FEBRUARY 8TH, 2022

[Parks and Recreation Board Meeting on February 8, 2022]

GARLAND PARKS AND RECREATION BOARD MEETING TO ORDER.

UH, FIRST NOTE OF BUSINESS WILL BE, UH, UH, RECOGNITION OF A RECOGNITION OF A QUORUM.

1, 2, 3, 4, 5, 5 PEOPLE DESIGNATE A QUORUM.

SO WE DO HAVE A QUORUM TO CONDUCT BUSINESS.

TONIGHT.

SECOND ITEM ON THE AGENDA WILL BE THE APPROVAL OF MINUTES.

DOES ANYONE HAVE ANY QUESTIONS ABOUT THE MINUTES? MAKE THE, MAKE A MOTION TO APPROVE THE MINUTES.

SECOND, WE HAVE A MOTION, UM, BY JONATHAN AND A SECOND.

WAS THAT BY YOU, MOLLY? OKAY.

BYE MOLLY.

OKAY.

ANY OTHER DISCUSSION HEARING? NONE.

ALL THOSE IN FAVOR, SAY AYE.

AYE.

ALL THOSE OPPOSED.

THEY DIDN'T SAY A WORD.

OKAY.

WE GOT IT.

UH, ITEMS FOR INDIVIDUAL CONSIDERATION.

MR. HESSER, HERE WE GO.

UH, THE FIRST ITEM FOR CONSIDERATION IS APPROVAL OF A FEE EXEMPT REQUEST FROM GRAMMERCY HOMEOWNERS ASSOCIATION, UH, FOR USE OF RECREATION CENTER AND DILLEY.

YOU'RE GOING TO GIVE US A REPORT ON THAT.

YES.

UH, AS WE TALKED IN THE POLICIES IN PROGRAM COMMITTEE, THIS IS A, UH, THE EXEMPTION REQUEST FROM THE GRAMERCY HOMEOWNERS ASSOCIATION FOR USE OF OUR RECREATION AND SENIOR CENTERS TO CONDUCT THEIR HOMEOWNER MEETINGS.

UM, AND JUST AS A REMINDER, THOSE HAVE TO HAPPEN DURING OUR OPERATIONAL HOURS AND THEY CANNOT, UH, THEY'RE PENDING ON SPACE AVAILABILITY.

OKAY.

IS THIS SOMETHING THAT WE DO FOR EVERYONE THAT'S WANTING TO, UH, EVERY HOA IS WANTING TO REQUEST USE OF ONE OF OUR FACILITIES.

UH, THIS IS, WE DO THAT FOR OUR GARLAND AND NEIGHBORHOOD ASSOCIATIONS.

AND THIS IS A GARLAND NEIGHBORHOOD ASSOCIATION AND YES, IN HISTORICALLY YOU HAVE APPROVED ALL OF THOSE IN THE PAST.

OKAY.

OKAY.

AND YOUR RECOMMENDATION WOULD BE THAT WE APPROVE THIS.

YES, SIR.

OKAY.

WE HAVE A RECOMMENDATION.

NOW WE NEED A MOTION TO APPROVE MR. CHAIRMAN.

I MAKE A MOTION THAT WE APPROVE THE FEE WAIVER FOR GRAMMERCY HOMEOWNERS ASSOCIATION.

WE HAVE A MOTION.

WE HAVE A SECOND, SECOND, SECOND FROM JONATHAN.

OKAY.

MOTION FROM DAVID MOREHEAD.

UM, WE HAVE A MOTION ON THE FLOOR.

ANY DISCUSSION, SEEING NONE, ALL THOSE IN FAVOR, SAY AYE.

AYE.

ALL THOSE OPPOSED.

LIKEWISE PASSES UNANIMOUSLY.

THANK YOU.

NEXT ITEM ON THE AGENDA IS CONSIDERATION.

CONSIDER THE APPROVAL OF YOUTH PROGRAMS, STANDARDS OF CARE.

UM, YES SIR.

SO OUR YOUTH PROGRAM STANDARDS OF CARE, WE HAVE TO HAVE THOSE ADOPTED EVERY YEAR BY THE CITY COUNCIL AND THEY ALSO REQUIRE A PUBLIC HEARING.

SO, UM, THIS YEAR WE MADE NO CHANGES TO OUR STANDARDS OF CARE.

THEY ARE WHAT THE PARK BOARD AND CITY COUNCIL ADOPTED LAST YEAR.

AND WE HAVE TO DO THE, SO THAT WE CAN FILE FOR EXEMPTION FROM STATE LICENSING FOR OUR YOUTH PROGRAMS. IS THERE ANYTHING SPECIAL THAT WE NEED TO KNOW ABOUT THIS OR JUST FOR WE'RE DOING THIS? WE'RE JUST, RE-UPPING THE SAME THING WITH PAST.

YES, SIR.

OKAY.

ALL RIGHT.

DO WE HAVE ANY QUESTIONS OF DILI SEEING NO QUESTIONS TO THE FLOOR? THE CHAIR WILL ENTERTAIN A MOTION.

MR. CHAIRMAN, I WOULD LIKE TO MAKE A MOTION TO APPROVE THE YOUTH PROGRAM STANDARDS OF CARE.

THANK YOU, SIR.

WE HAVE A SECOND, SECOND, SECOND BY MR. MOREHEAD VERSUS BY MR. FERGUSON.

IS THERE ANY DISCUSSION ON THE MOTION HEARING? NONE.

ALL THOSE IN FAVOR, SAY AYE.

AYE.

ALL OPPOSED.

MOTION PASSES UNANIMOUSLY.

NEXT ITEM FOR CONSIDERATION, UH, WILL BE THE TUCKERBIL PARK DEVELOPMENT UPDATE.

AND, UH, ANDY, I BELIEVE THIS ONE'S ON YOU AS ITS OWN YOU TO GET US STARTED TO INTRODUCE THE FOLKS.

UH, WE COULD IT FOR THE INTEREST OF MR. KUTSCHERA.

WHY DON'T WE GO AHEAD AND DO THIS ONE RIGHT HERE.

I THINK THIS WILL BE ANOTHER QUICK ITEM IF THAT'S OKAY WITH YOU.

THAT'S JUST, JUST FINE.

UH WE'RE UH, WE'LL GO TO ITEM TWO C CONSIDER RECOMMENDATION TO COUNCIL TO APPROVE PROPOSAL OF THE NORTH TEXAS MUNICIPAL WATER DISTRICT.

UH, ANTI MWD FOR A UTILITY EASEMENT AT LOU HOFF PARK.

AND WE HAVE MR. KUCHERA WITH US TO GIVE US A PRESENTATION ON THIS, UH, GOOD EVENING BOARD MEMBERS.

THANKS FOR HAVING ME.

MY NAME IS .

I'M THE MANAGING DIRECTOR FOR WATER AND WASTEWATER FOR THE CITY.

UH, I DON'T REALLY HAVE A FORMAL PRESENTATION ON THIS ITEM.

I WAS JUST REALLY BEING HERE TO ANSWER ANY QUESTIONS.

IF YOU HAD QUESTIONS, AS FAR AS, UH, I NEED ADDITIONAL INFORMATION ON THE EASTMAN FOR NORTH TEXAS.

IF I COULD, MR. CHAIRMAN, I'LL GIVE A RECAP WITH WHAT'S IN YOUR PACKET BECAUSE IT IS QUITE A BIT TO DIGEST.

UM, THERE'S A 30 INCH WATER LINE FROM NORTH TEXAS MUNICIPAL WATER DISTRICT THAT GOES THROUGH, UH, OR NEAR, UH, LOU HUFF PARK.

AND IT'S BEEN THERE A LONG, LONG TIME.

UM, THIS IS SIXTIES, RIGHT? SO THERE HAS BEEN, UM, UH, A, UH, FACILITY

[00:05:01]

THERE AND THEY ARE REQUESTING TO UPDATE A METERING, UH, HOUSE AND FACILITY FOR THAT LARGE LINE.

SO YOU CAN IMAGINE IT'S A LARGE APPARATUS.

UM, THEY APPROACHED THE CITY, UH, THROUGH MR. CONCERTA, WHAT THE OPTIONS WERE SEVERAL WERE LOOKED AT, WHAT SEEMED TO BE SETTLED ON IS IN YOUR PACKET THERE.

AND THERE WAS AN APPRAISAL FOR THAT PARCEL IS APPROXIMATELY, UH, A ONE-THIRD, UH, UH, ACRE PIECE OF LAND WITHIN LOU HUFF.

IF YOU COME INTO THE MAIN DRIVEWAY OF THE PARK BETWEEN THE BASEBALL FIELD AND THE OPEN FIELD OVER THE BRIDGE, AND YOU LOOK STRAIGHT AHEAD AT G P AND L YOU'LL SEE A LITTLE CIRCULAR PIECE OF GRASS IN AN, IN AN OLDER BRICK BUILDING AND A DRAINAGE DITCH.

THAT'S THE PARCEL IN QUESTION THAT THEY WOULD LIKE TO OBTAIN A PERMANENT UTILITY EASEMENT FOR THE PURPOSE OF UPDATING AND REBUILDING THEIR METERING FACILITY? UM, NOT AN UNUSUAL REQUEST.

IT JUST HAPPENS TO BE THAT'S WHERE THE LINE IS.

UM, THERE IS NO, IT'S NOT THE TYPE OF FACILITY THAT YOU COULD PROVIDE REMOTELY.

IT LITERALLY HAS TO STRADDLE OR BE ADJACENT TO THE LINE ITSELF.

UM, THE ALTERNATIVES THAT WERE LOOKED AT WERE AT OTHER PLACES IN THE PARK, UH, WE DID NOT FEEL THAT THOSE WERE APPROPRIATE.

THEY LOOKED AT PLACES RIGHT UP AGAINST 66.

DIDN'T FEEL LIKE OUR BEST FRONT DOOR OPTION WHEN YOU'RE COMING INTO TOWN.

SO THE PARCEL THEY SETTLED ON IS THE ONE I DESCRIBED, UH, THE APPRAISAL WAS PROVIDED BY THEM.

AND IT WAS ALSO LOOKED AT BY OUR ENGINEERING FOLKS AND SAME COMMENSURATE WITH WHAT THEY SEE IN THE EASEMENT MARKET.

UH, THEY WOULD, UH, THEY WOULD, UH, PURCHASE THAT EASEMENT IN THE AMOUNT OF, I BELIEVE $26,450.

THAT WAS VERY GOOD.

MR. KUCHERA WAS THERE AND HE DID A GREAT JOB.

YOU JUST GO AHEAD AND GO AHEAD AND CORRECT.

YOU HAVE ANY PLACE YOU WOULD LIE NOW, AND I'LL JUST, I'LL JUST ADD THAT.

THE REASON FOR THIS PARTICULAR, UH, IT'S, IT'S KIND OF AN INTERESTING, UH, AREA, UM, WHERE TEXAS, AS ANDY MENTIONED, PROVIDES US WITH THE WATER, YOU KNOW, FOR OUR WATER SYSTEM.

AND WE HAVE, UH, FIVE EXISTING DELIVERY POINTS THAT COME INTO THIS TO THE CITY.

UH, THE UNIQUE THING ABOUT OUR LAVON PUMP STATION IS THAT IT CAN PUMP, IF YOU, IF YOU LOOK AT THE CITY AND KIND OF DIVIDED DIAGONALLY, WE HAVE A WEST PRESSURE PLANE AND AN EAST PRESSURE PLANE.

SO OUR LAVON PUMP STATION CAN ACTUALLY, IF WE'RE GET INTO A BIND WITH ONE OF OUR OTHER PUMP STATIONS, WE CAN PUMP FROM THAT STATION TO EITHER SIDE OF THE CITY.

SO WE HAVE A LOT OF REDUNDANCY IN THAT AREA.

UM, AND ONE OF THE UNIQUE THINGS ABOUT THIS PARTICULAR SITE IS THERE IS ONE METERING STATION THERE.

AND TO DO THIS WORK, THEY WOULD HAVE TO SHUT DOWN THE CYST, THIS A METERING STATION PROBABLY EIGHT MONTHS, PROBABLY POTENTIALLY I GUESS, A YEAR.

SO WE WOULD ACTUALLY BE WITHOUT SERVICE FOR THE LAVON PUMP STATION WITHOUT THIS, UH, PARTICULAR EASEMENT TO GET THIS METER VAULT PUT IN THERE.

ONCE THEY PUT THIS NEW VAULT IN WITH THE NEW METER, THEY WILL ACTUALLY KEEP THE OLD METER.

SO WE'LL HAVE REDUNDANCY AS FAR AS THE METER GOES.

SO WE CAN USE EITHER ONE IF WE, IF WE NEED TO IN THE FUTURE.

SO THAT'S WHY IT'S IMPORTANT THAT WE DID IT THIS WAY.

SO MAKE SURE WE KEEP OUR LAVONNE PUMP SECTION.

IT'LL BE SHUT DOWN FOR A MINOR THINGS HERE AND THERE, BUT WE CAN'T AFFORD BEING SHUT DOWN FOR A YEAR FOR THIS PUMP STATION.

AND ADDITIONALLY, THE REASON THAT THAT THIS IS BEFORE PARK BOARD IS OBVIOUSLY IT'S ON PARK PROPERTY.

UM, AND COUNCIL ULTIMATELY HAS TO APPROVE ALL LAND ACQUISITIONS, UH, IN EITHER DIRECTION PURCHASE OR, OR GRANTING OF EASEMENTS.

UH, AND MR. KUCHERA JUST WANTED TO MAKE SURE THAT PARK BOARD WAS IN THE LOOP AND HAD ANY QUESTIONS THAT NEED TO BE ANSWERED ANY CONCERNS AND COULD ULTIMATELY RECOMMEND A COUNCIL, HOWEVER, THE BOARD SEES FIT.

ALL RIGHT.

ANY QUESTIONS? YES.

MR. MOREHEAD.

UM, A QUESTION FOR, UM, SINCE THIS IS CURRENT, UH, PARKED PROPERTY, IS THERE ANY REAL UTILITY THAT WE ARE SACRIFICING IN ORDER TO EXCELLENT QUESTION, AND THAT, THAT FACTORED INTO THE CONSIDERATION OF DISLOCATION THAT, UH, WE ARE, WE ARE LOSING NOTHING OF VALUE, UH, TO THE PARK ITSELF THAT THE ROAD LITERALLY FORKS RIGHT.

GOES TO THE PARK LEFT, GOES TO GP AND L AT THIS EXACT PARCEL.

IT'LL COME OUT A LITTLE BIT FROM THE BUMPER, THE LITTLE PIECE OF GRASS YOU SEE IT LITERALLY RIGHT NOW IS A BRICK BUILDING, WHICH IS THERE'S IN A, IN A DITCH.

SO THERE, THERE IS NO LOSS OF PARK UTILITY, WHICH CLEARLY WOULD BE A CONCERN IF THERE, THERE WAS AN, IT'D BE A LITTLE DIFFERENT CONVERSATION.

YES, YES.

DOES THIS DISPLACE ANYBODY THAT'S CURRENTLY USING THE PARK? NO, MA'AM OKAY.

MR. CHAIR.

SO IT LOOKS LIKE MOSTLY JUST FROM THE PICTURES, IT JUST LOOKS LIKE THERE'S A BED THAT MAY BE IMPACTED RIGHT.

THIS FLOWER BED OR WHATEVER THIS IS HERE.

I'M NOT AWARE OF A FLOWER BED IN IT.

I THINK IT'S JUST THE AREA.

OKAY.

JUST CHECKING THE ACTUAL AREA ITSELF IS LITERALLY A CIRCLE.

IT'S LIKE A HALF CIRCLE FULL OF GRASS AND AN OPEN DRAINAGE DITCH OFF OF GP AND L'S PROPERTY, I BELIEVE.

AND THEN THE OLD BRICK BUILDING THAT THEY CURRENTLY HAVE, MEANING NORTH TEXAS, THEY WOULD JUST BE EXPANDING

[00:10:01]

THAT EASEMENT FOR THE NEW STRUCTURE THAT THEY'RE BUILDING.

SO WE DON'T LOSE ANYTHING USEFUL OR CURRENTLY ATTRACTIVE, RIGHT.

AT ANY CONSTRUCTION WORK THAT THEY HAVE.

IF THEY'RE AROUND THIS AREA, THEY'RE GOING TO REPLACE IT OR IMPROVE IT WITH CONCRETE OR, YOU KNOW, SHRUBBERY OR WHATEVER, UH, SODDING NEEDS TO PUT IN.

THEY'LL, THEY'LL REPLACE THAT BACK THROUGH THE, AND THEN FOR THE CONSTRUCTION SITE AND ALL THAT, THE, THE TREES AND ALL THAT.

OBVIOUSLY MATT'S PROBABLY, THERE, THERE IS LIKE A PROGRAM SET IN PLACE TO WHERE WE'RE NOT GOING TO BE ON ANY, AROUND ANY TREES OR ANYTHING THAT WE WOULD IMPACT OR ANYTHING LIKE THAT.

THE TREES ARE BEHIND THIS BEHIND IT.

AND SO I DON'T BELIEVE WE WOULD BE IN THE DRIP ZONE, HOWEVER, ANY PUBLIC IMPROVEMENTS I DO BELIEVE ENGINEERING'S GOING TO KEEP AN EYE ON AND OUR TREE PROTECTION ANYWAY.

AND SO THAT'S A, OKAY.

YES, YES, SIR.

THAT'S GREAT.

THAT'S GREAT.

UM, AND THIS, THE, THE SIDE HAS THE OLD REC CENTER, BUT THAT WOULD BE YES.

THAT IF YOU'RE COMING IN THIS ROAD, THAT WOULD BE THE LOU HUFF WRECKS.

AND IT'D BE TO YOUR LEFT TO YOUR RIGHT CENTER.

I KNOW THERE USED TO BE NOW, THERE WAS AN OLD, I THINK THEY STILL HAVE IT.

I THINK THEY USE IT FOR STORAGE.

NO, IT'S STILL THERE.

IT'S JUST NOT FUNCTIONAL AS A, AS AN OCCUPIABLE BUILDING ANYMORE.

YEP.

YOU CAN GO BY THERE AND IT SITS THE OLD GYM AND THEN SOME CLASSROOMS NEXT TO IT.

YEAH.

IT DOESN'T, IT DOESN'T AFFECT THE ACCESS OR, CAUSE I DON'T THINK YOU'RE EVER GOING TO TURN THAT BACK INTO A REC CENTER, BUT IT DOESN'T AFFECT THE ACCESS TO THAT.

OKAY.

NOT IN ANY WAY, A COUPLE OF QUESTIONS FOR YOU, MR. KUTSCHERA.

SURE.

UM, WE HAVE FIVE, FIVE DISTRIBUTION POINTS FOR WATER INTO THE CITY OF GARLAND AND FOUR HAVE ALREADY BEEN, UH, UPGRADED.

CORRECT.

I READ YOUR A HUNDRED AND SOME ODD PAGES.

THANK YOU.

DON'T EVER DO THAT TO US AGAIN.

OKAY.

YOU MAY HAVE A HARD TIME NEXT TIME.

OKAY.

AND THE SECOND QUESTION NOW THIS IS, THIS IS THE REAL QUESTION THERE'S SUPPOSED TO BE SOME $26,000 CHANGE HANDS THAT'S COMING FROM NORTH TEXAS MUNICIPAL WATER DISTRICT.

YES, SIR.

INTO THE PARK DEPARTMENT FUND, YOU WERE TAKING PARK LAND, YOU'RE BUYING PARKLAND AND SHOULDN'T THAT COME TO THE PARKS DEPARTMENT.

I MAY BE ABLE TO ANSWER THAT MR. CARTER, I'M GOING TO PLEAD THE FIFTH OR I'M GOING TO, I'M GOING TO TURN THAT OVER TO ANDY.

THAT DISCUSSION AND REQUEST HAS BEEN MADE AND THAT DECISION WILL ULTIMATELY, UH, BE DECIDED IN THE BUDGET PROCESS.

UM, SO IT'S REALLY NOT OUR CHOICE.

IT IS LIKELY TO BE IN THE GENERAL FUND.

IT WAS MY UNDERSTANDING.

UH, BUT I LIKE YOUR STYLE OF THINKING.

UH, BUT THAT'S A BATTLE WE DIDN'T WIN YET.

OKAY.

NICE TO MEET YOU LOCATED, ALLOCATED TO THAT PARK ITSELF BECAUSE, UH, DO WE, UH, WE HAVE SOME IMPROVEMENTS COMING TO THE LOU HUFF PARK, PERHAPS, BUT IF WE HAD THE MONEY FOR IT, WE HAD 26,000.

WE'D GET THEM.

JERRY.

I HAVE A PRESENTATION LATER TONIGHT.

THAT WILL COVER THAT.

YOU'RE GOOD.

ALL RIGHT.

ALL RIGHT.

UH, ANY QUESTIONS FOR MR. KUCHERA EXCELLENT PRESENTATIONS BY BOTH OF OUR SENIOR STAFF MEMBERS HERE, UH, WE'LL ENTERTAIN A MOTION.

DOES IT NEED A MOTION TO APPROVE THE PRESENTATION, TO USE THE PARK LAND AS DISCUSSED AND AS THE LITERATURE EXPLAINS? I WOULD THINK THAT IT DOES.

YES.

OKAY.

THEN THAT'S MY, UM, MOTION THAT WE ENTERTAIN, UH, THAT WE MAKE THE MOTION TO HAVE THE ZONING, UH, IN USE OF THE PARKLAND FOR THE PURPOSE OF HAVING THE NEW METER, NO PIPELINE FROM THE NORTH TEXAS MUNICIPAL WATER DISTRICT.

YOU LIKED THAT ONE? YEAH.

OKAY.

I'LL SECOND.

WE HAVE, SIR.

I'LL RUN CURRENT.

UH, THANK YOU, MR. PARISH.

OKAY.

TRAVELING INCOGNITO.

UH, ALL RIGHT.

SO WE HAVE A MOTION TO SECOND ON THE FLOOR.

DO WE HAVE ANY FURTHER DISCUSSION HEARING? NONE.

ALL THOSE IN FAVOR OF THE MOTION, SAY AYE.

AYE.

ANY OPPOSED? LIKEWISE, NO OPPOSITION.

YOU GOT IT.

YOU'RE SO LUCKY.

THANK YOU.

THANK YOU, SIR.

NO, MY UNDERSTANDING OF THE MOTION TO CLARIFY MY UNDERSTANDING OF THE MOTION WAS TO THAT PARK BOARD RECOMMENDS THE COUNCIL APPROVED GRANTING OF THE PERMANENT UTILITY EASEMENT IN LIEU, HUFF PARK TO NORTH TEXAS MUNICIPAL WATER DISTRICT.

IT'S EXACTLY, AS I SAID, IT WAS WORD FOR WORD VERBATIM IN CONSIDERATION OF THE MONEY GOING TO THE PARKS FUND.

I'M SORRY, WE CAN'T DO THAT.

OH MAN.

WISH WE COULD.

ALL RIGHT.

I'M READY FOR THE TUGGERVILLE PARK NOW.

YES, SIR.

TALK OF YOUR PARK DEVELOPMENT UPDATE.

UH, THAT'LL BE MR. HESTER WILL TAKE US THROUGH THIS IN JUST A FEW MINUTES.

OH NO, WE, NOPE.

WE'RE GOING TO, THE EXPERTS GOT TO TURN IT OVER TO ZIAD CROP OR A ADMINISTRATOR FOR DESIGN AND DEVELOPMENT FOR PARKS AND RECREATION DEPARTMENT.

AND THEN, UH, ALSO PRESENTING AS A WILLIAM SPENCER WITH MHS PLANNING AND DESIGN, WHO IS OUR DESIGN CONSULTANT FOR, UH, THE BOB DAY TENNIS

[00:15:01]

CENTER.

YOU'RE STILL SHORTER.

I KNOW.

I'M TRYING TO COMPENSATE YOU TO WHERE TO LOWER THAT.

NO, I'M GOOD.

THANK YOU THOUGH.

IT'S PLAYING HERE.

UM, ALL RIGHT, ONE MOMENT WHILE I'M TRYING TO MAKE THIS A DISPLAY WORK, I THOUGHT IT WAS ALREADY SET UP.

DID YOU READ EVERY LAST THING IN HERE? NOPE.

THAT'S HIS JOB.

I FORGOT MY BROTHER ALWAYS ENJOYED BANANA BANANA IN IT TOO.

BEAUTIFUL, GOOD EVENING, EVERYBODY.

UM, LONG TIME TO SEE IT'S NICE TO BE HERE.

UM, AND PRESENTING THIS PROJECT.

UM, FIRST I'D LIKE TO JUST, UH, RECOGNIZE THAT WE DO HAVE BOB DAY IN THE, UH, IN THE AUDIENCE WITH US TONIGHT.

SO JUST LET THE, UH, RECOGNIZE HIM, UM, AS WE DISCUSS HIS NAMESAKE FOR THIS NEW TENNIS FACILITY, UH, WE'RE REALLY EXCITED HERE, UM, TO BRING FORWARD THIS PROJECT AND TALK ABOUT THIS CONCEPT.

WE'VE BEEN HARD AT WORK OVER THE LAST SEVERAL MONTHS.

UM, UH, WE'VE GONE TO SEVERAL, UM, TENNIS CENTER LOCATIONS THROUGHOUT THE METROPLEX AND, UM, YOU KNOW, DID A LOT OF ANALYSES AND, AND, UM, MET WITH A LOT OF THOSE TENNIS FOLKS, UH, AT THOSE OTHER FACILITIES TO TALK THROUGH THEIR FACILITIES, YOU KNOW, SOME OF THE OPERATIONAL CHALLENGES THAT THEY, THAT THEY FACE.

AND, UH, SOME OF THE DESIGNS THAT, UH, THEY CAME UP WITH FOR THOSE FACILITIES TO SEE HOW BEST TO MAKE, UH, OUR FACILITY.

UH, OBVIOUSLY WE ARE STARTING FROM SCRATCH AND, UM, WE CAN LEARN FROM A LOT OF THE SAME, UH, A LOT OF THE MISTAKES THAT THE OTHERS HAVE MADE, UH, OR AT LEAST, YOU KNOW, SOME OF THE LESSONS THAT THEY'VE LEARNED ALONG THE WAY.

SO W WITH, WITH EVERY INTENTION TO MAKE THIS THE BEST FACILITY, PROGRAMMATICALLY AND, AND FUNCTIONALLY AS, AS WE CAN.

UM, SO IN, IN THAT TIMEFRAME, WE, WE WENT THROUGH, UM, A PRETTY RIGOROUS, UM, SITE VISIT, UM, EXCURSION AND, AND, UH, WE HAVE A PRETTY LONG REPORT THAT JUST KIND OF OUTLINES ALL THE FINDINGS THAT WE HAD, UH, THROUGH THAT, THROUGH THAT PROCESS.

UH, WE'VE GONE THROUGH SEVERAL, UM, DESIGNED ITERATIONS, UH, CHARRETTES, UH, WHERE WE MEET AND DISCUSS, UH, WHAT THE PROGRAMMATIC ASPECTS AND NEEDS ARE OF OUR COMMUNITY.

AND, UM, YOU KNOW, WE FACTORED IN, YOU KNOW, OBVIOUSLY THERE'S TENNIS NEEDS, THERE'S PICKLEBALL NEEDS THERE'S, UM, YOU KNOW, NEEDS OF, UM, OBVIOUSLY INFRASTRUCTURE NEEDS THAT HAPPENED WITH, WITH, UH, DEVELOPING NEW SITES.

AND SO, UM, ALL THOSE, UH, KIND OF COME, CAME TOGETHER INTO WHAT WE'RE PRESENTING WITH PRESENTING TO YOU TONIGHT.

UM, YOU KNOW, AS, AS WE, AS STAFF, UH, I'LL LOOK AT THIS TOGETHER AND, UM, YOU KNOW, IT'S NOT JUST OUR DESIGN AND DEVELOPMENT STAFF.

WE TALKED TO RECREATION, STAFF ENGINEERING, STAFF PLANNING, AND SO ALL THESE, UH, DIFFERENT STAFF MEMBERS THAT REPRESENT ALL THE MAJOR ASPECTS OF OUR CITY OPERATIONS, UH, HAVE HAD MANAGED TO REVIEW THIS IN SOME FORM OR FASHION AND GET US TO THE CONCEPT PLAN.

UM, HAVING SAID THAT, UM, WE HAVE ALSO MET WITH A USTA, UH, UNITED STATES TENNIS ASSOCIATION, UM, AND, UH, THAT'S THE RIGHT ACRONYM, RIGHT.

THE UNITED STATES.

OKAY.

UM, AND SO, UM, IN THAT PROCESS, YOU KNOW, WE'VE DISCUSSED WITH THEM, YOU KNOW, WHAT KIND OF NEEDS THEY SEE, UH, FROM THEIR ORGANIZATIONAL STANDPOINT.

UM, SO THAT WHEN WE DO ULTIMATELY, UH, WANT TO BRING IN TOURNAMENTS TO THIS FACILITY, WE HAVE THOSE THINGS ON THEIR CHECKLIST, YOU KNOW, MARKED OFF SO THAT WE MARKET OUR, OUR NEW FACILITY THE BEST WAY POSSIBLE FOR, UH, WHAT WE INTENDED AND IT'S USED TO BE, WHICH IS A REGIONAL FACILITY FOR OUR COMMUNITY.

AND SO, UH, THIS IS, UH, POTENTIALLY A, A LARGE ECONOMIC DRIVER.

IT'S A LARGE, UH, ATTRACTION FOR OUR COMMUNITY.

AND SO, YOU KNOW, AS WE BUILD THIS LEVEL IN THIS SCALE OF FACILITY, WE WANT TO BRING IN AND MAKE SURE WE'RE MEETING ALL THE NEEDS OF THOSE REGIONAL PARTNERS AND NATIONAL PARTNERS.

AND SO, UM, WE HAD A REALLY GREAT, UM, A FEW MEETINGS WITH THEM AND DISCUSSIONS WITH THEM ABOUT WHAT, WHAT THEY'RE LOOKING FOR AND, AND LIKE WAS MENTIONED, UH, IN OUR COMMITTEE MEETING, WE'RE LOOKING FOR, UM, APPLYING TO A GRANT, UH, TO HELP US WITH, UM, OTHER ASPECTS OF OPERATIONAL AND MAINTENANCE ASPECTS FOR OTHER COURTS THAT ARE POTENTIALLY GOING TO BE USED, UH, IN PLACE OF THESE, THESE NEW COURTS.

AND SO, UM, WHAT DOES THAT MEAN? SO, UH, THE GRANT HAS LIMITS,

[00:20:01]

YOU KNOW, IT'S NOT A SIX FIGURE SEVEN FIGURE GRANT, THE ONES THAT ARE IN THIS PLAN.

SO, UM, AS DISCUSSED IN THE PAST, YOU KNOW, THE NEW TENNIS CENTER IS GOING TO, UM, TAKE UP, TAKE OVER A LOT OF THE USAGE THAT IS CURRENTLY OFFERED A JACK COLEMAN, UH, TENNIS CENTER AND RICK GOLDEN PARK.

AND SO THOSE COURTS IN RECODE AND PARK AT JACK COLEMAN TENNIS CENTER, UM, THEY, THEY NEED SOME HELP.

AND SO ONE OF THE THINGS THAT WE'LL BE LEANING ON USTA FOR IS WE'LL BE APPLYING TO A GRANT TO HELP US RECONDITION THOSE CORDS, RESURFACE THEM, UH, GET THEM TO A LEVEL THAT MIGHT BE ABLE TO, UM, POTENTIALLY OFFER UP A, A, ANOTHER USE OR JUST EXTEND THE EXISTING USE THAT IT CURRENTLY HAS.

AND SO, UM, YOU KNOW, THOSE ARE DISCUSSIONS THAT WE'RE JUST HAVING, WE HAVEN'T FINALIZED ANY APPLICATIONS YET, SO WE'RE NOT REALLY IN A POSITION TO REPORT BACK ANY NEWS UNTIL WE MADE THAT APPLICATION.

BUT I UNDERSTOOD WHAT WERE, YES, SORRY, I DIDN'T MEAN TO BE AMBIGUOUS ABOUT THAT, BUT, UM, SO YES, THE, UM, THE INTENT IS TO MAKE A PARTNERSHIP WITH USTA FOR THIS FACILITY AND OUR EXISTING, UH, CENTERS AND EXISTING COURTS.

UM, WE'VE ALSO MET WITH, UH, SO SPEAKING OF THE TENNIS CENTER WE MET WITH, UH, THOSE STAKEHOLDERS, UM, INCLUDING, UH, MR. DAY AND, UH, THE CURRENT OPERATOR FOR JACK COLEMAN, UH, TENNIS CENTER, UH, AMONG, UH, ALSO WITH, YOU KNOW, THE MAJOR STAKEHOLDERS ALONG WITH THAT CENTER.

AND, UM, WE ALL REVIEWED THE NEW CONCEPT AND, AND GOT SOME REALLY GREAT FEEDBACK ON, YOU KNOW, WHAT THEIR, UM, WHAT THEIR NEEDS ARE AND WHAT THEY'D LIKE TO SEE AT THE NEW FACILITY.

UM, GOT SOME GREAT FEEDBACK ALONG THE WAY, UM, TO, UM, YOU KNOW, ADDRESS CIRCULATION ISSUES, PROGRAMMING, UH, PROGRAMMATIC ISSUES, UH, THINGS LIKE THAT.

AND SO WE'RE, WE'RE JUST IN A PHASE NOW WHERE WE'RE, UH, WE, WE MET THE CONCEPT PLAN.

NOW WE'RE GATHERING INPUT FROM EVERYBODY TO SEE HOW EVERYBODY THINKS ABOUT IT.

YOU KNOW, WHAT KIND OF CHANGES THEY MIGHT, THEY MIGHT WANT TO SEE IN IT, AND, YOU KNOW, FUNDING PERMITTING, WE CAN INCORPORATE THOSE CHANGES AS BEST AS WE CAN.

AND SO, UH, WE'RE HERE TONIGHT TO JUST, UH, PRESENT, UH, ALL OF, UH, ALL THE CONCEPT PLAN AND THE INFORMATION THAT WE'RE ABOUT TO WALK YOU THROUGH.

AND WILLIAM IS HERE, UH, WITH MHS PLANNING, HE'S OUR CONSULTANT DOING ALL THE MAGIC BEHIND THE SCENES, UM, UH, ON THE DRAWING BOARD.

AND, UM, AND SO, UH, JUST WANTED TO SAY, WE'RE ALSO TAKING THIS, UH, NEXT WEEK TO CITY COUNCIL FOR, UM, YOU KNOW, THEIR REVIEW AND CONSIDERATION OF THIS CONCEPT PLAN.

SO, UM, DON'T MEAN TO GET LONG-WINDED.

UH, SO, UH, THE ULTIMATE GOAL IS TO GET STARTED IN CONSTRUCTION THIS SUMMER.

AND SO WE'RE, WE'RE TRYING TO GET, UM, A BIG PUSH.

NOW, ONCE WE GET THE CONCEPT PLAN REVIEWED AND APPROVED BY, UH, EVERYBODY, UM, AT THE TABLE, UM, THAT WE WILL BE HARD AT WORK WORKING, UH, TOWARDS CONSTRUCTION DOCUMENT PREPARATION IN THE FOLLOWING MONTHS, UH, SO THAT, UH, COME THE SUMMERTIME, UH, WE'LL BE BREAKING GROUND ON THIS NEW FACILITY.

SO, UM, WITHOUT FURTHER ADO, I'LL, I'LL, I'LL TURN IT OVER TO WILLIAM AND, AND HE CAN WALK US THROUGH ALL THE, UH, THE SLIDES, ABSOLUTELY PARK BOARD.

THANK YOU SO MUCH FOR HAVING US.

WE ARE EXCITED TO BE HERE.

WE STARTED THIS PROJECT BACK IN JUNE OF 2021.

UH, AS HE HAD SAID, WE WENT AND TOURED SEVERAL DIFFERENT, UH, FACILITIES HERE AND AROUND THE DFW AREA.

UM, AND, AND THROUGH SEVERAL DESIGN CHARRETTES, WE'VE LANDED AT A SPACE WHERE WE'RE REALLY HAPPY TO ROLL OUT THIS CONCEPTUAL PLAN TO EVERYBODY AND BEGIN TO GET FEEDBACK.

UM, LET ME GO BIG PICTURE AS TO WHERE EVERYBODY IS.

I LIKE TO TRY, AND I DON'T WANT TO USE INDUSTRY TERMS AND PEOPLE ARE LIKE, SO WHERE ARE WE IN THE PROCESS? WE WERE VERY EARLY ON IN THE PROCESS.

UM, BUT WE ARE ABOUT TO BE AT A POINT WHERE WE'RE GOING TO GO VERY, VERY FAST.

UH, SO WE GO, AND WE'RE VERY INTENTIONAL AT THE FRONT END.

WE WANT TO MAKE SURE WE HAVE CONVERSATIONS.

WE BRING PEOPLE IN SUCH THAT AS MR. CARTER, UH, WE'LL, WE'LL POINT OUT, WE CAN MAKE CHANGES AT THIS POINT IN TIME, VERY EASILY, UM, FROM, FROM FLOOR PLANS AND THINGS LIKE THAT.

WE CAN, WE CAN MAKE THOSE CHANGES IF WE'RE OUT IN THE FIELD BUILDING, THIS GETS TO BE MUCH MORE DIFFICULT.

UM, SO WE WANT TO MAKE SURE THAT WE'RE TALKING ABOUT OPERATION MAINTENANCE, UM, PROBLEMS THAT OTHER PEOPLE HAVE HAD AT OTHER FACILITIES, SO THAT WE CAN BE PROACTIVE IN RESOLVING THOSE.

SO FROM HERE WHERE WE'RE WRAPPING UP KIND OF THE OVERALL SITE PLAN, WE'VE LOOKED AT THE ENTIRE SITE, WE'VE LOOKED AT DIFFERENT OPTIONS THAT WE'VE GOT THE PROGRAM OUT FOR THE ENTIRE SITE.

UM, AND YOU'LL SEE THAT IN ONE OF YOUR SLIDES, UM, WHERE WE GO FROM HERE, AS WE BEGIN TO MOVE INTO THE DETAILED DESIGN OF WHAT IS PHASE ONE, AND WE'LL TALK ABOUT THE SCOPE OF PHASE ONE DURING THE PRESENTATION.

SO I ENCOURAGE YOU TO ASK QUESTIONS.

I ENCOURAGE YOU GUYS TO GIVE US FEEDBACK.

UM, WE'VE ALREADY,

[00:25:01]

AS, AS ZIAD SAID, GOTTEN GREAT FEEDBACK.

THERE ARE CERTAIN THINGS THAT USDA HAS POINTED OUT THAT WE'RE GOING TO LOOK AT.

LOOK AT INCORPORATING THAT THE TENNIS ASSOCIATION IS POINTED OUT, THAT WE'RE LOOKED AT GOING TO LOOK AT INCORPORATING.

SO WITHOUT FURTHER ADO, I'M GOING TO GO PRETTY QUICK, PRETTY HIGH LEVEL.

I'M ASSUMING MOST OF YOU GUYS, AS I KNOW OF AND HAVE REVIEWED, UH, AT THIS POINT IN TIME.

SO WE'RE GOING TO ROCK AND ROLL.

UH, THE COVER PICTURE IS ONE OF MY FAVORITE SPACES.

THIS IS BASICALLY A TENNIS PLAYER, UH, STANDING ON THE, ON THE, WHAT IS THE CENTER COURT, LOOKING BACK AT THE BACKSIDE OF THE CLUBHOUSE.

IT'S GOT TERRORISTS, UH, SEATING AREAS.

THOSE ARE ALL SEATING WALLS.

THE GREEN IS AN ARTIFICIAL TURF, SUCH THAT WE CAN ROLL OUTSIDE FURNITURE FOR SPECIAL OCCASIONS, UH, FOR EVENTS, EVEN FOR A TOURNAMENT PLAY AND THINGS LIKE THAT.

YOU BEGIN TO SEE ONE OF OUR LEVELS OF LIGHTING IN THIS IMAGE.

THERE'S SOME BOLLARD LIGHTING ALONG THOSE SIDEWALK, ALONG THOSE TRAILS, UM, TO GIVE NICE, UH, BEYONCE IN AND AROUND THAT CENTER COURT, UH, MOVING ON TO IMAGE ONE, THIS IS THE PHASE ONE SITE PLAN AND WHAT WE BELIEVE WE CAN BUILD THE BUILD AT THIS POINT IN TIME WITH THE MONEY THAT IS AVAILABLE.

UM, IF YOU RUN WITH ME THROUGH THE LEGEND, WE'LL JUST KIND OF GO NUMERICALLY AT THE FRONT AT 66 IS OUR ENTRY SIGN.

UM, WE PLAN TO HAVE, UH, A REALLY NICE ENTRY MONUMENT THAT, THAT CATCHES PEOPLE AT PEOPLE'S ATTENTION AS THEY'RE DRIVING DOWN 66, UH, THIS WILL BE IN ACCORDANCE WITH THE SIGNAGE PLAN THAT THE CITY HAS BEEN WORKING ON.

WE DO, WE ARE INHERITING A DIVIDED ENTRY THAT MEITRA MICRO-PAK IS PUTTING IN, UM, TO HELP WITH STACKING SO THAT AS PEOPLE GET TO 66, UH, WE HAVE THE ABILITY TO TURN, RIGHT.

WE HAVE THE ABILITY TO COME ACROSS, UH, SORRY, TURN RIGHT, AND GO EAST ON 66, GO ACROSS AND, AND GO, AH, SORRY, I'M GETTING CONFUSED.

COME ACROSS AND GO EAST ON 66, TURN RIGHT, AND GO WEST ON 66.

AND YOU'LL ALSO BE ABLE TO TURN INTO THE SITE, UM, ON EASTBOUND AND WESTBOUND TRAFFIC, AS WE GET THROUGH THE ENTRY AREA.

YOU'LL NOTICE THAT THE ROAD NEXT DOWN TO, UM, BASICALLY WHAT IS A 28 FOOT ROADWAY, WHICH IS STANDARD RESIDENTIAL ROADWAY THAT WE DRIVE INTO.

UM, ITEM THREE ON HERE IS THE MULTIPURPOSE LAWN AREA THAT IS, UH, ESSENTIALLY WHERE WE ARE GOING TO HAVE A FUTURE EXPANSION.

WE'LL TALK MORE ABOUT THAT IN PHASE TWO, ITEM FOUR, UM, IS THE BIO SWELL, UH, WITH WEIRS AND OUR DETENTION AREA.

THIS IS ONE OF THE NUANCES TO THE SITE, SUCH THAT WE HAVE RESIDENTIAL AREAS ON THE EAST RESIDENTIAL AREAS ON THE NORTH AND RESIDENTIAL AREAS ON THE WEST THAT ALL DRAIN ONTO OUR SITE.

UM, AND THE EXISTING STORM SEWER IS NOT SIGNIFICANT OR IS NOT SIZED LARGE ENOUGH.

SO WE'RE GOING TO BE DETAINING THIS TO KIND OF HELP SOME OF THE DRAINAGE PROBLEMS THAT ARE, THAT ARE CURRENTLY EXISTING.

UM, WE ARE KIND OF IN THE PRELIMINARY DUE DILIGENCE ON THIS POINT IN TIME, WE'VE HAD OUR INITIAL DESIGN DONE AND REVIEWED THAT WITH THE CITY ENGINEERING DEPARTMENT.

AND I THINK WE'RE HEADING IN THE RIGHT DIRECTION WITH THAT.

UM, AND WE'LL DIVE INTO THAT IN, IN FUTURE SLIDES AS WELL, TO TALK ABOUT SOME OF THE MORE, MORE DETAILS OF IT.

UH, ITEM FIVE IS A DRY CREEK BED WITH EXISTING TREES.

UH, WHEN WE DID OUR SITE VISITS WITH THE CITY, WE WERE REALLY LOOKING FOR A SPACE THAT HAD SOME NATURAL CHARACTER IN THE SPACE.

IF YOU DRIVE OUT THERE, IT LOOKS LIKE A BIG FIELD RIGHT NOW WITH A BUNCH OF SCRUB TREES.

THERE'S A BUNCH OF CEDARS, THERE'S A BUNCH OF HACKBERRIES, BUT TUCKED IN THE MASS RIGHT HERE IN THE MIDDLE IS A VERY, VERY INTERESTING NATURAL FORM.

THERE'S, THERE'S MATURE PECAN TREES.

THERE'S A, WHAT LOOKS TO BE AN EXISTING, UH, CREEK THAT IS GOING THROUGH THERE.

AND IT'S REALLY, REALLY NEAT.

AND OUR HOPE THERE IS THAT WE CAN ACCENTUATE SOME OF THAT NATURAL BEAUTY, UM, AT MINIMAL COSTS.

SO COME IN AND PUT SOME STONE IN THERE, UH, TO ARMOUR THAT EXISTING, UH, CREEK BED AND, UH, BEGIN TO HIGHLIGHT SOME OF THE LARGE SPECIMEN TREES THAT ARE IN THERE AND REALLY CREATE AN ENTRY FEATURE IN A SENSE OF ARRIVAL AT THE COMPLEX, AS WE WERE DRIVING AROUND, LOOKING AT SOME OF THE OTHER TENNIS COMPLEX IS ONE OF THE AREAS THAT, THAT WE REALLY STOOD OUT TO US, UH, SPECIFICALLY WHEN WE WENT TO ARLINGTON, ALL OF THEM HAVE KIND OF DROP-OFF AREAS, BUT IN ARLINGTON, THEY REALLY KIND OF HAD A SENSE OF A NATURAL POINT OF ARRIVAL.

UM, AND, AND WE REALLY THOUGHT THAT IT JUST KIND OF WORKED OUT GREAT FOR EVERYTHING TO BE CENTERED AROUND THIS SPACE THAT WAS ALREADY EXISTING, SUCH THAT WE DON'T HAVE TO SPEND THOUSANDS AND THOUSANDS OF DOLLARS ON MATURE TREES.

UM, SO IT WORKED OUT REALLY GREAT, UH, FOR US IN THAT AREA, ITEM SIX IS THE CLUBHOUSE, UH, AT 373,780 SQUARE FEET.

IT IS A, IT IS A REALLY GOOD SPACE TO BE A MULTIFUNCTIONAL, UH, MULTI-USE VENUE, UM, AND A SIZED FOR THESE 12 COURTS.

WE'RE GOING TO DIVE INTO

[00:30:01]

THE DETAILS OF THAT LAYOUT IN A LATER SLIDE ITEM SEVEN IS THE PREMIERE COURTS THAT WE WERE TALKING ABOUT WITH TARA SEATS.

WE'VE ALREADY KIND OF SEEN A RENDERING OF IT.

A LOT OF CONVERSATION WENT INTO ONE VERSE TWO, PRETTY MUCH EVERYBODY WE TALKED TO, INCLUDING USDA SAID, WE DO NOT SEE SINGULAR CENTER COURTS ANYMORE.

WE ONLY SEE DOUBLES, WHICH WAS SURPRISING.

UH, WE THOUGHT WE WERE JUST BEING ECONOMICAL, BUT IT SOUNDS LIKE THIS IS THE WAY IN WHICH THE TRENDS ARE GOING ON COMPLEXES LIKE THIS ITEM EIGHT IS, UH, KIND OF OUR STANDARD TWO POD COURTS.

UM, NOTICE WE'LL HAVE, WE HAVE FOUR SETS OF TWOS AND THEN ONE SET OF FOUR, UH, THE SETS OF FOUR.

AND THEY'RE PRIMARILY FOR YOUTH, UH, THAT SETS OF TWO OR MORE FOR ADULT PLAY.

THE REASON FOR, FOR, FOR YOUTH IS THAT, UH, ONE COACH CAN BE ON THE SAME COURT AND INSTRUCT SEVERAL PEOPLE WITHOUT HAVING A CHRIS CROSSOVER OVER FENCES AND THINGS LIKE THAT.

UM, ITEM NINE IS, ARE, IS A COVERED SPECTATOR SEATING.

WE PUT THIS, UH, SPECIFICALLY NEXT TO THE FOUR, AS PARENTS ARE WAITING FOR KIDS TO DO PRACTICES, THEY'VE GOT A SPACE TO SIT AND RECREATE, AND YOU'LL SEE WHAT THAT SPACE LOOKS LIKE IN MORE DETAIL DURING THE RENDERINGS ITEM, TENANTS, FOOD, TRUCK PARKING, UH, WE REALLY, SO IN THE CLUBHOUSE, WE ARE NOT PROGRAMMING IN ANY KIND OF FOOD SERVICE.

THAT IS SOMETHING THAT EVERY SINGLE OPERATOR WE TALKED TO SAID, IT'S EXPENSIVE TO STAFF.

IT'S EXPENSIVE FOR THE FOOD, AND YOU REALLY DON'T MAKE ANY MONEY.

IT'S BASICALLY A LOSING PROPOSITION.

SO WHY SPEND MONEY JUST TO LOSE MONEY? SO WE BROUGHT IN THE OPPORTUNITY FOR, FOR LOCAL ARTISANS TO COME IN AND, AND SPACE FOOD TRUCKS.

SO WE'VE GOT IT TUCKED IN THE BACK OFF THE LOOPED, UH, WHAT IS A WALKWAY, BUT IT'S AN ENLARGED WALKWAY.

WE'LL TALK ABOUT LATER.

IT IS ALSO SITTING UP BY THAT ITEM 11, JUST SOUTH OF THAT IS A LITTLE DINING AREA, AND WE WILL BE ABLE TO HAVE FOOD TRUCKS IN THOSE SPARKED PARKING SPACES AS WELL.

UM, THAT IS REPRESENTED IN A RENDERING LATER AS WELL.

UH, ITEM 12 IS OUR LOOPED WALKWAY.

SO THIS GOES OUTSIDE.

THE TENNIS COMPLEX THAT'S IN THIS COMPLEX IS FENCED IN A SECURED FACILITY, SUCH THAT PEOPLE MUST CHECK IN AT THE CLUBHOUSE.

UM, BUT WE WANTED TO HAVE SPACE FOR, UH, NEIGHBORS TO COME OUT AND WALK.

UM, ANYBODY ELSE IN THE COMMUNITY TO COME PARK, WALK, RUN, AND RECREATED THIS FACILITY AS WELL.

UM, ITEM 13 IS, UH, ESSENTIALLY OUR TENNIS COMPLEX PARKING, UH, WE'RE UTILIZING, WE HAVE SO MUCH INFRASTRUCTURE SPEND IN THIS ENTRY ROAD.

WE WANTED TO TRY AND GET SOME PARKING OFF OF IT TO OPTIMIZE COSTS.

UM, SO THIS HOW IT ENDED UP LAYING OUT, AND IT WORKED REALLY WELL FOR OUR 12 COURTS, UM, ON THE PROGRAMMING SIDE OF THINGS AND SOME SPECTATOR SEATING AS WELL.

ITEM 14 IS THE EXISTING BERM.

THIS IS THE BERM THAT MICRO-PAK IS PUTTING IN.

ONE OF THE THINGS WE WANTED TO TRY AND DO IS, IS DIVIDE OURSELVES FROM THE INDUSTRIAL PORTION THAT IS GOING TO BE SOUTH OF US.

SO THEY'RE PUTTING IN A, IN A NICE SIZED BERM.

YOU CAN SEE IT IN CONSTRUCTION RIGHT NOW TO GIVE US A LITTLE PROTECTION.

SO THAT'S PHASE ONE.

OVERALL, I'M GOING TO RUN THROUGH THIS A LITTLE BIT QUICKER.

UH, CAUSE A LOT OF THIS IS REDUNDANT.

WE COVERED ITEM ONE, WHICH WAS THE ENTRY SIGN, THE DIVIDED ENTRY WE COVERED THE MULTI-PURPOSE LAWN AS YOU'LL NOTICE HAS SHIFTED TO THE NORTH SIDE OF THE OVERALL PARKING AND IS ADJACENT TO THE PAVILION AND PLAYGROUND, WHICH IS ITEM 16.

UM, THE BIOSWALE WE DISCUSSED DRY CREEK BED, THE CLUBHOUSE, THE PREMIERE COURTS, UH, THE LIGHT OF TENNIS COURTS.

YOU'LL NOTICE WE'VE ADDED IN, UM, THE REMAINDER OF THE COURTS.

SO THAT NOW WE'RE AT 24, WE'VE COVERED THE SPECTATOR SEATING, THE FOOD TRUCK ITEM 11 IS A FUTURE AUXILIARY BUILDING.

ONE OF THE THINGS THAT MOST OF THE COMPLEX HAS SAID IS THAT THEY WISHED THEY'D PROGRAM IN FUTURE GROWTH.

UM, SO THIS AUXILIARY BUILDING IS REALLY, AS WE EXPAND OUT, WE DON'T EXPECT THE 3,780 SQUARE FOOT CLUBHOUSE TO BE ENOUGH FOR TWICE AS MANY COURTS.

SO THIS IS ALLOWING US TO GROW INTO A SPACE AND PROGRAM IT ACCORDINGLY.

UM, ITEM 12 IS THE COVERED TENNIS COURTS.

SO THAT IS ON THE FAR EAST SIDE.

THESE WILL BE, UM, COVERED.

IT WAS AGAIN, ONE OF THOSE THINGS THAT WE HEARD AS YOU BEGIN TO GET ALL SEASON PLAY, UH, IT'S SOMETHING THAT, THAT IS A GOOD AD, UM, GROUPS OF THREE THAT'S PRIMARILY TARGETED TOWARDS LEAGUE PLAY, UH, AND, AND COLLEGIATE PLAYERS, YOU CAN JUMP UP TO SIX.

SO THAT, THAT NUMBER SIX FOR COVER COURTS WAS KIND OF THE OPTIMUM NUMBER BASED ON CONVERSATIONS WITH OTHER OPERATORS IN USTA.

SO THEY'RE COVERED, BUT THEY'RE NOT INDOOR THEY'RE IN FULLY WALLED AND EVERYTHING.

YES, SIR.

YES.

THEY'RE COVERED WITH SHADE STRUCTURE, THE STRUCTURE THAT WE'RE LOOKING AT RIGHT NOW.

DO YOU WANT TO ANSWER OUR WELL? SO YEAH, WE HEARD A LOT OF GREAT FEEDBACK FROM, UM, SOME OF THE FOLKS THAT ARE HERE WITH US THIS EVENING, AS WELL AS SOME OF THE OTHER OPERATORS

[00:35:01]

THAT, BUT JUST PUTTING A SHADE COVER ON IT'S, IT'S NICE UNDER CERTAIN CIRCUMSTANCES, BUT IT DOESN'T DO ANY GOOD FOR THE RAIN YOU MAY GET FROM THE SIDES AND THE WEATHER.

SO THESE WILL BE INDOOR MIGHT BE A LITTLE BIT OF A STRONG TERMINOLOGY, BUT THEY WILL BE COVERED ON ALL SIDES.

AND THERE WOULD BE AIR CIRCULATION THROUGH THERE AT SOME LEVEL THAT WOULD COME UP IN THE DESIGN PHASE, BUT THAT GAVE YOU THE MOST OPTIMUM ABILITY TO NOT ONLY CARRY ON ANY LEAGUES, IF YOU GET IT RIGHT OUT IN THE TOURNAMENT, YOU CAN AT LEAST START RUNNING YOUR ONE THROUGH SIX SEEDS.

UM, AND, OR YOU'VE STILL GOT THE ABILITY FOR INSTRUCTORS WHO ARE MAKING THEIR MONEY WITH INSTRUCTION.

DIDN'T GET RAINED OUT.

THEY CAN NOW MOVE TO THE COVERED COURT.

SO IT SERVED US THAT FEEDBACK WAS EXCELLENT FOR US.

AND, UM, UNFORTUNATELY DUE TO THE COST ENDS UP IN PHASE TWO, BUT IT'S STILL AN EXCELLENT, UH, SUGGESTION WHEN WE WON'T DIVE IT.

BUT THERE, THERE WERE SOME ACCESSIBILITY CONSTRAINTS WITH THAT AS WELL.

UM, I'M 13 IS THE LIGHTED PICKLEBALL COURTS.

UM, AS, AS ZIAD HAS KIND OF TOUCHED ON, WHICH IS IN PHASE TWO, THEY WERE ALSO THE SAME SIZE AS A TWO PLEX.

SOME OF THOSE PODS HAVE TWO TENNIS COURTS SO THAT THEY CAN BE REPURPOSED IF THEY'RE NOT PICKLEBALL.

AND WE ENDED UP MOVING PICKLEBALL TO ANOTHER LOCATION AND ANOTHER TIME, UH, SUCH AS JACK COLEMAN OR RECODE AND, UM, OR, YOU KNOW, IT'S VERY, VERY FLEXIBLE.

WE WANTED TO MAKE SURE THAT MAYBE PICKLEBALL IS JUST A FAD AND IT GOES AWAY IN 10 YEARS.

AND WE'RE, WE'RE STUCK HERE WITH A CUSTOM COURT THAT WE CAN'T DO ANYTHING WITH.

UM, ADAM 14 IS THE PICNIC AREA THAT WE DISCUSSED AND KIND OF THE FOOD TRUCK PARKING ITEM 15 IS THE LOOP WALKING TRAIL JUST GETS A LITTLE BIT BIGGER AS IT GOES AROUND.

AND WE BEGIN TO EXPAND IT OUT.

ITEM 16 IS THE NEIGHBORHOOD PAVILION AND PLAYGROUND ITEM 17 IS THE NEIGHBORHOOD PARKING, WHICH IS TUCKED UP ON THE NORTH, JUST SO THAT THAT, UH, PEOPLE CAN COME PARK AND GET OUT EASY ACCESS INTO THE PARK.

UH, 18 IS THE OVERALL DESIGN FOR THE COMPLEX PARKING, UH, WHICH DOES INCLUDE PARKING FOR THE FUTURE PARK DEVELOPMENT THAT IS SOMEWHAT UNCLASSIFIED AT THIS POINT IN TIME, DEPENDING UPON FUTURE GROWTH, FUTURE USE AND FULFILLMENT OF THE MASTER PLAN AND THINGS LIKE THAT.

SO, UM, THAT'S KIND OF THE BIG OVERALL, UH, THE SITES WE'RE GOING TO DIVE INTO THE DETAILS THAT ARE PROMISED, UH, NOW, SO WILLIAM, IF I COULD REAL QUICK, BEFORE WE MOVE OFF OF THE MASTER PLAN, JUST BECAUSE I KNOW SOME OF THE FOLKS WERE INVITED FROM THE HOS NEARBY HERE, WE'RE UNABLE TO MAKE IT CAUSE WE HAD TO MOVE THE MEETING TO TODAY BECAUSE OF WEATHER LAST WEEK.

AND IF THEY'RE LISTENING OR HAVE THE OPPORTUNITY TO BE AT THE COUNCIL MEETING NEXT MONDAY AT THAT WORK SESSION, I FELT LIKE IT WAS WORTH EMPHASIZING THAT ANYTIME WE BUILD A FACILITY LIKE THIS, THERE'S NOT A NEIGHBORHOOD PARK FACILITY PER SE, IN THIS AREA THAT ADDRESSES, THERE'S QUITE A BIT OF ROOFTOPS IN THERE ON THIS AREA.

AND IT JUST MADE SENSE THAT THERE'S PLENTY OF SPACE HERE THAT NOT ONLY CAN IT SERVE AS A GREAT TENNIS FACILITY FOR THE CITY, BUT IT CAN ALSO SERVE THAT NEIGHBORHOOD PARK FACILITY PURPOSE, UH, NEAR THESE HOMES.

SO HENCE THE FUTURE OF POSSIBLE PLAYGROUNDS AND GREAT PLAY STRUCTURES, PARKING TO ACCOMMODATE THAT.

AND I DON'T KNOW ANYBODY THAT DOESN'T LIKE A TRAIL LOOP, NO MATTER WHERE IT IS.

AND SO THAT TRAIL LOOP, IF YOU'RE NOT A TENNIS PLAYER IS STILL AVAILABLE TO USE, UH, OUTSIDE THE FENCE AREA.

UH, YOU CAN SEE THE CONNECTIONS THERE TO THE VARIOUS NEIGHBORHOODS FOR THAT TRAIL LOOP.

SO WANTED TO BE MINDFUL OF THOSE, UH, THAT ARE ADJACENT TO THIS FACILITY THAT IT'S DESIGNED WITH THEM IN MIND AS WELL.

FANTASTIC.

UH, THE NEXT IMAGE IS JUST KIND OF A CROSS SECTION OF OUR PRIMARY TENNIS COURT AREA TO SHOW SOME OF THE ELEVATION CHANGE ITEM ONE IS THAT ENTRY CIRCLE WE'RE INHERITING THOSE TREES.

SO WE'RE LOCKED IN AT THAT ELEVATION.

WE'RE COMING UP A LITTLE BIT TO THE CLUBHOUSE.

UH, ONE OF THE THINGS THAT WE REALLY LOVED, UH, SPECIFICALLY WHEN WE WENT TO PLANO IS YOU GOT TO PLANO AND THEY HAVE A TWO STORY BUILDING WITH A WONDERFUL DECK THAT OVERLOOKS ALL THE TENNIS COURTS OUT THERE.

AND I MEAN, THAT'S WHAT WE ENDED UP HOLDING.

BASICALLY OUR ENTIRE SITE VISIT WAS UP ON THIS DECK AND IT WAS LIKE, MAN, WOULDN'T IT BE GREAT TO BE ABLE TO DO SOMETHING LIKE THIS? WELL, IT WAS COST PROHIBITIVE JUST BECAUSE ELEVATORS ARE SO VERY EXPENSIVE AND THE COST OF VERTICAL CONSTRUCTION.

UM, SO WHAT WE ENDED UP DOING IS WE WANTED TO HAVE THAT PATIO LOOK.

SO WE, WE DEPRESSED THAT CENTER COURT, UM, SUCH THAT YOU CAN STILL OVERLOOK AND SEE THE MAJORITY OF THE COMPLEX, UM, AND STILL HAVE THAT FEELING OF A REALLY COOL PATIO AREA THAT'S OVERLOOKING THE COMPLEX, UM, ITEM THREE IS THAT TERRACE SPECTATOR SEATING THAT WE SAW ON THE FIRST SLIDE, THE TURF WHERE YOU CAN HAVE JUST A REALLY GREAT CONGREGATION AREA FOR AS THE CENTER COURT, THAT'S DEPRESSED BRINGING BACK UP TO FIVE AND KIND OF THE ACT GRADE TENNIS FACILITY, ITEM SIX IS THAT AUXILIARY BUILDING THAT WE DISCUSSED.

SO FOR THAT PAVILION, YOU KNOW, SO IT'S FACING WEST I'M ON FOR, SO FOR THE PAVILION NOW IS FACING WEST, YOU'RE GOING TO MEET EAS FOR SOME KIND OF SHADE STRUCTURE OR SOMETHING.

YOU KNOW, WHEN PEOPLE ARE WATCHING SOMETHING THERE ON THE AFTERNOON, IT'S ACTUALLY FACING

[00:40:01]

EAST.

SO THE BACK OF THE BUILDING WAS FACING EAST.

OKAY.

OH, I SEE.

ALL RIGHT.

I GOT IT TURNED AROUND.

THANK YOU.

NO PROBLEM.

THAT'S ALL IT WAS, UM, ON, ON THE, UM, CLUBHOUSE, YOU TALKED ABOUT HOW PLANO WAS.

YOU CAN'T MAKE THAT ROOF ACCESS ONLY JUST TO STAND ON THE ROOF.

YEAH.

IT BECOMES AN ADA ISSUE.

SO YOU HAVE TO HAVE ACCESSIBILITY.

IF YOU GIVE ACCESS TO ONE PERSON, YOU HAVE TO ACCESS, HAVE ACCESS TO EVERYBODY, WHICH IS WHY WE WOULD HAVE TO HAVE THAT ELEVATOR REQUIREMENT.

YEAH.

YEAH.

THAT'S A BIG RAMP TO SPEAK AT CAMP.

UH, WE'LL GO, LET'S, LET'S MOVE ON TO THE BIO SWALE.

SO THE BIOSWALE ELEVATIONS IS JUST KIND OF WALKING THROUGH HOW THIS, UH, DETENTION POND WILL WORK.

UH, AS I MENTIONED EARLIER, WE WERE INHERITING SOME WATER FROM SOME DIFFERENT PEOPLE.

SO IT ALLOWED US TO GET A LITTLE BIT CREATIVE WITH HOW WE WERE GOING TO CONVEY THAT WATER.

UM, SO WE'RE SHOWING IT IN THREE STAGES.

WE BASICALLY HAVE A DRY SWALE, THE ACTIVE SWALE, AND THEN THE ACTIVE DETENTION.

UM, SO THE DRY SWALE IS BASICALLY SUMMER MONTHS WHEN WE DON'T GET A BUNCH OF RAIN, YOU'RE GOING TO BASICALLY SEE A DRY CREEK BED WITH MOWED GRASS UP TO THE EDGE OF THE, OF THE RIVER ROCK WITH SOME BOULDER ALONG THE WAY, JUST A WAY IN WHICH FOR US TO CONVEY WATER WITH A VERY AESTHETIC FEEL TO IT ALL, BUT STILL CLEAN EDGES.

UM, EASY MAINTENANCE ITEM TWO, WHICH IS THE ACTIVE SWALE.

THIS IS MORE DURING YOUR WINTER MONTHS WHEN WE HAVE A MORE FREQUENT WINE RAINFALLS, THERE'LL BE SOME WATER BASICALLY SITTING AND IN THE, UH, RIVER ROCK AREAS.

SO IT'LL LOOK A LITTLE BIT LIKE A CREEK.

UM, BUT THE INTENT IS FOR THAT AREA TO PERCOLATE INTO THE GROUND AS A BIO SWALE WE'LL, UM, ITEM ITEM FOUR OR THREE, SORRY, WHICH IS THE ACTIVE DETENTION.

THIS IS HOW WE'RE OVERCOMING, UM, THE STORAGE CAPACITY ISSUE, UH, WITH THE DRAINAGE ON THIS.

SO WE ARE GOING TO BASICALLY HAVE A STRUCTURE THAT THIS DISCHARGE IS FROM, UM, AND IT'S ACTUALLY GOING TO HAVE TO BE A LITTLE BIT BIGGER THAN WHAT WE'RE SHOWING AS WE'VE KIND OF DOVE INTO SOME OF THE PRELIMINARY ENGINEERING.

UM, BUT BASICALLY THE WATER WILL GO TO THE INLAND.

IT WILL BACK UP AND WE'LL RETAIN IT FOR A FEW MINUTES A WHILE WHILE THE HEAVY STORM EVENT OCCURS AND WE'LL RELEASE IT AT METERED, UH, QUANTITY SO THAT WE DON'T FLOOD DOWNSTREAM HOUSES AND WE DON'T HAVE ANY, UH, WE DON'T OVER OVERTOP THE DRAINAGE BASIN, WHAT WE'RE TRYING TO GET AWAY FROM RIGHT NOW, WHAT'S CURRENTLY PROGRAMMED IN THE BUDGET IS THERE'S A PIPE THAT GOES NORTH TO THE CREEK.

THAT IS OUR SECONDARY OVERFLOW.

OUR INTENT IS THAT WE CAN PROVIDE ENOUGH STORAGE IN THIS BASIN AND A BYPASS SWALE TO UTILIZE EXISTING INFRASTRUCTURE DOWNSTREAM, SUCH THAT WE DON'T HAVE TO PUT IN THAT BECAUSE IT'S SOMEWHERE AROUND 300 TO $500,000 TO PUT IN THAT PIPE, JUST BECAUSE WE'RE GOING, THE HILL GOES UP, THE PIPE GOES DOWN AND IT GETS VERY, VERY DEEP AND IT'S VERY, VERY BIG.

SO WE'RE TRYING TO SPEND THAT MONEY ON RECREATIONAL FACILITIES BY, BY GETTING A SOMEWHAT CREATIVE WITH HOW WE'RE DOING AND OVERCOMING THE RAIN EVENTS ON THIS.

UH, THIS IS SOMETHING THAT WE'RE COORDINATING WITH THE CITY OF GARLAND ENGINEERING DEPARTMENT ON, UM, AND OBVIOUSLY THEY WILL REVIEW AND APPROVE BEFORE WE, WE MOVE INTO CONSTRUCTION.

UM, THIS IS A MORE DETAILED LAYOUT OF THE CLUBHOUSE.

THE INTENT GOING INTO THE CLUBHOUSE WAS TO HAVE A VERY, VERY, UH, MULTIPURPOSE FUNCTIONAL SPACE.

UH, WE DIDN'T WANT TO HAVE DEFINED PROGRAMMED ELEMENTS IN HERE.

WE WANT TO HAVE OPEN SPACE AS MUCH AS WE CAN TO ALLOW PEOPLE TO CONGREGATE.

UH, ONE OF THE THINGS THAT WE HEARD I BELIEVE FROM BOTH ARLINGTON MCKINNEY IS THAT WHEN IT RAINS, WE WANT PEOPLE TO STAY BECAUSE THEY NEED TO STAY TO FINISH THEIR MATCHES.

IF THEY DON'T HAVE A PLACE TO STAY, THAT'S OUT OF THE RAIN THEY'RE GONNA LEAVE.

SO WE ARE TRYING TO GET THEM SPACE UNDER ROOF, SUCH THAT WE HAD GOOD SPACES FOR PEOPLE TO LINGER DURING THE RAIN EVENTS, BUT ALSO LINGER AFTER MATCHES.

SO STARTING AT THE TOP, THAT IS THE BACK PORCH AREA.

THAT'S LOOKING OUT OVER THE PREMIERE COURTS.

THIS IS ALL UNDER ROOF, BUT NOT WALLED IN, UM, THERE'S TABLES IN THERE JUST FOR FUNCTIONALITY PURPOSES AND, AND SPACE LIKE THAT.

A VERY LARGE BACK PATIO THAT LEADS INTO KIND OF A GLASSED REAR ROOM AS KIND OF A COMMON CONGREGATING AREA IN THIS ROOM.

UH, STARTING PAGE LEFT, YOU'LL SEE KIND OF A MINI BAR, A WET BAR, THIS ESSENTIALLY WHERE WE'RE GOING TO BE ABLE TO DO SNACKS, COFFEE BAR, UH, WATERS, AND A FRIDGE.

SO JUST SMALL THINGS TO THINK ABOUT LIKE A HOTEL, UM, KIND OF A HOTEL, UH, CONVENIENCE STORE THERE, UM,

[00:45:01]

IN THE MIDDLE, YOU'LL SEE THE PRIMARY DESK WHERE PEOPLE CAN CHECK IN AND CHECK OUT, MOVING TO THE RIGHT IS WHERE WE HAVE OUR RACKET STRINGING AND PRODUCT SHOWROOM, UM, IN, IN DISCUSSING PRODUCT, HEY, ARE WE, ARE WE TRYING TO SELL RACKETS? WHAT ARE WE TRYING TO SELL THESE SPACES? UH, THEY SAID, YOU KNOW, REALISTICALLY PEOPLE ARE BUYING THEIR BAGS AND THEIR RACKETS ONLINE NOWADAYS.

SO WHAT WE'RE TRYING TO PROVIDE WITH THIS RETAIL SPACE IS SIMPLY EVERYDAY USE ITEMS, GRIP, TAPE, UH, STRINGING OPPORTUNITIES, YOU KNOW, MAYBE PEOPLE FORGOT SWEAT BANDS, UM, AND THEN APPAREL FOR, FOR THE GARLAND TENNIS FACILITY SPECIFICALLY.

SO IT'S NOT LARGE, UH, IT'S NOT A LARGE SHOWROOM, BUT IT'S MEANT FOR JUST SMALL EVERYDAY USE ITEMS, SUNSCREEN, THINGS LIKE THAT.

UM, MOVING DOWN FROM THERE, THERE IS A ROOM WITH SIX DESKS.

THAT'S KIND OF OUR PRO SHOP ROOM.

UH, THIS IS CURRENTLY ONE ROOM THAT WAS KIND OF HEAVY PROGRAMMED AND HAVING DESIGNATED THAT WE'RE DISCUSSING, CHANGING AND MAKING A LITTLE BIT MORE, MULTI-PURPOSE SUCH THAT WE'RE DROPPING IN MAYBE ONE BIG CONFERENCE TABLE RATHER THAN SIX CUBICLES WHERE PROS CAN JUST SIT DOWN AT A CONFERENCE TABLE WORK AND THEN PACK THEIR STUFF UP AND GO.

IT'S ALSO WOULD BE GOOD FOR TOURNAMENTS TO BE ABLE TO HAVE OUR REFEREES TO GET IN THERE OR THE TOURNAMENT HOST TO BE ABLE TO GET IN THERE.

SO SOMETHING THAT'S NOT SO HEAVILY PROGRAMMED AND STRUCTURED SUCH THAT YOU CAN PUSH THE TABLE AGAINST THE WALL AND YOU CAN SERVE FOOD FOR THOSE PEOPLE.

IT'S A LITTLE BIT MORE FLEXIBLE THAN WHAT WE HAVE SHOWN HERE.

UH, THE ROOM NEXT TO IT IS BASICALLY OUR JANITORIAL CLOSET.

YOU GOT TO CLEAN IT IF YOU'VE GOT IT.

SO WE GOTTA BE ABLE TO HAVE STORAGE FOR IT.

THE NEXT ROOM TO THE LEFT OF IT IS KIND OF IS THE COMPLEX DIRECTOR'S OFFICE.

UM, IT, IT IS BASICALLY THE ONLY PERSON WITH A SINGLE USE OFFICE.

IT'S GOT A MEETING SPACE WITH A DOOR THAT CLOSES, IT'S GOT A WINDOW THAT LOOKS OUT INTO THE HALLWAY AT THE ENTRY AREA.

UH, YOU SEE THE PRIMARY ENTRY AREA FROM THERE, MOVING LEFT.

AND THEN THE RESTROOMS, UH, IN THE RESTROOMS, WE HAVE LOCKERS.

WE HAVE, UH, THREE STALLS, BOTH MEN AND WOMEN, AND THEN CHANGING ROOM AND SHOWER MOVING TO THE LEFT OF IT IS OUR STORAGE ROOM.

UH, BOTH HAS A DOORWAY AND ALSO A GARAGE DOOR ROLL UP.

UM, THIS IS SOMETHING THAT WE REALLY LOVE SEEING AND MCKINNEY.

THEY HAD A REALLY GREAT EXAMPLE OF THIS REALLY GREAT SIZE FOR BASKETS FOR ALL THE BALL MACHINES, FOR ALL KINDS OF DIFFERENT STORAGE NEXT WEEK, KIND OF MOVE INTO SOME EXTERIOR RENDERINGS.

WE'VE GOT THE ENTRY PULLING IN, UM, ON THE LEFT, WE'VE GOT KIND OF THE CLUBHOUSE REAR PATIO AREA.

UH, STILL ONE OF MY FAVORITE SPACES.

I THINK IT'S GOING TO BE A GREAT PLACE FOR PEOPLE TO CONGREGATE INTERIOR.

YOU'RE LOOKING AT, UH, THE CLUBHOUSE INTERIOR ON THE LEFT, WHICH IS THE CHECK-IN DESK, SOME KIND OF TABLE HIGH BAR STOOLS WITH SITTING AREA.

AND THEN YOUR APPAREL TUCKED BACK IN THE CORNER WITH THE RACK BETWEEN THE CLUBHOUSE INTERIOR ON THE RIGHT IS BASICALLY LOOKING THE OTHER DIRECTION AT ARE KIND OF MINIBAR AREA AND SOME MORE OF THE, THE COMMON SPACE.

YOU SEE THE ENTRY OF THE BATHROOMS AND THE BACKSIDE OF THE CHECK-IN, UH, EXTERIOR CONCEPTUAL RENDERINGS.

SO THIS IS AGAIN, KIND OF THE PREMIERE COURT AREA THAT WE LOOKED AT ON THE FRONT, UH, AT THE FIRST IMAGE.

OKAY, THANK YOU.

PASS ONE.

OOPS.

YEAH, THIS ONE, I DON'T HAVE THAT ONE.

I CAN TALK A LITTLE BIT ON THAT STATION.

UM, THE VEGETATION PORTION OF THINGS, UH, AS WE TALKED WITH EVERYBODY, WE WANTED TO BE VERY SELECTIVE IN THE TYPES OF TREES THAT WE HAD OUT THERE.

UM, AS FAR AS THE MAINTENANCE, WE DIDN'T WANT TO HAVE, UH, TREES THAT WERE DROPPING ACORNS, A LOT OF THINGS THAT WOULD STAY IN THE COURTS.

UM, SO WE, WE WANTED TO MAKE SURE ONE THAT, THAT THEY WERE SPACED APPROPRIATELY.

UH, THE, THE DIMENSION THAT WE'VE KIND OF LANDED ON IS ABOUT 30 FOOT OFF THE COURTS.

UH, WE WERE TALKING TO SOMEBODY AND THEY SAID, YOU KNOW, WE DON'T HAVE ANY TREES ON OURS AND WE STILL HAVE LEAVES.

SO I THINK LEAVES ON THE COURTS ARE INEVITABLE.

UM, IT'S GOING TO BE A MAINTENANCE THING.

WE JUST WANT TO MAKE SURE THAT WE'RE NOT PROMOTING ADDITIONAL MAINTENANCE AS MUCH AS POSSIBLE, UM, AND STAINING OF THE COURTS.

SO BEING VERY SELECTIVE IN THE SHADE TREES WE HAVE, BUT HAVING SHADE TREES ON SITE IN OUR OPINION IS A VERY MUCH A NECESSITY THAT'S WHERE PEOPLE ARE GOING TO CONGREGATE IN THE SUMMER MONTHS.

IT'S EASY TO FORGET DURING WINTER MONTHS.

UH, BUT HOW HOT SUMMER IS MR. CHAIRMAN? I HAVE A QUESTION ON THIS PAGE.

AND SO ONE OF THE, SO I DO A LOT OF WORK AT SPRING CREEK FOREST PRESERVE, AND ONE OF THE SPECIES WE'RE STARTING TO HAVE PROBLEMS WITH IS CHINESE MUSTACHE.

YOU KNOW, THEY'RE STARTING TO COME IN ALONG THE EDGES FROM THE NEIGHBORS, LANDSCAPING AND THINGS, I GUESS, YOU KNOW, YOU KNOW, IT'S CONSIDERED, CAN BE CONSIDERED INVASIVE.

AND, UM, SO I MEAN, MY PREFERENCE WOULD BE JUST NOT TO HAVE IT.

[00:50:01]

THERE'S SO MANY THOUGH.

UM, DO WE HAVE THE, HAVE THE ELEVATION TO HAVE, THIS IS A REALLY PRETTY SLIDE WITH THE DIFFERENCE IN THE VEGETATION THAT'S ON THERE.

WE DON'T HAVE THAT MUCH GRADE, DO WE, SO WE WILL ON IN SOME AREAS.

UM, SO IN SOME OF THIS WILL BE, SO IF YOU THINK ABOUT THIS COURT THAT, UH, THE PRIMARY PREMIER COURT, SO IF YOU GO JUST TO THE RIGHT OF IT, OUR TRAIL WILL STILL BE HIGH AND WE HAVE TO DO SOMETHING TO COME DOWN RIGHT NOW.

THAT'S KIND OF PROGRAMMED WITH TREES, BUT EVEN WHAT WE WERE LOOKING AT AS IT GETS A LITTLE BIT TIGHT WITH TREES THERE.

SO IT MAY BE THAT WE CAN DO SOME KIND OF AN ARCHITECTURAL FEATURE LIKE THAT AND DO MORE OF A LANDSCAPE PLANNING BED THERE.

WE ALSO THINK THAT WE CAN USE THINGS LIKE THAT ALONG THE FACE IN THE FRONT OF THE BUILDING.

UM, CAUSE WE'LL HAVE SOME EXTERIOR ELEVATION CHANGE SPECIFICALLY ON THE SOUTH SIDE OF THAT BUILDING THAT WE'RE GOING TO HAVE TO ADDRESS WITH SOME EXPOSED WALLS, BUT WE DO LOVE THAT RUBBED CONCRETE WALL LOOK AND SOME MONOLITHIC LANDSCAPING IN THESE BEDS.

IT'S VERY, VERY, IT'S BECOME VERY J IT'S JUST A BEAUTIFUL LOOK.

IT REALLY IS.

IT'S CLEAN, IT'S ORGANIZED, BUT IT STILL HAS GOOD COLORING.

GOOD POP.

YEAH.

I WOULD JUST ADD TO THAT, THAT WE'RE GOING TO BE REALLY STRATEGIC ABOUT WHERE WE PUT OUR LANDSCAPE BEDS, UM, BECAUSE THEY ARE COSTLY, THERE'S ADDITIONAL, UH, INFRASTRUCTURE NEEDED FOR IRRIGATION AND THINGS LIKE THAT.

SO, UM, WE'RE JUST REALLY BEING AT THIS LEVEL.

WE HAVEN'T REALLY DOVE INTO THE DETAILS ON WHERE EXACTLY, I MEAN, THAT AREA THAT WILLIAM MENTIONED AND MAYBE A FEW OTHERS, UM, FOR THE MOST PART, YOU KNOW, IT'LL BE TURF AND TREES.

UM, UM, BUT YEAH, I MEAN, THERE ARE CERTAIN STRATEGIC AREAS WHERE WE DO WANT TO DO SOME ENHANCEMENTS AND, UM, YOU KNOW, WE LIKED THE APPROACH THAT WE WERE KIND OF THE DIRECTION WE'RE GOING IN HERE.

UM, YOU KNOW, NATIVE, NATIVE PLANTS AND WHEREVER WE CAN, YOU KNOW, GRASSES AND THINGS LIKE THAT.

AND, UM, JUST BEING MINDFUL OF, YOU KNOW, IF WE, IF THERE ARE RECOMMENDATIONS TO STAY AWAY FROM CERTAIN CERTAIN PLANT MATERIAL FOR THEM BEING CONSIDERED INVASIVE, THEN WE'LL CERTAINLY, YOU KNOW, LOVE TO HEAR THAT FEEDBACK NOW.

UH, CAUSE THIS IS THE TIME TO KIND OF CHOOSE OUR PALETTE.

WE HAVE A LIST OF WHAT'S GOING IN THE LANDSCAPE BEDS.

IS THERE ANYTHING ELSE THEY'RE IN THERE RIGHT NOW? WE'RE JUST KIND OF LOOKING AT IT AS A, AS, AS A S SCHEME, AN OVERALL SCHEME.

YOU HAVEN'T GOTTEN INTO THE LIST YET, BUT, UM, WE DO LIKE, YOU KNOW, NATIVE WHEN WE CAN, YOU KNOW, GRASSES ARE CERTAINLY A, A BIG PLUS AND, UM, THINGS THAT OFFER UP, YOU KNOW, SOME WILDLIFE BENEFIT ARE ALWAYS GREAT.

UM, OKAY.

ALL RIGHT.

ANY FURTHER QUESTIONS FROM THE, FROM THE BOARD AND NOW I'VE GOT, I'VE GOT A COUPLE OF THAT.

Y'ALL THOUGHT I BROUGHT UP.

LET ME TAKE IT TALKING ABOUT THANKS WHEN YOU'RE TALKING ABOUT YOUR FOOD, BUT FOOD TRUCKS, UH, AND SPOTS 10 AND 11 ON PAGE, PAGE TWO, TWO TRUCKS, THREE TRUCKS, FOUR TRUCKS.

WHAT DO YOU, WHAT ARE YOU THINKING ABOUT THERE? SO A SWITCH DOWN THERE'S SOME THE RENDERINGS, IF YOU DON'T, YOU KNOW, WE, WE, UM, YEAH, HERE WE GO.

SO LET'S ADD THIS.

THIS IS THAT EXTERIOR INSIDE THE COMPLEX.

WE WILL HAVE SPACE FOR TWO ON THE VERY FAR EAST SIDE OF THE LOOP.

UM, BUT THE EXTERIOR WILL REALLY HAVE SEVERAL SPACES BECAUSE IT'S REALLY GONNA BE ABOUT A PROGRAMMING OF WHO'S INTERESTED IN COMING IN THE WAY IN WHICH, UM, WE'RE SETTING THIS UP IS THAT WE'LL HAVE KIND OF A GATHERING AREA OUTSIDE OF THE COMPLEX IF PEOPLE WANT TO LINGER.

SO LET'S SAY MY, MY KIDDOS PLAYING TENNIS AND INEVITABLY WHEN WE GET DONE WITH WHATEVER SPORTING EVENT WE'RE DOING, THE IMMEDIATE QUESTION IS WHAT ARE WE DOING FOR DINNER? WELL, HE ALWAYS WANTS TO GO WITH ONE OF HIS BUDDIES, SO, HEY, LET'S JUST GO SIT OUT HERE.

LET'S GET A FOOD TRAY AND WE'LL EAT IN THIS AREA, BUT WE'VE GOT SPACE FOR A BUNCH OF THEM UP THERE, YOU KNOW, FIVE TO 10, BECAUSE IT'S JUST PARKING SPACES AT THAT POINT IN TIME.

AND IT'S A PROGRAMMING AND BLOCKING OFF SOMETHING I'M SEEING IN YOUR, IN YOUR CONCEPTUAL RENDERING.

IS THAT SOMETHING WE HADN'T TALKED ABOUT AND THAT'S HAVING, UM, UH, ADVENTURES AND, AND TABLES, UH, IF YOU'RE GONNA HAVE THE TRUCKS THERE, HAVE A PLACE TO EAT THERE.

UM, IS THAT, IS THAT ACTUALLY PART OF, WE DIDN'T TALK ABOUT THAT EARLIER IN THE, HAVING THE ACTUAL SITTING AREA FOR PEOPLE TO SIT AND ENJOY, ENJOY THEIR FOOD, BUT THAT'S NOT GOING TO BE GOOD TO HAVE THE TRUCKS THERE AND NO PLACE TO SEE IT.

SO I'M JUST GOING TO, I GET UP A COUPLE OF SLIDES JUST TO SHOW US THE ZOOMED IN AREA, JUST WHERE WE'RE WILLIAMS TALKING ABOUT.

CAUSE THAT'S, THAT'S RIGHT IN HERE, UM, AT THIS TURNAROUND LOOP.

SO THIS, THIS AREA RIGHT HERE, WE, WE INTEND TO USE IT FOR, FOR FOOD TRUCKS.

AND THERE'S A SEATING AREA HERE.

THERE'S SOME PICNIC TABLES BACK HERE AND IT'S KIND OF A CONFLUENCE OF JUST VARIOUS TRAILS THAT WILL ULTIMATELY COME INTO THIS AREA.

SO THIS, THIS SIDEWALK BACK HERE WILL CONNECT TO THESE PICNIC TABLES.

THIS AREA RIGHT HERE, WE'LL HAVE PICNIC TABLES RIGHT UP AGAINST THE MAIN SIDEWALK.
