.

THANKS, SIR. ALL RIGHT, MR. JOHNSON, THANK YOU.

THANK YOU, SIR. WE WILL MOVE ON TO ITEM 4C UPDATE ON TEMPORARY PROPERTY TAX EXEMPTION

[4C. Update on Temporary Property Tax Exemption Related to Damages Caused by the Winter Storm]

RELATED TO DAMAGES CAUSED BY THE WINTER STORM.

MATT WATSON IS WITH US ON THIS ONE.

GOOD EVENING, MAYOR, CITY COUNCIL.

LET'S SEE, I'LL SHARE MY SCREEN REAL QUICK, QUICK POWERPOINT SLIDE.

GO AHEAD SO WHAT THIS BASICALLY IS, IS IN THE 2019 LEGISLATIVE SESSION, A LAW WAS PASSED TO PROVIDE PROPERTY TAX RELIEF IN THE FORM OF A TEMPORARY PROPERTY TAX EXEMPTION FOR ELIGIBLE PROPERTIES WHEN A COUNTY IS DECLARED A DISASTER AREA BY THE GOVERNOR.

SO WITH THE WINTER STORM, THIS IS KIND OF THE FIRST OPPORTUNITY, THE FIRST TIME THE PUBLIC HAS SEEN THIS EXEMPTION IN ACTION WITH THE GOVERNOR DECLARING ALL TWO HUNDRED AND FIFTY FOUR COUNTIES A DISASTER AREA ON FEBRUARY 12TH.

[01:35:01]

SO WHAT I THOUGHT I'D DO IS JUST KIND OF GO OVER WHAT ARE THE QUALIFYING FACTORS FOR THIS EXEMPTION, HOW THE EXEMPTION IS CALCULATED, AND THEN FINALLY, HOW A RESIDENT OR A BUSINESS OWNER COULD APPLY FOR THIS EXEMPTION.

VERY GOOD. SO HOW TO QUALIFY? SO THERE'S REALLY THREE TYPES OF QUALIFYING FACTORS.

ONE IS A TANGIBLE PERSONAL PROPERTY USED FOR INCOME PRODUCTION OR WHAT WE CALL BUSINESS PERSONAL PROPERTY.

THE OTHER IS IMPROVEMENTS TO REAL PROPERTY.

SO A HOME, A BUSINESS AND THEN ALSO CERTAIN MANUFACTURING HOMES.

I BELIEVE WHAT THEY'RE MEANING BY THAT IS IF THE MANUFACTURING HOME IS USED AS A DWELLING UNIT.

THE ONE THING THAT ISN'T LISTED AND ONE THING THAT IS NOT INCLUDED IN THE CALCULATION IS LAND. SO IT'S BASICALLY THE STRUCTURES AND THE PIECES OF THE PROPERTY AND THE IMPROVEMENTS ON THE LAND.

SO OBVIOUSLY NEED TO BE LOCATED IN AN AREA DECLARED A DISASTER.

WELL, IN THIS SITUATION, NOT JUST DALLAS COUNTY OR THE CITY OF GARLAND, THIS IS THE FIRST TIME WE'VE SEEN THE ENTIRE STATE OF TEXAS COULD TAKE ADVANTAGE OF THIS.

AND THE THIRD QUALIFYING FACTOR IS YOU NEED TO AT LEAST HAVE 15 PERCENT OF YOUR PROPERTY DAMAGE DUE TO THE DISASTER.

THIS IS DETERMINED BY THE CHIEF APPRAISER, WHICH FOR MOST OF US WOULD BE THE DALLAS COUNTY CENTRAL APPRAISAL DISTRICT.

SOME OTHER NOTES IS THIS IS A TEMPORARY DISASTER AREA EXEMPTION, SO THIS WOULD BE ONLY AVAILABLE FOR THE CURRENT TAX YEAR OF 2021, ALL TWO HUNDRED FIFTY FOUR COUNTIES, AS I'VE MENTIONED, HAVE BEEN DECLARED A DISASTER.

THIS EXEMPTION DOES NOT CHANGE YOUR MARKET VALUE AND IS EXEMPTION FOR YOUR TAXABLE VALUE.

AND THEN THE FINAL PIECE THAT I'LL MENTIONED MULTIPLE TIMES IS THE DEADLINE FOR APPLYING FOR THIS DCAD.

YOU DON'T APPLY WITH THE COMPTROLLER'S OFFICE OR THE CITY OF GARLAND IT'S WITH DCAD, MAY 28TH, 2021.

SO NOW GETTING INTO HOW THIS EXEMPTION IS CALCULATED FOR EACH PROPERTY THAT IS DAMAGED BY A DISASTER, THERE'S THIS PROPERTY DAMAGE ASSESSMENT RANKING THAT IS IN THIS LAW AND BASICALLY THE WAY IT IS, IS IT HAS FOUR DIFFERENT LEVELS.

SO IF YOUR DAMAGES ARE BETWEEN 15 PERCENT AND LESS THAN 30 PERCENT, THE EXEMPTION IS 15 PERCENT AND 30 PERCENT LESS THAN 60, YOUR EXEMPTION IS 30 PERCENT OF THE PROPERTY AND SO ON, ALL THE WAY UP TO ONE HUNDRED PERCENT.

AND DCAD HAS PROVIDED SOME KIND OF DAMAGE DESCRIPTIONS OF WHAT EACH ONE OF THESE MAY BE.

AND THEN ONCE YOU HAVE THESE EXEMPTION PERCENTAGES, IT IS PRORATED BASED ON THE TIME OF YEAR, THE TAX YEAR.

SO JANUARY 1ST TO DECEMBER 31ST THAT THE DISASTER OCCURRED.

AND AS I MENTIONED, THIS WAS FEBRUARY 12TH.

SO THEY WILL PRORATE THAT THREE HUNDRED 22 DAYS OF THE THREE SIXTY FIVE OR EIGHTY EIGHT PERCENT. SO I'LL WALK THROUGH A QUICK EXAMPLE.

IN THIS EXAMPLE, SAY A ONE HUNDRED THOUSAND DOLLAR HOUSE RECEIVED TWENTY THOUSAND DOLLARS IN DAMAGE DUE TO A BURST PIPE.

AND REMEMBER, THE LAND VALUE IS NOT CALCULATED.

SO THIS IS THE VALUE OF THE HOME ALONE.

THE TWENTY THOUSAND DIVIDED BY THE 'HUNDRED THOUSAND DOLLAR HOME IS 20 PERCENT, SO THIS PARTICULAR PROPERTY WOULD FALL INTO THAT LEVEL ONE, 15 PERCENT TO 30 PERCENT.

SO THE EXEMPTION OF 15 PERCENT ON ONE HUNDRED THOUSAND DOLLAR HOME IS FIFTEEN THOUSAND, AND THEN YOU PRO-RATE IT AT THAT EIGHTY EIGHT PERCENT FOR THIS WINTER STORM EVENT.

SO THE EXEMPTION WOULD BE THIRTEEN THOUSAND TWO HUNDRED.

SO HOW DO YOU APPLY.

AGAIN, THE APPLICATION NEEDS TO BE COMPLETED BY MAY 28TH, 2021.

YOU CAN FIND THE FORM THAT, ACTUALLY THE TEXAS COMPTROLLER IT'S THEIR FORM, BUT YOU CAN FIND THIS ON DALLASCAD.ORG/FORMS. AND THE FORM INSIDE OF THERE IS CALLED EXEMPTION APPLICATION FOR TEMPORARY DISASTER.

IT SAYS ELEVEN POINT THIRTY FIVE AND THAT'S THE PART OF THE TAX CODE.

AND THE NEXT MOST IMPORTANT PIECE IS DCAD IS REQUIRING YOU TO INCLUDE ALL DOCUMENTATION FOR BACK UP ON HOW YOU APPROVED OF YOUR NUMBER AND HOW YOU CAME UP WITH YOUR DAMAGE ASSESSMENT. SO THAT COULD BE INSURANCE CLAIMS, INSPECTIONS, PHOTOS, REPAIR COST.

REALLY ANY ADDITIONAL INFORMATION YOU HAVE? IF IT WERE ME, I WOULD TURN IN ALL INFORMATION YOU HAVE THAT BACK UP YOUR DOCUMENTATION FOR WHATEVER YOU'RE CLAIMING AS YOUR REPAIR COST.

AND AGAIN, DCAD NEEDS THAT INFORMATION WHEN YOU TURN IN YOUR APPLICATION.

AND AGAIN, THE APPLICATION IS DUE BY MAY 28, 2021.

AND THEY ARE ASKING THAT IT BE MAILED TO THE DALLAS CENTRAL APPRAISAL DISTRICT ATTENTION ELEVEN THIRTY FIVE, WHICH AGAIN IS THE PART OF THE TAX CODE THIS FALLS UNDER DISASTER

[01:40:01]

EXEMPTION. P.O.

BOX FIVE SIX ZERO THREE TWO EIGHT IN DALLAS, TEXAS, SEVEN FIVE THREE FIVE SIX.

AND THEY DO HAVE AN EMAIL ADDRESS THAT WOULD ENCOURAGE ANYONE THAT IS THINKING ABOUT APPLYING FOR THIS EXEMPTION TO ASK QUESTIONS TOO.

IT IS DISASTEREX@DCAD.ORG AND THEY SAY THEY WILL RESPOND AS QUICKLY AS POSSIBLE TO ANY QUESTIONS YOU MIGHT HAVE.

WITH THAT, I'LL OPEN IT UP TO A DISCUSSION OR ANY QUESTIONS THAT I MIGHT BE ABLE TO ANSWER. OK.

CAN YOU UN-SHARE YOUR SCREEN FOR ME THERE.

DEPUTY MAYOR PRO-TEM MORRIS.

THANK YOU, MAYOR.

FIRST, MATT, THANK YOU FOR THAT PRESENTATION AND CAN YOU, AFTER THIS, PLEASE SEND THE PRESENTATION TO ALL OF US? YES, MA'AM. I APOLOGIZE FOR NOT HAVING IT UP TO YOUR PRIOR.

I WILL.

THERE'S A LOT OF PUBLIC INTEREST IN THIS.

AND ALSO, I JUST WANTED TO POINT OUT ON THE LAST SLIDE THAT GIVES THE ADDRESS, THE EMAIL ADDRESS IS TYPOED.

SO INSTEAD OF SAYING DISASTEREX, IT'S MISSPELLED, DISASTER IS MISSPELLED.

SO IF SOMEBODY IS TRYING TO USE THAT LINK OR TYPE IT DIRECTLY THE WAY IT SAYS, I DON'T KNOW IF YOU CAN TWEAK THAT BEFORE I SEE THAT. I'LL FIX THAT.

OK, AND JUST A LOT OF PEOPLE LIKE TO JUST CLICK AND GO, SO.

AND JUST CLARIFYING THIS ONE MORE TIME, AGAIN, I'VE GOTTEN A LOT OF QUESTIONS AS SOON AS THIS APPEARED ON THE AGENDA.

SO ANY DAMAGE THAT FROM THE WINTER STORM THAT TOTALS LESS THAN 15 PERCENT OF YOUR APPRAISED VALUE DOESN'T COUNT? IT IS NOT THE APPRAISED--REMEMBER LAND, THIS IS THE STRUCTURE ON THE ACTUAL LAND.

SO IF YOUR HOME IS DAMAGED AND YOUR HOME IS VALUED AT ONE HUNDRED THOUSAND, IT NEEDS TO BE 15 PERCENT.

OK, SO IT HAS TO BE 15 PERCENT OF THE VALUE OF IMPROVEMENTS AS SHOWN BY DCAD AT THIS TIME ? CORRECT. GOTCHA.

ALL RIGHT. WELL, I APPRECIATE THAT AND I LOOK FORWARD TO GETTING THAT AFTERWARDS.

THANK YOU, MAYOR.

AND TO THAT POINT, MATT, HAVE YOU HAD A CHANCE TO REVIEW THIS WITH DORTHY'S GROUP AS FAR AS GETTING THIS INFORMATION ON THE CITY'S WEBSITE OR GETTING IT, YOU KNOW, HAVING A PLACE WHERE, YOU KNOW, IT'S EITHER WE CAN DIRECT PEOPLE TO IT OR SOME HAVE INFORMATION AND EITHER GET IT OUT THROUGH OUR SOCIAL MEDIA CHANNELS, ET CETERA.

HAVE YOU HAD ANY DISCUSSIONS ON THAT AT THIS POINT? WE WILL GET WITH DOROTHY FIRST THING IN THE MORNING AND GET THAT OUT.

VERY GOOD. VERY GOOD.

THE MORE WE CAN SHOOT IT OUT, THE BETTER AS FAR AS TRYING TO DIRECT PEOPLE TO COME BACK IN FOR IT. SO I APPRECIATE THAT.

ANY ADDITIONAL QUESTIONS FOR MR. WATSON ON THIS ITEM? MATT, THANK YOU FOR BRINGING THAT FORWARD.

MY GUESS IS IT IS PROBABLY A FAIRLY UNKNOWN THING.

SO GETTING THE INFORMATION OUT IS GREAT.

ALL RIGHT, I SEE NO QUESTIONS IN THE QUEUE.

WE WILL MOVE ON TO ITEM FIVE EXCUSE ME, ANNOUNCE FUTURE AGENDA ITEMS.

[5. Announce Future Agenda Items]

DOES ANYONE HAVE A FUTURE AGENDA ITEMS THEY WANT TO BRING FORWARD TONIGHT? DEPUTY MAYOR PRO-TEM MORRIS.

THANK YOU, MAYOR. MY MUTE BUTTON KEEPS RUNNING AWAY AS I'M REACHING FOR IT YEAH, I HAVE TWO.

ONE, I WOULD LIKE FOR US TO DISCUSS CREATING NEW DOWNTOWN SQUARE ZONING RULES, CHANGING FROM HAVING IT BE PART OF THE ENTIRE DOWNTOWN AND BREAKING OUT THE SQUARE WITH SOME EXCEPTIONAL, MORE RESTRICTIVE RULES MORE APPROPRIATE TO THE SQUARE.

SO THAT'S ONE.

I CAN TELL YOU RIGHT NOW I HAVE MULTIPLE SECONDS AND A FOURTH ON THAT, SO I BELIEVE TONIGHT, COUNCIL MEMBER AUBIN, I BELIEVE I SAW HIS JUMP UP FIRST.

AND SO THERE'S A SECOND ON THAT ONE.

GO AHEAD.

OK, AND THE OTHER THING WOULD BE AND THIS WILL BE A REFERRAL TO COMMITTEE AND IT'S PROBABLY BACK TO CSC.

COMING UP WITH SPECIFIC POLICY FOR THE OFFICE OF NEIGHBORHOOD VITALITY REGARDING GRANTS FOR LANDSCAPE. RIGHT NOW WE'VE GOT LOOSE LANGUAGE SAYING IT'S A SMALL AMOUNT.

SO GIVING A PRECISE AMOUNT FOR THAT AND ALSO DETERMINING AND WE'LL BE DISCUSSING THIS ON THE 19TH, BUT SOME SPECIFIC POLICY ABOUT PUTTING TAX DOLLARS TOWARD NONPUBLIC OR

[01:45:06]

SEMIPUBLIC. SCOTT HAS BEEN NEEDING MORE CLARITY ON THAT, AND I THINK WE OUGHT TO GIVE IT TO HIM.

OKAY, AND AGAIN, ON THAT ONE, I HAVE MULTIPLE SECONDS.

WE'LL GIVE THIS ONE TO COUNCIL MEMBER SMITH.

OK, THAT IS IT FOR ME.

THANK YOU.

VERY GOOD, MA'AM COUNCIL MEMBER WILLIAMS? THANK YOU, MR. MAYOR.

I HAVE ONE ITEM. I DON'T KNOW WHETHER IT SHOULD GO TO THE PUBLIC SERVICE COMMITTEE, BUT I'D LIKE FOR US TO REVIEW A PARKING ORDINANCE TO ADDRESS IT APPEARS THAT SOME FOLKS OR WHATEVER REASON, THEY'RE NOT REGISTERING VEHICLES AND THEY SEEM TO BE USING OUR NEIGHBORHOOD STREETS TO STORE THEM OR HIDE THEM OR WHATEVER TERM YOU'D LIKE TO USE.

AND THEY'RE SITTING AROUND AND THEY SEEM TO BE SHOWING UP MORE AND MORE, PARTICULARLY IN DISTRICT FOUR. AND I THINK THE DEPUTY MAYOR PRO TEM'S DISTRICT.

BUT I KNOW IN THIS DISTRICT THEY SEEM TO BE POPPING UP ON A HIGHER THAN DESIRED RATE.

SO I'D LIKE FOR FOR US TO SEE WHAT WE CAN DO TO ADDRESS THAT BECAUSE IT'S CLUTTERING OUR STREETS.

OK, AND DEPUTY MAYOR PRO TEM MORRIS IS SECOND ON THAT.

WE'LL MOVE THAT TO PUBLIC SAFETY.

ALL RIGHT.

ALL RIGHT. ALL RIGHT.

THANKS, MAYOR.

ANY ADDITIONAL FUTURE AGENDA ITEMS? SEEING NONE AT THIS TIME, BUT OBVIOUSLY IF THINGS COME UP BETWEEN NOW AND OUR NEXT MEETING, YOU CAN ALWAYS EMAIL THAT INTO US WITH YOUR SECOND.

SO WE'LL MOVE ON TO ITEM SIX.

COUNCIL WILL MOVE INTO EXECUTIVE SESSION.

[6. Council will move into Executive Session]

CITY COUNCIL WILL ADJOURN INTO EXECUTIVE SESSION PURSUANT TO SECTION FIVE FIVE ONE POINT ZERO SEVEN TWO AND FIVE FIVE ONE POINT ZERO SEVEN ONE OF THE TEXAS GOVERNMENT CODE TO DELIBERATE OR DISCUSS: ONE, THE PURCHASE EXCHANGE, LEASE OR VALUE OF SEVERAL TRACTS OF REAL PROPERTY FOR ROADWAY IMPROVEMENTS LOCATED IN THE VICINITY OF THE INTERSECTION OF BRANT ROAD AND NAAMAN SCHOOL, ROAD AND MUNICIPAL FACILITY IMPROVEMENTS NEAR THE VICINITY OF THE INTERSECTION OF AVENUE D.

AND AVENUE B.

THAT IS THE FIVE FIVE ONE POINT ZERO SEVEN TWO AND THEN ALSO PENDING OR CONTEMPLATED LITIGATION SETTLEMENT OFFERS IN MATTERS CONCERNING PRIVILEGED AND UNPRIVILEGED CLIENT INFORMATION DEEMED CONFIDENTIAL BY RULE ONE POINT ZERO FIVE OF THE TEXAS DISCIPLINARY RULES OF PROFESSIONAL CONDUCT IN REGARD TO THE USE OF EMINENT DOMAIN IN RELATED MATTERS.

AND I BELIEVE THAT'S UNDER FIVE FIVE ONE POINT ZERO SEVEN ONE.

ALSO, THE CITY COUNCIL WILL ADJOURN INTO EXECUTIVE SESSION PURSUANT TO SECTION FIVE FIVE ONE POINT ZERO SEVEN FOUR OF THE TEXAS GOVERNOR CODE RELATING TO PERSONNEL TO CONDUCT THE ANNUAL REVIEW OF THE MUNICIPAL JUDGES.

THE CITY AUDITOR, CITY ATTORNEY AND THE CITY MANAGER.

COUNCIL, I BELIEVE EVERYONE HAS RECEIVED THE LINK FOR THE EXECUTIVE SESSION FOR THIS EVENING. SO IF WE COULD HAVE EVERYONE BACK ONLINE AT LET'S GO AHEAD AND SAY, EIGHT O'CLOCK, EVERYONE BACK ONLINE FOR THE EXECUTIVE SESSION AT EIGHT O'CLOCK, PLEASE.

AND AT THIS POINT, WE ARE IN RECESS.

THANK YOU.
