SO LET'S CALL

[00:00:01]

THE MEETING TO ORDER.

[Tax Increment Finance on July 28, 2021]

AND DID EVERYBODY GET A COPY OF THE MINUTES FROM THE EMAIL OF LAST MEETING? YES.

VERY GOOD.

YEAH.

ALL RIGHT.

IS THERE ANY ISSUE WITH, UH, THE MINUTES THAT WE NEED TO ADDRESS BEFORE MOVING ON TO THE REST OF THE MEETING? ALL RIGHT.

SO, YOU KNOW, QUESTIONS, NO OPPOSITION.

UM, WE WILL TAKE A VOTE HERE OF ACCEPTING THE MINUTES RATHER THAN JUST BY ACCLAMATION.

SO ALL THOSE IN FAVOR OF APPROVING THE MINUTES AS PRESENTED IN THE EMAIL SIGNIFIED BY SAYING AYE.

AYE.

AYE.

OKAY.

FIVE VOTES.

ANY NAYS SHOULDN'T BE SINCE WE HAVE FIVE VOTES.

VERY GOOD.

THANK YOU VERY MUCH.

OKAY.

OCTOBER 14TH, 2020 MINUTES ARE APPROVED AND INTRODUCTIONS.

UM, LATISHA.

DO YOU WANT TO TAKE CHARGE OF INTRODUCTIONS? FIRST OF ALL, IT'S SO GOOD TO SEE EVERYONE IN PERSON AGAIN AND HAPPY TO SEE YOU HERE.

AND WE WANTED TO TAKE THE OPPORTUNITY TO INTRODUCE JED REX, TO MEET YOU ALL, AND I'LL HAND IT OVER TO JEN.

UM, SO IT'S REALLY GOOD TO MEET YOU AND, AND, UM, I'VE STARTED IN GARLAND IN JANUARY.

SO THIS IS, I THINK THAT'S THE FIRST TIME THAT WE'VE HAD A TIF BOARD MEETING SINCE THEN.

YEAH.

SO GOOD TO MEET YOU, ESPECIALLY IN PERSON.

UM, ONE OF THE THINGS THAT WE, UH, THAT WE'VE BEEN DOING WITH OUR TIF BOARDS IS PUTTING TOGETHER A BINDER AND ACTUALLY I'M GOING TO REAL QUICK.

UM, WHAT, WHAT YOU'VE GOT HERE IS JUST KIND OF A REFERENCE BINDER FOR, UH, NUMBER ONE.

WHAT YOU'LL SEE INSIDE IS, UM, SOME HELPFUL INFORMATION.

I'LL JUST WALK THROUGH IT REAL QUICK.

UH, FIRST TAB IS A ROSTER, SO YOU ALL KNOW EACH OTHER AND THERE'S CONTACT INFORMATION THERE.

IF YOU NEED TO REACH OUT AND GET THE TOUCH.

I ALSO SHARE MY BUSINESS CARD.

IF YOU DO NEED TO REACH OUT, LET ME KNOW.

AND THAT'S TRUE, CARRIE, ANYTIME, WHATEVER TAP TWO IS THE, THE ORDINANCE THAT CREATED THE TIP, THE TIP FOR THE TERS.

UM, SO THAT'S, THAT'S HELPFUL TO HAVE, UM, JUST AGAIN FOR REFERENCE SAKE, THAT'S THERE, IF WE NEED IT.

UM, TAB THREE IS THE MAP, AS YOU'RE PROBABLY FAMILIAR WITH THAT, BUT ONE OF THE, MAKE SURE YOU HAVE A PAPER COPY OF IT.

UM, THE NEXT TAB IS CHAPTER THREE 11 OF THE TAX, UM, TAX CODE.

THIS IS ALL THE RULES BEHIND TIFS, UH, THAT WE HAVE TO FOLLOW.

UM, SOME OF THAT WE'RE GOING TO TALK ABOUT ACTUALLY WITH, UH, AS A FOLLOW-UP QUESTION THAT YOU HAD IN THE LAST MEETING.

SO AGAIN, THIS IS HERE FOR REFERENCE, IF YOU IT'S A LOT OF LEGALEES.

UM, SO DON'T FEEL LIKE YOU HAVE TO MEMORIZE IT OR GET TO KNOW IT REAL WELL.

WE HAVE ATTORNEYS THAT HELP US INTERPRET THAT, BUT IF YOU HAVE A QUESTION AND YOU'D JUST CURIOUS, WANT TO READ THROUGH IT, IT'S GOOD INFORMATION TO HAVE.

UM, TAB FIVE IS THE CURRENT AS BUDGETS.

OF COURSE, WE'RE PRESENTING TO BUDGET, UH, TO YOU TODAY, SO THAT WILL BE ADOPTED IN SEPTEMBER.

UM, BUT THAT'S THERE FOR REFERENCE.

AND THEN OF COURSE THE PROJECT AND FINANCING PLAN.

SO AGAIN, WE JUST WANT TO PUT THIS TOGETHER SO YOU GUYS CAN HAVE IT ALL IN FRONT OF YOU.

YOU CAN CARRY IT AROUND, YOU CAN PUT ON A SHELF, DO WHAT YOU WANT WITH IT, BUT THOUGHT IT'D BE HELPFUL FOR, UH, FOR THE BOARD TO HAVE THAT.

SO AGAIN, GREAT TO MEET YOU AND LOOK FORWARD TO WORKING WITH YOU.

AND LET ME KNOW IF YOU HAVE ANY QUESTIONS.

THANKS, JOSEPH.

OKAY.

NEXT ON THE AGENDA, IT TAKES CARE OF ALL OF THE INTRODUCTIONS.

I BELIEVE.

SO IT'D BE STEPH UPDATE.

GO AHEAD, LETICIA.

UM, WE HAVE QUITE A BIT TO RUN THROUGH SINCE IT'S BEEN AWHILE, SINCE WE LAST MET.

UM, AND I THOUGHT I'D APPROACHED THIS UPDATE ON CURRENT AND EXISTING PROJECTS BY THE PROGRAM AREA, PRODUCTIVE PROJECT AND FINANCING PLAN.

I HATE THAT THESE VISUALS AREN'T ON A PROJECTED SCREEN AND YOU LOSE A LOT OF THE QUALITY, BUT YOU KNOW, WE HAVE TO DEAL WITH WHAT HAS BEEN DEALT WITH THIS.

SO FIRST UNDER MANAGED DISTRICT SERVICES, I JUST WANTED TO SHARE THAT WE ARE REALLY CHIPPING AWAY WITH THE MARKETING AND BRAND ASSESSMENT FOR THE DOWNTOWN DISTRICT.

AS YOU KNOW, CIVIC BRAND WAS OUR SELECTED CONSULTANT.

THEY ARE CLOSING OUT THE RESEARCH PHASE OF THEIR PROJECT AND ARE ON TARGET TO COMPLETE.

UM, THE STUDY BY OCTOBER, THEY HOSTED A POP-UP ENGAGEMENT EVENT IN CONJUNCTION WITH THE JUNE CONCERT SERIES DOWN ON THE SQUARE.

AND THEY USE THIS OPPORTUNITY TO KIND OF, UM, REALLY GET SOME IMPROMPTU CONVERSATIONS

[00:05:01]

WITH FOLKS IN THE, IN THE AREA AND, AND GET THEIR INSIGHT AS TO WHAT THEIR PERCEPTION IS OF DOWNTOWN AND WHAT DOWNTOWN MEANS TO THEM ARE MADE FRESH AND LOCAL VIRTUAL CONCERT SERIES.

SO I GAVE YOU GREATER DETAIL ABOUT THIS INAUGURAL EVENT THAT WE HOSTED AT OUR LAST MEETING, BUT I WANTED TO SHARE A GREAT UPDATE THAT THE VIRTUAL CONCERT, AND THEN FOLLOWING SERIES CREATED AS A RESPONSE TO THE PANDEMIC AND THE IMPACT THAT IT HAD ON OUR COMMUNITY IN REGARDS TO LIVE MUSIC, UH, CULTURE AND COMMUNITY WAS ACTUALLY SELECTED AS A WINNER OF THE TEXAS DOWNTOWN ASSOCIATIONS PRESIDENT'S AWARDS FOR 2020 FOR THE BEST PROMOTIONAL CAMPAIGN FOR A CITY OF THE POPULATION OF OVER 50,000.

SO WE WERE PRETTY ECSTATIC ABOUT THAT.

UM, ONLY IN GARLAND, THAT IS OUR, UM, ONGOING PARTNERSHIP WITH THE GARLAND CHAMBER.

HELLO, GO AHEAD AND GIVE YOU THAT.

ONLY IN GARLAND IS OUR, WE HAD A SECOND YEAR IN A ROW SUCCESS IN PARTNERSHIP WITH THE GARLAND CHAMBER TO HOST A VERY DOWNTOWN GARLAND SPECIFIC SMALL BUSINESS SATURDAY CELEBRATION.

SO WE HAD 24 BUSINESSES PARTICIPATE AGAIN THIS YEAR AND OVER 150 HOLIDAY SHOPPERS COME TO DOWNTOWN THE SATURDAY AFTER THANKSGIVING AND ALLOW OUR LOCAL RESTAURANTS TO ESSENTIALLY WINE AND DINE THEM AND JUST REALLY CREATE AN EXPERIENCE TO CURE ANY TURKEY HANGOVER YOU MIGHT HAVE, BUT THE OPPORTUNITY TO REALLY FOCUS ON SHOPPING LOCAL.

AND, UM, THOUGH MOST FOLKS MAY SET OFF DOWN A DIFFERENT PATH OF BLACK FRIDAY OR ANYTHING LIKE THAT.

SMALL BUSINESS SATURDAY HAS BEEN DOING WELL IN DOWNTOWN GARLAND.

WE RECENTLY ONBOARDED A FABULOUS ADDITION TO THE DOWNTOWN DEVELOPMENT TEAM.

SO HUNTER WILLIAMS OVER HERE IS OUR TEMPORARY PROJECT ASSISTANT IN A VERY SHORT TIME, HAS HE HAS BECOME A MAJOR ASSET TO OUR TEAM.

HE HAS TAKEN THE LEAD FOR RESEARCH AND PROGRAM DEVELOPMENT AND SEVERAL OF OUR FOCUS AREAS AND HAS ACTUALLY LAUNCHED HIS FIRST PROGRAM IF YOU WILL, AND TEAM DOWNTOWN.

SO TEAM DOWNTOWN IS THE DOWNTOWN AMBASSADORS PROGRAM THAT WE PROPOSED IN THE BUDGET LAST YEAR.

THIS IS YOUR, UM, VOLUNTEER BASED CONCIERGE SERVICES PROGRAM IN DOWNTOWN IMPLEMENTED TO REALLY MITIGATE THE IMPACT OF BUSINESSES DURING CONSTRUCTION COMING UP IN THE NEXT TWO YEARS.

SO THAT PROGRAM WENT LIVE WITH OUR FIRST PHASE OF RECRUITMENT ON JULY 16TH.

HE HAS, UM, TRAINING SESSIONS SET UP FOR EARLY NOVEMBER AND YOU'LL SEE TEAM DOWNTOWN HIT THE STREETS, UH, AS EARLY AS JANUARY.

AND AGAIN, THE INTENTION OF THIS PROGRAM IS TO JUST COMMUNICATE TO LOCALS, TO VISITORS ALIKE THAT DOWNTOWN GARLAND IS OPEN FOR BUSINESS THROUGHOUT THE CONSTRUCTION PROJECT.

SO ONTO OUR FACADE PROGRAM, UM, THE BOARD'S PROPOSED CHANGES TO THE FACADE PROGRAM WERE APPROVED BY COUNCIL IN DECEMBER.

I'M HAPPY TO SHARE AND SO MUCH SO THAT WE'LL FOR NOW AND EVERMORE REFER TO THIS PROGRAM AS THE REVITALIZATION PROGRAM, BECAUSE WITH THOSE CHANGES THAT WERE PROPOSED, AS YOU KNOW, UM, THERE'S A MUCH, THERE'S A LOT, A LOT MORE FLEXIBILITY IN THE PROGRAM RATHER THAN BEING LIMITED TO JUST IMPROVEMENTS ON THAT FRONT FACADE.

SO NOW THE TENANT IS ELIGIBLE TO APPLY WITH OWNER APPROVAL AND THEN GENERAL INTERIOR IMPROVEMENTS THAT REMAIN WITH THE BUILDING, BUT BRING THE PROPERTY TO MARKETABLE STANDARDS OR ARE CONSIDERED ELIGIBLE EXPENSES.

ANY FACADE OF THE BUILDING RATHER THAN JUST THE FRONT FACADE IS CONSIDERED A, UH, ELIGIBLE PROJECT AND THEN SIGN AN AWNING ENHANCEMENTS AND REPLACEMENTS CAN NOW BE APPLIED FOR AS A STANDALONE PROJECT THEMSELVES RATHER THAN PART OF A, UM, REDEVELOPMENT PROJECT ONLY.

AND I JUST WANTED TO SHARE, I REALLY DO SEE, UM, THAT THE FLEXIBILITY IN THE PROGRAM HAS SPURRED MUCH MORE INTEREST FROM OUR DOWNTOWN PROPERTY OWNERS AND BUSINESS OWNERS.

WE'VE HAD A GREAT RESPONSE TO THAT ADDED FLEXIBILITY.

UM, YOU KNOW, WE HAVE TROUBLE MAKING ENOUGH TIME ON THE CALENDAR FOR ALL THE APPOINTMENTS.

SO IT'S REALLY GOTTEN SOME ENERGY GOING IN DOWNTOWN FOR REINVESTMENT INTO THE DISTRICT AND DOING IN MY MIND EXACTLY WHAT THE PROGRAM WAS SET OUT TO DO, UM, THE PROGRAM TO DATE.

AND THIS IS GOING BACK TO WHEN IT WAS LIMITED TO FACADE IMPROVEMENTS ONLY HAS SPURRED $231,000 OF PUBLIC PRIVATE INVESTMENT AND A HUNDRED THOUSAND OF THAT BEING PUBLIC FUNDING AND REIMBURSEMENT.

SO WHAT THAT REALLY MEANS IS WE'RE ENCOURAGING MORE PRIVATE INVESTMENT AND THAN JUST ONLY THAT 50 50 MATCH.

AND THEN I'D ALSO LIKE TO SHARE THAT THE FIRST APPLICANT TO OUR PROGRAM WAS NOMINATED FOR TEXAS DOWNTOWN ASSOCIATIONS, BEST RENOVATION IN 2020 IS THE FINALIST.

AND THAT WAS WHAT WAS PREVIOUSLY

[00:10:01]

KNOWN AS THE MAGILLA CADIZ BUILDING, UM, AND IS NOW NOT NECESSARILY REFER TO ANYTHING OTHER THAN THE IWF BUILDING, BUT THAT PROPERTY OWNER HAS ATTENDANT GOING INTO THE BOTTOM FLOOR AND ATTENDANT SIGN FOR THE TOP FLOOR AS WELL.

SO YOU'LL SEE TWO NEW BUSINESSES COMING TO DOWNTOWN WITH ENHANCED SQUARE PROGRAMMING.

MY GOODNESS, HAVE WE BEEN BUSY? I WAS LOOKING OVER OUR NOTES FROM THE LAST MEETING AND I REALIZED I DIDN'T SHARE A PROGRAM THAT WE LAUNCHED LAST SEPTEMBER, A CAMPAIGN RATHER CALLED FAIR FAIR.

IT WAS A HUGE SUCCESS.

SO ALL OF YOUR DOWNTOWN RESTAURANT SERVED TO BE FRIED FARE MENU ITEMS, UM, ALL THE MONTH OF SEPTEMBER.

AND WE PROMOTED, WE ALL WORKED TOGETHER TO PROMOTE THE HECK OUT OF IT AND JUST COMPLETELY CAPITALIZE ON THE FACT THAT THERE WAS THE ABSENCE OF THE STATE FAIR LAST YEAR, THE CAMPAIGN CAPTURED ALMOST $50,000 AND PUBLICITY COVERAGE, UH, ACROSS THE STATE.

AND IT REACHED AN AUDIENCE OF OVER 3 MILLION PEOPLE.

SO EXTREMELY SUCCESSFUL.

WE HAD ONE BUSINESS REPORT THAT THEY WERE 400% BUSIER ON LABOR DAY THAN THEY WERE THE MONDAY BEFORE.

AND WE HEARD FROM NUMEROUS BUSINESSES, YOU KNOW, THIS IS GREAT THAT IT HAPPENED IN COVID, BUT WHY HAVEN'T WE BEEN DOING THIS ALL ALONG AND LET'S MAKE SURE AND DO IT AGAIN.

SO THIS YEAR WE ARE HUNTERS TAKING LEAD ON COORDINATING, UM, THE CAMPAIGN AGAIN, AND WE'RE TAKING THE MINDSET OF ACKNOWLEDGING THAT THE FAIR FAIR WILL TAKE, OR THE STATE FAIR WILL TAKE PLACE THIS YEAR, THAT WE'LL USE DOWNTOWN AS A TRAINING GROUND THE MONTH OF SEPTEMBER TO PREPARE A FAIR FOOD EAS FOR THEIR VISIT TO THE FAIR.

SO OUR THEME IS WHY WAIT FOR FAIR FAIR GARLAND FOR CHRISTMAS WAS COUPLED WITH A HOLIDAY STOREFRONT DECORATING CONTEST.

SO THIS WAS A PROMOTIONAL CAMPAIGN FOR HOLIDAY SHOPPING.

THAT WAS PANDEMIC PROOF.

WE REALLY PUSHED ONLINE SHOPPING AND CURBSIDE PICKUP THROUGHOUT THE MONTH OF DECEMBER.

AND THEN THIRSTY THURSDAYS HAS BEEN A STANDING EVENT FOR ALMOST A YEAR.

NOW I'M ON THE THIRD THURSDAY OF THE MONTH.

PARTICIPATING BUSINESSES STAY OPEN UNTIL 8:00 PM AND SERVE COMPLIMENTARY BEVERAGES TO CUSTOMERS WHILE THEY SHOP.

SO IT'S YOUR ESSENTIAL EXTENDED HOURS CAMPAIGN.

AND WE HAVE CONTINUED OUR PARTNERSHIP WITH URBAN MARKET AND WE ARE SPONSORING THEIR GIVEAWAYS EACH MONTH THEMED BY THE MONTH OF THE YEAR AT THE BEGINNING OF THEIR MARKET, I HEARD THE WATERMELONS WERE A HUGE SUCCESS AND ABSOLUTELY APPROVED BY MARILYN MAY AT HIS SPECIAL REQUEST WITH PUBLIC ART ARE THE BANNERS.

IT SURE SEEMS LIKE WE WERE TALKING ABOUT THOSE FOR QUITE A LONG TIME, BUT I I'D SAY THEY WERE WELL WORTH THE WAIT TOWARDS THE END OF THE YEAR, ACTUALLY THE BEGINNING OF THE YEAR OF 2021, RATHER WE INSTALLED OVER A HUNDRED BANNERS THROUGHOUT THE DOWNTOWN DISTRICT.

AND KEEP IN MIND, WHAT'S SO SPECIAL ABOUT THESE BANNERS IS, UM, WE WERE FORTUNATE ENOUGH TO WORK WITH TWO LOCAL DOWNTOWN ARTISTS WHO SHARED TWO PIECES EACH OF THEIR WORK, AND THAT'S, WHAT'S REPRESENTED ON THOSE BANNERS.

SO, YOU KNOW, YOU COULD ABSOLUTELY WALK AROUND, SEE A BANNER IN DOWNTOWN AND THEN SEE THAT ARTWORK.

AND IT'S FULL-SCALE UM, THROUGHOUT THE DISTRICT UTILITY BOX WRAP.

SO THIS IS, UM, FURTHER COLLABORATION AND OUR PARTNERSHIP WITH THE OFFICE OF NEIGHBORHOOD VITALITY AND AT THE BOARDS, UH, PROPOSAL, REALLY AN INTENTIONAL STEP TO PUT SOME PUBLIC ART INTO THE FOREST, JUPITER INTO THE DISTRICT.

THE UTILITY BOX WRAPS WENT IN ALSO TOWARDS THE BEGINNING OF THE YEAR.

AND FOR THOSE BOX WRAPS AS WELL.

WE USED A LOCAL ARTISTS THAT SUBMITTED DESIGN WORK AND, UM, WRAPPED FOUR OF THE BOXES AT THE FOREST JUPITER IN, UH, IF YOU HAVEN'T SEEN THEM IN PERSON, I HIGHLY RECOMMEND DRIVING BY.

I BELIEVE THEY MAKE A HUGE IMPACT ON INTERSECTION.

AND THEN LOOKING AHEAD, A BIG ART DAY, BIG ART DAY, UH, IS SCHEDULED FOR SEPTEMBER 18TH.

SO PLEASE MAKE MARK YOUR CALENDARS AND PLAN TO COME TO DOWNTOWN THAT DAY.

THIS IS A HUGE COLLABORATION BETWEEN GIS D THE CITY AND THE DOWNTOWN COMMUNITY.

UH, WE'VE GOT A GREAT TEAM OF CREATIVES ENVISIONING A DAY OF ARTS CULTURE AND COMMUNITY AND DOWNTOWN DEVELOPMENTS, ESPECIALLY EXCITED BECAUSE OUR CONTRIBUTION WILL BE AN OPPORTUNITY TO REFRESH THE COMMUNITY MURAL THAT WE DID AT 5 0 6 ARE IN CONJUNCTION WITH SOUNDS OF SUMMER TWO YEARS AGO, AND THEN OUR PARTNERSHIP WITH NEIGHBORHOOD VITALITY AND SOME OF THOSE TACTICAL URBANISM PROJECTS WILL FINALLY COME TO FRUITION ON BIG ART DAY, AS WE'LL BE ABLE TO LAUNCH OUR OUT OF THE BOX DUMPSTER BEAUTIFICATION PROGRAM, AS WELL AS THE PLYWOOD PICKUP THAT WE PITCHED LAST YEAR AS WELL.

AND THEN NOT NOTED ON THE SLIDE.

UM, WE'RE HUNTER SPECIFICALLY IS MAKING A TON OF LEAD WAY ON MURAL PROGRAM RESEARCH FOR, FOR THE DOWNTOWN AREA SPECIFICALLY.

SO WE FORWARD TO COMING BACK TO YOU WITH A STRONGER UPDATE AND LATER THIS YEAR, STARTING DOWNTOWN AREA IMPROVEMENTS.

[00:15:01]

I JUST WANTED TO SHARE THAT WE TRULY ARE IN THE HOME STRETCH OF DETAILED DESIGN FOR THE DOWNTOWN SQUARE, AS WELL AS THE BROADER STREETSCAPE ENHANCEMENTS.

WE UPDATED THE DOWNTOWN STAKEHOLDERS IN APRIL WITH A VERY GENERAL AND HIGH LEVEL OVERVIEW OF THE CONSTRUCTION TIMELINE.

AND WE ARE SLATED TO GO BACK TO THEM IN AUGUST, ACTUALLY WITH A MORE SPECIFIC, UM, DETAILED UPDATE OF PROJECT PHASING AND SEQUENCING.

AND WE ARE STILL ON TRACK TO BREAK GROUND ON THIS PROJECT BY THE END OF THE YEAR.

YEAH.

AND THE NEXT SLIDE I'LL I'LL SHARE, WE ARE JUST A FEW WEEKS SHY OF SOME FABULOUS NEW RENDERINGS FOR THE PROJECT.

SO THIS IS, UH, THE IMAGE ON THE LEFT YOU'VE MOST LIKELY SEEN BEFORE IN THE CONCEPTUAL DESIGN PHASE, BUT I JUST WANTED TO PUT A LITTLE REMINDER OUT THERE ABOUT WHAT WE HAVE TO LOOK FORWARD TO, AND THEN ALSO KNOW THE DOWNTOWN URBAN DESIGN STANDARDS, REPRESENTATIVE THE ILLUSTRATION ON THE RIGHT, JUST KEEP IN MIND THAT WE'LL BE DOING THIS MAJOR WORK ON THE SQUARE PLAZA, BUT A BIG PIECE OF THAT PROJECT IS IMPROVING UP TO 14 BLOCKS OUT FROM THE SQUARE AND APPLYING OUR DOWNTOWN URBAN DESIGN STANDARDS SO THAT WE'RE JUST CREATING THAT MORE PEDESTRIAN FRIENDLY WALKABLE ENVIRONMENT AND REALLY ESTABLISHING A SENSE OF, UM, COHESIVENESS THROUGHOUT THE DISH STRAIGHT AND AN UPDATE ON PUBLIC RESTROOMS. SO AS YOU ALL KNOW, THE TRAILER PILOT PROGRAM REALLY DID DEMONSTRATE THE NEED FOR PUBLIC RESTROOMS IN DOWNTOWN.

AND WE WENT TO COUNCIL DURING THE MOST RECENT CIP PROCESS WITH A PROPOSAL FOR A MORE PERMANENT SOLUTION RATHER THAN A SEMI-PERMANENT SOLUTION AND WERE APPROVED.

SO WE'RE VERY CLOSE TO CUTTING THE PO FOR A PREFAB UNIT THAT WILL BE LOCATED ON THAT SAME LOT BEHIND MILL HOUSE, WHERE WE HOSTED THE PILOT PROGRAM.

AS YOU CAN SEE HERE, THIS FACILITY WILL, UM, SERVICE 405 USERS PER HOUR, AND WE ARE TRYING TO MAKE IT JUST AS AESTHETICALLY PLEASING AS POSSIBLE.

FOR EXAMPLE, BY ADDING THE GREEN TRELLIS ON THE NORTHERN SIDE AND PUBLIC ART ANYWHERE THAT WE CAN.

YEAH, WELL, IT'D BE LOCKED AT NIGHT.

UH, W IT WILL HAVE AUTOMATIC LOCKS.

I'M NOT SURE EXACTLY WHAT THOSE HOURS YEAH.

YOU KNOW, THAT OUT THERE REALLY LOOKS NICE.

RIGHT.

I THINK, I THINK SO TOO.

IT'S, IT'S, UH, IT'S IMPRESSIVE TO STAND AT THE INTERSECTION OF FIFTH AND MAIN AND SEE THE STRETCH DOWN THE WAY, AND IT'S MUCH MORE INVITING TO PEDESTRIAN ACTIVITY AS WELL.

SO THANK YOU FOR THAT.

SOME UPDATE ON FOREST JUPITER IMPROVEMENTS, SPECIFICALLY MONTGOMERY PARK DESIGN EFFORTS ARE CURRENTLY AT PERCENT CONSTRUCTION DOCUMENTATION PREPARATION, AND WE'RE WORKING TOWARDS INCLUDING THE FOLLOWING AMENITIES AS PART OF THE IMPROVEMENTS, PERMANENT RESTROOM, PERMANENT RESTROOM, BUILDING SECURITY LIGHTING STAGE AND GAMING AREA AND SITE AMENITIES.

WE'VE ALSO INCLUDED A CONCEPTUAL DESIGN, A CONCEPTUAL SITE DESIGN IMAGE FOR YOUR REFERENCE.

AGAIN, THAT WOULD LOOK MUCH BETTER ON THE SCREEN.

I'LL BE HAPPY TO SEND THE PRESENTATION TO YOU ALL ELECTRONICALLY AFTER THIS.

IF YOU'D LIKE TO LOOK AT THE PICTURES AGAIN.

AND THEN FOR THE SECOND HALF OF FORREST JUPITER IMPROVEMENTS, I'D LIKE TO HAND IT OVER TO JIM.

UH, WANTED TO TALK TO YOU A LITTLE BIT ABOUT SOME OF OUR REDEVELOPMENT EFFORTS THAT WE'RE PURSUING AROUND THE FOREST JUPITER AREA, UH, BECAUSE SOME OF IT'S A LOT OF IT IS WITHIN THE ZONE AND WILL IMPACT THE ZONE, HOPEFULLY IN A POSITIVE WAY DOWN THE ROAD.

BUT, UM, WHAT YOU SEE HERE ON THIS, ON THIS FIRST SLIDE IS JUST A, UM, A SNAPSHOT OF THE CATALYST AREAS, WHICH ARE IN ORANGE AND THEN THE REINVESTMENT ZONES, WHICH ARE IN PINK.

UM, SO YOU'LL SEE, UM, YOU'LL SEE THOSE KIND OF LAID OUT.

AND, UH, SOME OF THESE SLIDES I TOOK FROM A PRESENTATION WE GAVE TO THE CITY COUNCIL A COUPLE OF WEEKS AGO WITH OUR ANNUAL RETREAT, UH, WHERE WE UPDATED THEM ON OUR REDEVELOPMENT EFFORTS.

UM, IF YOU FLIP TO THE NEXT SLIDE, THIS IS, UM, AS PART OF OUR REDEVELOPMENT EFFORTS, UM, YOU KNOW, THE QUESTION CAME UP, WHAT, WHAT PROPERTIES DO WE FOCUS ON? AND WHEN I TALK ABOUT REDEVELOPMENT, UM, GENERALLY WE'RE TALKING ABOUT, UM, COMMERCIAL OR RETAIL REDEVELOPMENT, AND THEN MULTI-FAMILY REDEVELOPMENT.

UH, THIS FIRST SLIDE, WHICH SHOWS SOME PARCELS HIGHLIGHTED IN RED, UM, INDICATE PROPERTIES THAT, UM, FROM A, FROM A, YOU KNOW, AN, AN, UH, A PROPERTY VALUE ANALYSIS, UM, SHOW US THAT THE PROPERTIES ARE UNDERVALUED, MEANING THAT COMPARED TO THE REST OF COMMERCIAL AND RETAIL PROPERTIES IN GARLAND, UH, THESE ARE PROPERTIES THAT GENERALLY HAVE LOWER VALUES AND ACT AS AN INDICATOR FOR THEIR READY FOR REDEVELOPMENT.

SO, UM, IF YOU LOOK AROUND, YOU KNOW, IN THE, UM, FORCED JUPITER AREA, UH, THERE'S A COUPLE OF THEM.

ONE IS IT, WELL, THIS IS NOT IN TIF ONE, BUT IN TIF THREE

[00:20:01]

AT SHILOH AND WALNUTS, UH, WHERE THE MEDICAL DISTRICT REDEVELOPMENT IS HAPPENING, THAT, THAT RETAIL SHOPPING CENTER THERE, UM, CAME UP AS, AS SORT OF RIPE FOR REDEVELOPMENT.

AND THEN AT, UH, ALONG FOREST AT JUPITER, UM, SOME OF THE PROPERTY ALONG THERE TO NORTH OF THE DART STATION.

SO, AND THEN THE NEXT PAGE SHOWS, UM, WHAT WE CALL RIPE MULTIFAMILY PROPERTY.

AND IN PARTICULAR, THIS ONE IS REALLY, UM, AND I'M SORRY, THIS IS SHOWING THE, THE ORANGE OUTLINES ARE THE CATALYST AREAS, NOT THE, THE REINVESTMENT ZONES, UM, BUT AROUND THE FOREST JUPITER AREA.

AND YOU'RE PROBABLY FAMILIAR WITH A LOT OF THE MULTIFAMILY, UM, COMPLEXES AROUND THERE.

UH, WHEN WE LOOKED AT THE TOP 25 MULTIFAMILY PROJECTS THAT NEEDED REDEVELOPMENT, THERE WAS A LOT OF THEM FOCUSED AROUND THE FOREST JUPITER AREA.

AND SO, UH, WHAT WE'VE BEEN DOING, UM, IS MEETING WITH DEVELOPERS WHO DEVELOP AND REPOSITION MULTI-FAMILY PROPERTIES, TRYING TO RECRUIT THEM TO TAKE ON SOME OF THOSE, UH, SOME OF THOSE EXISTING COMPLEXES AND, UM, EITHER SUBSTANTIALLY REPOSITION THEM, WHICH MEANS THEY COME IN AND IN, INVEST IT, TAKE IT ALL THE WAY DOWN TO THE STUDS AND KIND OF REBUILD IT OR COMPLETELY SCRAPE AND REBUILD, UM, THE PROJECTS THAT ARE THERE.

CAUSE A LOT OF THOSE, A LOT OF THOSE WERE BUILT IN THE 50, 60 SEVENTIES, UM, AT LOWER DENSITIES THAN YOU TYPICALLY WOULD WANT TO SEE AROUND, UH, UM, LIGHT RAIL STATION.

UH, AND SO THEY, YOU KNOW, IF YOU'RE GOING TO REDEVELOP SOMETHING, YOU HAVE TO FIND A WAY TO ADD VALUE TO IT, MEANING MORE DENSITY OR, UM, BRING SOMETHING ELSE TO THE TABLE.

THAT'S GONNA, YOU KNOW, MOVE IT FROM MAYBE A CLASS C PROPERTY, WHICH MOST OF THOSE ARE UP TO A CLASS B OR B OR A, WHICH WOULD BE PREFERABLE.

SO AGAIN, WE'RE HEAVILY HEAVY IN THE RECRUITMENT PERIOD TRYING TO FIND A GOOD DEVELOPMENT PARTNER THAT WILL HELP, UM, ACQUIRE SOME OF THOSE MULTI-FAMILY PROJECTS, REPOSITION THEM AND ULTIMATELY ADD VALUE AND HOUSING OPTIONS, UM, IN THAT PART OF, UH, IN THAT PART OF THE ZONE.

SO AGAIN, JUST KIND OF WANTED TO GIVE YOU AN UPDATE ON SOME OF THE EFFORTS THAT ARE GOING ON.

THEY'RE PROBABLY NOT GOING TO SEE SOMETHING HAPPEN OVERNIGHT.

REDEVELOPMENT IS VERY DIFFICULT, BUT, UM, WHAT WE'RE TRYING TO DO IN A LOT OF OTHER AREAS OF GARLAND IS, UM, DO WHAT'S HAPPENING DOWNTOWN, WHICH IS, UM, REVITALIZE REDEVELOP AND ADD VALUE TO IT.

SO, UM, AGAIN, THAT'S JUST SOME OF THE EFFORTS THAT ARE GOING IN THE FOREST JUPITER AREA THAT WRAPS UP OUR UPDATE ON EXISTING PROJECTS.

UM, CHAIRMAN, ARE YOU COMFORTABLE WITH MOVING ON TO THE PROPOSED BUDGET FOR OR DID YOU LIKE, WOULD YOU LIKE TO ADDRESS ANY QUESTIONS FIRST? I HAD A FEW QUESTIONS.

I DON'T KNOW IF ANYBODY ELSE DID, BUT WE WON'T BE ABLE TO SPEND A LOT OF TIME ON THIS EITHER.

DID ANYBODY HAVE ANY QUESTIONS ON THAT PRESENTATION FROM PATRICIA AND JEN? I WAS JUST CURIOUS WHAT OTHER PROJECTS YOU SAID THERE WAS A LOT OF ACTIVITY AND INTEREST IN NEW PROJECTS.

I HAVE, UM, SOME STAFF, SOME SMALLER SCALE PROJECTS FROM BUSINESS OWNERS.

SO FOR EXAMPLE, SIGN REPLACEMENT AND, UH, SMALL ELECTRIC, UH, ELECTRICAL IMPROVEMENTS, UH, WITHIN THE BUSINESS.

BUT THEN WE HAVE THREE POTENTIAL BUSINESSES THAT HAVE NOT ESSENTIALLY SIGNED THEIR DEAL YET THAT ARE WORKING THROUGH THE PROCESS OF INCORPORATING IT INTO THEIR, UH, REDEVELOPMENT TENTATIVELY.

YES.

BUT, UH, ONE WILL ACTUALLY GO IN FRONT OF THE DOWNTOWN DESIGN REVIEW COMMITTEE NEXT WEDNESDAY.

SO I THINK PENDING THAT DECISION, IT MAY IMPACT HOW THEY MOVE FORWARD, BUT I'D HAPPY.

I'D BE HAPPY TO REPORT THAT BACK TO THE BOARD AT OUR NEXT MEETING.

YEAH.

WHEN IT BECOMES PUBLIC.

ABSOLUTELY.

NO, I BET QUESTION THE APARTMENTS.

UM, SO MANY CITIES NOW ARE GETTING RID OF, UM, SMALL, UH, FIRST FAMILY, YOU KNOW, FIRST TIME HOMEOWNERS AND STUFF AND MAKING BRAND NEW APARTMENTS.

IT'S REALLY DISLOCATING A LOT OF PEOPLE.

AND I KNOW EVERYBODY WANTS THE PRETTIER ONES, BUT I'M ALWAYS CONCERNED THAT WE'RE ONLY GONNA, UH, BUT ALL THE CITIES ARE DOING IT.

SO I GUESS WE'LL DO IT TOO, BUT ARE WE KICKING EVERYBODY OUT TO HAVE A, YOU KNOW, CLASS A OR WHATEVER, OR LEVEL FOUR? I MEAN, IT'S HAPPENING IN ALL THE CITIES AND I KNOW YOU'RE DOING YOUR JOB, BUT IT'S DISHEARTENING WHEN I HEAR PEOPLE THAT ARE LOSING THEIR HOMES, IT'S HOPING HAPPENED IN OAK CLIFF.

IT'S HAPPENED,

[00:25:02]

YOU KNOW, AND WE JUST DON'T WANT POOR PEOPLE.

SO GREAT.

UM, NOW THAT'S AS A GENERAL, BUT EVEN MY FRIENDS THAT HAVE MONEY, THEIR KIDS HAVE NO PLACE TO GET THEIR FIRST APARTMENT UNLESS THEY ALL GET TOGETHER AND GET IN THE SAME APARTMENT.

UM, SO IN PARTICULAR AT FOREST JUPITER AREA, A LOT OF THOSE COMPLEXES WERE BUILT UNDER, UM, USING TAX CREDITS, UM, FOR AFFORDABLE HOUSING.

AND SO THOSE, THOSE PROJECTS IN PARTICULAR ALWAYS HAVE TO HAVE AN AFFORDABLE ASPECT TO THEM, EVEN IF WE REPOSITION THEM, KIND OF FIX THEM UP AND TURN THEM INTO CLASS B OR CLASS A PRODUCTS, THERE STILL HAVE TO BE A CERTAIN NUMBER OF AFFORDABLE UNITS THERE.

UM, AND IN TERMS OF KIND OF KICKING PEOPLE OUT AND REBUILDING AND BRINGING IN NEW PEOPLE, UM, WHILE SOME OF THAT MAY HAPPEN, UM, I THINK HOW WE'RE TRYING TO APPROACH THIS IS TO MINIMIZE THE IMPACT ON RESIDENTS THAT ARE THERE AND REALLY MORE ADD VALUE AND INCREASE THE, UM, THE LONGTERM FEASIBILITY OF THE PRODUCTS THAT ARE THERE.

SO I, HONESTLY, MY OPINION IS IF IN, UH, I DOUBT WE'RE GOING TO SEE A SCRAPE AND REBUILD.

I THINK WE'RE MOSTLY GOING TO SEE, UM, KIND OF SUBSTANTIAL REHAB OR REPOSITIONING OF WHAT'S OUT THERE NOW, WHICH MEANS THAT, UM, THE PEOPLE WILL BE ABLE TO STAY THERE FOR THE MOST PART.

UM, I DON'T THINK JUST GIVEN THE DEMOGRAPHIC OF THAT AREA, THAT YOU'RE GOING TO SEE A JUMP FROM LIKE A CLASS C THAT THEY'RE AT NOW UP TO AN, A PRODUCT.

I THINK THE MARKET'S NOT, NOT QUITE THERE YET.

UM, WE HOPE THAT AS THE CATALYST STARTS TO TAKE PLACE AND WE DO SOME OF THOSE PROJECTS THAT WE BE ABLE TO BRING THEM A CLASS, A, A NEW CLASS, A ON NEW PROPERTY AROUND DARK CAUSE THERE'S ONE OF THE THAT'S.

THE OTHER THING IS THAT DARK PROPERTY AROUND THE STATION IS HIGHLY UNDERUTILIZED.

AND, UM, THAT'S WHERE A NEW PRODUCT TRANSIT ORIENTED DEVELOPMENT COULD BE BUILT AND, AND BRING IN SOME NEW INVESTMENT.

SO, UM, DEFINITELY HEAR YOU IN TERMS OF THE, YOU KNOW, THE GENTRIFICATION AND ALL THOSE OTHER ISSUES THAT COME WITH REDEVELOPMENT LIKE THIS.

AND WE'RE VERY SENSITIVE TO THAT AND ARE TRYING TO FIGURE OUT HOW, HOW TO WORK IT SO THAT WE DON'T DISPLACE A LOT OF FOLKS THAT ARE THERE.

UM, CAUSE THEY'RE HONESTLY, THEY'RE FEEDING A LOT OF THE JOBS THAT ARE IN HIGH DEMAND AND, AND NEEDED IN OUR MANUFACTURING CORE, OUR INDUSTRIAL CORE RIGHT AROUND THERE.

SO, UM, THEY LIVE THERE FOR A REASON CAUSE THEY WORKED NEARBY AND THAT'S, YOU KNOW, WE NEED THAT IT'S AFFORDABLE AND IT'S AFFORDABLE.

YEP.

YEAH.

THEY DO KEEP THEM PAINTED AND STUFF, BUT IT'S KIND OF A SAD, I MEAN THE GRASS, ISN'T ALWAYS, THERE'S NOT GRASS IN THEIR PARKS IN THEIR STUFF, SO YEAH.

AND I DO AGREE THAT WHEN YOU'RE NEAR A, UM, ANY KIND OF PUBLIC TRANSPORTATION, YOU PROBABLY SHOULD TAKE CARE OF OR TAKE ADVANTAGE OF ALL OF THE, UM, YOU KNOW, YOUNGER AFFLUENT OR, YOU KNOW, KIDS AND THINGS, THAT'LL GET THOSE KINDS OF NICER APARTMENTS.

YUP.

SO YEAH.

GREAT QUESTION.

ONE LAST QUESTION.

DOES THE TIP DISTRICT ITSELF HAVE AN AFFORDABILITY COMPONENT FOR MULTI-FAMILY? UM, IT DOESN'T UM, AND WE'RE PROBABLY MOST LIKELY NOT GOING TO USE ANY TIF FUNDS FOR THESE PROJECTS.

UM, THE BOND PACKAGE THAT WAS PASSED IN 2019 HAD A LARGE ECONOMIC DEVELOPMENT POT OF MONEY THERE.

AND THAT'S WHAT WE'LL LIKELY USE FOR SOME OF THESE DEALS.

UM, THERE'S OTHER TOOLS AVAILABLE FOR MULTI-FAMILY REDEVELOPMENT AS WELL.

SO AGAIN, IT'S, IT'S IN THE, IN THE ZONE.

AND SO I WANTED TO MAKE SURE YOU GUYS WERE AWARE OF SOME OF THE EFFORTS THAT ARE UNDERWAY, BUT PROBABLY NOT GOING TO NEED ANY TIF FUNDS TO ACTUALLY MAKE THE DEALS HAPPEN.

ANY OTHER QUESTIONS I'D LIKE TO CIRCLE BACK TO THE REVITALIZATION PROGRAM? I'LL JUST GO AHEAD AND ADD THAT AS LIKE A STANDARD, A STANDARD UPDATE OF APPLICANTS THAT HAVE COME THROUGH, WHETHER THEY'VE BEEN APPROVED OR DENIED AND THE, UM, POINT OF PROGRESS THEY'RE AT IN THEIR PROJECT.

AND YOUR QUESTION REMINDED ME THAT YES, WE HAVE HAD ONE APPLICANT APPROVED UNDER THE EXPANDED PROGRAM, THEIR REVITALIZATION PROGRAM.

WE'LL BE ADDING A BATHROOM TO THE SECOND FLOOR OF THE IWF BUILDING.

SO THAT WILL ENABLE HIM TO BRING IN A WELLNESS COLLECTIVE STUDIO.

A I BELIEVE OF A COLLECTIVE OF THREE WOMEN, UM, HOSTING YOGA, MEDITATION, AND OTHER WELLNESS CLASSES.

YOU'RE GOING TO HAVE SOME COLLECTIVE SPACES YOU'RE HAVING COLLECTIVE SPACES THAT THE PROPERTY OWNER WILL, UH, LEASE A COLLECTIVE STUDIO ON.

THE SECOND FLOOR OF THAT.

MINE IS THE THURSDAY NIGHT THING.

IS THAT FOREVER? OR WAS THAT JUST DURING THE, THE LATE NIGHT THURSDAY? WAS THAT JUST DURING CHRISTMAS AND HOLIDAY? IT'S THE THIRD THURSDAY OF THE MONTH.

AND WE LAUNCHED

[00:30:01]

THE PILOT PROGRAM LAST SEPTEMBER.

SO WE'RE APPROACHING OUR LAST MONTH OF JUST KIND OF TRYING THINGS OUT.

WE HAVE REVIEW REVISITED, UM, A COUPLE OF DETAILS ABOUT THE PROGRAM.

SO THERE'LL BE SOME CHANGES WHEN WE GO AROUND TOO, BUT UH, STILL STICKING TO THAT THIRD THURSDAY OF THE MONTH AND EXTENDED HOURS CAMPAIGN AND TRYING TO BUILD UP THE REPUTATION OF, OF THAT NIGHT BEING THE PLACE TO BE IN DOWNTOWN GARLAND.

NICE.

AND SO IT'S BEEN EVERY THIRD, THURSDAY.

YEAH, THAT'S GREAT.

IN FACT, SMALL TOWNS USED TO ALWAYS DO THURSDAYS WAS THE DAY THAT THEY STAYED OPEN LATE.

I MEAN, IN THE OLDEN DAYS.

UH, ALL RIGHT.

SO ANY OTHER QUESTIONS I HAD ONE QUESTION AND THIS PERHAPS IS A LITTLE BIT FAR AFIELD, BUT, UM, WITH THE IMPROVEMENTS, IS THERE ANY, UH, INFORMATION THAT WE PASS ALONG TO, OR COULD PASS ALONG TO, UH, PROPERTY OWNERS AS THEY'RE SEEKING TO TAKE RESPONSIBILITY FOR IMPROVING, BUT ALSO SEEKING HELP FROM CITIES AND LOCAL AGENCIES OF IMPROVING WITHOUT HAVING, UH, DALLAS COUNTY INFLATE PRICES AND INCREASE THEIR EXPENSES BECAUSE OF PROPERTY TAX? I'M NOT SAYING WE HAVE TO BE INVOLVED, BUT CERTAINLY COULD PASS ALONG INFORMATION HOW THEY COULD GO ABOUT REVIEWING THEIR EVALUATIONS.

MATT, DO YOU HAVE ANY THOUGHTS ON THAT? I GUESS, ARE YOU ASKING ABOUT MORE, UH, AS, AS, AS RESIDENCY, THEIR PROPERTY TAX VALUES GO UP, UM, AND THAT'S OFTENTIMES ONE OF THE THINGS THAT IS, UH, MAKING HOUSING UNAFFORDABLE IS NOT NECESSARILY THE LEASING AGENCIES OR MANAGEMENT COMPANIES ARE PRICING IT OUT.

IT'S PROPERTY TAXES ARE GOING UP.

YEAH, YEAH.

ESPECIALLY WITH MORE RESIDENTS WE'RE SEEING COMING INTO NORTH TEXAS FROM OTHER STATES.

AND I THINK THERE'S PROBABLY A LINK.

WELL, GO AHEAD, MATT.

WE HAVE SOME THOUGHTS SENATE BILL TWO THAT WAS PASSED LAST YEAR.

THAT TO MAKE SURE EVERYONE'S AWARE ON PROPERTY TAX VALUES NOW STATEWIDE, UH, YOUR VALUES CAN GO UP, YOU KNOW, STILL 30%, BUT HOW THEY'RE, UM, MONITORING AND KEEPING YOUR TAXES LOW IS IT'S CALLED A THREE AND HALF PERCENT CAP IS THROUGH THE RATE.

SO THE CITY CANNOT INCREASE THAT RATE MORE THAN THREE AND A HALF.

YOU KNOW, WE GOTTA BE ABLE TO TAKE OUR REVENUE FROM THE PREVIOUS YEAR PLUS THREE AND A HALF PERCENT AND THERE, SO THE RATE DROPS AND THIS YEAR IS THE FIRST YEAR THAT THE CITY WILL BE GOING THROUGH THAT OUR RATE WILL ACTUALLY DROP, I BELIEVE A 10TH OF A CENT OR SOMETHING, BUT IT'S BECAUSE OUR VALUES WENT UP 8% AS A CITY, BUT WE'RE CAPPED AT THREE AND A HALF.

SO I WANT TO, I DID WANT TO MENTION THAT THE STATE HAS PASSED A LEGISLATION TO BASICALLY KEEP, UH, PROPERTY VALUES FROM NOT GOING OVER MORE THAN THE INFLATION AMOUNT OF THREE AND A HALF PERCENT.

SO THAT'S OUT THERE AND WE ALSO DO PUBLISH THINGS.

THERE ARE ALSO LEGISLATION, WHICH WE HAD PUBLICATION ABOUT WHEN FOR THE STORM DAMAGES AND WHATNOT, YOU CAN GET A, A ONE-YEAR EXEMPTION NOW.

SO WE DID PR POST THOSE THINGS FOR, BUT AS FAR AS ACTUALLY PAMPHLETS GOING OUT TO THE CITIZENS, THOSE HAVE NOT OCCURRED.

YEAH, VERY GOOD.

UM, WE, THAT'S ALL REAL ESTATE BUSINESS AND YEAH, PERCENT TOTAL, AND THEY OWN THE CABOT THROUGH THE RACE.

SO IF YOU'VE GOT YOUR TAX VALUATION THIS YEAR AND YOU SAW A 20% INCREASE, NO, THAT YOUR TAX RATE IS GOING DOWN TO CAP THAT I HEARD THAT THEY WERE BEING REAL HARD ON BUSINESSES IN GARLAND, IN THE SUBURBS, AS FAR AS THE TAXES WERE.

UM, I KNOW OUR GARLAND TAX OFFICE ALSO ON THE, ON THEIR WEBSITE.

THEY POST LINKS TO, UH, DECAF ADS, APPEAL, PROCESS, AND INFORMATION ABOUT HOW TO GO THROUGH THAT AS WELL.

UM, SO IT'S DEFINITELY SOMETHING TO KEEP IN MIND.

VERY GOOD.

I THINK THAT TAKES CARE OF OUR LAST QUESTION.

SO THEN, UH, LET'S SEE, GET BACK TO MY PROPRIATE PAGE HERE.

UM, LETICIA, I BELIEVE HER ON TO THE PROPOSED BUDGET.

YES, SIR.

SO YOU'LL SEE I'M IN THE PRESENTATION, THE FUND SUMMARY SHEET FOR THE TIF ONE, UH, BUDGET UNDER OPERATIONS, WE HAVE JUST OVER $165,000.

SO THIS CONSISTS OF OUR OPERATING BUDGET FOR MANAGED DISTRICT SERVICES AT ABOUT 52,000, ANOTHER HUNDRED THOUSAND FOR THE REVITALIZATION PROGRAM, 10,000 FOR ENHANCED SQUARE PROGRAMMING AND THEN $4,000 FOR PUBLIC ART FUNDING.

YOU'LL SEE THE TRANSFER TO MULTI-YEAR CAPITAL FUND, UM, AND BREAKING THAT NUMBER DOWN FOR YOU THOUGH.

THE 1.5 MILLION

[00:35:01]

THAT CONSISTS OF 1.3 MILLION GOING TOWARDS THE DOWNTOWN SQUARE FOR IMPROVEMENT.

SO THIS IS, UM, THE MONIES THAT WE'VE DISCUSSED IN THE PAST TO DEDICATE TO THE SQUARE FOR THOSE IN MANY BEES, UM, THAT MAYBE WERE NOT ABLE TO BE MET WITH, WITH THAT CURRENT BUDGET.

AND THEN THE $250,000 FOR THAT SECOND INSTALLMENT TO THE IMPROVEMENTS AT MONTGOMERY PARK.

SO I THINK THIS MIGHT BE OUR SHORTEST LIST OF SUMMARY OF PROPOSED BUDGET ADJUSTMENTS THAT WE'VE HAD TO DATE.

UM, WE ARE PROPOSING TO CONVERT THE TEMP POSITION IN DDO TO A FULL-TIME POSITION TO SUPPORT BOTH THE DOWNTOWN DEVELOPMENT OFFICE AND VISIT GARLAND.

SO THIS WOULD BE A 50 50 FUNDING SPLIT BETWEEN BDO AND VISIT GARLAND.

AND THE IMPACT ON OUR BUDGET WOULD BE VERY MINIMAL, UM, AFTER DEDICATING THE EXISTING TEMP BUDGET TO THIS POSITION.

SO JUST AT A $500, BUT JUST WANTED TO SHARE THAT WITH THE BOARD.

AND THAT IS ACTUALLY ALL THAT WE HAVE ON THE PROPOSED BUDGET.

SO IF WE HAVE ANY QUESTIONS, ANY QUESTIONS AT ALL FROM THE BOARD, I HAVE TO BRING IT UP PARKING ZONE ISSUE.

WE'VE TALKED A LITTLE BIT IN OTHER MEETINGS ABOUT MAYBE LOOKING AT PUTTING A SHEET STRUCTURE ON THE FOURTH FLOOR OF THE PARKING GARAGE.

OBVIOUSLY, JUST WONDERING IF THERE'S ANY, I LOOK TO YOU BECAUSE, UM, AS FAR AS ANY SORT OF RESEARCH ON OUR SIDE, YOU KNOW, THE, THE APPROACH THAT WE'VE TAKEN TO DATE IS TO HOPEFULLY EXPAND THE USABILITY OF THE EXISTING STRUCTURE BY ADDRESSING THE USE AGREEMENT WITH THAT, UM, PRIVATE, UH, ENTITY.

BUT AS FAR AS WHAT CARRIE'S BRINGING UP IS IS THERE ROOM FOR A NEW PROJECT PROPOSAL TO ADD A SHADE STRUCTURE TO THE, TO THE FOURTH FLOOR? AND AS FAR AS THE PROJECT PLAN, I DON'T KNOW HOW THAT WOULD IMPACT THE TIF PROJECT PLANS.

HOW DO YOU FIND OUT IF IT'S GOOD IDEA, AND THEN WHERE DOES IT COME FROM? AS FAR AS THE TIFF, THERE'S PROBABLY NOT ANY ROOM TO ADD ANY MORE ADDITIONAL PROJECTS WITH TIFF.

THE, WELL WE VIEW INTO THE SQUARE FROM THE LAST UPDATE IS PROJECTED TO TAKE KIND OF ALL THE CASH, UH, THROUGH THE REST OF THE LIFE OF THE TIF.

SO, UH, UH, BASED ON PROJECTIONS THROUGH 2024, THE TIF PLAN IS PRETTY TIGHT, BUT THAT DOESN'T MEAN THAT A PROJECT CAN'T BE DONE.

JUDD'S MENTIONED WE HAVE, WE KNOW WE HAVE MULTIPLE OTHER RESOURCES THAT, UH, CAN TAP INTO THAT.

AND I GUESS I'M NOT AWARE OF ANY PROCESS AND YOU ARE ON, ON THE FUTURE OF THE, THE, UH, PARKING GARAGE.

AND I THINK, YEAH, AS PART OF A WIDER PARKING DISCUSSION, WHICH, UM, THE DEVELOPMENT SERVICES COMMITTEE OF CITY COUNCIL IS HAVING RIGHT NOW, UM, THEY'RE KIND OF LOOKING AT THE BROADER ISSUE OF PARKING DOWNTOWN AND, AND I COULD SEE THE QUESTION COMING UP, HEY, WHAT, WHAT CAN WE DO WITH EXISTING PARKING TO MAKE IT MORE ATTRACTIVE AND USEFUL FOR DOWNTOWNERS? I MEAN, GETTING, LIKE, GETTING, UH, THROWING A COST ESTIMATE TOGETHER FOR ADDING SHADE TO THE TOP FLOOR, PROBABLY REALLY EASY TO DO SO AT LEAST WE KNOW HOW MUCH WE'RE TALKING ABOUT, BUT, UM, AND IT MAY COME UP IN THOSE, THOSE DISCUSSIONS THAT THE DEVELOPMENT SERVICES COMMITTEE IS HAVING.

SO, I MEAN, WE CAN, WE CAN HAVE STAFF FIND, AT LEAST GIVE US A BALLPARK COST ESTIMATE OF WHAT SOMETHING WOULD COST.

THAT SHOULD BE PRETTY EASY.

AND THEN AT LEAST WE'LL, WE'LL HAVE THE NUMBER READY IF IT COMES UP IN DISCUSSIONS ON PARKING.

I MEAN, YOU WERE, YOU WERE THERE THAT DISCUSSION THAT, UH, THAT WAS IN JULY.

SO THE DEVELOPMENT SERVICE COMMITTEE IS GOING TO MEET AGAIN IN AUGUST AND CONTINUE THAT PARKING DISCUSSION DOWNTOWN.

SO I'M KNOW TO ASK THAT QUESTION, THAT'S A GOOD PLACE TO GET IT STARTED AND WE CAN, WE CAN AT LEAST GET A ROUGH BALLPARK NUMBER OF WHAT IT WOULD COST AND THEN WE'LL HAVE THAT HANDY FOR ANY PARKING DISCUSSIONS THAT COME UP.

THAT'S GOOD.

GOOD QUESTION.

AND THE OTHER ONE WAS WE'VE SORT OF REPEATEDLY ASKED, IS TIF ELIGIBLE TO BE EXTENDED AFTER 20.

THAT'S A GREAT SEGUE UM, SO THAT I'D TALKED ABOUT CHAPTER THREE 11 OF THE TEXAS TAX CODE, WHICH IS IN THAT BINDER, YOU HAVE, UM, THERE IS THE POSSIBILITY OF, UH, EXTENDING THE TIME, UH, OF THE ZONE OR THE DURATION OF THE ZONE.

SO INITIALLY IT WAS SET AT 20 YEARS, IS THAT RIGHT? UM, YOU CAN GO OUT TO 30 YEARS, SO AN ADDITIONAL 10 YEARS COULD BE ADDED.

UM, AND THAT COURSE COULD BE DONE

[00:40:01]

BY CITY COUNCIL THROUGH ORDINANCE, AND BASICALLY THE SAME WAY THE ZONE WAS CREATED.

YOU CAN EXTEND IT AS WELL.

THAT'S PROCEDURALLY TECHNICALLY, THAT'S HOW IT WORKS.

NOW ON A PRACTICAL SIDE, UM, STAFF WOULD WANT TO DO AN ANALYSIS OF WHAT THAT, WHAT IMPACT THAT WOULD HAVE ON THE GENERAL FUND ON, UM, JUST THE CITY'S FINANCIAL PLAN, LOOKING OUT FIVE, 10 YEARS.

UM, AND SO THAT'S, THAT'S SOMETHING THAT WE'LL DO.

UM, I THINK WE HAVE, YOU KNOW, HAVE SOME TIME BEFORE, UH, THE ZONE EXPIRES, BUT, UM, IT'S PROBABLY NEVER TOO SOON TO START LOOKING AT THAT.

UM, ONE CONSIDERATION AND MATT AND I WERE TALKING ABOUT THE OTHER DAY IS THAT, UM, YOU KNOW, ONE OF THE BENEFITS OF, OF DOING A TERS, UM, OR A TIF IS THAT YOU GET THE COUNTY AND OTHER TAXING ENTITIES TO PARTICIPATE IN.

SO BASICALLY MONEY THAT WAS OTHERWISE GOING TO DALLAS COUNTY OR PARKLAND OR OTHERS COMES TO GARLAND AND THIS DISTRICT.

AND SO, UM, AT LEAST MY OPINION IS IF, IF THEY'RE NOT GOING TO PARTICIPATE IN THE EXTENSION OF THE, OF THE, OF THE ZONE IN TERMS OF DURATION, UM, LESS INCENTIVE TO REALLY EXTEND IT BECAUSE WE'RE, WE'RE GOING TO GET THAT MONEY ANYWAY.

NOW IT'S WOULD GO INTO GENERAL FUND VERSUS THE TIF, BUT, UM, COUNCIL COULD FENCE OFF WHAT WOULD BE GOING INTO THE GENERAL FUND AFTER THE TIF EXPIRES FOR THE SAME PURPOSES THAT IT'S DONE NOW.

SO AGAIN, THE BENEFIT OF THE TERS IS THAT YOU GET THE PARTICIPATION, IT'S LIKE A MATCHING GRANT, BASICALLY FOR THE CITY, UH, TO GET MONEY FROM COUNTY AND OTHER TAXING ENTITIES.

SO PART OF OUR ANALYSIS IS GOING TO BE, ARE THE COUNTY GOING TO EXTEND, YOU KNOW, WE'RE STILL GOING TO GET PARTICIPATION FROM THE OTHER TAXING ENTITIES.

SO, UM, SHORT ANSWER IS, YES, IT CAN BE DONE.

UM, THERE'S A MECHANISM FOR IT.

IT'S A FAIRLY SIMPLE PROCESS, BUT, UH, THE, THE HOMEWORK, THE BACKGROUND WORK BEHIND IT IS REALLY WHAT WE NEED TO DIG INTO AND FIGURE OUT WHICH WE'LL DO.

I MEAN, THAT'S, I THINK IT'S WORTH LOOKING AT FOR SURE.

IS IT TYPICAL FOR DALLAS COUNTY EXTENSION? I DON'T KNOW, MATT, DO YOU HAVE ANY IMPRESSION ON THAT TYPICALLY ON ANY TO EXPANSION OR NEW TO, AS THEY WANT TO SEE THAT THE TIF IS BUYABLE FOR THEY'LL PARTICIPATE? SO FOR EXAMPLE, THE DOWNTOWN TIF WAS CREATED IN 2024 OF THE COUNTY WAITED THREE YEARS, WHICH IS A TYPICAL PROCESS TO JOIN IN.

AND THEY'VE KIND OF DONE THE SAME THING WHEN YOU APPROACH THEM FOR AN EXPANSION, BUT THAT DOESN'T SAY THAT THEY WOULDN'T DO IT, BUT WHAT THEY WOULD WANT TO SEE IS A SUBSTANTIAL PLANS TO SHOW THEM, BUT THEY'RE MAKING MONEY TOO, AND WE COULDN'T JUST GO FORWARD.

SO WE'RE JUST EXPANDING THE TIFF, WILL YOU PARTICIPATE? WE WOULD HAVE TO SHOW THEM WELL, WE'RE GOING TO BE PUTTING ON THE TAX ROLLS AND THE PLAN IN PLACE THAT WILL HELP THEM MAKE MONEY AS WELL, BECAUSE THEY'RE JUST NOT GOING TO JOIN, TO JOIN.

THEY JOINED TIFFS TO INCREASE THEIR VALUES AS WELL.

SO THAT GOES BACK TO JUST POINT OF THE PLANNING PROCESS.

WE WOULD HAVE TO HAVE THOSE CONVERSATIONS WITH THEM, BUT ALSO HAVE OUR PLAN IN PLACE, READY TO SHOW THEM, OKAY, WE'RE GOING TO BUILD THIS, THIS, AND THIS.

THIS IS CAN BENEFIT YOU IN THE LONGTERM THIS WAY, IF YOU PARTICIPATE WITH US.

SO IT'S A NUMBERS GAME.

OH, YOU KNOW, PULL IT UP A LITTLE OF BOTH SALT AND PEPPER.

I PROBABLY GOT A SILLY QUESTION, BUT WHEN DID THEY START DOING THE BULLDOZING AND START THIS BEAUTIFUL MIDDLE SECTION? WHEN DOES THAT OFFICIALLY, YOU KNOW, SOMEBODY TAKES A SPOOK AND STARTS DIGGING.

WE'LL BREAK GROUND BEFORE THE END OF THE YEAR.

AND WHEN WE GO BACK TO THE BUSINESSES IN AUGUST, THE DOWNTOWN STAKEHOLDERS, RATHER IN AUGUST, WE'LL HAVE A MORE SPECIFIC TIMELINE UPDATE.

THERE, JUST A LOT OF MOVING PARTS BEFOREHAND, BEFORE YOU CAN REALLY SETTLE ON THAT FINAL DATE, BUT DEFINITELY BEFORE THE END IT, AND THEN WHEN DO THEY THINK IT'S KIND OF DONE? I MEAN, THEY GET STARTED, THEY REALLY GET STARTED.

IS IT THE BETA DID TAKE UP TO TWO YEARS UP TO 24 MONTHS.

WE'RE OBVIOUSLY DOING ANYTHING WE CAN TO SHORTEN THAT TIMEFRAME.

BUT I THINK REALISTICALLY SPEAKING UP TO 24 MONTHS AND YOU CAN STILL USE, I MEAN, THAT'S IT LOGISTICS NIGHTMARE, OR IS IT ALL GOING TO BE CLOSED DOWN? SO THE PLAZA ITSELF WILL BE, UM, AN X WILL NOT BE ACCESSIBLE THROUGHOUT THE DURATION OF THE 24 MONTHS.

AND THEN THE IMPROVEMENTS TO, UM, THE BROADER STREETSCAPES AND THE SURROUNDING STREETS AROUND THE SQUARE THAT THOSE IMPROVEMENTS WILL SHIFT THROUGHOUT THE PROJECT.

SO THE ONLY PLACE THAT WILL BE TORN UP THROUGHOUT THE ENTIRETY IS, IS THE PLAZA.

OKAY.

IS THAT INCLUDE THAT SIDEWALK? THAT'S, YOU KNOW, DOES THAT INCLUDE THE SIDEWALK TOO? YES.

FRONT OF THE PARKING.

OKAY.

UM, SO THE PHASING IS STILL TENTATIVE, BUT

[00:45:01]

THERE'S BEEN, UM, PROPOSALS TO CAPITALIZE ON ANY PARKING WE CAN AROUND THE SQUARE, UM, THROUGHOUT THE SHIFT OF WORK.

SO IT'S KIND OF HARD TO ANSWER THAT QUESTION DIRECTLY RIGHT NOW, BUT I, I FEEL CONFIDENT THAT WHEN WE COME BACK TO YOU ALL AS FULL PROPOSAL ON THE NEXT SLIDE IN SEPTEMBER, TO SHARE WITH YOU EXACTLY HOW THE TIF FUNDS WILL BE USED, UM, ON THE SQUARE THAT I'LL BE ABLE TO GIVE YOU A MORE SPECIFIC TIMELINES.

VERY GOOD.

WE'LL LEAVE.

OUR NEXT ITEM ON THE AGENDA IS A SCHEDULE OF FUTURE MEETINGS.

SO, UM, AS I JUST MENTIONED, WE WOULD JUST LIKE TO COME BACK TO THE, TO THE BOARD IN EARLY TO MID SEPTEMBER AND PROVIDE AN UPDATE ON HOW THE TIFFS FUND, HOW THE TIF FUNDS WILL BE USED ON THE SQUARE REDESIGN PROJECT.

AND THEN IN ADDITION TO THAT, UM, AT THIS MEETING, WE WERE HOPING TO PROPOSE A MORE ROUTINE SCHEDULE TO ESTABLISH SOME CONSISTENCY OF WHEN WE MEET AND PROVIDE UPDATES.

SO IF YOU'LL LOOK AT THE CHART PROVIDED, WE'RE CURRENTLY PROPOSING THE STANDARD ROUTINE TO BE, UM, UH, QUARTERLY MEETINGS THE LAST WEDNESDAY OF THE MONTH AT 12:00 PM.

AND SO FOR OUR NEXT, UM, CYCLE, YOU'LL SEE OCTOBER, JANUARY, APRIL, AND JULY, THOSE PROPOSED DATES THERE.

VERY GOOD.

DOES ANYBODY HAVE ANY ISSUE WITH THAT SCHEDULE? SHOULD WE MAKE IT A FORMAL VOTE? I THINK WE CAN DO THIS BY ACCLAMATION.

EVERYBODY'S GOOD WITH THAT SCHEDULE.

OKAY.

THEN THAT SCHEDULE IS ACCEPTED LETICIA.

OKAY.

SO JUST TO CLARIFY, THAT MEANS WE WILL SEE EACH OTHER IN SEPTEMBER AND OCTOBER, BUT AFTER THAT, IT'LL JUST BE ON A QUARTERLY BASIS UNLESS A SPECIAL MEETING IS NEEDED.

TIME IS SET AT 12, BUT THE DATE WILL BE THROUGH EMAIL BASICALLY.

YES.

VERY GOOD.

I'LL GO AHEAD AND SEND OUT, UM, CALENDAR INVITES AS PLACEHOLDERS ON YOUR CALENDARS, IF THAT WORKS WELL FOR YOU.

GOOD.

OKAY.

ALL RIGHT.

ARE THERE ANY FUTURE AGENDA ITEMS, A BOARD FIRST QUESTION, ANY FUTURE ITEMS, JUST THE UPDATES TO THE REVITALIZATION PROJECTS.

WE TALKED ABOUT KIND OF AN ONGOING GOING ON IN DOWNTOWN, PAT OURSELVES ON THE BACK A LITTLE BIT AND SEE HOW THE TIP IS IMPACTING BUSINESSES.

I APPRECIATE THAT.

I THINK, YES.

AND THEN JUST KEEPING US POSTED ABOUT AN EXTENSION OF, YOU KNOW, OF THE TIF.

AND I SAID, IT'S SOMETHING WE NEED TO DO AS INDIVIDUALS ABSOLUTELY.

OR DISCUSS WHETHER YOU WANT OR NOT.

YEAH.

AND WE, WE CAN PROBABLY JUST KEEP THAT AS A QUARTERLY UPDATE.

I'M PROBABLY NOT GOING TO REALLY DIVE INTO THAT UNTIL MAYBE FIRST OF NEXT YEAR, BUT, UH, WE'LL, WE'LL KEEP IT ON THE AGENDA.

SO IT'S ON THE RADAR.

VERY GOOD.

NO, THE PARKING CAN, HOW CAN WE HELP THAT GO INTO ANOTHER MEETING AND BRINGING IT UP TO HELP YOU GUYS DOWN THE, SO THE DEVELOPMENT SERVICES COMMITTEE MEETS, UM, THE, THE MONDAY, I DON'T KNOW, LET ME LOOK AT THE CALENDAR.

SO I GET THE DATE, RIGHT.

IT'S GOING TO BE AUGUST 16TH AT 4:00 PM IN THIS.

WELL, YEAH, IT'LL BE IN HERE.

UM, SO THEY, TO TWO THINGS KIND OF DOWNTOWN RELATED THAT THEY'VE BEEN TALKING ABOUT IS, UM, LAND USES AROUND THE SQUARE.

UM, TAKING A CLOSER LOOK AT THAT.

UM, THAT'S, THEY, THEY MADE A RECOMMENDATION ON THAT LAST MONTH, THAT'S MOVING AHEAD TO PLAN COMMISSION AND THEN CITY COUNCIL, AND THEN THEY KIND OF, THEY DIDN'T GET A DIVE INTO THE PARKING ISSUE TOO MUCH.

SO THAT'S WHAT THEIR, THEIR NEXT MEETING IS REALLY GOING TO BE FOCUSED ON.

I HAVE AN IDEA OF WHAT THOSE COLUMNS WOULD COST.

YEAH.

I'LL WANT TO HAVE THAT HANDY BEFORE THAT MEETING.

SO I'LL, UH, WE'LL, WE'LL HAVE FACILITIES.

I MEAN, WE DON'T, WE MIGHT LOOK AT THAT AMOUNT.

UM, WE'LL, WE'LL GET IT AND JUST FORWARD IT TO YOU.

SO YOU GUYS KIND OF HAVE AN IDEA FOR WHAT THAT LOOKS LIKE, WHAT DEPARTMENT IT WAS, BECAUSE THINGS CAN GET, PROBABLY HAVE FACILITIES, UM, LOOK AT IT.

UM, I APPRECIATE THAT THERE'S A, IT'LL BE A BALLPARK, BUT AT LEAST LET US KNOW WHAT, WHAT THE OPTIONS ARE THERE IS THAT COMMITTEE, UM, HILTON RESIDENTS OR, UM, DEVELOPMENT SERVICES COMMITTEE IS A, IT'S A COUNCIL COMMITTEE.

SO IT'S THREE COUNCIL MEMBERS.

UM, COUNCIL MEMBER, DYLAN HENDRICK IS THE CHAIR.

AND THEN, UM, UH, THE TWO, THEY JUST CHANGED MEMBERSHIPS.

SO I HAD TO THINK FOR A SECOND, UH, DEBRA MORRIS IS ON THERE AND JEFF, JEFF BASS.

UM, SO DISTRICT

[00:50:01]

ONE IN DISTRICT TWO COUNCIL MEMBERS, I MIGHT JUST ASK THEM TO, IT'S A HOT TOPIC.

VERY GOOD.

WELL, WELL, TISHA, IF YOU DON'T HAVE ANY OTHER FUTURE AGENDA ITEMS OR, UH, JUDSON, LET US KNOW ABOUT THEN OUR NEXT ACTION ITEM IS TO ADJOURN.

VERY GOOD.

THANK YOU ALL FOR COMING.

THANKS.

AND THANK YOU ALL DROVE DOWN THERE.

I LOVE THE DUMPSTER.

OKAY.

VERY GOOD.

YEAH.

I MEAN, I GUESS IF THEY'RE RIGHT THERE IN FRONT OF, YOU MIGHT COME DOWN.
