UH, THE OFFICER MARTIN, UH, AS YOU CAN SEE, HE, UH, RECEIVED A 20 DAY SUSPENSION WITH THE, WHICH IS A SIGNIFICANT, UH, SUSPENSION.

IT'S A USE OF FORCE ISSUE.

UM, I CAN TELL YOU TOO THAT, UH, HE REMAINS EMPLOYED HERE, BUT HE DOES NOT REMAIN ACTIVE AS A, UH, AN OFFICER WHO CAN ENFORCE THE LAW AND HE'S ON RESTRICTED DUTY AND WILL BE ON RESTRICTIVE DUTY FOR SOME TIME.

NOW HE IS A YOUNG OFFICER.

UH, HE MADE A MISTAKE, YOU KNOW, IT MADE A MISTAKE.

HE LET HIS EMOTIONS GET TO HIM.

UM, BUT WE HAVE ALSO, IN ADDITION TO THIS, YOU KNOW, WE NEED TO HAVE TRUST IN OUR OFFICERS THAT THEY CAN CONTROL THEIR EMOTIONS.

AND SO, UM, FOR THE FORESEEABLE FUTURE, HE IS NOT WORKING ON THE STREETS OR ENFORCING LAW.

UM, AND THE ISSUE WAS, WAS HIS USE OF THE TASER.

UM, THAT WAS PROBABLY HIS PRIMARY ISSUE, BUT IF THERE'S ANY QUESTIONS, I'M HAPPY TO ANSWER.

UH, WE'VE KIND OF REDEVELOPED HOW WE RESPOND TO CALLS, NOT JUST IN OUR DISTRICT, BUT HOW WE PRIORITIZE CALLS.

AND SO I THINK YOU'RE SEEING THE RESULTS OF THAT IN QUICKER RESPONSE TIME.

YOU ALSO SEE A DROP IN JUST ABOUT EVERY CATEGORY AND CITATIONS AND ARREST FELONY ARREST, MISDEMEANOR ARREST, ALL THAT IS DUE TO COVID.

UM, WE WE'VE HAD TO CHANGE A LOT OF THINGS WE DO DUE TO COVID.

I THINK ONCE YOU SEE, UH, HOPEFULLY IN THE NEXT

HOPEFULLY I PREFER THE RECIPE DOWN, BUT UH, MOST PEOPLE ARE, UM, HAVE BEEN INDOORS AND WE ARE ALSO NOT A WRECKING FOR SO MANY THINGS.

SO AS CRIME ACTIVITY OVERALL DOWN, WOULD YOU SAY THE CRIME IS OVERALL DOWN, IT'S DOWN ABOUT 3.5% THIS YEAR, WHICH IS NOT WHAT OTHER CITIES ARE SEEING, BUT THAT IS WHAT WE'RE EXPERIENCING ABOUT A 3.5% REDUCTION IN CRIME.

MOST OF THAT IS THE PROPERTY CRIMES.

UH, THE FAMILY VIOLENCE CRIMES ARE UP JUST A LITTLE BIT.

UH, THE PROPERTY CRIMES ARE DOWN SIGNIFICANTLY.

ARE THERE ANY QUESTIONS FROM THE COMMISSIONERS OR ANY COMMENTS OR ANY DISCUSSION? OKAY.

SO, UM, WE CAN MOVE ON TO ITEM NUMBER SIX, WHICH IS TO REVIEW LETTERS OF APPRECIATION RECEIVED BY THE POLICE DEPARTMENT.

AND, UM, ACTUALLY I HAVE A QUESTION ABOUT THESE LETTERS OF APPRECIATION CHIEF, IS THERE A WAY THAT IS THIS, THESE LETTERS OF COMMENDATION AND SUCH IS SOMETHING, UM, INTERNAL OBVIOUSLY, BUT IS THERE A WAY YOU PUBLICIZE OR THAT YOU TRY TO GET OUT THESE GOOD NEWS STORIES OUT INTO THE COMMUNITY, ESPECIALLY NOW WHEN PEOPLE ARE SO SORT OF WITH ALL OF THE STUFF GOING ON OVER THE SUMMER AND EVERYTHING, A LOT OF PEOPLE HAVE A NEGATIVE, UH, VIEW OF, OF LAW ENFORCEMENT, BUT WHAT ARE SOME OF THE WAYS THAT, THAT SOME OF THESE GOOD NEWS STORIES CAN BE PUT OUT THERE TO THE PUBLIC AND TO THE COMMUNITY? WELL, AND GREAT QUESTION.

SO SOCIAL MEDIA IS OUR PRIMARY PLATFORM.

WE PUSH THIS OUT, UM, AND THEN ONCE A YEAR, UH, WE HAVE OUR AWARDS BANQUET THAT WE ALSO PUSH OUT INFORMATION.

SO THOSE ARE OUR BEST, YOU KNOW, SOCIAL MEDIA FOR THE FIRST TIME.

UH, YOU KNOW, AND IN HISTORY WE NOW HAVE A PLATFORM THAT WE CAN PUSH OUR OWN INFORMATION OUT.

UM, SO BECAUSE WE'RE A BUNCH OF POLICE OFFICERS AND A BUNCH OF OLD POLICE OFFICERS, SOME OF US, AND THIS IS NEW TO US, WE'VE GOT SOME, SOME PEOPLE IN THAT ARE BETTER AT PUSHING OUT THIS STUFF ON SOCIAL MEDIA.

UM, AND YOU CAN SEE KIND OF LIKE THE POLICE DEPARTMENT, THEIR ACTIVITY HAS CHANGED A LITTLE BIT DUE TO THE COVID, UH, RESPONSES.

OUR DEPARTMENT IS VERY SIMILAR.

IF YOU GO BACK TO FEBRUARY, UH, YOU CAN SAY THAT OUR EMS RESPONSE TIME IS ABOUT FIVE MINUTES AND SEVEN SECONDS.

UH, SINCE THE COVID IMPACT HAS REALLY HIT, YOU'RE SEEING THAT NUMBER JUMP UP AROUND FIVE 20 TO 5 25,

UH, ON EMS CALLS.

THIS IS DIRECTLY RELATED TO, WE'RE HAVING TO GO DOWN A LITTLE BIT AND, UH, DAWN PROTECTIVE EQUIPMENT, UH, BETWEEN THE MASK AND, UH, OUR PROTECTION AND EVERYTHING ELSE FOR MAKING ENTRY.

AND WE HAVE TO DO THIS ON ALL PATIENTS.

UH, WHAT WE DISCOVERED EARLY IN IS THAT THE, WE WERE ENCOUNTERING A LOT OF PATIENTS THAT WE DIDN'T THINK WERE COVID PATIENTS.

THEY DIDN'T HAVE SYMPTOMS OF COVID, UH, BUT AFTER WE TAKE THEM TO THE HOSPITAL AND THEY'D BE TESTED, THEY WERE POSITIVE FOR COVID.

SO, UH, WE WERE EXPOSED IN A LOT OF OUR PEOPLE.

UH, WE HAD REALLY HIGH NUMBERS OF PEOPLE SITTING OUT, UH, FOR INTAKE OR SICK AT ANY GIVEN TIME.

SO, UH, THE RESPONSE TIMES ON EMS CALLS IS SIGNIFICANTLY, UH, INCREASED, UH, NUMBER OF CALLS.

UH, INITIALLY WE SAW A DROP IN THE NUMBER OF EMS CALLS.

THIS WAS A COMMUNITY RESPONSE THAT THEY DID NOT WANT TO GO TO THE HOSPITAL.

UH, SO THEY WEREN'T CALLING NINE 11.

UH, SINCE THAT TIME, OUR CALLS ARE BACK ON TRACK, UH, TO WHERE THEY WERE PRE COVID.

UH, FOR THE MOST PART, IT STILL FLUCTUATES EVERY DAY.

UH, BUT WE ARE SEEING A LOT OF THAT.

THE FIRE RESPONSES, NUMBER OF FIRES DURING THE INITIAL STAGES OF COVID WERE PRETTY LOW.

UM, AND WE ATTRIBUTE A LOT OF THAT TO THE PEOPLE WERE ISOLATED AT HOME.

SO THEY WERE AT HOME WHEN THEY FIRE WOULD NORMALLY BE ABLE TO START, UH, THEY, THEY WERE THERE TO EITHER PUT IT OUT THERE TO DO PREVENTATIVE MEASURES ANYWAY.

SO WE DID SEE A DECREASE IN NUMBER OF FIRES.

THAT NUMBER HAS CLIMBED BACK TO WHERE IT WAS PRE COVID.

AGAIN, WE'RE SEEING QUITE A FEW FIRES HERE AS ABRASIVE, SO.

WHEN WE COME TO THESE MEETINGS, NOTEBOOK HAS GOT LOTS OF LETTERS FROM THE POLICE DEPARTMENT AND, UH, WE, UH, THEY'VE GOT A FEW IN HERE THAT WE'RE REALLY PROUD OF AND TO DISCUSS, WE, WE BRAG A LOT ABOUT, UH, OUR FIREFIGHTERS TREATS COMMUNITY LIKE FAMILY, AND A COUPLE OF THESE LETTERS.

IF YOU READ THROUGH THEM, YOU'LL SEE THAT ONE OF WHICH, UH, THE MEDICAL ALL THE WELL, ALL THE TIME, HE'S AN ENVELOPE.

THIS GUY NEEDS A LOT OF HELP.

UM, UH, HE AND HIS WIFE, AND, UH, HE HAD FALLEN OFF OF HIS TOILET DUE TO A BROKEN TOILET SEAT AND HAS HELPED HIM UP, GOT HIM ALL SITUATED AND WENT TO THE STORE, BOUGHT A TOILET SEAT, CAME BACK FOR THIS NEW TOILET SEAT AND FOR HIM, AND THAT'S WHAT YOU DO FOR YOUR FAMILY.

SO WE STRESSED OUR FIREFIGHTERS DO THAT FOR OUR FAMILY BEING THE COMMUNITY OF GARLAND.

SO THEY GO TO ALL SORTS OF MEASURES.

UM, YOU KNOW, ANOTHER GUY THAT WAS AT THE LANDFILL, UH, SLASHED HIS LEG OPEN.

HE DIDN'T NEED TO GO BY AMBULANCE, BUT HE DID NEED TO GO GET SOME STITCHES.

UH, BUT HE WAS IN A PRECARIOUS PLACE THERE, THE LANDFILLS.

SO THE GUYS STABILIZING CONTROLLED HIS BLEEDING, GOT HIM TO A PLACE THAT HIS WALK AND PICK HIM UP.

AND THEN HIS WORDS THAT'S WHEN TROUBLE BEGAN WHEN THEY TURNED IT BACK OVER TO HIS WIFE.

BUT, UH, SO YOU NEED, AND THEY STEP IN AND TRY TO FULFILL THAT NEED.

AND THEN THERE'S MORE WARD IN THERE THAT WE'RE EXTREMELY PROUD OF.

UH, FOR A NUMBER OF YEARS NOW, WE'VE BEEN RECOGNIZED BY THE AMERICAN HEART ASSOCIATION AND THEIR MISSION LIFELINE PROGRAM.

AND THIS IS THE RIGHT PATIENT TO THE RIGHT FACILITY AND THE RIGHT TIME.

AND, UH, WE'VE RECEIVED THE GOLD AWARD AGAIN THIS YEAR.

THIS IS ABOUT, I BELIEVE, NINE YEARS IN A ROW THAT WE'VE BEEN RECOGNIZED BY THE AMERICAN HEART ASSOCIATION.

SO IT WAS KIND OF A BIG DEAL THAT WE'RE REALLY PROUD OF ON, ON CARDIAC PATIENTS.

OUR GUYS ARE RECOGNIZING THAT QUICK, UH, THROUGH THE, THE TOOLS THAT THEY CARRY ON THE AMBULANCE AND GETTING THEM DELIVERED TO THE RIGHT HOSPITAL, WHERE THEY CAN GET INTERVENTION AND, AND GET THEM TO THE CATHETERIZATION LABS, UH, TO MAKE A REAL DIFFERENCE IN THEIR LIVES.

SO WE'VE BEEN REAL APPRECIATIVE OF OUR FOLKS.

AND WE FOUND THAT LAND.

UM, WE WERE LOOKING FOR A MORE OPTIMUM LOCATION AND SOMETHING THAT WOULDN'T NEGATIVELY IMPACT THE SALES TAX REVENUE FOR THE CITY, BUT THAT WAS THE, THE ONE PROPERTY THERE PRESENTED.

THAT WAS THE CHOICE.

SO THAT'S THE ONE WE SELECTED FOR IT.

AND WE HAVE CLOSED.

WE ARE THE OWNERS OF THAT PROPERTY.

NOW THE CITY IS, AND WE ARE IN THE DESIGN PHASE FOR THAT FIRE STATION.

UM, BUT THAT IS SCHEDULED FOR DECEMBER 7TH.

AND WE DID RECENTLY POSE THE FORCE LIST AND THE TENTATIVE DATE FOR THE POLICE SUPERVISOR PROMOTIONAL EXAM, WHICH WILL BE HELD IN FEBRUARY.

HOW MANY PEOPLE DO YOU EXPECT AT THE, UH, BAR ENTRANCE EXAM OR CANDIDATES? WE AVERAGE? YEAH, WE AVERAGE ANYWHERE BETWEEN FIVE TO 600 APPLICANTS LAST YEAR, WE HAD CLOSE TO 600.

UM, WE W OUT OF THOSE THAT ACTUALLY ATTEND THE EXAM, I BELIEVE LAST YEAR WE HAD OVER 900 APPLICANTS.
